Concrete vs. Steel Piles for Marine Piers: Cost, Durability, and Installation

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prestressed concrete is usually the durable baseline for a marine pier, while steel becomes the better fit when deep water, high lateral or seismic demand, fender loads, or difficult driving govern the design. Historical Federal Highway Administration (FHWA) bids show lower pile-driving unit costs for several prestressed-concrete sizes than for the listed steel pipes, but those figures are Boston project bids from 2006—not current marine-pier prices. The right choice depends on the soil profile, water chemistry, loads, pile geometry, construction access, and the protection and inspection work required over the facility’s life.

Concrete does not eliminate cracking or reinforcement corrosion, and steel does not eliminate maintenance. A defensible selection compares installed cost, drivability, structural capacity, corrosion or cracking protection, inspection access, and replacement consequences as one system.

Concrete or steel: the decision in one view

Project condition Likely starting point Why
Permanent pier where marine durability and fire resistance are priorities Prestressed precast concrete UFC 4-152-01 states that concrete is generally the best material for piers and wharves when properly designed and constructed, and describes such facilities as highly durable in marine exposure.
Deep water, large lateral forces, seismic demand, or fender-support loads Steel H-piles or pipe piles Steel sections can be selected and spliced for long reaches and are adaptable to high lateral demand and difficult structural layouts.
Very compact sand, gravel, or rock where penetration is difficult Steel or a concrete pile with a steel stinger, subject to design A WF-shape or H-pile stinger at a precast pile tip can help penetration; steel sections also offer flexible driving configurations.
Site with strict corrosion-control capability and accessible inspection routes Either, after life-cycle comparison Concrete requires crack and reinforcement-corrosion control; steel requires coatings, corrosion allowance, and possibly cathodic protection.

This table is a screening tool, not a material specification. A geotechnical and structural design must verify axial and lateral resistance, drivability, group behavior, and durability for the actual site.

What the available cost evidence actually shows

Historical FHWA pile-driving benchmarks

The most specific unit-cost evidence in the available record comes from FHWA Central Artery/Tunnel bid data published in 2006. The figures are for pile-driving materials and labor on that Boston project. They generally exclude mobilization and demobilization and exclude preaugering unless noted. They are useful as dated benchmarks, not as current marine-pier bids or universal prices.

Pile category in FHWA data Size listed Driving unit cost Qualification
Steel pipe pile 81.3 cm diameter $213 per meter 2006 Boston Central Artery/Tunnel bid; driving materials and labor, generally excluding mobilization, demobilization, and preaugering.
Steel pipe pile 154.9 cm diameter $819 per meter 2006 Boston Central Artery/Tunnel bid; same exclusions.
Prestressed concrete pile 30 cm $72–$197 per meter 2006 Boston Central Artery/Tunnel bid range; same exclusions.
Prestressed concrete pile 41 cm $95–$262 per meter 2006 Boston Central Artery/Tunnel bid range; same exclusions.

FHWA’s published observation was: “Steel pipe piles had the highest unit costs, ranging from $213 per meter for the 81.3-cm pile to $819 for the 154.9-cm pile.” On those bids, many prestressed-concrete sizes had lower driving costs than the listed steel pipes. That does not establish that concrete is cheaper on every pier: diameter, length, reinforcement, casting and transport, equipment, water depth, access, splicing, preaugering, disposal, and marine logistics can reverse an apparent material advantage.

Why a current estimate can differ sharply

A contractor’s installed price should separate the items that the FHWA benchmark does not capture. Request separate quantities and rates for:

  • pile fabrication, reinforcement, prestressing, or steel rolling and welding;
  • transport to the staging area and then to the marine work front;
  • barge, crane, template, hammer, leads, and other marine equipment;
  • mobilization, demobilization, and standby time;
  • preaugering, drilling, casing, spoils handling, or rock-socket work;
  • splices, pile shoes, stingers, cutoffs, and connection hardware;
  • load testing, dynamic monitoring, and integrity or weld inspection;
  • coatings, cathodic-protection equipment, sacrificial corrosion allowance, and future access systems; and
  • allowances for weather, tidal windows, navigation restrictions, and environmental controls.

Compare bids on the same installed scope. A low unit rate for the pile itself is not a low project cost if it requires more expensive marine handling, a larger hammer, extensive preaugering, or frequent future coating work.

Durability in salt water

What makes concrete durable—and what can damage it

UFC 4-152-01 says, “For piers and wharves, concrete is generally the best material for construction. Properly designed and constructed facilities are highly durable in the marine environment.” The qualification is important: durability depends on mix design, detailing, placement, curing, crack control, and quality assurance.

ACI identifies three principal deterioration mechanisms for marine concrete structures:

  • freezing-and-thawing attack;
  • corrosion of reinforcing steel, whose expansion can crack and disrupt the surrounding concrete; and
  • chemical attack by seawater.

ACI describes chlorides, sulfates, magnesium, and dissolved carbon dioxide among the aggressive agents that can enter or react with concrete. Tidal and splash exposure deserves particular attention because repeated wetting, drying, and salt concentration can make cracking and reinforcement protection more consequential than constant submergence.

Concrete measures that belong in the specification

UFC guidance recommends durability-enhancing concrete mixtures, fly ash or corrosion inhibitors where appropriate, and epoxy-coated reinforcement. Prestressed precast piles should be detailed to control cracking during handling and driving. Proper mix design and, in extreme cases, epoxy-coated reinforcement help limit reinforcement corrosion. The specification should also define curing, cover, allowable cracks, concrete strength, prestress transfer requirements, pile-head cutoff procedures, and acceptance criteria before production begins.

Prestressing is valuable because driving creates tensile stresses that can crack an ordinary reinforced pile. It is not a guarantee against damage: excessive driving energy, an unsupported length, a hard layer, or poor alignment can still produce cracking or spalling. Driving control and inspection therefore remain part of concrete durability, not an optional construction detail.

Why steel still needs a marine-corrosion strategy

Steel piles are exposed to atmospheric, splash-zone, tidal, and submerged corrosion conditions. UFC recommends marine coatings, cathodic-protection systems, and sacrificial corrosion allowance. Active cathodic systems can be difficult to design, construct, and maintain properly; passive systems are preferred where they can provide the required protection.

ASTM A690/A690M covers nickel-copper-phosphorus high-strength low-alloy steel H-piles and sheet piling and reports substantially better atmospheric and splash-zone corrosion resistance than ordinary carbon steel. Selecting that material does not remove the need to define weld procedures, coating compatibility, splash-zone detailing, inspection intervals, and the corrosion allowance used in structural calculations.

How long will a steel pile last in seawater?

There is no single authoritative service-life number that applies to every steel pile in seawater. Exposure zone, salinity, oxygen, tidal wetting, abrasion, stray current, coating system, corrosion allowance, cathodic protection, weld details, and inspection and repair access all change the result. A credible design states the assumed corrosion rates or protection performance, the remaining-section criteria that trigger repair, and how the owner will inspect the pile. If those assumptions are missing, a calendar-life claim is not a reliable comparison with concrete.

Structural fit: capacity, geometry, and loads

Axial and lateral resistance are site properties

Neither material has a universal capacity advantage. Axial resistance comes from the pile’s end bearing, shaft resistance, dimensions, and the soil profile. Lateral response depends on section stiffness and strength, unsupported length, fixity, group spacing, cyclic loading, and the surrounding soil. The engineer must evaluate both materials with the same geotechnical parameters and load combinations.

Marine piers often combine gravity loads with wave, current, berthing, mooring, vessel-impact, wind, and seismic actions. High lateral demand can favor a steel H-pile or pipe pile because the section, wall thickness, and splice arrangement can be tailored to the required stiffness and bending strength. A concrete pile can still be suitable when its section, prestress, reinforcement, and connection are designed for those actions.

Deep water, long piles, and group layout

Deep water increases suspended length, handling difficulty, and the amount of pile exposed above the seabed before lateral support develops. Steel piles are adaptable to long penetrations and can be spliced as the work progresses, subject to weld quality and driving stresses. Precast concrete piles require transport and lifting plans that protect them from bending and impact; the available casting length and marine handling capacity can control the number of segments or the pile layout.

Do not compare only the price per meter. Compare the number of piles, their diameter or section, length, spacing, batter, cap dimensions, connection details, and the effect of group installation on soil strength and movement. A material with a lower unit rate can require a larger group or a heavier cap.

Fender and seismic applications

UFC identifies steel H-piles and pipe piles as adaptable to deep water, high lateral loads, seismic areas, and fender systems. Steel is often attractive where piles must absorb or transfer concentrated lateral actions and where the designer needs a section that can be driven through variable layers. The corrosion-control system must be designed at the same time; a fender pile that is easy to drive but inaccessible for coating repair can create a poor whole-life result.

Installation in ordinary and difficult marine soils

Prestressed concrete pile installation

  1. Confirm the production and handling design. Verify concrete strength, prestress, lifting points, allowable handling stresses, pile-head details, and transport restraints before the pile leaves the casting yard.
  2. Set out the template and guide system. Establish position, batter, verticality, and the tolerances that the cap and connections can accept.
  3. Drive with monitored energy. Use a hammer and cushion system suited to the pile and soil. Record blows, penetration, rebound, alignment, and visible damage. Driving control is intended to minimize tensile cracking and spalling.
  4. Adapt the tip for hard layers. In very compact sand, gravel, or rock, a WF-shape or H-pile stinger at the pile tip can help achieve penetration when the design permits it.
  5. Verify capacity and condition. Apply the specified static or dynamic load tests, review driving records, and inspect the exposed pile and head before connection to the cap.

Concrete piles are factory-produced, so dimensional and material quality can be controlled before mobilization. Their weight and vulnerability to handling damage, however, make transport, lifting, and marine storage critical parts of the method statement.

Steel H-pile and pipe-pile installation

  1. Define the section and corrosion system. Select section, wall thickness, steel grade, splice details, corrosion allowance, coating, and any cathodic-protection provisions before driving.
  2. Prepare lengths and weld procedures. Confirm shop weld qualifications, non-destructive examination, coatings at splice areas, and the sequence for adding lengths in the field.
  3. Guide and drive in stages. Maintain position and batter while recording hammer energy, blow count, penetration, refusal or hard layers, and any distortion or local buckling.
  4. Manage the splash and tidal zones. Protect damaged coating, complete field repairs under specified surface-preparation conditions, and document the as-built protection system.
  5. Test and survey. Use the required static or dynamic tests, confirm pile-head elevations and alignment, and preserve records for future inspection.

Steel sections are generally easier to modify in the field and can be configured for difficult driving. Those advantages must be weighed against underwater cutting, welding, coating repair, and the long-term need to inspect corrosion-prone zones.

Preaugering, refusal, and soil movement

FHWA guidance addresses driven piles in soft and compressible marine clays, static and dynamic load tests, driving criteria, soil heave, and movement of adjacent structures. Preaugering may be required to reduce driving resistance or protect nearby assets, but it adds cost and does not guarantee that movement will be eliminated.

Before choosing a material, require the geotechnical report and installation plan to identify:

  • soft, compressible, loose, dense, cemented, or gravelly layers;
  • rock elevation, boulders, obstructions, and anticipated refusal;
  • setup or relaxation effects that can change capacity after driving;
  • soil heave, excess pore pressure, and lateral ground movement;
  • effects on adjacent wharves, utilities, seawalls, pipelines, and navigation structures; and
  • the trigger levels and response plan for vibration, noise, settlement, and movement.

A pile that is inexpensive to drive in an open test area may be unsuitable beside an operating berth if vibration or soil displacement cannot be controlled.

Noise, vibration, and marine access

Both materials can require impact or vibratory driving, and both can generate noise and vibration. The controlling issue is the selected hammer, pile geometry, soil response, work window, and proximity to people, structures, utilities, and aquatic receptors—not the material name alone. Compare predicted and measured levels, mitigation equipment, monitoring points, shutdown criteria, and the cost of restricted working hours.

Whole-life cost: what belongs in the comparison

Cost or risk category Concrete pile questions Steel pile questions
Initial fabrication What are the concrete, reinforcement, prestressing, curing, and quality-control costs? What are the steel, welding, dimensional, and non-destructive examination costs?
Transport and handling Can the route, crane, barge, and storage area handle the pile’s weight without cracking? Can lengths be transported and spliced efficiently, and is field welding practical?
Driving What hammer, cushion, stinger, and crack-monitoring requirements apply? What hammer, wall thickness, splice sequence, and buckling checks apply?
Ground treatment Is preaugering, casing, or a special tip required? Is preaugering, casing, or a special tip required?
Durability What mix, cover, prestress, crack limits, inhibitors, fly ash, or epoxy reinforcement are specified? What coating, corrosion allowance, cathodic protection, and splash-zone repair system are specified?
Inspection and repair How will cracking, spalling, reinforcement corrosion, and pile-head damage be detected? How will section loss, coating breakdown, welds, and cathodic-protection performance be inspected?
Replacement consequences Can a damaged pile be supplemented or jacketed without removing the cap? Can a corroded pile be strengthened, sleeved, or replaced with marine access available?

Whole-life cost should include scheduled inspections, access platforms or divers, coating renewal, anode or cathodic-protection maintenance, crack repair, pile jackets or supplemental piles, downtime, and eventual replacement. A material with a higher first cost can be economical if it reduces disruptive maintenance; a lower first cost can be false economy if its protection system is difficult to renew.

A practical selection workflow for owners and designers

  1. Define the design life and consequences of failure. Identify whether the pier is a temporary facility, a permanent berth, a public access structure, or a critical lifeline. Set inspection and outage requirements at the outset.
  2. Characterize the marine environment. Record salinity, tidal and splash exposure, temperature, freeze-thaw exposure, dissolved constituents, abrasion, marine organisms, and any stray-current risk.
  3. Complete the geotechnical model. Obtain soil layers, strength and compressibility, groundwater, rock and obstruction data, expected setup or relaxation, and lateral soil parameters.
  4. Establish all load cases. Include axial, lateral, cyclic, wave, current, berthing, mooring, vessel impact, wind, seismic, construction, and accidental actions applicable to the pier.
  5. Develop at least one concrete and one steel concept. Keep pile spacing, cap geometry, performance criteria, and load factors comparable so the material decision is not biased by different structural schemes.
  6. Check drivability before price selection. Model hammer energy, stresses, buckling, refusal, tensile demand, fatigue or cyclic effects, and the need for stingers, casing, or preaugering.
  7. Plan monitoring and testing. Specify static and dynamic load tests, wave-equation or equivalent driving analysis where required, survey tolerances, integrity checks, and acceptance criteria.
  8. Price the complete installation. Include marine plant, mobilization, access, weather delays, preaugering, splices, cutoffs, testing, environmental controls, and disposal—not just pile material per meter.
  9. Specify durability and inspection. For concrete, define mix, cover, prestress, crack control, curing, and reinforcement protection. For steel, define grade, coating, corrosion allowance, cathodic protection, splash-zone details, and inspection intervals.
  10. Make the decision on net present value and risk. Compare construction cost, maintenance, outage exposure, repair access, replacement method, and uncertainty. Document why the selected system remains acceptable if soil or access conditions vary.

Common failure modes and how to prevent them

Choosing from a unit-price table alone

Failure: applying a historical cost per meter to a current marine project. Prevention: use the FHWA numbers only as dated benchmarks and obtain current bids for the complete installed scope.

Assuming concrete is maintenance-free

Failure: omitting crack control, chloride-resistant detailing, curing, or inspection because concrete is viewed as durable. Prevention: specify the durability measures recommended by UFC and address the ACI deterioration mechanisms in the design and quality plan.

Assuming steel is permanent once driven

Failure: treating a coating or a cathodic system as a one-time purchase. Prevention: include sacrificial corrosion allowance, passive protection where appropriate, accessible inspection zones, repair procedures, and recurring maintenance funding.

Ignoring installation effects on neighbors

Failure: selecting a pile that reaches capacity but causes unacceptable heave, vibration, or lateral movement. Prevention: model and monitor soil response, establish trigger levels, and evaluate preaugering or an alternative sequence without assuming preaugering removes all movement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Underestimating handling and connection work

Failure: comparing pile shafts while omitting transport, splices, pile-head damage, cutoffs, and cap connections. Prevention: require an as-built installation method and priced bill of quantities for every connection and marine handling operation.

What to require in a bid and design review

  • A geotechnical design basis with soil parameters, refusal criteria, and assumptions about setup or relaxation.
  • Axial and lateral capacity calculations for the selected pile and group, including cyclic and seismic cases where relevant.
  • Drivability analysis showing stresses, hammer compatibility, expected penetration, and contingencies for hard layers.
  • A marine access plan identifying barge drafts, crane capacity, templates, navigation restrictions, weather limits, and standby rates.
  • Concrete durability submittals covering mixture constituents, prestress, curing, crack limits, reinforcement protection, and repair of damage.
  • Steel protection submittals covering section, grade, welds, coating system, surface preparation, corrosion allowance, cathodic protection, and splash-zone repairs.
  • Noise, vibration, and ground-movement monitoring plans with measurement locations and stop-work thresholds.
  • Static and dynamic testing requirements, survey tolerances, inspection records, and acceptance criteria.
  • An operations-and-maintenance plan showing how owners will inspect, access, repair, and eventually replace piles.
  • A whole-life cost comparison that identifies assumptions, recurring costs, uncertainty ranges, and the financial consequence of an outage.

When each material is the better starting point

Choose prestressed concrete as the baseline when

  • the pier is permanent and marine durability, fire resistance, and a robust low-maintenance system are priorities;
  • the site allows safe transport and lifting of precast units;
  • driving stresses can be controlled and the pile can be detailed to limit cracking;
  • the concrete mixture, reinforcement, cover, curing, and inspection program can address chloride, sulfate, freeze-thaw, and chemical exposure; and
  • the complete installed bid remains competitive after marine logistics and any required preaugering are included.

Choose steel as the baseline when

  • deep water or long penetrations make section length, splicing, or handling flexibility decisive;
  • high lateral, seismic, fender, or vessel-impact demand requires a tailored H- or pipe-pile section;
  • hard or variable soils make a steel driving configuration or tip detail advantageous;
  • field modification and rapid adaptation are important; and
  • the owner can fund and maintain coatings, corrosion allowance, cathodic protection where needed, and recurring inspection.

The material decision is complete only when the selected pile, group, cap, installation method, durability system, and maintenance plan work together. In many ordinary permanent piers, that process begins with prestressed concrete. In deep, heavily loaded, seismically demanding, or difficult-to-drive marine work, steel may provide the structural and construction flexibility that controls the project. The governing choice is the one that performs acceptably in the actual soil and water environment at the lowest credible whole-life risk.
