Keep construction and demolition debris contained, covered and inside your property until it is removed through an authorized route. In Delhi, arrange delivery to a current MCD-designated collection site or check whether pickup is available through the Delhi Malba Portal. Do not leave malba on a public street, at a dhalao or in a storm-water drain.
The right route depends on the amount of waste, what it contains, where it can be taken and whether pickup serves your address. MCD distinguishes collection sites for small quantities from processing plants for bulk generators, but its public notice does not establish a current numeric household threshold or universal fee. Confirm the details directly before loading or booking.

Choose an authorized route before moving the debris
For a household renovation or smaller load, check with the Municipal Corporation of Delhi (MCD) for a suitable designated collection site. MCD’s public notice distinguishes sites for small quantities from processing plants intended for bulk generators. If the load is large, do not assume a small-quantity site will accept it: confirm the correct destination and any load criteria with MCD before arranging transport.

If you would rather have the debris collected, the Delhi Malba Portal describes a pickup route for citizens, builders and agencies. It says MCD-authorized transporters take the waste to authorized recycling plants. Check directly on the portal whether pickup serves your address and accepts your material, and confirm the timing and any charge before booking. The official material does not establish one fee or guarantee service at every address.

| Route | Best starting point | What to confirm first |
|---|---|---|
| Self-delivery | Ask MCD which designated site suits the load; its notice distinguishes small-quantity sites from plants for bulk generators. | Current site, accepted materials, load criteria, access and any charge. A current household threshold and fees are not stated in the MCD notice. |
| Pickup | Check the Delhi Malba Portal, which describes requests handled by MCD-authorized transporters. | Address coverage, material acceptance, availability, timing and any charge. The portal description does not establish universal availability or a universal fee. |
Before deciding, estimate the load and consider whether a vehicle can reach the site or your property. Compare the confirmed site or pickup charge, if any, and ask whether the service can provide a booking record or destination information.
These are not interchangeable routes in every situation. A small renovation pile may be suitable for a collection site, while a larger project may need to be directed to a processing plant. MCD’s notice identifies those different facility roles, but the current load boundary is not stated there. Do not decide based on an old online post, a neighbor’s past trip or a remembered threshold: ask MCD which current destination accepts the amount you have and whether any booking or other arrangement is needed.
Pickup can avoid arranging a vehicle and a trip to a site, but only if the service is operating for your address and material. Self-delivery may give you more control over when the waste is moved, but it depends on the current site, access and the load being accepted. Compare the actual available options rather than assuming one is always cheaper or faster. The public information reviewed does not establish a standard price, guaranteed collection window or service area for every address.

Delhi Environment Department Direction No. 66 says construction and demolition materials and waste should be properly contained, covered and stored within the premises. Keep debris there while you arrange the authorized collection or delivery rather than setting it out on public land. Sturdy rubble bags can help contain small amounts of renovation debris, but they are only a handling aid: they do not replace an authorized disposal route.
Plan the removal before work creates a pile that cannot be safely contained. Keep the material in a designated area on the property, cover it while it awaits collection, and avoid allowing it to spill beyond the premises. Confirm any requirements for separating or packaging materials with the collection site or pickup service, since the official material does not establish a single acceptance specification for every route.
Containment matters during the waiting period as well as on removal day. Do not treat a curb, pavement, dhalao or drain as temporary storage while waiting for a vehicle. MCD’s July 2024 advisory expressly identifies public streets, dhalaos and storm-water drains as places where dumping malba is prohibited and punishable. Keep the debris on the premises until the agreed delivery or pickup is ready.

- Compact and Lightweight: Both tools are designed to fit into difficult to reach spaces. The 1/4" impact driver has a length of 5.55 in. and weighs just 2.8 lbs, while the 1/2" drill/driver measures only 7.5 in. and weighs 3.6 lbs
- Both the DEWALT impact driver and electric drill driver feature integrated LED work lights with a convenient 20-second delay, ensuring enhanced visibility in dimly lit or challenging work areas
- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
- Power drill cordless with 1/2" single sleeve ratcheting chuck provides tight bit gripping strength, making bit changes faster and more secure
If you use bags or another container, use them to manage the material on-site and for handling only where the chosen service permits it. The available Delhi instructions do not say that every type or quantity of C&D waste must be placed in a particular bag, nor do they provide one packaging rule applicable to every facility. Ask the destination or transporter how it wants the load prepared instead of assuming that packaging alone makes it acceptable.

Arrange removal step by step
- Estimate the load. Work out roughly how much debris the project will produce and whether it is a small load or a bulk-generator load. MCD’s notice distinguishes those routes but does not establish a current numeric threshold.
- Keep the waste on-site. Contain and cover it within the property while you confirm where it can go.
- Contact MCD or check the Delhi Malba Portal. For self-delivery, verify the designated site and its current acceptance details. For pickup, check address coverage, accepted material, availability, timing and charge.
- Use the confirmed route. Follow the site’s or service’s directions for loading and handover. Do not redirect a rejected load to a street, dhalao or drain.
- Keep any record you receive. Save the booking confirmation, receipt or other destination information if the service provides it. This is a practical way to document the route taken; the official sources do not establish a receipt as a universal household legal requirement.
Before contacting MCD or submitting a pickup request, be ready to describe the project, approximate quantity, address and intended timing. These details help you ask the questions that matter: whether the service covers the address, whether the load belongs at a small-quantity collection site or a processing plant, and whether the material is accepted. This is a practical preparation list, not a claim that the portal requires a particular form of measurement or a prescribed set of documents.
For self-delivery, confirm the site’s current location and access before loading a vehicle. A site address from an old notice may no longer be the right choice for your load or current arrangements. Ask about any load limit and charge, and whether the site has instructions about how to arrive or hand over the waste. Do not set out until you know where the load is expected to go.
For pickup, get the service details before leaving the debris ready for collection. Verify that the request covers your exact address, the material and the amount, then confirm timing and any charge. The Delhi Malba Portal describes requests by citizens, builders and agencies and an MCD-authorized transporter route to authorized recycling plants; the portal description does not promise universal coverage or a pickup slot. If the request cannot be served, keep the debris contained on your property and contact MCD about an alternative designated route.
If you hire a contractor or transporter to arrange removal, ask which designated site or authorized plant will receive the load and whether you will receive a booking record, receipt or destination information. The source material does not establish a universal household requirement to obtain a receipt, but keeping any record offered is a practical way to document what happened. Do not treat a contractor’s promise to “take it away” as proof that it will go to an authorized destination.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesDo not dump malba in public places
MCD’s July 2024 advisory states that dumping malba on public streets, dhalaos or storm-water drains is prohibited and punishable, and directs owners and builders to use designated sites. A convenient roadside pile is not a lawful substitute for collection or delivery. Keep the debris within the premises until the authorized route is ready, and do not leave it in a public place while waiting for a vehicle.

The advisory does not, in the material reviewed here, establish a specific fine amount or a single enforcement procedure to quote. Avoid relying on unsourced penalty figures. The important practical point is clear: public dumping is not the disposal route MCD directs owners and builders to use. If a collection is delayed or a site turns away a load, keep it contained and seek a confirmed alternative rather than abandoning it in a public place.
Apply the same caution to a pile outside a building or on the edge of a road, even if you intend it to be collected later. The advisory names public streets, dhalaos and storm-water drains; it does not create an exception for debris left temporarily or for a pile that someone else is expected to remove. Arrange the handover first and keep the material on the premises while you wait.
What the current rules framework says
The national Construction and Demolition Waste Management Rules, 2025 are reported as effective from 1 April 2026. The Government of India’s Press Information Bureau says the framework directs municipal corporations and development authorities in Delhi-NCR to establish collection points, intermediate storage and processing facilities, with at least one collection point in each 5 km × 5 km grid under their jurisdiction.
This direction concerns the facilities local authorities are to establish; it does not identify a particular address for your load, confirm that a particular facility is currently operating, or say which material and amount it will accept today. Use MCD’s current site information or the Delhi Malba Portal to determine the practical route for your project. Do not interpret the grid provision as permission to leave waste at any nearby open space or collection point without confirming that it is an authorized destination.
That national framework does not by itself tell a resident which site will accept a particular load today or whether pickup serves a particular address. Check the current local instructions before moving debris. The Delhi Pollution Control Committee (DPCC) rules index, updated in October 2026, continues to list the Construction and Demolition Waste Management Rules, 2016. Because the official index and the 2025 national framework reflect different points in the transition, consult the latest government notification for the exact obligations that apply to your project.
For a processing facility operator, this is not simply a question of choosing a drop-off point: DPCC’s consent policy describes authorization requirements for C&D processing-facility operators. Those operator requirements should not be treated as a substitute for MCD’s current instructions to residents and project owners arranging disposal.

For a resident, builder or project manager arranging removal, the useful distinction is between the system-level rules and the service-level choice. The national framework describes facilities and collection infrastructure; MCD’s notices and the portal are the relevant starting points for checking a route in Delhi. The sources cited here do not provide a complete site-by-site list of current acceptance terms, a universal fee schedule, or a household load threshold. Confirm those particulars rather than treating broad rules language as a booking confirmation.
Before you book or haul: a practical checklist
- Keep debris contained, covered and within the premises.
- Ask MCD which current designated site fits the load, or check pickup through the Delhi Malba Portal.
- Confirm material acceptance, load criteria, address coverage, timing, access and any charge directly with the relevant service.
- Use an MCD-authorized pickup route or a designated MCD site; do not dump malba on streets, dhalaos or storm-water drains.
- Save a booking record or receipt if one is provided.
A useful comparison before committing is: estimated amount; the appropriate facility type; distance and vehicle access for self-delivery; whether pickup is available; the confirmed price, if any; and what record of handover the service can provide. These are decision factors, not published universal terms. The MCD notice differentiates small-quantity sites from processing plants for bulk generators, while current thresholds and household fees are not established in that notice.
If details conflict, pause before moving the load. A current response from MCD or the portal about your address and quantity is more useful than relying on an older site list or assuming a facility will accept the material. Keep the debris contained on the property while you clarify the authorized route.
