A restroom that works for everyone is not defined by one fixture plan or a single sign. The reliable approach is to match the layout to traffic, privacy, assistance and maintenance needs, then support it with clear policy, equitable amenities and a review of locally adopted building, plumbing and accessibility rules.

Gensler’s three adaptable models—single-user, hybrid and multi-stall—provide a useful starting point. Recent school guidance from the American Institute of Architects (AIA) adds practical details on acoustic privacy, visible circulation, dependable locks and emergency access.

Why inclusive restroom design is a construction issue

Restroom access affects transgender people, parents accompanying children of another gender, caregivers, people with disabilities or medical needs, and anyone who needs more privacy than a conventional layout provides. Treating those needs as an afterthought can create long walking routes, confrontations, inaccessible fixtures, or facilities that staff cannot clean and supervise effectively.

Nick Bryan’s Gensler-contributed article, published by Building Design + Construction on March 28, 2017, describes an internal survey of 966 employees from 35 offices in seven countries and five continents. When an inclusive restroom was closer than a gender-segregated alternative, respondents preferred it by nearly 3:1. When both options were equally distant, 80 percent said they felt more comfortable using the gender-segregated restroom. Those results describe Gensler employees, not the general population, but they illustrate why location and choice matter as much as labels.

The same article cites the 2015 U.S. Transgender Survey from the National Center for Transgender Equality: 59 percent of respondents said they had sometimes or always avoided a restroom in the previous year because of fear of confrontation or other problems (48 percent sometimes and 11 percent always). The statistic is reproduced as the article attributes it; confirm the original survey before using it in formal project documentation.

A sentence attributed to a 2015 Department of Labor and OSHA handbook captures the practical consequence: “safe access to public restrooms is a basic necessity and essential for most people’s participation in civic life, the workplace, and school.” Treat that quotation as an attributed policy statement and verify the handbook wording if it will appear in a specification or public briefing.

Start with the three design priorities

Privacy

Privacy is visual, acoustic and operational. A user should not be exposed through gaps, sightlines, thin partitions, loud door hardware or a lock that can be defeated accidentally. Private rooms need reliable occupancy indication, and multi-stall rooms need stalls that protect users without creating hidden areas that staff cannot safely inspect or clean.

Full-height partitions can improve visual and acoustic separation, but they also affect lighting, ventilation, structure, security and maintenance access. Have the mechanical, structural and facilities teams review the partition system rather than treating it as a simple finish choice.

Proximity

Place inclusive options where people can reach them without a punitive detour. Compare walking distance from entrances, work areas, classrooms, assembly spaces and accessible routes. A single-user room that is technically available but remote, poorly signed or reached through a staff-only area does not provide equitable access.

In a school, distribute facilities through the building instead of concentrating the only private rooms in one wing. AIA’s June 11, 2024 school guide emphasizes visible shared circulation while preserving privacy inside individual rooms.

Cleanliness and support

Users judge safety and dignity partly by whether a restroom is clean, stocked and maintained. Select surfaces, partitions, dispensers and waste containers that crews can reach, inspect and replace without entering a locked room unexpectedly. Provide sanitary-napkin supplies and disposal bins equitably rather than limiting them to one gendered area. Build the cleaning route, replenishment schedule and fault reporting into the operational plan before opening.

Choose a layout that fits the building

Gensler presents three approaches, not a universal standard. Use traffic, privacy expectations, nearby alternatives, user mix, assistance needs, supervision and maintenance capability to select or combine them.

Approach Best fit described by Gensler Advantages Design cautions
Single-user Small workplaces or low-traffic areas Each person gets a private room; useful for families, caregivers and people needing assistance or additional privacy. Relying on only single-user rooms can be costly for a large population. Include inclusive signage and occupied/vacant indicators where permitted.
Hybrid Workplaces, public places and higher-traffic settings Combines private rooms with a communal sink area or other shared space. Shared sinks can reduce duplicated plumbing while private rooms serve families and users who need assistance. Separate the circulation and waiting logic carefully so a private-room queue does not block sinks, accessible routes or exits.
Multi-stall High-traffic, well-secured public settings, especially where other restroom options are nearby Handles peaks efficiently and can offer privacy inside stalls with shared hand-washing facilities. Communicate the access policy clearly, preferably in languages appropriate to the setting. Full-height stalls may require additional lighting, ventilation or structural support and must be reviewed for security and cleaning access.

How to decide between single-user, hybrid and multi-stall

Document the decision instead of selecting a model by habit. The following sequence turns the design conversation into testable requirements.

  1. Map demand. Estimate peak simultaneous use for the actual building population and schedule. Identify events, shift changes, class transitions and visitor surges rather than relying only on average occupancy.
  2. List user situations. Include a parent with a child, a caregiver assisting another person, a wheelchair user, someone with a medical condition, a transgender user, and a person who needs a quiet or private room. Note whether each situation requires an assistant, extra turning space, a changing surface or more time.
  3. Audit alternatives. Record the distance, hours, accessibility and security of every other restroom. A hybrid or multi-stall plan may work well when private rooms are also nearby; a single remote room should not be counted as an equivalent option without testing the route.
  4. Set privacy criteria. Decide where acoustic separation is essential, what can be seen from shared circulation, how occupancy is indicated and how staff will respond to a failed lock or blocked room.
  5. Coordinate building systems. Check plumbing fixture counts, ventilation, lighting levels, drainage, fire and egress constraints, partition support, door swings, electrical supplies and cleaning access with the project professionals responsible for each discipline.
  6. Test operations. Walk the plan with custodial staff, facilities managers, security personnel and representatives of the people who will use the building. Verify that replenishment, emergency entry and routine inspection can occur without unnecessary exposure.
  7. Confirm local requirements. Have the architect, code consultant and owner review the currently adopted building, plumbing, accessibility and restroom-access provisions with the authority having jurisdiction. The 2017 article’s references to legislation and model-code changes are historical and do not establish today’s requirements in any location.

Privacy details that prevent common failures

Individual rooms and locks

For individual rooms, specify a lock with a clear vacant/occupied indicator and a mechanism that resists accidental release. AIA’s 2024 school guidance recommends an outside key override for emergencies. Coordinate that override with safeguarding policy: authorized responders need a controlled method to enter, while ordinary passersby should not be able to defeat the lock.

Shared circulation

In school settings, AIA describes inclusive restrooms as non-gender-segregated, multi-user spaces containing private individual rooms and shared circulation. Make the circulation visible enough for passive supervision and emergency response, while preventing direct views into toilet rooms or under-door gaps that compromise privacy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Acoustics

Sound can reveal occupancy, medical needs or distress. Detail seals, partitions, ceilings and door hardware as an acoustic system, and check plumbing noise near quiet rooms. Do not assume that a floor-to-ceiling partition solves every sound path; adjacent walls, transfer grilles and ceiling plenums can undermine it.

Lighting, ventilation and maintenance

Full-height stalls and enclosed rooms change air movement and illumination. Mechanical engineers should verify ventilation performance for the final partition geometry, and lighting designers should eliminate dark corners without creating glare or direct sightlines. Facilities staff need access to valves, exhaust components, dispensers and waste containers without dismantling privacy elements.

Language, signs and policy

Use terms such as “gender-inclusive” or “all gender” where they are understood by the community, and pair words with pictograms that make the facility’s function clear. Gensler cautions that terminology and symbols should reflect cultural context: wording suitable for a North American workplace may not translate well to an airport, museum or multilingual public building.

Signs should identify the facility without implying that one group is being granted a special exception. Place directional signs at decision points, not only on the restroom door. Explain the access policy in plain language where a multi-stall facility is new or unfamiliar, and provide translations appropriate to the building’s users.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The policy must match the physical plan. State who may use each room, how privacy concerns are handled, how staff respond to harassment or a lock failure, and how emergency entry works. A sign cannot compensate for a policy that sends families or people needing assistance to a distant or inferior facility.

School-specific guidance from AIA’s 2024 guide

AIA notes that “Inclusive restrooms and locker rooms do not have a single, agreed upon definition or term.” That is a useful warning for school teams: involve the district, students, families, staff and local professionals in defining the outcome instead of copying a diagram from another campus.

  • Use acoustically private individual rooms within a shared, non-gender-segregated arrangement.
  • Keep shared circulation visible for supervision and emergency response, but shield toilet-room interiors from public sightlines.
  • Install clear signs and doors with dependable use indicators.
  • Provide an outside key override for emergencies and establish who controls it.
  • Distribute facilities through the building so students are not forced into a long or stigmatizing detour.
  • Adapt terminology, supervision methods and room mix to the school community and its safeguarding requirements.

The guide mentions that about 7 percent of the population experiences paruresis or parcopresis. The passage reviewed does not identify the underlying study, so treat that figure as an AIA-cited statement rather than independently verified prevalence data.

Construction and facilities checklist

  • Confirm the locally adopted code editions and permitting requirements before drawings are finalized.
  • Coordinate fixture counts, accessible rooms, plumbing rough-ins and ventilation with the selected layout.
  • Review door swings, corridors, queuing, egress and sightlines with security and fire-safety professionals.
  • Specify privacy hardware, occupied/vacant indicators and emergency override procedures.
  • Check full-height partition effects on lighting, ventilation, structure, security and cleaning.
  • Provide equitable sanitary supplies, disposal bins, hand-washing facilities and accessible dispensers.
  • Create a cleaning and inspection route that does not require surprise entry into occupied rooms.
  • Install signs at entrances and decision points using locally appropriate language and pictograms.
  • Publish an access and conduct policy alongside the opening of the facility.
  • Commission the completed room: test locks, indicators, exhaust, lighting, acoustics, drainage, signage visibility and emergency access with staff present.

What an inclusive restroom is—and is not

It is a coordinated service: a suitable layout, private and dependable rooms, equitable location, understandable signs, clean amenities, a workable policy and compliance with current local rules. It is not simply a room relabeled “gender neutral,” nor is it a claim that one model fits every building.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a small workplace, several single-user rooms may be the clearest solution. A busy public venue may need a hybrid arrangement or a well-secured multi-stall room plus nearby private rooms. A school may benefit from AIA’s shared-circulation model with acoustically private rooms, visible supervision and emergency override. In every case, the project team should test the user journey from arrival to exit and correct the physical or operational barrier it finds.
