Check local zoning and pool-barrier rules before buying materials or digging: a privacy feature is not automatically an approved safety barrier, and an opaque fence may be restricted.
Start by mapping the views into the pool area
Walk the pool area and nearby seating spots, and note where sightlines come from: neighboring windows and yards, streets, paths, or other public areas. Mark the views that matter most from pool level and from the places people actually sit. That will help you decide whether you need to screen a whole boundary or only one angle.
Also note the property boundary, existing fences, pool equipment, doors and windows, and any trees or structures that affect the view. A measured sketch is useful for comparing options and for asking your local authority what approvals apply.
Check local rules before choosing a design
Privacy screening and pool safety are separate design needs, even when the same fence serves both. A pool enclosure may have rules for its location, construction, permits, and visibility. For example, Toronto says a pool fence must surround the pool and cannot block the view of the pool from a window or doorway in the main living area. That is a local rule, not a universal standard. Requirements vary by place and by the kind of installation. Edmonton requires permits for certain over-height fences and platform privacy screens, and notes that a building permit is required when a fence or privacy screen is built as part of hot tub or swimming pool screening. Portland lists fences enclosing a swimming pool among projects that need a permit. NSW has its own conditions for privacy-screen height and distance from lot lines. These examples illustrate local variation; none sets a rule for every property.
Before settling on a height, material, location, or installation method, contact the planning or building authority responsible for your address and ask separately about zoning, fence or screen permits, and pool-barrier requirements. If your pool is subject to an existing permit or approval, check whether a change to the enclosure needs review.

A site plan can make that conversation more useful. Toronto’s zoning review asks for information such as property and pool dimensions, distances, adjacent doors and windows, equipment locations, and the fence’s location, height, and material. Use those details as a preparation model, not as a checklist guaranteed to apply elsewhere. Toronto’s pool-fence zoning certificate guidance describes its local review.
Choose the screening approach that fits the sightline
Fixed opaque fence or screen wall
A fixed fence or wall can provide a continuous, lasting screen along a boundary or around part of the pool area. It may suit a broad sightline or a layout where you want screening to be part of the permanent enclosure. Check permitted height, materials, placement, and visibility requirements before specifying an opaque design. If it also functions as the pool barrier, its construction must meet the applicable local barrier rules.

In Orlando, the city’s checklist names “Opaque fencing, screen wall, shrubs/vegetation, or building < 1 ft. away” as ways to screen certain exterior mechanical equipment. That is equipment-screening guidance, not a pool privacy rule or a general approval of those options for pool enclosures. Orlando’s residential swimming pool and spa checklist provides the local context.
Modular privacy panels
Freestanding or mounted panels can target a particular view, such as a neighbor’s window overlooking a seating area, without screening the full perimeter. Compare the panel’s dimensions and material with the sightline you marked, and confirm how it will be mounted and supported. Consider wind exposure, especially for a tall or solid panel, and verify whether the local authority regulates it as a fence or privacy screen. Edmonton’s rules are one example of a jurisdiction that regulates some privacy screens by height and location.

Do not treat a decorative panel as a pool safety barrier unless local officials confirm that its design and installation meet the barrier requirements. A targeted screen and a compliant enclosure may need to be separate features.
Planted screening
Shrubs, trees, and other vegetation can soften a boundary and create a living screen. Orlando identifies shrubs or vegetation as an option for screening certain exterior mechanical equipment, while Irvine says screening may be achieved by a fence or landscaping. Those references support vegetation as a possible screening approach, but they do not establish which species will work best around a particular pool. Irvine’s residential pool and spa guidance covers its local requirements.

Choose plants based on local climate, available planting width, expected mature size, root behavior, upkeep, and how long you are willing to wait for screening to develop. Check how roots, falling leaves, or other maintenance needs could affect the pool, paving, drains, and nearby structures. Ask a local landscape professional for site-specific selections rather than relying on a generic plant list.
Local landscape rules can also apply. Montréal’s guidance for in-ground pools requires at least 20 per cent of the backyard to be covered with grass, trees, or plants. That is a Montréal requirement for the cited pool context, not a general recommendation for how much planting a privacy plan needs. Montréal’s in-ground pool guidance sets out its local conditions.
Combine methods where one screen cannot do everything
A boundary fence may handle a broad view, while a short panel or planting screens a specific seating area. Combining approaches can address different sightlines without making every edge equally enclosed. Coordinate the pieces so they do not obstruct required views, conflict with the pool barrier, or extend into a restricted area.

No option is automatically best for every yard. Compare how much of each view it blocks, the height and width needed, permanence, installation, maintenance, wind exposure, planting space, and local approvals.

Prepare before installation
- Contact your local authority. Ask which zoning, fence or privacy-screen, and pool-barrier rules apply to the proposed location and design.
- Confirm boundaries and constraints. Check property lines, easements, and any local placement limits. Before digging, identify underground utilities and other planting or construction constraints.
- Mark the sightlines and dimensions. Record the views to screen and the proposed height, width, and position of each feature. Include the pool, nearby doors and windows, equipment, and existing boundaries in a sketch.
- Choose the screening material or planting plan. Compare permanent construction, panel support and wind exposure, or the space and care needed for plants.
- Coordinate permits and installation. If the work affects a pool enclosure, ask whether a permit or review is needed and whether the installer has experience with local pool-barrier requirements. A landscape designer or architect can help coordinate planting and layout where the site calls for it.
