The safe answer depends on whether the well may be used again. A compatible, lockable, watertight cover is temporary protection for an inactive well. Permanent abandonment requires removing equipment and obstructions, then placing an approved cement or bentonite seal from the bottom upward under your state or local well regulations. A cover alone does not eliminate the contamination pathway or the risk of a person, animal, or vehicle falling into a failed casing.
Why an unused farm well is a hazard
An open, damaged, or poorly sealed well connects the ground surface with groundwater. Mississippi State University Extension Service warns that abandoned wells can let contaminated surface water enter the aquifer and can injure or kill children, livestock, and wildlife. The same opening can become a route for fuel, manure, pesticides, household chemicals, rubbish, or floodwater.

Risk remains even when a well looks dry. A dry-looking shaft can contain standing water below the visible casing, unstable soil, rotten timbers, broken concrete, or gases. Never climb into a well, lower a person to inspect it, or lean over an unguarded opening. Do not test its depth by dropping objects, and do not throw soil, stones, waste, or chemicals into it.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe first decision is whether the well is merely out of service or is being decommissioned. If you might need it later, isolate it and install a compliant temporary cover while you obtain a condition assessment. If it will not be used again, arrange a regulated abandonment rather than treating a lid as a permanent fix.

Temporary cover versus permanent abandonment
| Issue | Secured temporary cover | Permanent plug |
|---|---|---|
| Purpose | Keep people, animals, rubbish, and runoff out while the well remains potentially usable | Eliminate the borehole as a fall and contamination pathway |
| Reversible? | Yes, if the well and equipment remain serviceable | No; the well is taken out of service |
| Typical work | Fit a compatible, lockable cover; fence or barricade the area; keep runoff away | Remove pump and obstructions, address casing, and grout or place approved sealant from depth upward |
| Contamination control | Depends on a sound, correctly fitted cover and surrounding drainage; it is interim protection | A continuous, approved seal is designed to stop water migration through the borehole and annulus |
| Regulatory status | Must meet applicable cover and access rules; it may not satisfy abandonment requirements | Usually requires state-defined materials, methods, licensed personnel, records, and sometimes inspection |
| Best choice | A well that may return to service after inspection and repair | A well that is no longer needed, cannot be safely restored, or must be removed from the property’s water system |
California standards, for example, require a secured cover to prevent unauthorized access, safety hazards, and illegal waste disposal, with watertight performance required in specified situations. The exact cover design, load rating, venting, locks, and inspection requirements depend on the local rule and the well’s construction.
Check the law before touching the well
Well closure is regulated by the state or, in some areas, a county or water-management authority. Rules can differ by well age, diameter, aquifer, casing, location, and whether the well flows under pressure. They may specify who can do the work, which sealants are acceptable, how much material is required, how the surface must be finished, and when an abandonment report is due.
Contact the state or county well program before scheduling permanent work. Ask these questions:
- Is a licensed water-well driller, pump installer, or professional engineer required?
- Is a permit, pre-work notification, inspection, or abandonment log required?
- Which cement, bentonite, grout, bridge plug, or surface materials are approved?
- Must the casing be removed, cut below grade, ripped, or perforated?
- Are there special procedures for flowing artesian, multi-aquifer, fractured-rock, cavernous, contaminated, or irrigation wells?
- What deadline applies after the well is considered abandoned?
Indiana illustrates why assumptions are dangerous: its Department of Natural Resources says an abandoned well generally must be plugged within one year after abandonment, subject to the statutory definition, and requires licensed personnel for post-1988 abandonments. Indiana also says a driller must plug an uncased dry hole within 72 hours after drilling is completed. Those are Indiana requirements, not national deadlines.
Ohio’s administrative code provides detailed alternatives by aquifer and well type. For certain single-aquifer wells, it specifies pressure grouting or coarse bentonite from 25 feet below ground surface to the surface. Ohio also requires a minimum 12-hour grout cure and a settlement check before additional grout is added in covered cases. These figures demonstrate the level of detail a local rule can impose; they are not universal instructions for a farm well elsewhere.
Safe workflow for an owner
1. Isolate the opening immediately
- Keep children, workers, livestock, and vehicles away. Use a rigid fence, barricade, or other physical exclusion zone that cannot be moved by animals.
- Do not stand on old boards, thin concrete, a rusted casing, or a homemade lid. Treat the surrounding ground as unstable until inspected.
- Keep surface water, manure, fuel, pesticides, and stored materials away from the opening. Do not use the well as a disposal pit.
- If the well will remain inactive while you investigate it, install a compatible secured cover. The cover must fit the casing or wellhead, resist expected loads, and prevent unauthorized access; a loose sheet of plywood is not an acceptable substitute.
Mississippi State University Extension Service summarizes the reason for doing this work: “Sealing an abandoned well properly takes time and money, but it removes a safety concern and may keep your drinking water from being contaminated.”
2. Identify the well before planning closure
Find the well log, pump records, property survey, or permit file. Walk the property for abandoned pump houses, concrete pads, buried lines, depressions, or old electrical service that may indicate additional wells. Record the information you can obtain without opening or entering the well:

Do not assume a missing log means the well is shallow or simple. Construction details can be established by a licensed contractor using approved methods, including sounding, pulling equipment, or video inspection.
3. Hire a qualified contractor for permanent work
USDA Natural Resources Conservation Service guidance states that each abandonment is unique and depends on location, condition, hydrogeology, geology, geohydrology, construction, and groundwater quality. Its preferred method for a non-flowing or out-of-use well is full grouting. Ask prospective contractors for their licence number where applicable, proof of insurance, proposed sealant and placement method, handling plan for removed equipment, and the record they will file with the authority.
A contractor should explain how the plan changes if the pump cannot be pulled, the casing collapses, water is flowing, the hole crosses more than one aquifer, or the well contains contamination. A quote that lists only “fill and cap” without depth, material, placement method, and regulatory documentation is not enough to evaluate permanent closure.
4. Remove equipment and inspect the borehole
Before sealant is placed, the contractor normally removes the pump, drop pipe, pitless adapter, suction line, trash, and other obstructions. Where feasible, tubing, screens, casing, filter pack, and old sealant are also removed. A sounder or downhole camera can identify a collapsed section, open annulus, bridge, leaking casing joint, or unexpected water-producing zone.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Equipment removal can create hazards. A stuck pump may be under tension, attached to corroded cable, or trapped by a collapsed casing. Do not attach a tractor, winch, or chain to an unknown assembly and pull from the surface. The contractor must decide whether controlled recovery, cutting, or an engineered seal around the obstruction is safer and legally acceptable.
5. Decide how to handle the casing
Removing casing is generally preferred because it reduces the chance that water will travel down the annular space between casing and formation. If casing cannot be removed, regulations may require ripping or perforating it so grout can bond to the surrounding formation and fill the annulus.
Surface termination is also jurisdiction-specific. Ohio requires casing removal to at least 3 feet below ground in covered cases. USDA NRCS guidance describes cutting resistant casing at least 2 feet below ground before sealing. Those two examples are not interchangeable; the applicable state rule controls the depth on your property.

After casing work, the contractor confirms that the hole is open to the planned seal depth and that no obstruction will prevent bottom-up placement. A collapsed or bridged hole may require a different method, such as a bridge seal, packer, or staged grouting.

Permanent sealing is designed to prevent vertical water movement through the borehole and annulus. USDA NRCS describes sealants as “a watertight barrier to prevent water migration into the well or bore hole from fractures within the surrounding formation.” The usual materials are neat cement, cement or sand-cement grout, bentonite slurry, and pelletized or coarse bentonite, selected according to the formation and local rule.
Controlled placement normally uses a grout pump and tremie pipe. The pipe carries grout to the bottom or the specified interval, and the pipe is raised as the seal rises so the column remains continuous rather than dumping material from the surface. EPA guidance explains that complete grouting helps minimize borehole collapse and seal shifting.
Material quantity cannot be set safely from a generic online formula. The contractor must account for actual depth and diameter, irregular borehole volume, casing and annular space, lost circulation into fractures, material yield, and any required separate seals between aquifers. Indiana recognizes neat cement, bentonite slurry, and pelletized or coarse bentonite as impervious plugging materials, but acceptance and placement requirements still depend on the specific well and rule.
7. Manage settlement and finish the surface
Sealant can settle or migrate into voids after placement. The contractor follows the required cure and verification procedure, measures the final level, and tops off the seal if permitted. Ohio’s code, for example, requires at least 12 hours of cure and a settlement check before adding grout in specified situations.
The final surface treatment may include a concrete plug, approved grout to grade, clean soil backfill above the seal, removal or cutting of the casing, and a durable marker or record. Grade the area so rainfall drains away from the former wellhead rather than ponding over it. Do not leave a hidden depression that can collect runoff or be struck by farm machinery.
8. File and retain the closure record
Submit the abandonment report, log, or notification within the local deadline. Keep a copy with the property records and provide it to a future owner. Retain the contractor’s invoice, licence details, material names and quantities, depth measurements, photographs before and after closure, inspection information, and any laboratory or contamination records.

Mark the former well location on a site plan even after the surface is restored. Knowing where the sealed borehole is helps future excavation, drainage, foundation, fencing, and utility work avoid damaging the seal.
Special cases that need specialist methods
Flowing artesian wells
A flowing well can keep moving water while ordinary grout is being placed, washing sealant out of position or carrying water between formations. The contractor may need a packer, shut-in device, casing extension, controlled discharge, or pressure grouting. Do not try to stop a flowing well with loose soil or dumped concrete.
Multiple aquifers
If a borehole intersects more than one aquifer, an incomplete seal can allow inter-aquifer commingling. The closure design must isolate each water-bearing interval as required by the regulator and the hydrogeologic assessment. A single surface plug is not automatically adequate.
Fractured or cavernous formations
Fractures, solution channels, and cavities can take large volumes of grout or allow a seal to move. The contractor may use staged pressure grouting, packers, bridge seals, or other engineered controls. Material loss, unexpected pressure, or repeated settlement is a reason to stop and revise the plan, not to keep dumping product into the hole.
Contaminated or uncertain wells
If the well is near a fuel tank, pesticide mixing area, septic system, livestock waste, landfill, or flood path, tell the authority and contractor before work begins. Sampling, special handling, or a remedial plan may be required. Do not pump contaminated water onto the ground or transport removed sediment without following applicable environmental directions.
Obstructed, collapsed, or inaccessible wells
An obstruction, collapsed casing, buried wellhead, or narrow access can prevent normal equipment removal and tremie placement. The contractor may need locating, excavation, fishing tools, downhole inspection, or a designed alternate seal. A surface cap over an unknown obstruction does not prove the borehole has been permanently isolated.
Materials and equipment: what each item does
| Item | Role | What to verify |
|---|---|---|
| Lockable, compatible watertight cover | Interim protection for an inactive well | Fit, load resistance, lock, venting, watertight requirement, and local approval; it is not a permanent plug |
| Neat cement or approved cement grout | Creates a hardened seal where required by geology or regulation | Approved mix, placement depth, cure time, and pumpability |
| Bentonite slurry | Impervious sealant used in approved applications | Hydration, density, compatibility with formation water, and local acceptance |
| Pelletized or coarse bentonite | Solid plugging material used in specified intervals | Correct grade, swelling characteristics, quantity, and placement method |
| Grout pump and tremie pipe | Places sealant continuously from depth upward | Reach, pressure control, cleanout, and contractor competence |
| Packer, bridge plug, or shut-in device | Controls flowing wells, cavities, or separate intervals | Engineering design and regulator approval for the specific well |
Buying bags of bentonite or a prefabricated cap before the well is assessed can waste money or create a noncompliant closure. Purchase materials only after the contractor and regulator confirm the grade, quantity, and installation method.

Common mistakes and how to avoid them
- Putting a lid on an abandoned well and stopping there: A cap controls access temporarily but does not seal the borehole. Arrange permanent closure if the well will not return to service.
- Dumping soil, gravel, rubbish, or concrete into the opening: Uncontrolled fill can bridge above an open void, leave vertical leakage paths, and make later regulated work harder.
- Using a universal depth or volume: Depth, diameter, casing, fractures, and required aquifer isolation vary. Have the contractor calculate the material and document actual placement.
- Pulling a stuck pump with farm machinery: Tensioned cable, corroded fittings, and unstable casing can fail suddenly. Use equipment and recovery methods intended for wells.
- Ignoring water flow: Artesian pressure can move grout and connect aquifers. Flow-control planning is required before sealing.
- Cutting casing to a convenient height: The required below-grade depth and treatment differ by jurisdiction. Follow the written rule, not a neighbor’s practice.
- Failing to report the work: An undocumented closure can create a legal and safety problem during a property sale, new construction, or environmental review.
- Leaving runoff aimed at the wellhead: Ponding concentrates contaminants and can erode the finished seal. Shape the final grade to shed water away.
Cost, scheduling, and access
No dependable nationwide price is published for farm-well abandonment. A local quote must account for depth, diameter, casing material, pump recovery, access for a drill rig or grout truck, geology, water flow, contamination controls, sealant volume, inspection, and filing fees. A shallow, accessible, non-flowing well may require far less work than a deep irrigation well with a stuck pump or fractured formation.
When comparing quotes, request the same scope from each contractor:
- Well identification and condition assessment
- Pump and obstruction removal, including what happens if recovery fails
- Casing removal, cutting, ripping, or perforation
- Sealant type, estimated quantity, placement equipment, and intervals
- Flow control or staged grouting for difficult geology
- Surface restoration and drainage
- Inspection, photographs, measurements, and regulatory filing
- Handling of removed equipment and any contaminated material
Access planning matters on farms. Protect septic systems, buried utilities, drainage tiles, crops, fences, and livestock routes. Keep children and animals out of the work zone while casing is opened and grout equipment is operating.

When a temporary cover is the right choice
A temporary cover is reasonable only when the well is being kept available for a documented evaluation, repair, monitoring program, or possible future use. The cover must remain secured and inspected after storms, flooding, vehicle impact, freezing, or livestock activity. Replace it if the lock, fasteners, casing lip, gasket, or support structure is damaged.
Set a decision date rather than leaving the well indefinitely inactive. If inspection shows that the casing, pump, sanitary seal, or water quality cannot be restored economically or safely, move to regulated abandonment. A temporary measure should not become an undocumented permanent condition.
Official guidance in plain language
USDA NRCS National Engineering Handbook 210, Part 650, Subpart L, amended May 2024, states: “The preferred abandonment method is fully grouting a non-flowing or out-of-use well.” Its companion explanation says sealants provide a watertight barrier that prevents water migration into a well or borehole from fractures in the surrounding formation.
Indiana’s Department of Natural Resources expresses the practical policy clearly: “The Division believes that devising a workable method to close an abandoned well is better than leaving the well open.” The workable method is the one accepted for the actual well by the authority having jurisdiction, not a generic recipe.
