Coordinate inspections, trade handoffs, and deliveries by planning backward from the next milestone with the trades that will do and receive the work. Make each request, promise, readiness constraint, delivery plan, and required inspection or release visible in the same phase and near-term plans. Then update commitments in weekly planning and daily huddles. Inspection rules and authority depend on the work, contract documents, permit, and jurisdiction.
Start with the next milestone and plan the handoffs backward
Bring the superintendent and the foremen responsible for the phase together. Define the milestone, then agree on what “complete” means to the crew that needs the area next. The Lean Construction Institute describes phase pull planning as a team plan for a specific project phase that determines handoffs using a pull technique. In practice, the downstream trade requests the work it needs; the preceding trade makes a promise in response. (LCI, Last Planner System® Standard Work: Phase Pull Planning)
Work backward from the milestone through its predecessor tasks. Record each handoff so that a request cannot be mistaken for a commitment:
- Area: identify the room, floor, zone, or other location the next crew needs.
- Requested condition: describe what must be finished, clear, protected, or accepted before the next work begins.
- Requesting and responsible parties: name the trade asking for the handoff and the trade accountable for completing it.
- Promise and date: record the responding trade’s commitment and the date it expects to meet it.
- Dependencies: include required information, materials, deliveries, equipment, and inspection or acceptance points.
Pull planning is a conversation among the people responsible for the work, not simply a date copied from the master schedule. LCI’s standard work also treats deliveries and information flow as part of the phase plan, and calls for identifying risks and integrating long-lead needs early.

Make scheduled work ready before crews arrive
A task is not ready just because its scheduled start date is near. Use a rolling lookahead to examine upcoming work for constraints, assign each make-ready action an owner and due date, and keep unresolved items visible. Ballard’s The Last Planner System of Production Control describes lookahead constraint analysis and make-ready actions; examples include submittals, fabrication, delivery expediting, tools, equipment, and labor. For each constraint, name who will resolve it and when the team needs it cleared. Typical actions include closing a submittal or RFI, confirming fabrication, securing labor, reserving equipment, and confirming a delivery. Keep incomplete prerequisites in the lookahead rather than treating them as settled commitments. If an activity remains blocked, adjust the plan with the affected trades instead of discovering the conflict when the crew reaches the work area.

Plan deliveries around installation, access, and receiving
Put delivery timing and receiving logistics alongside the trade sequence. For each planned delivery, confirm the material and package identity, quantity, needed-by date, receiving area, access route, staging or storage location, and the person responsible for receiving or moving it. Check whether unloading, a crane, a blocked path, or storage will interfere with other crews or site controls.
Match deliveries to the installation sequence where feasible, but do not assume that just-in-time delivery is always best. Compare a sequence-matched delivery with earlier delivery and buffer stock against these practical factors:

- Lead-time certainty: how reliably the supplier can meet the requested window.
- Site capacity: whether safe access and suitable storage are available.
- Exposure: the risk of damage, loss, or disruption while material is on site.
- Cost and schedule risk: the inventory and cash tied up in early stock versus the consequences of missing the installation window.
LCI’s phase-pull guidance says planning can reveal opportunities for smaller batches and just-in-time delivery; Ballard’s dissertation treats material delivery as a make-ready task. The right choice depends on the project’s lead times, site capacity, and the consequences of a late or early shipment. Avoid ordering or staging material without a receiving plan.
OSHA’s steel erection guidance specifically addresses access for trucks and material, pedestrian and vehicle control, staging and storage, and coordination with other trades in that steel-erection context. Make inspections and releases explicit handoff conditions
For each required inspection or acceptance gate, include the checkpoint in the phase plan and near-term lookahead. Identify who requests it, who is authorized to inspect or accept the work, what notice or evidence is required, and what release must occur before dependent work begins. Confirm those details against the project specifications, permit requirements, contract documents, and the responsible authority having jurisdiction. Requirements and authority vary by location, discipline, work type, and project.
Do not assume that one inspection procedure applies to every trade. OSHA’s steel erection guidance, for example, says that in its specific context a controlling contractor must inspect and accept responsibility for retained fall protection before authorizing other trades into that area. Translate the phase plan into weekly and daily commitments
Turn the phase sequence into weekly commitments tied to crews, days, work areas, and materials. A visible board or a digital schedule can both support the work; choose a format the trades can access and update in the field, and that clearly shows owners, due dates, and location-level readiness. LCI’s guidance supports visual planning and risk capture, but does not establish one medium as universally superior.
Use daily huddles to compare actual progress with the plan, surface new constraints, review safety implications, and revise affected trade and delivery commitments. LCI’s field example describes weekly plans organized around crews, tasks, areas, and materials, followed by morning huddles to discuss goals, constraints, and safety. Review missed handoffs and improve the next lookahead
At the end of each planning cycle, record commitments that were not met and the reasons. Distinguish a missed promise from a changed condition, then assign a corrective action to the next lookahead. This helps the team address recurring constraints—such as late information, fabrication, access, or delivery—at the point where they can still be managed. LCI identifies learning from daily commitments as part of the Last Planner approach; it does not establish one universal performance target for every project. (LCI, “Last Planner System®”)
Coordinate safety across companies and trades
Include relevant safety concerns in work planning and resolve conflicts before they affect crews. OSHA’s coordination guidance says host employers, contractors, and staffing agencies coordinate work planning and scheduling and resolve program differences to identify concerns that could affect safety or health. That guidance supports coordination among companies; it does not set building-permit inspection procedures.
