How to Convert an Office Building into Apartments: Key Construction Steps

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Converting an office building into apartments is a change-of-occupancy project, not a cosmetic refurbishment. The viable sequence is to prove that the site and structure can support housing, confirm zoning and historic approvals, obtain early direction from the relevant authorities, design every residential life-safety and utility system, secure permits, construct to the approved plans, pass inspections, and obtain authorization for residential occupancy.

Rules differ by city, building type, and project scope. San Diego’s Technical Bulletin EXST-5-1 (September 2026) is a recent example of the issues raised when Group B office space becomes Group R-2 residential space; Portland, New York City, and Ottawa illustrate different local coordination and conversion programs. Use those examples as planning references, then have the authority having jurisdiction (AHJ) and licensed architect and engineers confirm the requirements for the actual property.

What an office-to-apartment conversion actually changes

An office is generally designed for people who work there during defined hours. Apartments are sleeping accommodations occupied around the clock, often by children, older adults, and other people who may need more time or assistance to evacuate. That change affects the building’s legal occupancy, fire strategy, exits, accessibility, structure, sound control, plumbing capacity, electrical distribution, energy performance, and operating requirements.

San Diego’s Development Services Department explains in Technical Bulletin EXST-5-1 that residential occupancy is treated as more hazardous in its change-of-occupancy analysis because occupants can be sleeping, can include children or other sensitive populations, and can occupy the building 24/7. That is San Diego guidance rather than a universal legal rule, but it captures why a conversion must be designed as housing from the beginning.

The project also changes how the parcel is used. A building permit is required for an office-to-residential conversion in San Diego, and other jurisdictions may require a zoning amendment, site-plan review, historic approval, discretionary land-use approval, or a locally defined conversion pathway before building plans can be approved.

Step 1: Screen the site and building before designing apartments

Spend money first on a disciplined feasibility review. A promising floor plate does not overcome a zoning prohibition, inadequate fire access, an unusable utility connection, or a structural condition that makes the scheme uneconomic.

Confirm the property and its records

  • Verify the street address, parcel boundaries, ownership, easements, covenants, and any lender or condominium restrictions.
  • Collect the current certificate of occupancy, approved plans, prior permits, inspection reports, violation notices, fire-service records, and utility bills or capacity information.
  • Determine the existing occupancy classification, construction type, number of stories, height, basement or rooftop areas, and whether the building is a high-rise under local rules.
  • Identify hazardous materials, contamination, flood exposure, airport influence, rail or freeway noise, and other site conditions that can affect the design.

Test the proposed residential program

Write down the intended number and mix of apartments, accessible units, common rooms, storage, refuse areas, parking or mobility facilities, amenity space, management space, and any retail or other nonresidential uses. A unit count is only a concept until exits, shafts, risers, daylight, accessibility, structure, and utilities have been coordinated.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect the existing building

The architect and engineers should document the floor-to-floor heights, column grid, core locations, window and façade condition, floor slabs, roof, stairs, elevators, shafts, mechanical rooms, electrical service, plumbing stacks, fire-protection equipment, and areas of water intrusion. Ask specifically whether the existing layout can provide code-compliant dwelling-unit entries, kitchens, bathrooms, ventilation, acoustic separation, and protected corridors without excessive demolition.

Municipal guidance identifies structural design, egress, accessibility, fire and life safety, elevators, sound, water and sewer, electrical service, and energy requirements as key feasibility subjects. It does not establish a universal minimum window spacing, floor-plate dimension, or cost cutoff. No single geometry rule determines whether every office building can become apartments.

Use one comparison framework for every candidate building

Evaluation area Questions to answer
Zoning and approvals Is multifamily housing allowed, and what land-use, historic, or discretionary reviews apply?
Historic status Is the property listed, designated, in a historic district, or old enough to trigger a local resource review?
Residential layout Can the floor plate support the target units, entries, kitchens, bathrooms, daylight, ventilation, storage, and common areas?
Egress and fire protection Can exits, stairs, fire-resistance ratings, alarms, sprinklers, standpipes, smoke control, and responder access meet residential rules?
Structure and seismic work Will the proposed occupancy and alterations require new live-load, wind, snow, or seismic analysis and strengthening?
Accessibility and elevators Which units, routes, common areas, elevators, and entrances must be accessible under the applicable code and funding conditions?
Sound and environment Will exterior noise, dwelling-unit sound transmission, vibration, or airport, rail, or freeway conditions require special design?
Water and sewer Are service, meter, backflow, connection, and per-unit capacity requirements available at the site?
Electrical and energy Can the service support residential loads, unit panels, metering, heating, cooling, and current energy-code measures?
Project economics What do professional estimates show after required upgrades, fees, utility work, demolition, financing, and contingency?

Step 2: Confirm zoning, historic review, and the approval route

Check whether housing is permitted

Obtain a written zoning determination or equivalent confirmation before assuming that apartments are allowed. San Diego Information Bulletin 406 lists zones in which multifamily use is permitted and describes additional local and state pathways with conditions, while warning that development regulations vary by zone. Those zones and pathways cannot be transplanted to another city.

Check density, height, setbacks, lot coverage, open-space, parking, loading, trash, bicycle, tree, stormwater, and affordable-housing requirements. A conversion may qualify for a special local or state program, but eligibility conditions can include unit counts, affordability, timelines, or physical alterations. Let the planning department identify the applicable route.

Determine whether historic approval is required

San Diego says a potential historic-resource review is required there for projects involving structures 45 years or older and describes additional review for designated or listed properties. The age threshold, documentation, and decision authority differ elsewhere. Ask the local preservation office whether the building, district, façade, interior, site, or proposed demolition is protected, and obtain written direction before finalizing the design.

Map every approval

Create an approval matrix listing the responsible agency, submittal, dependency, expected review sequence, and decision needed. Typical participants include planning, building, fire, housing, transportation, water, sewer, historic preservation, environmental review, and utility providers. Include lender, owner, and insurance requirements even though they are not government permits.

Step 3: Get early agency and consultant input

Early coordination can prevent a completed design from failing on a basic issue. Portland’s process assigns a contact, forms a multi-bureau project team, arranges a building walk-through with the owner and architect or designer, and offers an early assistance meeting. That meeting can address likely fees and system-development charges, required upgrades, and whether additional land-use review is needed.

San Diego recommends preliminary review for project-specific information about applicable rules, permits, review procedures, and how code provisions apply to the site. Its guidance identifies fire sprinklers, fire access, water and sewer utilities, and historic resources as frequent early questions.

New York City’s Office Conversion Accelerator is another local example: it provides a single point of contact for owners whose projects might produce 50 or more units and helps assess zoning feasibility and secure permits. Such a service is not nationally available, so ask whether the project’s city has a comparable program.

Bring the right team to the first meeting

  • Owner and development manager with authority to make program decisions.
  • Architect experienced in adaptive reuse and the local residential code.
  • Structural, civil, mechanical, electrical, plumbing, fire-protection, energy, acoustical, and accessibility consultants as the project warrants.
  • Construction manager or general contractor for early demolition, phasing, logistics, and pricing advice.
  • Code consultant, land-use counsel, historic specialist, environmental consultant, or utility representative when site conditions require them.

Ask questions that change the design

  • What occupancy classification and construction provisions apply to the proposed apartments?
  • Are existing stairs, corridors, shafts, elevators, and fire separations acceptable, or must they be rebuilt?
  • Is a high-rise fire-protection or smoke-control analysis required?
  • What utility capacity, connection, metering, backflow, and per-unit fees apply?
  • Which accessibility standard applies, and does public or private funding change the answer?
  • Will historic, noise, environmental, transportation, or parking review be triggered?
  • What drawings, reports, tests, and calculations are required for a complete application?

Step 4: Design for residential occupancy

Resolve the following disciplines in coordinated drawings. A unit layout that ignores risers, exit widths, fire-rated construction, or structural penetrations will be redesigned later at greater cost.

Egress and life safety

Verify the number, width, travel distance, separation, discharge, and fire-resistance of exits and stairs. Design dwelling-unit doors, corridors, smoke barriers, fire-rated shafts, emergency lighting, exit signs, and emergency escape openings where applicable. Coordinate fire alarm, automatic sprinklers, standpipes, smoke detection, smoke control, firefighter access, and emergency responder radio coverage.

San Diego’s bulletin describes fully sprinkler-protected new Group R fire areas under applicable NFPA 13 or 13R provisions and calls for additional high-rise evaluation where relevant. The exact standard, triggers, and alternatives depend on the local adopted code and building conditions.

Structural and seismic design

Have the structural engineer verify the existing frame, slabs, foundations, connections, and lateral system against the proposed occupancy and alterations. Analyze new openings, shafts, stairs, rooftop equipment, façade changes, added partitions, water tanks, and heavy mechanical equipment. Apply the jurisdiction’s live-load, snow, wind, and seismic provisions; an office approval does not automatically cover a residential design.

Accessibility

Establish which accessibility requirements apply to entrances, routes, elevators, dwelling units, bathrooms, kitchens, parking, amenities, and common areas. The answer can depend on jurisdiction, building scope, funding, and whether the project is publicly or privately financed. San Diego’s bulletin asks plans to state the funding status so the applicable accessibility code can be determined.

Sound and vibration

Design separating walls, floor-ceiling assemblies, penetrations, doors, plumbing, mechanical equipment, and building services to control sound between homes and common spaces. Evaluate external noise and vibration from aircraft, rail, trains, and freeways. San Diego calls for an acoustical analysis in certain airport influence areas or near train, rail, or freeway noise sources; another jurisdiction may set different triggers.

Elevators and vertical circulation

Check required elevator number, size, travel, standby power, fire-service operation, and accessible routes. Some projects require an elevator lobby or a gurney-sized elevator; an approved alternate or waiver may exist, but it must be obtained from the AHJ rather than assumed. Coordinate elevator shafts with fire ratings, structure, ventilation, plumbing, and apartment layouts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Water, sewer, and plumbing

Calculate domestic-water demand, hot-water production, sanitary flow, stormwater, backflow protection, meters, risers, cleanouts, and fixture counts. Confirm whether the existing connection can serve the new number of dwelling units. San Diego says new connections are most likely required for commercial-to-residential occupancy changes there and describes per-unit capacity fees with credit for demolished fixtures. Confirm the actual fee and credit rules with the local utility.

Electrical, mechanical, and energy systems

Recalculate electrical service for apartments, electric heating or cooling, domestic hot water, cooking, laundry, elevators, fire pumps, emergency systems, and common areas. Plan unit panels, metering, telecom, security, lighting, and generator or other emergency power where required.

Mechanical design must provide dwelling-unit ventilation, heating and cooling, exhaust, filtration, controls, and equipment access without compromising fire separation or acoustic performance. Apply the current locally adopted energy code, envelope requirements, commissioning rules, and any electrification or efficiency standards that govern the site.

Coordinate unit and common-area layouts

Only after the life-safety and engineering constraints are known should the team fix the unit schedule. Show kitchens, bathrooms, laundry, closets, trash routes, mail, bicycle storage, accessible paths, amenity rooms, maintenance access, and fire-service access. Preserve enough ceiling and shaft space for ducts, pipes, cables, sprinklers, and inspection access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 5: Prepare and submit permits

Submit the package required by the jurisdiction, which may include planning or land-use approvals, building drawings, structural calculations, civil plans, fire-protection documents, mechanical, electrical and plumbing plans, energy forms, accessibility information, acoustical reports, historic documentation, utility applications, and hazardous-material surveys.

Use a single comment log with an owner, due date, drawing reference, and status for every review comment. Reconcile comments across disciplines before resubmission; changing a corridor for egress can affect sprinklers, structure, accessibility, acoustics, and unit area.

San Diego points applicants to its project submittal manual and requires a building permit for this conversion. Portland’s early-assistance process is intended to identify review needs before filing. Neither establishes a universal application set or review duration, so the design team should obtain the AHJ’s current checklist.

Resolve high-risk questions before approval

  • Request project-specific written direction for high-rise fire protection, smoke control, unusual egress, or alternative methods.
  • Obtain historic findings before committing to façade or interior demolition.
  • Confirm utility capacity, connection design, and fees before finalizing the unit count.
  • Document accessibility assumptions, including funding status and existing-building provisions.
  • Update the cost plan after every major review comment and approved change.

Step 6: Construct in a controlled sequence

The exact sequence depends on the approved drawings, occupied-site constraints, procurement, and inspection hold points. A typical plan is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Preconstruction and protection: establish site logistics, surveys, temporary utilities, resident or neighbor protections, hazardous-material controls, dust and noise controls, and inspection schedules.
  2. Selective demolition: remove partitions, ceilings, obsolete mechanical and electrical equipment, plumbing, finishes, and noncompliant fire-protection work identified in the approved plans. Protect structural elements, façades, historic features, and services that remain.
  3. Structural and seismic work: install approved openings, reinforcements, new stairs, elevator modifications, framing, strengthening, and roof or foundation work. Complete required special inspections as the work progresses.
  4. Building-envelope work: repair or replace windows, waterproofing, insulation, air barriers, roofing, façades, and penetrations so the energy and moisture strategy is continuous.
  5. Life-safety infrastructure: install fire-rated assemblies, shafts, doors, stairs, alarms, sprinklers, standpipes, smoke-control equipment, emergency lighting, and responder communication systems.
  6. Rough plumbing and utilities: install water, sewer, gas where permitted, drainage, electrical feeders, unit panels, telecom pathways, ventilation, heating, cooling, and equipment supports. Coordinate inspections before concealment.
  7. Apartment and common-area construction: frame units, install fire and acoustic assemblies, set windows and doors, build kitchens and bathrooms, complete accessible features, and construct corridors, lobbies, amenities, storage, refuse, and service spaces.
  8. Finishes and equipment: install flooring, cabinets, fixtures, appliances, lighting, controls, signage, railings, hardware, landscaping, parking or mobility facilities, and site improvements shown on the approved plans.
  9. Testing and commissioning: test alarms, sprinklers, standpipes, pumps, smoke control, emergency power, elevators, ventilation, domestic water, electrical protection, access systems, and other required equipment. Correct deficiencies before final inspection.

This sequence is a construction-planning synthesis, not a universal schedule. The approved plans, specifications, manufacturer instructions, inspection requirements, and AHJ directives control the work.

Step 7: Inspect, document, and obtain residential occupancy authorization

Coordinate rough, framing, fire, plumbing, mechanical, electrical, elevator, accessibility, utility, and final inspections with the responsible authorities. Keep approved drawings, revisions, special-inspection reports, test certificates, equipment start-up records, warranties, commissioning results, and as-built information in one turnover file.

Before anyone moves in, confirm that all permit conditions, correction notices, utility approvals, fire sign-offs, elevator approvals, and required tests are complete. Obtain the applicable certificate or authorization for residential occupancy from the local building department. There is no single occupancy-document process across jurisdictions; the AHJ must identify the final sign-offs for the property.

Prepare the operating handover

  • Deliver fire-alarm, sprinkler, elevator, HVAC, generator, access-control, and domestic-water manuals.
  • Train the owner or manager on testing, inspection, maintenance, emergency procedures, and required records.
  • Give residents and staff clear instructions for alarms, evacuation, accessibility features, ventilation controls, and reporting defects.
  • Maintain the approved plans and inspection history for future alterations, insurance, refinancing, and code reviews.

How to control cost and schedule risk

No universal conversion cost, return threshold, duration, or success rate is established for office-to-apartment projects. Professional estimates must reflect the specific building, local fees, labor market, financing, hazardous-material conditions, utility work, code upgrades, and contingency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use milestone estimates rather than one early lump sum: initial feasibility, schematic design, coordinated design development, permit set, post-permit construction, and final change orders. Price demolition and unknown conditions separately, and carry allowances for investigations that cannot be completed until walls or ceilings are opened.

The most damaging surprises usually come from decisions made too late: a prohibited residential use, historic restrictions, insufficient exits, inadequate utility capacity, a required elevator or fire pump, inaccessible routes, acoustic failures, or structural strengthening. Early agency meetings and intrusive surveys cost less than redesign and rework after permit submission.

Practical preconstruction checklist

  • Property ownership, easements, existing permits, certificates, violations, and inspection records collected.
  • Current occupancy, construction type, height, high-rise status, and building history confirmed.
  • Zoning, density, parking, open-space, affordability, historic, environmental, and land-use paths documented.
  • Target unit mix and nonresidential spaces tested against the actual floor plate and core.
  • Structural, seismic, egress, fire, accessibility, elevator, acoustic, utility, electrical, mechanical, and energy studies assigned.
  • Planning, building, fire, housing, transportation, water, sewer, utility, and preservation contacts identified.
  • Early walk-through and assistance meeting completed where available.
  • Permit drawings, calculations, reports, utility applications, and inspection plans coordinated.
  • Construction phasing, temporary protection, selective demolition, hold points, testing, commissioning, and turnover responsibilities written into the project plan.
  • Final residential occupancy authorization identified before construction starts.

What the available conversion examples show

Local programs demonstrate that office conversion is active but highly place-specific. Ottawa’s 2023 program overview reports that more than 700 units were created through office-to-residential conversions between 2013 and 2022. That is a historical Ottawa count, not a national statistic, current forecast, or promise that a particular building can be converted.

San Diego’s 2026 bulletin is useful because it gathers the code subjects that can expand when Group B becomes Group R-2: life safety, structure, accessibility, sound, elevators, water and sewer, electrical, and energy. Portland’s coordinated pre-application model shows the value of bringing multiple bureaus together before a complete filing. New York City’s accelerator illustrates how a single point of contact can help larger projects, but its eligibility and services are local.

Bottom line for owners and construction teams

Start with feasibility, not finishes. Prove residential zoning and historic status, inspect the structure and systems, and obtain early answers from planning, building, fire, utility, and preservation authorities. Then design the apartments around compliant exits, fire protection, accessibility, sound, structure, elevators, water, sewer, electrical, mechanical, and energy systems. Build only to coordinated approved documents, schedule inspections and commissioning as part of the work, and secure the local authorization for residential occupancy before leasing or moving in residents.
