How to convert a bare-shell commercial unit into a ready-to-use office

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A bare-shell commercial unit is a construction starting condition, not an occupiable office. It may have unfinished or unapproved heating and cooling, ventilation, electrical distribution, plumbing, fire protection, exits, lighting and accessibility features. To open safely, define the intended office use, survey the base building, design every missing system as one coordinated package, obtain the required building and trade approvals, build in a controlled sequence, and complete inspections and commissioning before staff arrive.

The exact permits and certificates depend on the jurisdiction, building, lease and proposed occupancy. The sequence below gives a reliable project framework while identifying where local building, fire, accessibility, energy and landlord rules control the result.

What a bare shell includes—and what it does not

Shell, shell-and-core and vanilla-shell descriptions vary by developer. A unit can have an enclosed structure and capped utility connections while still lacking the systems that make an office habitable. Elk Grove tenant-improvement guidance treats a shell building as potentially lacking fully designed systems and requires plans that demonstrate habitability for the known occupancy. San Diego’s shell-building bulletin similarly bases mechanical, electrical and fire-flow review on the proposed occupancy and allows some work to be completed under the tenant-improvement permit.

Before calling the space ready, verify that it has all of the following, designed for the actual office rather than merely present in the base building:

  • Fire sprinklers, alarms, detection, notification, smoke control and firestopping where required.
  • An accessible route from arrival through entrances, corridors, toilets and work areas.
  • Data, security, audiovisual and other low-voltage pathways with adequate power and equipment space.

Occupancy is permitted only after the authority having jurisdiction and the lease requirements are satisfied; a finished-looking interior is not evidence of approval.

1. Confirm the starting condition before designing

Request the shell permit, approved base-building drawings, inspection history and landlord fit-out manual. Walk the unit with the landlord’s representative and record what is installed, capped, energized, tested or reserved for tenant work. Obtain written information rather than relying on a marketing plan.

Documents and physical checks

  • Confirm the legal address, floor area, construction type, fire-resistance ratings and currently approved use or occupancy.
  • Locate structural columns, beams, slabs, shafts, risers, roof zones and any areas where coring, penetrations or suspended loads are prohibited.
  • Record electrical service voltage, available capacity, main and tenant panel locations, spare breaker space and emergency-power provisions.
  • Verify heating and cooling plant capacity, connection points, outside-air allowance, controls, condensate routes and restrictions on roof equipment.
  • Identify domestic-water and sanitary risers, floor elevations, drain capacity, grease or special-waste requirements and hot-water availability.
  • Establish the status and hydraulic design basis of sprinklers, fire alarm, fire pump, standpipes, smoke control and fire department connections.
  • Check accessible parking or drop-off routes, entrance thresholds, elevator or lift service, floor levels and common-area responsibilities.
  • Ask for utility capacity letters, energy documentation, hazardous-material information, surveys and any prior tenant-improvement conditions.

Photograph concealed-condition risks and mark them on a base plan. A missing riser, undersized transformer or unverified fire-flow assumption can change the layout and budget after construction has begun.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Define the office brief and the design loads

Write the operational brief before drawing partitions. Include present and expected headcount, work patterns, hours, meeting-room count, reception, storage, toilets, kitchen or refreshment points, printing, server or network equipment, security, acoustic expectations and expansion plans.

Inputs that drive engineering

  • Occupant load: The number and type of occupants affect exit width, travel distance, toilet count, ventilation and fire-protection review.
  • Heat and air: People, computers, monitors, lighting, meeting-room density and solar exposure determine cooling capacity, outside air and zoning.
  • Power: Workstations, screens, printers, kitchen equipment, server hardware, electric water heating and future growth determine service and panel capacity.
  • Water and drainage: Fixture counts, break-room appliances, cleaning points and any specialist process determine pipe sizes, hot-water demand and drainage routing.
  • Technology: Network rooms, wireless access points, security devices, audiovisual systems and backup power need pathways, outlets, cooling and maintenance clearances.

Freeze these assumptions in a brief that the architect, engineers, contractor and landlord can sign off. If headcount or equipment changes later, require a documented design review rather than silently overloading the systems.

3. Establish the permit and approval strategy

Ask the local building authority, fire authority and landlord which approvals apply before ordering regulated work. A commercial alteration or change of use generally needs a building permit and may require separate electrical, mechanical, plumbing, fire-alarm, sprinkler, sign, demolition or right-of-way permits. A shell unit may also need a change-of-occupancy review even when the tenant calls the project an interior fit-out.

Portland Commercial alterations and changes of use or occupancy require a building permit and may need trade permits. Occupancy changes, structural work, projects over 4,000 square feet, ceilings over 20 feet and complex or safety-sensitive work can require licensed design-professional stamps. Have the permitting office confirm whether your scope crosses one of these triggers and which disciplines must seal the drawings.
Elk Grove Shell tenant-improvement submittals address habitability for the known occupancy and show architectural, mechanical, electrical, plumbing, fire and accessibility information. Use a coordinated tenant-improvement package instead of submitting isolated room plans.
San Diego Mechanical, electrical and fire-flow review is tied to the proposed occupancy; some shell systems may be completed under the tenant-improvement permit. Egress illumination and exit signage are required for exit enclosures in shell buildings. Confirm which base-building systems are accepted and which must be designed, installed and inspected with the tenant work.
Dubai Development Authority The fit-out process requires a contractor appointment, no-objection certificates and approved stamped drawings. Its listed fit-out permit fee is AED 0.90 per square foot, with a AED 200 minimum and AED 10,000 maximum, plus stated transaction charges. A Civil Defense completion certificate is required before the fit-out completion certificate. Treat these as local administrative requirements and fees, not as a universal cost or a substitute for design and inspection.

Confirm landlord, utility and fire-authority clearances separately. Lease approval does not replace a government permit, and a building permit does not automatically authorize work in a landlord-controlled riser, roof or common area.

4. Assemble the design team and coordinate the drawings

Use an architect or qualified designer with structural, mechanical, electrical, plumbing, fire-protection and accessibility specialists as the scope warrants. Assign one person to manage the code analysis, drawing register, responses to review comments and changes between disciplines.

Minimum coordinated drawing content

  • Site and floor plans, code summary, occupancy classification, occupant-load calculations and exit analysis.
  • Demolition and proposed layouts, partition types, door schedules, hardware, room finishes and equipment clearances.
  • Reflected ceiling plans showing lighting, air devices, sprinklers, detectors, access panels, acoustic elements and ceiling heights.
  • Accessibility details for routes, doors, counters, toilets, signage, turning spaces and reach ranges.
  • Structural details for new openings, heavy equipment, suspended loads, roof work and slab penetrations.
  • HVAC equipment schedules, loads, duct or pipe routes, supply and return locations, outside-air quantities, controls and condensate.
  • Electrical plans, panel schedules, load calculations, emergency circuits, lighting controls, grounding, data power and equipment connections.
  • Fire-protection and life-safety plans for sprinklers, alarms, detection, smoke or fire dampers, standpipes, firestopping and emergency systems.
  • Plumbing fixture counts, domestic-water and drainage diagrams, hot-water equipment, cleanouts and connection details.
  • Data, security and audiovisual pathways, racks, cable ratings, access requirements and separation from power systems.

Resolve clashes before permit submission. A ceiling grid that leaves no room for ducts, sprinklers, lights and access panels is a coordination failure, not a finishing problem.

5. Design life safety and egress first

Calculate occupant load from the proposed use and apply the local code to exit number, width, travel distance, common path, dead ends, door swing, stairs, ramps and discharge. Keep required exit access clear through reception, open offices, storage and meeting rooms. Preserve fire-resistance ratings at walls, floors, shafts and penetrations.

Coordinate the complete life-safety system

  • Provide the required sprinklers, fire alarm, detection, notification, fire department connections and monitoring.
  • Install rated doors, frames, smoke or fire dampers and listed firestopping at every service penetration.
  • Provide emergency lighting and exit signs where required. San Diego specifically requires means-of-egress illumination and exit signage for exit enclosures in shell buildings.
  • Keep escape routes usable during construction and after furniture, storage, partitions and security controls are installed.
  • Where routes are internal or used in darkness, UK fire guidance indicates emergency lighting is likely to be needed; apply the rule of the jurisdiction governing the project.

Do not treat a fire-risk assessment as a paperwork exercise at handover. UK guidance states that good fire-safety management is essential, requires significant findings to be recorded in specified circumstances, and calls for review when premises, occupancy, layout or equipment changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

6. Resolve accessibility in the first layout

Draw an accessible route from the site arrival point through the entrance, reception, corridors, work areas, meeting rooms, toilets and exits. Coordinate clear widths, turning spaces, thresholds, door forces and hardware before partitions are fixed.

  • Coordinate counter heights at reception and kitchen areas, accessible workstations and reach ranges for controls.
  • Use compliant signage, tactile or visual information and unobstructed routes to exits and amenities.
  • Check that furniture, storage, security gates and equipment do not narrow the approved route.

San Diego lists accessible site and shell elements, Elk Grove calls for accessibility details in the tenant-improvement package, and Portland states that remodeling must meet current accessibility rules. Confirm which edition and local amendments apply before detailing.

7. Engineer HVAC, electrical, plumbing, lighting and data

HVAC and ventilation

Size equipment for the calculated people, equipment, lighting and envelope loads. Divide zones by orientation, occupancy schedule, meeting-room density and operating hours; provide required outside air, filtration, controls, condensate drainage and access for maintenance. Verify that base-building plant and risers can deliver the design flow at the tenant boundary. Commission air quantities, temperatures, controls and balancing rather than accepting nameplate capacity.

Electrical power and emergency circuits

Prepare a load calculation that includes normal receptacles, lighting, kitchen appliances, water heating, server or network equipment, security, HVAC and future allowance. Confirm service capacity, transformer limits, panel space, fault ratings, grounding, selective coordination where required and emergency-power sources. Separate life-safety and legally required standby circuits as the code demands, and reserve accessible pathways for future cabling.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plumbing and sanitary systems

Use the occupant load and fixture schedule to size domestic-water and sanitary connections. Check pressure, hot-water recovery, venting, drainage slopes, cleanouts, leak protection and connection elevations. Coordinate accessible toilet layouts, kitchen sinks, water filtration, floor drains and any landlord restrictions on coring or riser connections.

Lighting and controls

Design general, task, accent and emergency lighting together. Verify illuminance, glare, color quality, daylight response, occupancy controls, switching zones, maintenance access and emergency operation. The approved life-safety design, not a decorative fixture preference, determines exit-sign and emergency-light locations.

Data, security and audiovisual systems

Provide pathways, sleeves, cable trays, rack locations, cooling, dedicated power, grounding and physical security. Coordinate wireless access-point coverage, cameras, access control, intercoms and meeting-room audiovisual equipment before ceilings close. Keep low-voltage routes separated from power where required and label every cable and panel.

8. Address energy requirements and the EPC boundary

Determine whether the project needs an energy-code compliance report, an updated energy performance certificate or landlord energy documentation. For shell-and-core premises, UK EPC guidance bases the assumed fit-out on the most energy-intensive specification allowed by Part L, while the completed work must meet Part L. That means a tenant cannot assume that a lightly fitted shell permits an inefficient final installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coordinate envelope assumptions, HVAC efficiency, controls, lighting power, hot water, metering and renewable or low-carbon provisions with the applicable code. Record the installed equipment and control settings so the energy documentation describes the office that was actually built.

9. Build in a sequence that protects the approvals

  1. Preconstruction: Obtain permit approval, landlord and utility clearances, approved drawings, insurance, site rules and a change-control process before regulated work starts.
  2. Survey and enabling work: Verify dimensions and concealed conditions; isolate services; complete approved demolition without damaging rated construction or common systems.
  3. Partitions and above-ceiling rough-in: Set out walls, doors and shafts, then install coordinated HVAC, electrical, plumbing, fire and data services before closing ceilings.
  4. Firestopping and inspections: Photograph and inspect penetrations, dampers, rated assemblies and concealed services before insulation, ceilings or finishes hide them.
  5. Equipment and finishes: Install panels, fixtures, air devices, sprinklers, lights, ceilings, flooring, millwork and doors in an order that preserves access and prevents damage.
  6. Testing and commissioning: Test each trade, balance air and water systems, verify controls, energize emergency circuits, test fire systems and correct deficiencies.
  7. Closeout: Update as-built drawings, schedules, warranties, operation manuals, inspection records, certificates and approved change documents.

Keep the permit set current. Unrecorded field changes can invalidate an inspection, obstruct a service valve, reduce a clearance or leave the owner without reliable maintenance information.

10. Complete inspections, certificates and commissioning

Schedule authority inspections in the sequence they require, including structural, framing, accessibility, mechanical, electrical, plumbing, fire-alarm, sprinkler and final building inspections. Arrange fire-alarm and sprinkler acceptance, emergency-lighting tests, utility sign-offs, air balancing, controls verification and any required energy inspection.

For Dubai projects, the official process requires a Civil Defense completion certificate before the fit-out completion certificate. Other jurisdictions use different names—certificate of occupancy, completion certificate or final approval—so obtain the document that legally authorizes the intended office use. Do not move staff in while a required inspection, certificate or fire-system acceptance is outstanding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Handover package

  • Approved permit drawings and marked-up as-builts for architectural, structural, MEP, fire and low-voltage work.
  • Inspection approvals, certificates, test reports, commissioning records and deficiency closeout.
  • Equipment schedules, warranties, spare parts, maintenance access instructions and recommended service intervals.
  • Fire-risk assessment, emergency plan, evacuation information and records of significant findings where required.
  • Training for facilities staff on shutoffs, alarms, controls, emergency power, filters, access systems and safe maintenance.

11. Furnish the office without undoing compliance

Install workstations, storage, reception furniture and equipment only after the approved egress and accessibility clearances are marked on the floor. Anchor tall storage where required, keep sprinkler and detector coverage unobstructed, maintain access to panels and valves, and avoid combustible storage in protected routes or electrical rooms.

Common failure modes and practical fixes

The layout is drawn before the code analysis

Symptom: Too few exits, excessive travel distance, undersized toilets or inaccessible rooms appear after design development. Fix: Complete occupancy, egress and accessibility studies on the first test fit and make them approval gates before finishes are selected.

Base-building capacity is assumed

Symptom: The tenant discovers insufficient chilled water, electrical capacity, drainage fall or fire-flow allowance during construction. Fix: Obtain capacity letters, connection details and test data during due diligence; price upgrades and landlord approvals before lease commitments or procurement.

Disciplines design in isolation

Symptom: Ducts, lights, sprinklers, beams, access panels and data trays compete for the same ceiling zone. Fix: Run a coordinated ceiling and services review, resolve clashes in drawings and use a controlled revision register.

Fire and accessibility are left to the end

Symptom: Door hardware, thresholds, signage, firestopping or emergency lighting fails at final inspection. Fix: Include these items in room data sheets, procurement schedules and pre-close inspections, not just the punch list.

Furniture changes invalidate approvals

Symptom: Storage narrows an exit route, a partition blocks a detector or a dense meeting area changes the operational load. Fix: Route every post-approval layout change through the designer, fire-safety manager and authority process when required.

Choosing a delivery model

Model Useful when Questions to put in the contract
Designer-led tender The owner wants independent design control and competitive construction pricing. Who answers permit comments, coordinates revisions, commissions systems and owns design errors?
Design-build A single team can integrate design, procurement and construction on a defined brief. Which licensed professionals seal the work, what performance criteria apply, and what testing and warranty scope is included?
Landlord or contractor turnkey fit-out The lease offers a standardized delivery with limited tenant customization. Which systems are base-building versus tenant work, who obtains NOCs and certificates, and what is excluded from the handover?

Regardless of model, make permit handling, landlord approvals, commissioning, as-builts, training, warranties and post-occupancy defects explicit deliverables. A low initial price that excludes testing or certification is not a ready-to-use office.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What “ready to use” should mean on move-in day

The office is ready only when the intended occupancy is approved, life-safety and accessibility features are installed and tested, building services meet the documented loads, required certificates are issued, and the owner has the records needed to operate the space. Keep a signed closeout checklist that ties each room and system to its inspection, test and maintenance information. That record turns a shell conversion into a safe, maintainable workplace rather than an attractive but unapproved interior.
