The fairest comparison is not the lowest quote or the shortest promised date. First define the same technical scope and governing requirements for every bidder. Then use pass/fail checks for mandatory certification and capability, compare project-specific milestone schedules, and evaluate prices only after normalizing materials, detailing, fabrication, inspection, coating, shipping, erection, allowances and exclusions. State the project location and specification because qualification and inspection rules differ between jurisdictions.

Start with a common project baseline

A fabricator can appear cheaper or faster simply because its quotation omits work another bidder included. Issue one bid package and one clarification log to every candidate. The package should identify the structural drawings and revision, design responsibility, governing specification, project location, required delivery sequence and whether erection is included.

Record the jurisdiction and governing rules

Write the country, state or territory, building-code edition, owner requirements and inspection authority on the bid form. A United States project may call for an American Institute of Steel Construction (AISC) certification category and AISC 303-22 requirements. An Australian project may require compliance with AS/NZS 5131 through the National Structural Steelwork Compliance Scheme (NSSCS). Those are not interchangeable credentials.

Ask the engineer of record, procurement team and authority having jurisdiction to identify mandatory certifications, inspection agencies, welding qualifications, material standards, coating systems and records required at turnover. Treat anything not stated in the contract documents as an item to clarify, not as an assumed inclusion.

Define the work package before requesting prices

  • Steel grades, section types, estimated quantities and any special material requirements.
  • Shop drawings, connection design, detailing, approval-document submissions and revision responsibilities.
  • Cutting, drilling, fitting, welding, bolting, cambering and shop assembly requirements.
  • Surface preparation, primer, galvanizing or other coating systems, including repair requirements.
  • Inspection, testing, nondestructive examination and independent inspection, with the responsible party identified.
  • Packaging, load limits, shipping sequence, site delivery windows and storage constraints.
  • Erection, field bolting, field welding, temporary works or survey support if part of the package.
  • Taxes, freight, escalation provisions, allowances, exclusions and change-order rates.

Issue the same assumptions and request that each bidder return a marked-up scope sheet. That makes later price normalization possible.

Check quality capability, not just a certificate

Quality comparison has two levels: confirm that the fabricator is eligible for the project, then examine whether its people, procedures and records can control this particular work.

United States: verify the applicable AISC certification

AISC describes certification as an evaluation of a participant’s personnel, organization, experience, documented procedures, knowledge, equipment and commitment to quality. Request the exact certification category and the address of the facility that will perform the work. Confirm that both cover the project’s work type and location; a certificate associated with a different facility or work category does not answer the same question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for project-relevant examples of the quality system, subject to the bidder’s confidentiality rules:

  • Quality manual sections and an inspection and test plan for comparable work.
  • Material receiving, identification and traceability records from heat or mill certificate through fabrication and shipment.
  • Welder qualifications, welding procedures and continuity records where welding is required.
  • Dimensional inspection reports, bolt-control records and nonconformance reports.
  • Corrective-action examples showing how recurring defects are investigated and closed.
  • Coating inspection, environmental readings and repair records when coating is in scope.
  • Sample turnover packages showing how certificates, inspection results and as-built information are organized.

Match the requested evidence to the contract. The contract documents and applicable code, not a generic checklist, determine which tests, hold points and records are mandatory.

What AISC certification does—and does not—prove

AISC 303-22, Section 8.1 commentary, expressly limits the meaning of certification:

“The AISC Quality Certification Program is not intended to involve inspection and/or judgment of product quality on individual projects; neither is it intended to guarantee the quality of specific fabricated structural steel products.”

Therefore, certification is evidence of an evaluated organizational quality system, not acceptance of the steel on your project. If the risk profile calls for independent inspection, testing, additional hold points or expanded documentation, state the scope, reporting format and cost responsibility in the contract.

Australia: check NSSCS category and conformity assessment

The Australian Steel Institute describes the NSSCS as an independent, third-party scheme based on AS/NZS 5131. It uses a risk-based construction category, conformity assessment and fabricator certification through Steelwork Compliance Australia, with certification maintained through annual audits. Ask the engineer and certifier which construction category applies and what evidence the project specification requires. Verify that the proposed facility’s certification covers that category and the work being quoted.

Do not treat an Australian certificate as a substitute for project inspection. Confirm required inspection points, welding qualifications, traceability, documentation and hold-point releases with the certifier and contract documents.

Use references to test relevance

Request references for projects with similar connection complexity, tonnage or piece count, tolerances, coatings, delivery constraints and erection sequencing. A large past project is not automatically relevant to a small, highly repetitive package, and a shop experienced in repetitive beams may not be suited to architecturally exposed or heavily welded work. Ask what the fabricator actually performed, which facility did it, how changes were managed and whether closeout records were accepted without unresolved items.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare lead times by milestones and assumptions

No reliable industry-wide lead-time benchmark establishes how long every steel package should take. A credible comparison is a dated, project-specific baseline that exposes dependencies rather than a single “weeks from award” number.

Require a complete schedule

Ask each bidder to submit a schedule with at least these milestones:

  1. Receipt of complete design information and notice to proceed.
  2. First approval-document or shop-drawing submission.
  3. Engineer or owner review periods and each planned resubmission.
  4. Material purchasing, mill availability and receipt at the shop.
  5. Release of approved drawings to fabrication.
  6. Cutting, fitting, welding, inspection and shop assembly.
  7. Surface preparation and coating, including cure or repair time when specified.
  8. Packaging, loading and each delivery or erection sequence.

Require dates or durations for every milestone, the responsible party and the predecessor that must finish first. A schedule that starts fabrication before approval, material release or connection design is complete is not comparable with one that includes those activities.

Expose the assumptions behind the dates

  • Design information is complete at bid or will be issued in identified packages.
  • Owner and engineer review turnaround is a stated number of business days.
  • Substitutions are allowed, prohibited or subject to a defined approval process.
  • Material availability is based on a supplier quotation, an existing stock position or an unverified estimate.
  • Shop capacity is reserved, tentative or dependent on another project finishing.
  • Access, crane windows, laydown space and delivery hours are available as scheduled.
  • Deliveries are one shipment or phased by erection sequence.

AISC 303-22 recognizes that a fabricator may provide a schedule for approval-document submissions and that revisions can affect the schedule. Ask how many review cycles are included, what notice is required for late changes, and what time or price effect follows a revision.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Test capacity and float directly

Ask for the current shop loading at the proposed facility, planned production slots, long-lead materials and schedule float. A bidder need not disclose another customer’s confidential data; it should still explain how your work will be staffed and what event would consume the float. Require a recovery plan for a missed milestone, including additional shifts, resequencing, alternate approved sources or split deliveries, and identify which actions require your approval.

Compare delivery sequence with the erection plan. Early delivery that cannot be safely stored may create as much risk as a late delivery. Conversely, a phased plan may reduce site congestion but increase packaging, handling and freight costs. Price and schedule must be read together.

Normalize price before ranking bids

A headline lump sum, price per unit weight or price per item is meaningful only when the underlying work is defined consistently.

Understand the pricing basis

AISC 303-22 explains that contract pricing depends on the defined work. Lump-sum work should be completely defined. Price-per-weight work depends on scope, material type, fabrication character and erection conditions. Per-item pricing depends on item quantity and character. Consequently, a price per pound or kilogram is not comparable by itself: two bids can use different grades, connection assumptions, wastage rules, detailing responsibilities or erection exclusions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use one bid-tabulation structure

Line item What to compare Questions to resolve
Material Grade, section, quantity, source, wastage and escalation Are quantities measured from the same revision? Are mill certificates included?
Detailing and approvals Shop drawings, connection design, calculations, submissions and revisions Who owns connection design and how many review cycles are included?
Fabrication Cutting, drilling, fitting, welding, bolting, assembly and dimensional checks Are special tolerances or mock-ups required?
Inspection and testing Internal inspection, nondestructive testing and independent inspection Which tests are mandatory, and who pays for retesting?
Surface treatment Preparation, primer, galvanizing, topcoat, cure and repairs Are environmental controls and touch-up materials included?
Packaging and shipping Protection, load planning, freight, insurance and delivery sequence Is freight a fixed amount, allowance or remeasurable item?
Erection Crane, rigging, field bolting or welding, temporary works and survey Is erection excluded, subcontracted or fully included?
Taxes and allowances Applicable taxes, provisional sums and other placeholders When and how are allowances reconciled?
Exclusions and changes Explicit exclusions, unit rates, labor rates and markups What event triggers a change, and what notice is required?

Mark each line as included, excluded, allowance or not stated. Do not silently fill a blank with the most favorable assumption.

Challenge allowances

AISC 303-22 notes that an allowance is an estimate or placeholder until the work is defined and actual cost is provided. Ask what quantity, labor, material, freight, testing or escalation each allowance covers; who controls the work; when it will be reconciled; and whether unused or exceeded amounts are credited or charged. An allowance that appears small can conceal a major difference in scope.

Separate evaluated price from quoted price

Create an evaluated total that adds required items omitted from a quote and removes optional items not required by the specification. Keep the original quote visible beside the adjustment so the bidder can challenge an interpretation. Record the basis for every adjustment and apply the same rule to every bid. If a cost cannot be determined, label it “not stated” and carry it as a commercial risk rather than inventing a value.

Apply a two-stage comparison method

Stage one: pass/fail compliance

Reject or clarify a bid before scoring commercial advantages if it fails a mandatory requirement. Typical gates include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Correct jurisdictional certification and facility address.
  • Required work category, welding qualifications and material capability.
  • Acceptance of the governing specification and inspection regime.
  • Ability to meet the required delivery sequence and site constraints.
  • Complete pricing form, acknowledged addenda and identified exclusions.
  • Insurance, bonding, safety or contractual requirements established by the procurement documents.

Use “clarify” when a document is missing but the requirement may be met. Use “fail” when the bidder cannot demonstrate a mandatory capability. Keep an audit trail of questions and answers.

Stage two: compare compliant bids on project fit

Set evaluation weights for the project’s actual risk rather than adopting a universal formula. A schedule-critical hospital extension may place more emphasis on dependency control and phased delivery; a complex welded structure may place more emphasis on documented welding and inspection capability; a straightforward package may give price greater influence after compliance is proven.

Dimension Evidence to score Weak evidence looks like
Quality capability Relevant certification, facility, procedures, traceability, inspection plan, references and closeout samples Certificate image with no category, facility match or project-specific controls
Schedule credibility Dated milestones, capacity statement, material plan, review assumptions, float and recovery actions One finish date with no dependencies or revision allowance
Evaluated price Normalized scope, allowances, exclusions, freight, erection, inspection and change rates Low unit rate that omits detailing, coating or delivery
Project fit Comparable complexity, geography, logistics, communication and submittal discipline References unrelated to the proposed work or facility

Document the reason for each score and identify the evidence that would change it. A bidder with a higher evaluated price may still be the better value if the lower bid carries unpriced schedule, quality or scope risk.

A practical procurement sequence

  1. Define the basis. Freeze the drawing revision, specification, location, delivery sequence and inclusions before issuing the request.
  2. Prequalify capability. Confirm jurisdictional certification, facility, work category, equipment, personnel and relevant references.
  3. Issue identical information. Send the same drawings, addenda, questions and response deadlines to every bidder.
  4. Request three returns. Require a completed scope sheet, a milestone schedule with assumptions and a price breakdown using the bid-tabulation lines.
  5. Run technical clarifications. Ask about quality records, materials, welding, inspection, coatings, capacity, long-lead items and revisions.
  6. Normalize commercially. Convert exclusions and allowances into explicit adjustments, retaining the original quote for traceability.
  7. Score and negotiate. Use the agreed project-specific criteria; negotiate only after all bidders have answered the same material questions.
  8. Write the selected basis into the contract. Attach the accepted scope, schedule, inspection plan, document register, change procedure and pricing assumptions.

Common warning signs and how to respond

“Certified” without a category or facility

Request the current certificate details and the address of the production facility. If the certificate does not cover the proposed work or jurisdiction, treat the requirement as unresolved.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A very short date with no review or material logic

Ask the bidder to show approval cycles, material release, shop release, coating and delivery dependencies. Do not accept a finish date that assumes perfect reviews without stating that assumption.

A low price per unit weight

Reconcile grade, quantity, fabrication character, detailing, connections, inspection, coating, freight, erection and exclusions. Reprice the omitted work or record it as an unresolved risk.

“Inspection included” with no scope

Request the inspection and test plan, acceptance criteria, test locations, reporting format and retest responsibility. Distinguish the fabricator’s internal checks from independent inspection required by the contract.

Allowances that never get reconciled

Define the triggering event, measurement method, approval authority, reconciliation date and treatment of unused amounts before award.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the contract preserve the comparison

Attach the selected bidder’s scope matrix and schedule to the agreement. Identify the facility, certification or scheme category, approved subcontractors, material standards, inspection hold points, required records and delivery sequence. State how design revisions, owner delays, substitutions, acceleration and late access affect time and price. Require prompt written notice with the proposed effect, rather than allowing a disputed change to surface at final billing.

Set a document register for mill certificates, weld records, inspection and test reports, nonconformance and corrective-action records, coating reports, shipping lists, delivery receipts and as-built or turnover information. Define who reviews each item and when release occurs. This turns quality and schedule promises into observable contract obligations without treating certification as a project acceptance certificate.

Jurisdiction-specific final checks

United States example

  • Confirm the applicable AISC certification category and facility before award.
  • Use AISC 303-22 provisions and the project specification to define approval documents, inspection and pricing basis.
  • Specify any independent inspection or testing because AISC certification does not guarantee individual-project product quality.

Australian example

  • Identify the AS/NZS 5131 construction category with the engineer and certifier.
  • Verify NSSCS certification through the relevant Steelwork Compliance Australia process and confirm that annual audit status is current.
  • Agree conformity-assessment records, inspection points and turnover requirements before comparing prices.

Bid-comparison checklist

  • Project location, governing code and specification are stated.
  • Every bidder priced the same drawing revision and addenda.
  • Certification, category and facility match the project.
  • Quality procedures, traceability, welding, inspection and coating evidence are relevant to the package.
  • Schedule includes submissions, reviews, material, fabrication, coating and each delivery milestone.
  • Assumptions cover design completeness, review time, substitutions, capacity, access and phased shipments.
  • Price is normalized for material, detailing, fabrication, inspection, coating, freight, erection, taxes, allowances and exclusions.
  • Change-order notice, rates and schedule effects are defined.
  • Selected scope, schedule, inspection plan and turnover records are attached to the contract.

Use this process to compare demonstrated capability, a defensible schedule and an evaluated price. The final qualification must still be confirmed against the engineer’s requirements, procurement documents and the authority having jurisdiction for the specific project.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
