How to Compare Road Contractors: Project History, References, and Safety Records

A project-specific scorecard helps you compare road contractors on verified experience, delivery, workmanship, safety, references, and capacity—while keeping procurement rules in view.

Compare road contractors against the demands of your specific project, not just their project lists or overall reputation. Use the same evidence-based criteria for each bidder: comparable work and actual role, delivery and quality outcomes, safety documentation, references, available staff and equipment, and capacity to take on the job. Verify key claims directly with project owners and check the procurement rules that apply to your contract.

Start with the work your project requires

Before reviewing contractors, define what “comparable experience” means for this procurement. A resurfacing job on an open rural road, for example, may be a poor match for work involving staged traffic, utility conflicts, tight urban access, or a different delivery method. Compare projects by type, scale, traffic constraints, operating environment, and delivery method.

For each claimed project, ask the contractor to identify the owner, scope, scale or contract value, completion date, and whether it served as prime contractor or subcontractor. Clarify what the firm itself delivered rather than attributing an entire project’s result to a subcontractor’s limited scope. FHWA’s 1982 technical advisory discusses documenting work history and capability, while FHWA’s 2014 guidance identifies similar-project experience as a qualification factor; neither should be treated as a universal current rule for every buyer.

Use one scorecard for every bidder

A simple 1–5 rating can help organize a comparison, but it is a practical tool—not an FHWA-prescribed national standard. Define what each rating means before scoring, record the evidence and its date, and apply the same criteria and requests to every bidder.

Check delivery, workmanship, and closeout—not just project names

Ask how the contractor performed against the schedule, whether materials and workmanship met requirements, and how it handled deficiencies. Request completion status, milestone history, extensions, corrective work, claims, and any unresolved closeout items. A delayed project is not automatically evidence of poor performance: establish the reason, the contractor’s role in it, and how impacts were managed.

FHWA’s 2014 contractor-prequalification guidance identifies similar-project experience, timely completion, compliance with material and workmanship requirements, and safety among relevant performance factors. These are useful prompts for questions, not a substitute for the evaluation rules in your solicitation.

Verify references directly with the project owner

Treat contractor-provided references and records as leads to verify, not proof by themselves. Contact the owner or agency using independently confirmed contact details where possible. Ask about the contractor’s actual scope and role, schedule performance, quality issues, safety practices, communication, corrective actions, and whether the project is fully closed out.

Use the same core questions for each bidder’s references so that differences in your notes reflect evidence rather than different interviews. Record who provided each answer and when, and distinguish a documented fact from an opinion or an issue the reference could not confirm.

Assess safety using relevant, comparable evidence

Request the safety plan proposed for your project and records relevant to the type and period of work being compared. Where the procurement process collects them, ask about applicable citations or enforcement records and what corrective actions followed. A record from a different kind of operation or time period may not tell you much about the work at hand.

The cited FHWA guidance treats safety plans and compliance with safety standards as possible qualification or evaluation factors. The sources do not establish a single universal safety score or a nationwide public lookup database for road contractors. Confirm with the contracting agency and the record issuer which records apply to this procurement; do not assume that an isolated figure or citation is comparable across firms without context.

Confirm the proposed team and capacity

A strong past project does not establish that the same people, equipment, or financial capacity are available now. Check the named project manager and superintendent, relevant crew experience, equipment availability, subcontracting plan, and the contractor’s current workload. Ask how the proposed team will cover this job alongside other active work.

Financial qualification, insurance, and bonding requirements vary by solicitation. Request only what the owner’s process calls for, and assess capacity under the applicable agency rules. FHWA’s older guidance describes staffing, equipment, financial resources, bonding where required, and existing workload as capability considerations; it is not a universal checklist or threshold for every road contract.

Apply the procurement rules for this contract

Qualification and evaluation requirements depend on the buyer, funding, and jurisdiction. For covered federal-aid highway contracts, FHWA’s contract-procedure guidance addresses contractor capability evaluation and exclusion of contractors that are currently suspended or debarred. That does not make the same requirements automatically applicable to every local, state-funded, or private project. Ask the contracting agency which rules, records, and verification steps govern the procurement.

For a repeat or public-sector procurement, keep the criteria, evidence requests, ratings, and reasons for decisions documented. FHWA’s 2014 report says application of qualification parameters must be justifiable and defensible, and describes an appeals mechanism in its model. Provide an appropriate way to correct inaccurate performance information where your process allows it. A low rating should prompt review of the underlying evidence, context, comparability, and any formal correction or appeal route—not an automatic decision detached from those facts.

Use historical figures only as historical context

FHWA’s August 2014 report listed factors commonly used by state transportation departments in contractor evaluation: past experience (87%), financial capability (75%), equipment and plant (72%), past-performance evaluations (72%), and past illegal behavior (72%). These percentages describe the report’s historical findings; they are not current national prevalence estimates and should not be assumed to represent every state, locality, or private buyer.
