There is no universally best delivery model for a civic facility. Choose conventional public procurement when the owner needs maximum design control and can manage separate contracts; choose design-build when a clear performance brief and faster, integrated delivery justify giving one contractor responsibility for design and construction; choose a public-private partnership (PPP) only when a documented, whole-life value-for-money case supports long-term private obligations and, often, private finance.
The comparison should begin with the service the community must receive, not with a preferred contract label. Define outcomes, map who can control each risk, test affordability and financing, check the public owner’s capabilities, sound the market, and compare whole-life costs and consequences under all credible options.

What the three delivery models actually mean
Conventional public procurement (usually design-bid-build)
In conventional procurement, the public owner commissions a designer, completes the design, then separately procures a contractor to build it. The U.S. Federal Acquisition Regulation describes design-bid-build as sequential design and construction under separate contracts. The owner therefore coordinates the designer and builder, manages information passing between them, and usually retains financing, operations and maintenance.
This structure can suit a facility with a well-established design, a need for direct design decisions, and an owner that has the staff and time to manage interfaces. It does not make construction risk disappear: the owner remains exposed to gaps or conflicts between the design and construction contracts and to changes that arise when the builder interprets or prices the completed documents.

Design-build
Design-build places architectural or engineering services and construction in one contract. The Federal Highway Administration defines it as one fixed-fee contract under which the design-builder takes most design responsibility and all construction responsibility. The public owner generally retains financing, operations and maintenance, although variants such as design-build-operate-maintain can add lifecycle services.
The owner states required functions, capacities, standards and performance outcomes rather than prescribing every design detail. A single contracting entity can overlap design and construction, reducing handoffs and giving the owner one primary point of responsibility for design-construction coordination. The trade-off is less direct control over design development after award and a greater need for a complete, objective brief before procurement.
Public-private partnership (PPP)
A PPP is a long-term contract for delivering services, not simply a way to build an asset. Depending on the jurisdiction and project, the private partner may design, build, finance, operate and maintain the facility for a defined term. Specifications are typically output- or performance-based, and payments can be user-paid, availability-based, or a mixture. Private investment is recovered through those payments when the facility meets contractual service requirements.

European PPP Expertise Centre guidance emphasizes that value for money depends on optimal risk sharing. The Philippine PPP Center similarly describes structures that combine financing, design, construction, operation and maintenance, with private-investment recovery linked to performance. A PPP can transfer lifecycle and operating responsibilities, but it also creates a complex, long-term commercial relationship that must be monitored and managed.
Side-by-side comparison
| Decision axis | Conventional public procurement | Design-build | PPP |
|---|---|---|---|
| Contract structure | Separate design and construction contracts, procured sequentially | One contract covering design and construction | Long-term service contract, often integrating finance and lifecycle services |
| Who usually finances | Public owner | Public owner | May use private project finance, with public, user or mixed payments |
| Design control | Highest direct control before tender | Owner sets requirements; design-builder has latitude | Output and performance specifications govern a negotiated long-term relationship |
| Design-construction risk | Owner coordinates the interface | One entity carries most design and all construction responsibility | Contract assigns risks to parties able to manage and price them |
| Operations and maintenance | Usually public or separately procured | Usually public unless a lifecycle variant is selected | Often private for the contract term |
| Schedule profile | Sequential, with more handoffs | Design and construction may overlap | Long preparation and procurement, followed by a long operating term |
| Core decision test | Can the owner manage interfaces and finance directly? | Is acceleration and integrated responsibility worth reduced design control? | Do measurable lifecycle and risk-transfer benefits exceed private-capital and transaction costs? |
Begin with the civic outcome
Write the facility’s required outcome before choosing a delivery method. The brief should establish the service and community result that must exist at opening and throughout operation.
- Capacity and function: rooms, seats, throughput, hours of operation, technology and expansion allowances.
- Service levels: temperature, uptime, response times, cleanliness, security, energy performance and other measurable standards.
- Resilience: flood, seismic, fire, cyber, power-continuity and climate-adaptation requirements relevant to the site.
- Accessibility and inclusion: statutory accessibility, inclusive wayfinding, language access and community-use requirements.
- Maintainability: access for replacement, spare-parts strategy, asset data, expected component lives and handover condition.
- Community obligations: local engagement, labor requirements, disruption limits, heritage constraints and equitable access.
A conventional design-bid-build solicitation can prescribe a detailed design. A design-build or PPP solicitation must instead make the owner’s non-negotiable outcomes and verification methods unambiguous. Vague requirements invite bidders to price different assumptions, making bids difficult to compare and claims more likely.

- Design completeness, coordination and compliance.
- Unknown site conditions, utilities and environmental contamination.
- Planning, permitting, land acquisition and third-party approvals.
- Construction cost, schedule, labor availability, safety and quality.
- Demand or revenue, where users pay for services.
- Operating performance, maintenance, utilities and lifecycle replacement.
- Inflation, interest rates, force majeure, change in law and termination.
Assigning a risk to a private party is not the same as eliminating it. The private party will price uncertainty, seek relief for events outside its control, or decline to bid. UK public-sector guidance warns that inappropriate or disproportionate allocation is a major cause of underperformance or failure and recommends market consultation to test whether the proposed allocation is realistic.
For example, a builder can usually control construction sequencing, but the public owner may be better placed to retain an unknown archaeological condition or a political decision to change the facility’s service. A PPP operator can manage preventive maintenance, while the authority may need to retain statutory changes or extraordinary events. The contract should state data, relief, insurance, deductions and dispute procedures for each material risk.
Test affordability, finance and value for money
Prepare a comparable whole-life model for each delivery option. Include development and procurement costs, construction, financing, insurance, operations, utilities, routine maintenance, major renewals, monitoring, taxes, risk allowances, residual value and termination or failure costs. Show when the public sector pays, not only the nominal total.
Private finance is normally more expensive than sovereign or municipal borrowing. It can still offer value if better incentives, innovation, schedule certainty or risk management produce benefits that exceed that financing premium and the costs of structuring and monitoring the contract. HM Treasury’s Green Book (2026) states: “Private financing might deliver higher value for money than a public sector option if benefits of risk transfer and efficiencies in delivery outweigh the higher cost of private capital.”

1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesQuestions a PPP business case must answer
- Which risks are genuinely transferred, and what evidence shows the private partner can manage them?
- What is the risk-adjusted public-sector comparator, including retained risks and optimism bias?
- How do availability payments change under partial service, defects or missed performance standards?
- What demand, revenue or subsidy assumptions support the financing plan?
- What refinancing, inflation-indexation and interest-rate provisions affect future payments?
- What happens if the operator defaults, the project company becomes insolvent, or the authority terminates for convenience?
- Does the project remain affordable under pessimistic but plausible scenarios?
Do not treat off-balance-sheet presentation, a low initial payment or deferred expenditure as proof of value. Compare fiscal exposure and service obligations over the full contract term.

Check owner capability and market appetite
Conventional procurement needs competent design management, contract administration and construction oversight. Design-build needs a clear brief, sufficient preliminary engineering, objective evaluation criteria and staff able to review a contractor’s evolving design without attempting to redesign it.
PPP demands additional commercial and operational capability: feasibility work, financial modeling, lender and investor engagement, output-specification drafting, performance monitoring, payment deductions, lifecycle audits, step-in rights and contract management over decades. If the authority cannot sustain those functions, nominal risk transfer may be illusory.
Market sounding should occur before the model is fixed. Test whether firms will bid, the likely level of competition, package size, labor and permitting constraints, insurance availability, financing appetite and the price of proposed risk allocations. Ask bidders to identify ambiguous requirements and unpriceable risks. A market that produces only one credible bidder may indicate that the scope, schedule or allocation needs revision.

Use separate design and construction contracts when the authority needs to direct architectural decisions, has time to complete the design, and can actively manage the interface. It is often practical for a familiar building type, a project with extensive stakeholder approvals, or a facility whose design must be settled publicly before construction pricing.
Advantages
- Maximum owner control over design before tender.
- Competitive construction pricing against a completed design.
- Clear opportunities for public consultation before construction commitment.
- Procurement and financing structures that may be familiar to the authority.
Watch points
- Sequential design and construction can extend the overall schedule.
- Design errors, omissions and coordination gaps can become owner-managed disputes.
- Changes after award may be expensive because the contractor priced a fixed design.
- The authority must maintain enough staff to administer two major contracts and resolve interface issues.
When design-build is the stronger choice
Design-build is appropriate when the owner can express the required result in measurable terms and values a single point of responsibility. It is especially attractive where early construction packages can proceed while later design develops and where schedule is a material public benefit.
Conditions for success
- Complete site investigations and define the owner’s design intent, constraints and approval gates.
- Write performance requirements for capacity, quality, resilience, accessibility, maintainability and commissioning.
- Set objective scoring criteria that balance technical solution, price, schedule, team and risk.
- Reserve owner review rights without creating an approval process that makes the design-builder responsible for an owner-designed project.
- Specify design submissions, independent checks, change control, testing, commissioning and handover data.
The FHWA advises that project goals, complexity, funding, design intent and responsibility allocation should drive a design-build decision. Design-build can shorten delivery because design and construction overlap, but no universal time saving is guaranteed; an unclear brief, late approvals or incomplete site information can erase the benefit.

When a PPP is justified—and when it is not
A PPP merits detailed evaluation when the facility has stable, measurable service requirements; meaningful lifecycle or operational efficiencies; risks that a private partner can control; and a payment stream that can support long-term financing. The authority must also be able to enforce standards and monitor the contract for its entire term.
Potential advantages
- Integrated design, construction, operation and maintenance incentives.
- Private capital and lender scrutiny that can impose financial discipline.
- Payments linked to availability or service performance rather than merely completing construction.
- Long-term asset management responsibilities that protect condition at handback.
Reasons to reject a PPP
- The authority needs frequent scope changes or cannot define outputs.
- Demand, technology or policy is too uncertain for a long contract.
- Private financing and transaction costs outweigh credible efficiency and risk-transfer benefits.
- The public owner lacks contract-management capacity or cannot fund monitoring.
- The project is too small or unusual to attract real competition.
A PPP is not automatically cheaper, and it is not free public infrastructure. Availability payments, subsidies, guarantees and termination compensation remain public obligations even when construction debt does not appear as a conventional capital outlay.
Compare control, speed and lifecycle responsibility
Control is multidimensional. Conventional procurement gives the owner the most direct control over design before tender. Design-build gives the owner control through requirements, review gates and acceptance tests while allowing the contractor to choose the means and methods. PPP shifts more day-to-day decisions to a private operator, but the authority controls outcomes through the contract, payment regime, audits and remedies.
Schedule should be measured from the point at which the authority starts procurement, not only from construction notice to proceed. Design-build may reduce construction-phase duration through overlap. PPP usually takes longer to prepare because feasibility, financial due diligence, risk allocation, lender requirements and a long-form contract must be completed before award. That preparation can be worthwhile only if the resulting service and lifecycle benefits are material.
Operations and maintenance are normally public or separately procured in conventional and standard design-build projects. They are often part of the private partner’s obligation in a PPP. If the authority chooses design-build-operate-maintain, it should apply the same output, monitoring and handback tests used for a PPP while recognizing that financing and risk scope may be different.
A practical comparison procedure
- Define the service case. Record capacity, users, service levels, resilience, accessibility, maintainability, community commitments and opening date.
- Establish the baseline. Develop a public delivery schedule, capital budget, operating plan and risk-adjusted whole-life cost using realistic assumptions.
- Develop the risk matrix. Allocate each material risk to the party best able to manage it, then test insurance, contingency, relief and pricing implications.
- Screen delivery models. Eliminate options that cannot meet legal authority, funding, site, labor, procurement or operating constraints.
- Prepare an integrated comparison. Model conventional procurement, design-build and any PPP variant on the same service outputs, dates, inflation assumptions, tax treatment and residual-value basis.
- Test affordability. Stress construction overruns, delayed opening, inflation, interest rates, lower demand, higher utilities, major renewal and early termination.
- Sound the market. Seek confidential feedback on competition, packaging, schedule, specification clarity, risk pricing and financeability.
- Confirm governance. Identify approvals, delegated authorities, independent assurance, reporting, dispute resolution and contract-management resources.
- Document the decision. State why the selected model best meets outcomes, what risks remain with the authority, and which assumptions would trigger a re-evaluation.
Use evidence carefully
Real projects demonstrate that models can be implemented at scale but do not establish universal savings. New York City’s Department of Design and Construction reported more than $14 billion in design-build contracts awarded since 2019 on a 2026 page. That figure is a record of awards, not proof that every design-build project is faster, cheaper or better than an alternative.

Likewise, a successful PPP in one jurisdiction may rely on statutory powers, accounting rules, payment mechanisms, labor markets and institutional capability that another authority does not have. Compare the underlying conditions rather than copying a contract label.
Jurisdiction, approvals and accounting
Procurement statutes, approval thresholds, labor rules, tax treatment, public-borrowing authority, accounting standards and PPP legislation differ by jurisdiction. Before issuing a solicitation, obtain advice from the owner’s legal, finance, procurement and technical teams. Confirm whether a PPP is legally authorized, which approvals are required, how contingent liabilities are reported, and whether labor or community-benefit rules apply equally across models.
The contract form cannot override an authority’s duty to provide a safe, accessible and affordable public service. Build independent assurance and transparent reporting into the governance plan, particularly where payments continue for decades.
Decision rule
Select conventional procurement when direct design control and a manageable owner-led interface are the priority. Select design-build when the authority can define outcomes clearly and the value of integrated responsibility and potential schedule overlap exceeds the value of retaining detailed design control. Select PPP only after a documented whole-life analysis shows that enforceable risk transfer, lifecycle performance and delivery efficiencies outweigh private capital, transaction costs, reduced flexibility and long-term fiscal commitments.
The strongest decision is the one that remains affordable under stress, gives each risk to the party able to manage it, preserves a credible competitive market and leaves the public owner capable of enforcing the promised service for the facility’s entire life.
