Choose an FM provider only after you have defined the sites, assets, services, risks, operating hours, response standards and contract boundaries you need. Then issue every bidder the same scope and pricing template, verify capability and compliance with evidence, test the delivery model, and compare normalized whole-life cost rather than headline price. This approach exposes exclusions, subcontracting risk and client-side workload before you sign.
1. Define what facilities management must cover
A construction business may need FM for a headquarters, yards, depots, workshops, completed buildings, temporary project facilities or a mixed portfolio. Those environments have different hazards, occupancy patterns and handover dates. Write the requirement around your actual estate before contacting providers.

Prepare a site schedule showing addresses, floor areas, construction type, occupancy, operating hours, access restrictions, critical plant, statutory inspections, planned projects and known defects. Identify which locations are live construction sites, which are occupied by staff or the public, and which will be added or removed during the contract.
Record the consequences of failure. A power interruption in an office, a failed temporary distribution board on a project, and a disabled fire alarm in an occupied building require different priorities, permits and escalation routes. State whether the provider must work around shifts, weekend possession, noisy operations, weather exposure or restricted delivery windows.

Choose the service boundary
Use a service matrix that distinguishes included work, excluded work, client responsibilities and interfaces with contractors. The Building and Construction Authority (BCA) describes integrated FM as at least two distinct FM services supplied by one company; the company may perform them itself or outsource them while centrally managing delivery. Its Singapore framework names six categories: building maintenance, mechanical and electrical maintenance, security, cleaning, landscaping and pest control. These categories are a useful checklist, not a universal legal definition. See BCA’s Procuring Facilities Management Services guide.
| Service area | Define in the scope | Interface to resolve |
|---|---|---|
| Building fabric | Inspections, planned repairs, roofs, doors, finishes and defects liability | Who owns defects, capital works and tenant alterations? |
| Mechanical and electrical | Plant list, preventive tasks, statutory tests, controls, emergency response and spares | Who isolates equipment and issues permits to work? |
| Security | Guarding, access control, patrols, incident response and key management | How are project-site security teams and corporate security coordinated? |
| Cleaning | Areas, frequencies, consumables, hygiene standards and waste streams | Who cleans construction handover areas or specialist workshops? |
| Landscaping | Grounds, trees, irrigation, seasonal work and safety inspections | Who manages areas still under a principal contractor? |
| Pest control | Inspection points, treatment methods, reporting and escalation | How are food areas, stores and occupied spaces protected? |
Add services that matter to your business, such as reception, mailroom, energy management, fire systems, lifts, water hygiene, waste, compliance administration or project support. Do not include a service merely because a template lists it; specify the outcome, assets and evidence you actually require.

Decide who coordinates the work
Compare three basic models:
| Model | When it can fit | Questions to test |
|---|---|---|
| Integrated provider | You want one commercial interface for several hard and soft services and have limited capacity to coordinate trades. | Which services are self-delivered? Which are subcontracted? Who remains accountable for failures, permits and records? |
| Managing agent | You need central planning, reporting and procurement but expect specialist firms to perform most work. | How are subcontractors selected, supervised, audited and replaced? What management fee and mark-ups apply? |
| Separate specialists | Your team can manage interfaces and needs specialist control over high-risk or highly technical assets. | Who owns the shared helpdesk, emergency response, compliance calendar and boundary disputes? |
Integration is not automatically better value. Assess accountability, continuity, subcontracting, reporting and the amount of coordination your own staff must provide.
2. Build a comparable tender pack
Give every bidder the same information and require answers in the same order. A useful pack contains:
- Site plans, asset registers, equipment condition, warranties and available maintenance history.
- Operating hours, occupancy, access rules, induction requirements, permits and security arrangements.
- Current service levels, incident data, open defects, planned projects and known compliance actions.
- A responsibility matrix showing the client, FM provider, principal contractor, specialist contractors and tenants.
- Response scenarios, such as a failed air-handling unit, loss of power, water leak, alarm activation or urgent access-control failure.
- A pricing workbook with recurring services, planned maintenance, call-outs, materials, subcontractors, rates, assumptions, exclusions, indexation and optional work separated.
- Required contract terms covering data ownership, audit access, change control, insurance, confidentiality, business continuity, termination and handback.
Ask bidders to identify every exception and assumption in a separate schedule. An offer that appears inexpensive because it excludes statutory testing, consumables, out-of-hours attendance or minor repairs is not comparable with an inclusive offer.
3. Set eligibility and capability checks
Decide which requirements are pass/fail before you score quality. Check the rules that apply where the work will be performed rather than importing a foreign registration scheme.

Request company registration details, relevant licences or registrations, public and employer liability insurance, professional indemnity where design advice is included, workers’ compensation arrangements and evidence of financial capacity appropriate to the contract. Confirm policy limits, expiry dates and exclusions. If the provider will handle construction sites, require evidence that its insurance and safety systems cover those environments.
For Singapore public-sector FM work, BCA states that firms intending to tender for or undertake such services must register in the FM Registry and meet the requirements of the relevant workheads. That is a Singapore public-sector eligibility rule, not a universal qualification for private construction businesses or other countries. See BCA’s FM Registry page.

Test relevant experience, not just company size
Ask for contracts comparable in risk, asset complexity, operating hours, geography and user profile. A provider experienced in occupied offices may not be ready for a live infrastructure project, remote depot or high-voltage workshop. Require client references that cover mobilisation, emergency response, compliance performance and exit, not only sales contacts.
Request the proposed contract manager, site managers, engineers and helpdesk leads by name. Review qualifications, trade coverage, relief arrangements, recruitment status and the ratio of supervisors to sites. Make any named-person commitment contractual or require approval before substitution.
Examine subcontractor controls
Obtain a list of intended subcontractors, the services they will perform, approval and vetting processes, insurance checks, competence records, supervision arrangements and backup suppliers. Require the prime provider to remain accountable for subcontracted work. Ask how it validates attendance, task completion, materials, permits and closeout records rather than accepting an invoice as proof.
4. Evaluate compliance as an operating system
A credible provider can show who is responsible, what must be inspected, when it is due, what evidence is retained and how overdue or failed work is closed. Treat compliance as a repeatable management system, not a promise in a proposal.
Require a duty-holder and compliance plan
Ask for a sample compliance calendar mapped to your assets and local obligations. It should identify the duty holder, competent person, inspection or test frequency, record location, escalation route, remedial-work owner and target closeout date. Require the provider to reconcile the plan with your asset register during mobilisation and after changes.
The UK Government’s Facilities Management Standard 001 covers management, hard and soft services, compliance and operational availability for central government organisations with property responsibilities. It expects legal requirements to be met and calls for regular review of high-risk areas including asbestos, fire risk, fixed wiring, gas installations and water hygiene. Use those topics to structure questions where relevant, then confirm the duties that apply in your own jurisdiction and asset portfolio. Read Facilities Management Standard 001.

Ask to see evidence and validation
- Redacted inspection, test and maintenance records for comparable assets.
- Audit schedules, findings, corrective actions and proof of closeout.
- Competence and authorisation records for high-risk tasks.
- Examples of incident investigation, escalation and regulator or insurer interaction.
- The process for checking that subcontractors performed the specified task at the specified asset.
- How records are protected, retained, transferred to the client and made available during an audit.
If a computer-aided facilities management system is proposed, ask for a live demonstration using your asset hierarchy, not generic screenshots. Confirm who owns the data, how changes are approved and how the system exports complete records at contract end.
5. Compare operational quality and availability
Set service levels that reflect business consequences. Avoid vague promises such as prompt attendance or high-quality cleaning.

Define measurable performance indicators
Potential measures include response and restoration times by priority, preventive-maintenance completion, overdue statutory tasks, repeat faults, critical-asset availability, helpdesk answer and closure times, emergency attendance, first-time fix rate, user feedback, energy or resource outcomes and the age of open remedial actions. The exact indicators and thresholds should be contract-specific.
Write a definition beside every KPI: the start and stop event, data source, exclusions, sampling method, reporting period, responsible party and remedy for failure. For example, state whether response time starts when an occupant calls, when a ticket is logged or when an alarm is received. Require evidence that can be audited rather than a self-declared percentage.

Give each bidder identical incidents and ask for a timed response plan. Include an out-of-hours plant failure, a safety-critical defect, a water leak affecting a construction area, an unavailable specialist, a cyber or access-control outage and a sudden site opening or closure. Compare the named decision-maker, attendance resources, communications, temporary controls, restoration plan and post-incident report.
Ask for a sample monthly report showing backlog, trends, repeat failures, compliance status, resource use, incidents, customer feedback and agreed actions. A polished dashboard without definitions or underlying records should receive little credit.
6. Use a transparent scorecard
Set the criteria and weights before issuing the tender. Separate mandatory pass/fail requirements from scored advantages, and score quality evidence independently from price before applying your disclosed weighting.
| Dimension | Evidence to request | What to compare |
|---|---|---|
| Scope and service model | Completed scope matrix; self-delivered versus subcontracted services; responsibility chart | Coverage, interfaces, accountability and exclusions |
| Relevant experience | Comparable construction or industrial sites; client references; mobilisation examples | Similarity in risk, use, operating hours and geography |
| People and capacity | Proposed contract lead and site team; qualifications; coverage and backup plan | Continuity, competence, response capacity and supervision |
| Compliance and safety | Compliance calendar, duty-holder map, sample records, audit and remedial process | Traceability, risk prioritisation, competence and closeout |
| Operations and service quality | KPI definitions, sample reports, helpdesk process and maintenance plans | Availability, preventive work, response, restoration and recurring faults |
| Commercial offer | Pricing schedule, assumptions, exclusions, indexation and change rates | Like-for-like lifecycle cost and exposure to extra charges |
| Mobilisation and governance | Transition plan, asset-register validation, review cadence, escalation and exit | Readiness, data quality, resilience and contract control |
| Sustainability and asset care | Energy and resource plans; proposals that extend asset life where relevant | Measurable outcomes aligned with your targets |
Use a documented scale, such as zero for no evidence and progressively higher scores for specific, verified evidence that meets or exceeds the requirement. Record the reason for every score and have evaluators score independently before moderation. Do not allow an exceptional presentation to compensate for a failed mandatory requirement.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems7. Normalize whole-life cost
Value for money is the optimum combination of whole-life cost and quality needed to meet user requirements. That framing appears in UK construction procurement guidance, but it is a decision principle rather than a universal procurement rule. See the Common Minimum Standards for Construction.
Build a cost model for the full contract term and show recurring, variable and one-time amounts separately.

| Cost component | What to make comparable |
|---|---|
| Mobilisation and transition | Asset surveys, data cleansing, onboarding, training, systems and temporary double-running |
| Base service | Labour, supervision, helpdesk, planned maintenance, cleaning frequencies and management fees |
| Variable work | Call-out rates, emergency attendance, labour grades, materials, plant, travel and minimum charges |
| Subcontracting | Pass-through costs, management mark-ups, quotation rules and approval thresholds |
| Lifecycle and projects | Renewals, condition surveys, minor works, energy projects and client-funded capital items |
| Price changes | Index used, review date, labour and materials treatment, currency and caps or floors |
| Exit | Data export, surveys, training a successor, removal of equipment and handback defects |
Recalculate each offer using the same volumes, operating hours, inflation assumptions and service scenarios. Price exclusions as risk, not as zero. A low base fee may transfer labour, materials, compliance administration or emergency risk back to your team. Keep quality and cost scores visible so decision-makers can see what a cheaper offer sacrifices.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Follow a controlled procurement sequence
RICS’ professional standard covers planning, market procurement and post-procurement activity. BCA’s Singapore public-sector guide describes pre-tender, tender, evaluation and post-tender stages. Together they support this practical sequence; neither framework is a universal mandatory process.
- Inventory the estate. Confirm sites, assets, risks, current performance, warranties, contract constraints and planned changes.
- Select the service model. Decide whether an integrated provider, managing agent or direct specialists best matches your coordination capacity and risk.
- Write an outcome-based scope. State services, hours, priorities, interfaces, exclusions, data requirements and acceptance tests.
- Set eligibility and scoring rules. Approve mandatory checks, evidence requirements, evaluation criteria and weights before issuing the tender.
- Invite comparable proposals. Use one pricing workbook, identical site information, response scenarios and contract assumptions.
- Verify claims. Check references, sample records, interviews, site resources, subcontractors and a detailed transition plan.
- Normalize and evaluate. Rebuild lifecycle cost, score quality separately, document exceptions and apply the published method.
- Resolve contract controls before award. Agree subcontracting, data ownership, audit rights, change control, remedies, termination, continuity and handback.
9. Make mobilisation and governance part of the award
A provider can win on paper and still fail during takeover if asset data is incomplete or responsibilities are unclear. Score the mobilisation plan before appointment.
Require a practical transition plan
- Validate the asset register, criticality, condition, warranties and statutory records.
- Confirm staff transfer or recruitment, inductions, access, permits, uniforms, tools and out-of-hours coverage.
- Reconcile planned-maintenance tasks, backlog, open defects and immediate safety actions.
- Test the helpdesk, escalation tree, alarm contacts, reporting feeds and emergency communications.
- Set acceptance gates for records, competence, spares, procedures and business-continuity arrangements.
- Define how new projects, acquisitions, closures and handovers enter or leave the service.
Put governance in the contract
Specify operational meetings, management reviews, reporting dates, action logs, escalation levels and change-approval authority. Reserve audit rights over the provider and its subcontractors. State how service credits, corrective action, step-in, termination and other remedies operate; a remedy that cannot be evidenced or triggered is not a control.
Clarify ownership and permitted use of asset data, drawings, maintenance history, passwords, inspection certificates and incident records. Require a usable export in an agreed format and a handback plan, including cooperation with a successor provider. RICS treats post-procurement management as part of FM procurement, so do not stop governance at contract signature. Read RICS’ Procurement of facility management standard.
10. Questions to ask before signing
- Which services will you perform directly, and which will you subcontract?
- Who is accountable when two trades share an asset or a defect crosses the scope boundary?
- What named people will manage our sites, and how are absences covered?
- Which comparable construction, industrial or multi-site contracts can we contact?
- How do you verify subcontractor competence, insurance, attendance and completed work?
- What information do you need from us before mobilisation, and what will you validate yourself?
- How are statutory tasks, overdue work and high-risk findings escalated?
- What are the response, attendance, restoration and communication commitments for each priority?
- How do you measure preventive-maintenance completion, repeat faults and critical-asset availability?
- What exactly is included in the base fee, and what triggers a chargeable variation?
- How are labour, materials, travel, specialist attendance and emergency work priced?
- What indexation formula applies, when can prices change and are there caps?
- Who owns the CAFM or helpdesk data, and can we export complete records at any time?
- How will you continue service during a staff shortage, major incident, supplier failure or site closure?
- What audit access, reporting, remedies and termination rights will we have?
- What must be completed before go-live, and who signs acceptance?
- How will you support a future transfer to another provider or back to our team?
11. Keep jurisdiction and policy status current
Public-sector guidance can improve your questions without creating private-sector legal obligations. Singapore’s FM Registry applies to firms seeking Singapore public-sector FM work. The UK Facilities Management Standard 001 is written for central government organisations with property responsibilities. Map any checklist to the laws, regulators, insurers and competent advisers relevant to your sites.
Check current status rather than copying old procurement templates. The UK Cabinet Office’s Facilities Management Advice was updated on 30 March 2026 and states that FM Controls ceased to be effective on 1 April 2026. That change illustrates why a process page’s date and scope belong in your procurement file.
12. Recognize warning signs before award
- A bidder refuses to complete the common pricing schedule or hides assumptions in general conditions.
- Service coverage depends on unnamed subcontractors or a single individual with no relief plan.
- References are for unrelated offices rather than comparable construction or industrial environments.
- KPI percentages are quoted without definitions, source data or remedies.
- Compliance claims are unsupported by sample records, duty-holder names or overdue-work controls.
- The proposal transfers asset surveys, statutory administration or emergency coordination to your team without pricing the effort.
- The mobilisation plan starts with service delivery but omits asset-data validation, permits, access and continuity.
- The contract has no practical data export, audit, change-control or handback provisions.
Make the award when one provider demonstrates a clear scope, accountable delivery model, competent people, traceable compliance, measurable availability, credible mobilisation and a normalized cost that remains acceptable after exclusions and risk are priced. If those elements cannot be compared on the same evidence, the procurement is not ready for a defensible decision.
