How to Compare Design-Build and Traditional Project Delivery for a Commercial Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no universally superior delivery method. For a commercial project, compare design-build with traditional design-bid-build (DBB) against your required completion date, how fully the scope is defined, the level of design control you need, the capability of your internal team, the qualified firms available, procurement rules, and which party can best manage design, coordination, and change risk.

Design-build gives the owner one contract and one entity responsible for both design and construction. DBB gives the owner separate contracts with a designer and a builder, normally moving through design, bidding, and construction in sequence. The right choice is the one whose obligations, decision process, and risk allocation fit the project—not the one with the most attractive label or lowest headline price.

What the two delivery methods mean

Traditional design-bid-build (DBB)

In DBB, the owner contracts separately with an architect or other designer and with the construction contractor. The designer develops a complete, prescriptive set of documents. Once those documents are ready, the owner solicits bids and contracts with the selected builder. Design, bidding, and construction ordinarily occur as sequential phases. The Federal Acquisition Regulation describes this conventional arrangement in Subpart 36.1, while the AIA and AGC explain the terminology in their joint primer.

This structure lets the owner work directly with the designer during design and seek comparable bids against a defined package. It also places the owner between two separately contracted parties. If a drawing, specification, site condition, or owner decision creates a coordination question, the owner may have to manage the interface and resolve responsibility.

Design-build (DB)

Design-build combines design and construction responsibility in one owner contract with one design-build entity. The Associated General Contractors of America defines it as having “One entity [as] the single point of responsibility for both the design and construction” on its Design-Build resource page. Design and construction may overlap, and some construction-related decisions can continue after work starts.

That integration can bring construction input into design earlier and reduce the number of contractual interfaces. It does not eliminate the owner’s work. The owner still has to define the required outcomes, select a capable team, administer the contract, verify quality and compliance, and make timely decisions. Because the designer is engaged through the design-build entity rather than directly in a separate owner contract, the owner must state performance requirements and oversight rights with particular care.

Side-by-side comparison

Traditional design-bid-build Design-build Question for the owner
Contracts and accountability Separate owner-designer and owner-builder contracts One owner contract with a design-build entity responsible for design and construction Does the owner have the staff and systems to administer two professional relationships, or is a single contractual point preferable?
Typical sequence Design, bid, then build in sequence Design and construction may overlap Is earlier occupancy or revenue important enough to justify overlapping decisions and work?
Design definition Design is normally developed before contractor bidding The team develops the design while the owner communicates requirements and performance expectations Can the owner describe functional outcomes clearly before every detail is known?
Owner design relationship Direct contract and direct engagement with the designer Design services are provided through the design-build entity How important are direct designer access, prescriptive details, and owner control of design development?
Pricing and competition Often competitive lump-sum bids against completed documents May be selected by low bid, best value, or another permitted approach Are proposals being compared on equal scope, assumptions, exclusions, qualifications, and quality controls?
Coordination Design and construction responsibilities are contractually separate Design and construction responsibility is integrated, allowing potential early constructability input Who owns coordination, and how will the owner verify that interfaces are resolved?
Changes Changes can arise after bidding when documents or owner requirements change Integration may identify issues earlier, but owner changes and third-party delays can still affect price and time Is there a defined change process, contingency, decision timetable, and risk register?
Owner capability Requires coordination of the designer, procurement, and builder interfaces Requires a clear brief, capable procurement, and continuing technical and contract oversight Who will represent the owner’s interests and verify design, quality, performance, and compliance?

The AIA and AGC caution against treating any method as automatically best: “AIA and AGC recognize that many viable project delivery methods are available, so this list is not meant to endorse any one method as ‘best.’” That statement appears in their primer, published December 6, 2023.

How to test which method fits your project

1. Define what must be fixed and what may evolve

List the requirements that cannot move: capacity, floor area, operating performance, accessibility, fire and life-safety obligations, sustainability targets, tenant interfaces, commissioning outcomes, opening date, and budget authority. Then identify decisions that can remain open while the team develops the solution.

DBB is usually easier to administer when the owner can complete and approve a detailed design before asking contractors for prices. Design-build is more workable when the owner can procure against clear functional and performance requirements even though some details will be developed with the selected team. A vague brief creates risk under either method; under design-build, it can make proposals impossible to compare and leave the owner with less control over details it assumed would be included.

2. Measure the value of schedule overlap

Establish the date that matters and why it matters. A retail opening, manufacturing start-up, lease commitment, financing condition, or seasonal operating window may justify paying for a delivery strategy that can begin construction before every design package is complete. If the date is flexible and the project benefits from extended design review, DBB’s sequential phases may be acceptable.

Overlapping phases only helps when decisions can be made quickly. Identify the owner’s approval turnaround, permitting dependencies, long-lead equipment, site investigations, and information that must be available before early work. If the owner cannot make timely scope decisions, overlap can produce redesign, rework, or disputed changes rather than a shorter finish date.

3. Decide how much design control is required

Ask whether the owner needs to select finishes, layouts, systems, and details directly or whether meeting a defined performance outcome is sufficient. A direct designer contract in DBB can support detailed owner review before a builder is selected. In design-build, the owner should write measurable performance criteria, submittal and review rights, design acceptance procedures, and the standards that the completed facility must satisfy.

Design-build does not mean the owner gives up all design input. It means that design authority, review, and responsibility must be allocated explicitly rather than assumed from traditional roles. Include the required design deliverables, professional qualifications, code and permitting obligations, model or drawing standards, and the process for resolving a rejected submittal.

4. Assess owner staffing and decision capacity

DBB demands coordination between the owner’s designer and builder, procurement administration, and timely responses to requests for information and changes. Design-build reduces one major contractual interface but still requires the owner to write a sound brief, evaluate integrated teams, review design progress, inspect work, and verify that promised performance is achieved.

Map the people who will make technical, financial, operational, and contractual decisions. Include delegated authority, availability during design and construction, independent cost or technical advice, document control, and escalation when a decision cannot wait. A single design-build contract is not a substitute for owner oversight.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Check the qualified market

Find out which firms can perform the needed design and construction work at the project’s scale and complexity. For design-build, assess whether prospective entities have demonstrable capability in both disciplines, a reliable internal or consultant design team, coordination systems, and the capacity to carry integrated responsibility. For DBB, assess the depth of qualified designers and contractors and whether competition will be meaningful once the documents are complete.

Do not infer competition from the number of firms on a general directory. Test actual interest, relevant project experience, current workload, geographic coverage, licensing, and the team’s ability to meet the proposed schedule. A method that is theoretically suitable but attracts only one weak proposal may create more risk than a familiar method with a deeper market.

6. Identify risks the parties can actually control

Prepare a project-specific risk register before selecting the method. Include incomplete scope, unknown site conditions, utilities, permitting, third-party interfaces, owner-furnished equipment, utility company work, long-lead procurement, design errors, coordination gaps, inflation or price movement, and late owner decisions. For every risk, assign the party best placed to prevent, investigate, price, mitigate, and respond to it.

Design-build can align design and construction responsibility, but it cannot transfer risks the design-builder cannot control. Owner changes, inaccurate owner information, regulatory actions, and third-party delays may still affect cost and time. DBB does not automatically make the designer or builder responsible for every interface either; the contract documents and actual cause determine the result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

7. Confirm procurement and legal constraints

The permitted selection process depends on the owner type and jurisdiction. Private owners may choose among negotiated, competitive, or qualifications-led processes subject to their financing and governance requirements. Public owners must follow applicable procurement statutes, regulations, and agency procedures. The Federal Acquisition Regulation’s Subpart 36.1 is relevant to federal acquisitions, not a universal rule for every commercial owner.

New Zealand’s construction procurement guidelines likewise advise assessing delivery options against project characteristics, risks, and circumstances; those rules apply in New Zealand. Obtain jurisdiction-specific advice before issuing a solicitation, and confirm licensing, professional responsibility, bonding, insurance, and public-notice requirements that apply to your project.

Separate delivery method from selection and pricing method

“Design-build” and “design-bid-build” describe who contracts with whom and how responsibilities are organized. They do not, by themselves, dictate whether the winner is selected by lowest price, best value, qualifications, or a negotiated solution. The AIA/AGC primer describes low-bid, best-value, and qualifications-based approaches, and design-build can be awarded through low bid or best value as allowed by the procurement rules.

When comparing proposals, normalize the commercial offer before looking at the number on the cover page. Require each proposer to identify:

  • Included design disciplines, deliverables, and professional services
  • Construction scope, alternates, allowances, owner-furnished items, and exclusions
  • Assumptions about site information, permits, utilities, escalation, and working hours
  • Schedule milestones, decisions required from the owner, and the logic behind any early packages
  • Quality-management, inspection, testing, commissioning, and closeout procedures
  • Key personnel, subcontractor strategy, relevant experience, and available capacity
  • Proposed contingency, change-order rules, and treatment of unknown conditions

A low DBB bid can be incomplete if bidders have interpreted ambiguous documents differently. A low design-build proposal can be based on a leaner solution, more exclusions, or assumptions that do not meet the owner’s intended outcome. Evaluate like scope against like scope.

What the available evidence says about time and cost

Design-build is often considered when schedule is critical, but the strongest numerical evidence in the cited material comes from transportation projects, not commercial buildings. The Federal Highway Administration’s 2006 Design-Build Effectiveness Study reported the following:

FHWA finding What it measured How to use it for a commercial project
14% shorter overall duration, 3% lower total cost, and the same level of quality Average estimates by surveyed managers of design-build projects Use as historical transportation evidence, not a promised result for a commercial building
9% difference in total project duration and 13% difference in construction-phase duration, with design-build projects shorter Comparison of a subset of design-build projects with similar design-bid-build projects Shows a possible schedule advantage under comparable conditions; it does not set a reliable project allowance
Cost results varied by project type, complexity, and size Different samples produced different cost conclusions; one subset favored DBB on cost and another showed no appreciable total-cost change Model both methods using your scope, market, contingencies, and schedule rather than assuming design-build is cheaper

The FHWA study concerns highways. Its percentages should not be transferred as expected savings for an individual office, retail, industrial, healthcare, or other commercial building. The practical inference is narrower: overlapping work and integrated coordination may support a shorter delivery, while cost depends on scope definition, competition, risk pricing, project complexity, and how changes are managed.

How to compare the contract and risk structure

Design responsibility

For DBB, state the designer’s required services, deliverables, standard of care, review obligations, and coordination duties, then define the builder’s obligation to construct in accordance with the contract documents. For design-build, identify the design-builder’s responsibility for producing a compliant design and delivering the required performance, while preserving the owner’s right to review and reject work that does not meet the brief.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In either method, distinguish review from responsibility. An owner’s review, approval, or payment should not silently convert the owner into the designer or constructor. Have counsel and the project professionals align the contract language with applicable professional-practice and licensing rules.

Performance requirements and acceptance

Design-build specifications should state outcomes that can be measured: capacity, energy or operational targets where applicable, code compliance, durability criteria, testing, commissioning, training, documentation, and correction obligations. Avoid relying on general statements such as “high quality” without an acceptance test or defined standard.

DBB documents should be sufficiently coordinated and complete for bidders to price the intended work. Establish how discrepancies, addenda, requests for information, substitutions, and owner-directed changes will be handled before construction starts.

Changes and owner decisions

Set a written process for initiating, pricing, approving, and documenting changes. Identify who may authorize cost or schedule adjustments, the information required with a proposal, and the time allowed for review. Keep a decision log that records the responsible person, due date, effect on scope, and contract action.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For design-build, require the team to identify design decisions that affect procurement or construction and to provide enough information for the owner to make an informed choice. For DBB, coordinate change evaluations between the designer and builder so that a proposed revision is assessed for both design consequences and construction cost and time.

Schedule logic and remedies

Ask proposers to show the activities that can overlap, the design information required before each construction release, long-lead procurement dates, permitting interfaces, and the owner’s review durations. A single completion date without this logic does not demonstrate that a method will be faster.

Define baseline updates, notice requirements, time-extension evaluation, and the effect of owner-caused or third-party delays. The allocation should reflect control: a party should not receive an unpriced obligation for an event it cannot reasonably prevent or manage.

A practical selection process

  1. Write the owner’s outcomes. Document the business case, required opening or occupancy date, budget authority, site and operational constraints, measurable performance criteria, and decisions that are still open.
  2. Build a preliminary risk register. Record each known uncertainty, its likely consequence, the party best able to manage it, and the information needed to price or reduce it.
  3. Test both delivery scenarios. Sketch the DBB sequence and the design-build overlap, including design packages, permits, procurement, inspections, commissioning, and owner approvals. Note where the owner’s staffing or decision speed becomes a constraint.
  4. Check the market and rules. Confirm qualified firms, licensing, procurement authority, financing conditions, insurance and bonding requirements, and any public-sector process that governs the project.
  5. Choose a selection strategy. Decide whether low bid, best value, qualifications, or a negotiated approach is lawful and appropriate. Define pass/fail requirements, evaluation criteria, weighting, interviews, clarifications, and treatment of nonconforming proposals.
  6. Prepare comparable solicitation documents. For DBB, complete and coordinate the design package and bidder instructions. For design-build, issue a clear owner’s project requirements document, performance criteria, required design submissions, review procedures, and a scope matrix that identifies inclusions and exclusions.
  7. Evaluate more than price. Score relevant experience, key personnel, technical approach, schedule logic, risk assumptions, quality controls, coordination plan, fee and price transparency, and the ability to meet the owner’s outcomes. Document why the selected offer is comparable and credible.
  8. Set up governance before notice to proceed. Name decision-makers, establish document control and meeting protocols, agree on reporting, define change authorization, and schedule design, quality, safety, compliance, and commissioning reviews.
  9. Revalidate at major gateways. Before authorizing an early package, construction release, or substantial procurement commitment, confirm scope, budget, permits, design information, interfaces, and the effect of unresolved decisions.

Common mistakes and how to prevent them

Choosing by slogan

“Faster” and “single point of responsibility” are not complete evaluations. Tie each claimed benefit to a schedule activity, owner decision, contract obligation, or measurable performance requirement. If the benefit cannot be demonstrated in the project plan, do not count it as a reason for selection.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Using design-build with an undefined brief

A design-builder cannot price or design an outcome the owner has not described. Prevent this by completing the owner’s requirements, identifying mandatory standards, separating must-haves from preferences, and requiring proposers to list assumptions and exclusions.

Treating complete DBB drawings as risk-free

Completed documents improve price comparability but do not guarantee perfect coordination or eliminate site and owner risks. Use independent reviews, constructability checks, a disciplined request-for-information process, and a clear change procedure.

Assuming one contract eliminates disputes

Integration can simplify contractual interfaces, but disputes may still involve scope interpretation, performance, owner changes, payment, delay, or third-party work. Define communication, notice, escalation, records, and decision rights in the contract rather than relying on the label “design-build.”

Ignoring the owner’s workload

Overlapping design and construction increases the value of fast, informed decisions. Assign personnel before procurement, set response times, and arrange independent technical or cost support where the owner lacks the necessary expertise.

Comparing headline prices

Require a common pricing form and a written assumptions register. Reconcile allowances, alternates, design fees, permits, testing, commissioning, temporary work, owner-furnished equipment, escalation, and exclusions before declaring one proposal cheaper.

Three illustrative commercial situations

Time-critical facility with clear operational outcomes

An owner must open a facility before a fixed operating season, can describe capacity and performance requirements, and has a team ready to make rapid decisions. Design-build may be worth evaluating because early packages and constructability input could support the date. The owner still needs a robust brief, measurable acceptance criteria, and a process to prevent unresolved choices from becoming rework.

Highly defined project where design control is central

An owner has approved a detailed design, wants direct engagement with the designer, and can tolerate sequential procurement. DBB may provide the desired control and competitive bids against a completed package. The owner should still test document coordination, site information, and the builder’s ability to meet the schedule.

Complex project with immature scope

If major systems, tenant requirements, or site constraints are still unknown, neither method should be selected on the assumption that a contract will solve the definition problem. First fund investigations and requirements development, identify decisions that must be made, and then select the structure that matches the remaining uncertainty and the team’s capacity to manage it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to answer before signing

  • What specific business or operational date drives the schedule?
  • Which requirements are measurable, and which design choices are still undecided?
  • Can the owner approve information quickly enough for overlapping work?
  • Who is responsible for design coordination, and how will the owner verify it?
  • How will proposals be normalized so that price, scope, quality, and assumptions are comparable?
  • Which risks are controlled by the owner, designer, builder, design-builder, authorities, or third parties?
  • What information, review rights, testing, commissioning, and documentation are required for acceptance?
  • What procurement law, financing condition, licensing rule, or governance procedure applies in the project’s jurisdiction?
  • What is the contingency for owner changes, unknown conditions, and third-party delays?
  • Who has authority to approve cost, time, design, and scope decisions?

Bottom line

Choose design-build when an integrated team, clear outcomes, capable oversight, and meaningful schedule overlap fit the project and market. Choose DBB when direct designer engagement, detailed design definition, and competitive bids against a completed package matter more than overlapping phases. In both cases, make the decision through a documented comparison of scope maturity, schedule logic, owner capability, market capacity, procurement rules, quality requirements, and controllable risk. The evidence does not support promising that design-build will automatically be faster or cheaper for a commercial building.
