Compare custom-home bids only after every builder has priced the same plans, specifications, finishes, site information and performance requirements. Then reconcile what is included, excluded, owner-supplied, provisional or covered by an allowance. A lower headline total is not a saving if it omits work or assumes finishes below your selections.
This guide uses Australian regulator guidance as examples. Registration, insurance, deposits, contract thresholds and variation rules differ by state, territory and country, so verify the requirements that apply to your project address and contract date.

What a builder’s total does—and does not—tell you
A quote is a price for a defined scope, not necessarily the cost of the home you imagine. Two totals can differ because one builder included excavation, temporary services, higher-grade windows, completed landscaping or realistic fixture budgets while another used base-rate assumptions or left those items out.
Consumer Affairs Victoria recommends obtaining at least three written quotes and making sure the desired work is clearly defined and conveyed to every builder. Its guidance also warns that the cheapest bid may omit items or use a base rate below the materials and finishes you want. Treat the total as the last number you compare, not the first.

1. Give every builder an identical brief
Issue one controlled information pack and record its revision on every quote. Your pack should include:
- Current architectural, structural, civil and service drawings.
- A written specification covering construction systems, insulation, waterproofing, windows, doors, hardware and appliances.
- A finish schedule naming brands or equivalent performance, sizes, quantities, colours and installation standards where known.
- Survey, geotechnical, demolition, access and site-service information.
- Energy, accessibility, water-efficiency, acoustic or other performance requirements.
- External works, driveways, retaining, fencing, pools, decks and landscaping that must be delivered.
- Your required completion date, staging constraints and owner-supplied items.
Ask each bidder to identify the drawing and specification revision priced, list assumptions, and state which information is still missing. YourHome advises supplying design documents and specifications and requesting a comprehensive quote. If one builder prices an earlier plan, the totals are not comparable.
2. Create a scope comparison sheet
Use one row for each work package and one column for each builder. Add columns for status, amount, quantity or specification basis, tax treatment where applicable, owner-supplied items and the question that remains unresolved. A blank cell is not an inclusion: mark it explicitly as included, excluded, provisional, owner-supplied or awaiting selection.
| Work package | Builder A | Builder B | Builder C | What to verify |
|---|---|---|---|---|
| Site preparation and access | Included, excluded or allowance | Included, excluded or allowance | Included, excluded or allowance | Demolition, vegetation, access limits, temporary services and disposal |
| Excavation, foundations and drainage | Amount and soil assumption | Amount and soil assumption | Amount and soil assumption | Rock, groundwater, piering, retaining and stormwater connection |
| Structure and envelope | System and quantities | System and quantities | System and quantities | Frame, slab, roof, insulation, cladding and waterproofing |
| Windows and doors | Schedule or allowance | Schedule or allowance | Schedule or allowance | Frame material, glazing, hardware, screens and performance ratings |
| Mechanical, electrical and plumbing | Included scope | Included scope | Included scope | Heating, cooling, ventilation, lighting, data, security and fixtures |
| Interior fixtures and finishes | Selections or allowances | Selections or allowances | Selections or allowances | Joinery, stone, appliances, sanitaryware, flooring, paint and mirrors |
| Energy and water systems | Performance and equipment | Performance and equipment | Performance and equipment | Solar, batteries, rainwater, hot water, insulation and efficiency targets |
| Approvals, inspections and certifications | Included parties and fees | Included parties and fees | Included parties and fees | Permit, authority, engineering, testing, occupancy and certification costs |
| External works | Included or excluded | Included or excluded | Included or excluded | Driveways, paths, retaining, fencing, decks, planting and site drainage |
| Cleanup and handover | Definition | Definition | Definition | Rubbish removal, final clean, manuals, keys, certificates and defects process |
Reconcile the rows in the same order for every bid. This prevents an attractive total from hiding an omitted package.
3. Audit every allowance
The Queensland Building and Construction Commission (QBCC) defines an allowance as an item or service whose price is not fixed when the contract is signed. Its Consumer Building Guide, July 2023 Version 3, states: “Allowances (items or services for which the price is not fixed when the contract is signed) should be kept to a minimum as the final cost often exceeds the estimate in the contract.”

- What invoice, quote or other document proves the actual cost?
- How is an overage charged and an unused amount credited?
- Can a handling, procurement, supervision or additional margin be added?
- What schedule effect follows if a selection is late or unavailable?
- Is the amount a prime-cost item, a provisional sum or a separate contingency outside the contract?
| Term | What it commonly describes | Questions that prevent surprises |
|---|---|---|
| Prime-cost item | An allowance for a selected product not yet chosen, such as a fitting or appliance. | What exact quality and quantity are assumed? Does the amount include delivery, installation and margin? |
| Provisional sum | An allowance for work whose final scope or cost is not yet definitively priced. | What site or design assumption supports it? What evidence permits an adjustment? |
| Contingency | A reserve for unknown risks, often held outside the contract. | Who controls it, when can it be used, and is unused money returned? |
These labels are not interchangeable. YourHome describes contingency sums as an emergency fund for unknown risks and a prime-cost schedule as allowances for selected features. The contract definition and local law control, so do not infer rights from a label alone.
Calculate the real exposure
For each allowance, record the quoted amount, your realistic selection cost, installation and delivery, applicable tax, builder margin and any schedule cost. The difference between the allowance and your expected installed cost is the amount your budget must carry. A low fixture allowance can make a quote look cheaper even when the home will eventually contain higher-priced products.
4. Compare fixed-price and cost-plus structures
Price structure changes the risk allocation. A lump-sum quote can provide a clearer budget for a defined scope; it does not make undefined work, owner changes or contractually transferable risks disappear.
| Feature | Fixed-price or lump-sum | Cost-plus |
|---|---|---|
| Amount at signing | A stated sum for the documented scope and assumptions. | Actual project costs plus an agreed fee or percentage; final amount is not known at signing. |
| Overrun responsibility | Generally rests with the builder for covered work, subject to the contract and approved variations. | More cost risk remains with the owner. |
| Owner control | Changes usually require priced variations. | Potentially more control over expenditure, with greater tracking responsibility. |
| Records to demand | Scope, exclusions, allowance rules, escalation clauses and variation procedure. | Definition of reimbursable cost, fee or margin, invoices, records, approvals, updates and any cap or guaranteed maximum. |
| Main danger | A “fixed” total based on incomplete drawings or aggressive exclusions. | Uncontrolled costs, unclear fee calculations or weak audit rights. |
Victorian building guidance explains that fixed-price costs are set at the beginning, with the builder responsible for extra costs unless the contract makes the owner responsible. YourHome similarly describes lump-sum pricing as generally effective at capping a budget when the scope is agreed. Scope changes and contract terms can still alter the final amount.

Under cost-plus, compare the reimbursable-cost definition, builder fee, procurement and supervision charges, accounting records, invoice access, budget-update frequency, approval limits and any ceiling. QBCC warns that cost-plus and construction-management contracts carry added legal and financial risk in Queensland and recommends formal legal advice before signing such an arrangement there.
5. Make site uncertainty visible
Site conditions are a common reason two otherwise similar bids diverge. YourHome identifies unforeseen ground works, material or freight changes, delays and design changes as causes of cost movement. Ask each builder to state the assumptions behind:

Do not compare a firm excavation price based on a completed geotechnical report with an allowance based on an untested site. If major differences remain after you reconcile the documents, Consumer Affairs Victoria says an independent quantity surveyor can assess the plans and estimate costs to assist quote comparison.
6. Check quality and performance, not just brand names
Write measurable requirements into the comparison. “Energy efficient,” “premium kitchen” or “high-quality finishes” can describe very different outcomes. Compare window and glazing performance, insulation levels, waterproofing systems, appliance capacities, lighting quantities, ventilation, acoustic measures and any energy or sustainability target. Confirm whether an “equivalent” product may be substituted and who approves it.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsFor finishes, compare the actual tile size and grade, stone thickness, joinery internals, hardware, paint system, flooring underlay, sanitaryware model or an explicitly equivalent specification. If a quote says “builder’s range,” request the range schedule and a method for valuing upgrades and credits.
7. Investigate unusually low or high bids
Ask the outlier builder to explain differences line by line rather than demanding an immediate discount. An extremely low quote can indicate omitted work, an unrealistic allowance, misunderstood plans or a quality compromise. A high quote may include legitimate site risk, better specifications, stronger supervision or more complete external works.
- Circle every material variance in the comparison sheet.
- Ask for the priced scope, assumptions, quantities and exclusions behind each variance.
- Request a corrected quote or written clarification, with a new revision date.
- Check whether the clarification changes the contract documents, not merely an email promise.
- Recalculate the total after normalising allowances and owner-supplied items.
8. Assess the builder behind the number
Consumer Affairs Victoria recommends checking practitioner registration and history, reviewing recent work and speaking with recent clients. Use the same interview for every finalist:
- Was the agreed completion date realistic, and how were delays communicated?
- Were price increases and variations explained and approved in writing?
- Did payment-stage requests match completed work and the contract?
- How did the builder manage subcontractors, defects and communication?
- Did the delivered quality match the written specification?
- Can the builder identify who will supervise your project and how often progress is reported?
Verify the appropriate local registration, insurance, warranty scheme and disciplinary or licensing history. A polished quote does not substitute for the protections required in your jurisdiction.

9. Control variations before signing
A variation should identify the changed work, its price or calculation method, its effect on the schedule and the approval steps. NSW and Queensland consumer guidance describe written variation requirements in their jurisdictions. Ask to see the contract clause and the form that will be used, then confirm:
- Who may request and approve a change.
- Whether work can start before the price is agreed.
- How credits, substitutions and deleted work are valued.
- How builder margin, design fees, tax and time extensions are calculated.
- What happens when an owner selection is late or unavailable.
Keep a single variation register with a reference number, description, amount, schedule effect, approval date and supporting documents. Verbal instructions are difficult to price and prove later.
10. Apply the correct jurisdictional checks
Australian examples illustrate why legal rules cannot be copied from one place to another. The QBCC guide cited above is Queensland-specific and Version 3 effective July 2023. Victorian quote guidance was updated on 19 October 2025, while the NSW guide record shows a 10 February 2026 file update. Check the current regulator material for your project address and contract date before relying on thresholds, deposits, insurance or variation rules.
For a Queensland cost-plus or construction-management contract, QBCC recommends formal legal advice. Construction management can expose an owner to more direct responsibility for trade contracts and associated legal and financial risk. In another state or country, the required advice and protections may be different.

After all bids use the same scope, score each builder against the factors that matter to your project. Record evidence, not impressions.
| Criterion | Evidence to score |
|---|---|
| Scope completeness | Included, excluded, owner-supplied and undefined work after reconciliation |
| Allowance adequacy | Specification, quantity, installed-cost basis and overage or credit mechanism |
| Price certainty | Contract structure, provisional items, escalation and variation controls |
| Quality and performance | Products, installation standards and measurable energy or other outcomes |
| Delivery and communication | Programme assumptions, reporting, references and approval workflow |
| Credentials and protections | Registration, insurance, warranty and jurisdiction-specific compliance |
Set your own weights before seeing the final totals. A builder with a slightly higher normalised price may be the better value if the scope is complete, allowances realistic and risk allocation acceptable.
12. A practical decision sequence
- Freeze the plan, specification and finish-schedule revision sent to every builder.
- Obtain at least three written bids where practical.
- Enter every inclusion, exclusion, allowance and owner-supplied item in the comparison sheet.
- Normalise site work, services, finishes, external works, approvals and handover.
- Replace unrealistic allowances with documented expected selections and installed costs.
- Compare fixed-price or cost-plus terms, records, margins, caps and variation rules.
- Question the lowest and highest totals and obtain written clarifications.
- Check registration, insurance, references, project supervision and local contract protections.
- Have a qualified construction lawyer review a complex or cost-plus contract in the relevant jurisdiction.
- Sign only the version whose plans, specifications, allowances, exclusions and variation process match the price you accepted.
Common comparison mistakes
- Comparing totals before reconciling scope.
- Treating an empty quote line as an inclusion.
- Assuming “fixed price” covers undefined work or later design changes.
- Accepting a prime-cost or provisional amount without quantity and quality assumptions.
- Ignoring delivery, installation, waste, tax or builder margin in an allowance.
- Letting a builder price a different drawing revision.
- Choosing the lowest bid without checking capability, references and exclusions.
- Relying on verbal promises instead of amended contract documents.
- Applying another state’s deposit, insurance or threshold rules to your project.
When professional help is worth the cost
An independent quantity surveyor or residential cost estimator can help when major bids remain irreconcilable after you have aligned drawings and scope. Consumer Affairs Victoria specifically identifies quantity surveying as an aid to quote comparison. A construction-contract lawyer is particularly relevant to cost-plus, construction-management, extensive provisional sums or unusual risk-transfer clauses; QBCC recommends formal legal advice for those structures in Queensland. Verify the professional’s qualifications, location, independence and written scope before engaging them.
