How to Compare Contractor Bids When Construction Costs Are Rising

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare contractor bids only after you make them price the same written scope. Put each proposal on a common worksheet, then examine materials, allowances, exclusions, schedule, payment milestones, credentials, insurance, references and the written method for handling price changes. A lower total can simply mean that demolition, permits, site repairs, finish quality or future material increases were left out. The Federal Trade Commission (FTC) advises consumers to get multiple estimates, ask why they differ substantially and “Don’t automatically choose the lowest bidder.” FTC consumer guidance explains the broader safeguards.

Why rising costs make bid totals harder to read

Two contractors can receive the same drawings and still quote different numbers because they use different products, labor assumptions, waste factors, suppliers, schedules and definitions of “complete.” Inflation adds another layer: a quote may be based on a supplier price that is valid today but not locked until an order is placed.

The National Association of Home Builders (NAHB) reported that material costs for the same house rose a median 6.7% over the prior 12 months in results from its July 2026 Housing Market Index survey, published August 26, 2026. The same article reported a 6.7% year-over-year increase in the July Producer Price Index for goods used in new residential construction. Those are different measures: one is a builder survey result and the other is a price-index comparison. Neither is a guaranteed markup for your project. NAHB’s 2026 material-price report also found a median 9.1% increase among builders that started five or fewer homes in 2025, versus 1.8% among builders with 100 or more starts.

Materials are only one cause of a higher bid. Labor availability, site access, design changes, permit conditions, structural discoveries, project duration, financing and the selected finish level can move the total just as much. Treat national statistics as context for questions, not as a local price test. NAHB’s 2024 construction-cost survey says its national sample is not a precise estimator for a particular home or location. In that survey, construction costs averaged 64.4% of the sales price, finished-lot costs 13.7% and builder profit 11.0%; those are sample averages, not a budget formula for your renovation.

Start with one bid package for every contractor

Send identical information to every bidder and request a written, itemized estimate. At minimum, include the latest plans, dimensions, finish schedule, site photographs, known defects, target completion date, permit responsibility and a list of owner-supplied items. If one contractor receives a verbal allowance and another receives a product specification, their totals are not comparable.

Include these project facts

  • Existing conditions, access limits, occupied rooms, working hours and protection requirements.
  • Demolition, disposal, temporary utilities, dust control, safety measures and final cleanup.
  • Structural, electrical, plumbing, HVAC, waterproofing and code-upgrade work shown or reasonably expected.
  • Exact room dimensions, quantities and locations for cabinets, fixtures, doors, windows, flooring and equipment.
  • Finish standards, acceptable manufacturers or performance grades, colors and installation methods.
  • Who obtains design approvals, engineering, permits, inspections and utility releases.
  • Your desired start window, completion milestone and any dependency such as a move-out date or appliance delivery.

Ask for each estimate to identify what is included, excluded, provisional or supplied by the owner. A “complete bathroom” or “turnkey addition” label is not a specification.

Normalize the scope before comparing totals

Read every line of every estimate and map it to the same scope list. Record a dollar amount, quantity or explicit exclusion rather than assuming silence means inclusion. The following worksheet structure keeps the comparison factual.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Comparison area Evidence to capture from each bid Question when it differs
Scope and demolition Tasks, quantities, disposal fees, protection, cleanup, repairs and restoration. Which room, surface or repair is absent, limited or priced as an allowance?
Materials and workmanship Brand/model or grade, dimensions, finish, quantities, installation method and permitted substitutions. Are the products equivalent in durability, warranty, appearance and code performance?
Allowances Dollar amount, quantity, tax, delivery, installation and the process for an overage or credit. What happens if the selected item costs more or less than the allowance?
Exclusions and owner supply Items you must buy, provide, move, store or coordinate, plus work by others. What labor, delivery, coordination or delay cost appears elsewhere—or nowhere?
Price basis Fixed price, unit price, cost-plus, time-and-materials or a blend; taxes, freight, permits and overhead. Which amount is firm, which is estimated and what documentation supports a change?
Schedule Earliest start, duration, milestones, working days, dependencies and delay assumptions. Is the contractor reserving labor and ordering long-lead materials, or merely offering a window?
Payment and changes Deposit, milestone amounts, retainage or holdback, invoice evidence and written change-order process. Can work or a price change proceed without your signed approval?
Reliability and protection License information, insurance certificates, references, complaint history, warranty and contract terms. Who is legally responsible, and what remedy is documented if work is defective or late?

Do not convert an exclusion into an accidental “saving.” Add the likely cost of excluded work—or label it as unknown—and then compare the adjusted scopes. If a contractor cannot explain an omission in writing, treat the total as incomplete rather than optimistic.

Separate fixed prices, allowances and escalation exposure

Identify the price type

A fixed-price line should state the defined work and the conditions that permit a change. Unit prices can be useful for uncertain quantities, but record the unit, measured quantity and whether mobilization, overhead, tax and disposal are separate. Time-and-materials work should identify labor rates, markup, equipment charges, receipts and a not-to-exceed amount if one is available. A cost-plus proposal needs a clear definition of allowable cost and fee.

Interrogate every allowance

An allowance is not the final price. Ask whether it covers the product, shipping, tax, storage, installation accessories and labor. Ask how the contractor calculates a credit when you select a cheaper item and how an overage is approved. A low allowance can make a bid look inexpensive while transferring the real decision—and the risk—to you.

Ask how material prices are handled

For each significant material, ask four practical questions:

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. On what date was the supplier price obtained, and how long is it valid?
  2. Has the contractor received a written quote or placed an order, and when does the price become locked?
  3. If the supplier raises the price before ordering, who bears the difference and what proof is supplied?
  4. If the product is unavailable, who may approve a substitute and how is any price or schedule impact calculated?

The cited consumer sources do not prescribe one universal escalation clause. These are negotiation questions, not statements of a legal requirement. Have the final treatment—fixed price, allowance, index adjustment, shared risk or another method—written into the contract, with notice and documentation requirements. Rising material costs do not automatically justify an unexplained increase after you sign.

Explain a large difference instead of guessing which bid is right

When totals differ materially, request a line-by-line reconciliation. Ask both contractors to confirm the same quantities, specifications, tax treatment, permit responsibility and schedule. Common explanations include:

  • One proposal includes engineering, permits, temporary protection or final cleaning.
  • One contractor priced removal and disposal while the other assumed an empty, accessible site.
  • Product grades, fixture counts, insulation levels or installation details are not equivalent.
  • An allowance is unusually low, or one bid carries no allowance at all.
  • One contractor expects normal conditions while another priced difficult access, structural reinforcement or hazardous-material handling.
  • One schedule requires overtime, winter protection, premium freight or storage; the other assumes a slower start.
  • Taxes, delivery, overhead, insurance, design fees or subcontractor work appear outside the headline total.

Ask for the assumption in plain language and require a revised written scope if it changes. Do not label a bid “too high” or “fair” from a national average; local labor, site conditions and selections determine the actual cost.

Compare schedules as a cost and risk item

Make the dates measurable

Record the earliest start date, expected working days, substantial-completion definition, final completion, inspection milestones and the events that start the clock. A “12-week project” is ambiguous if it excludes permitting, weather, owner selections, procurement or weekends. Ask which long-lead items must be selected and paid for before work starts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Connect delay assumptions to money

Clarify who pays for extended supervision, storage, temporary housing, equipment rental, remobilization and protection when a delay occurs. Ask how a late owner decision, an undiscovered condition, a supplier delay and a contractor-caused delay are treated differently. Put notice deadlines and a written change-order process in the agreement; do not rely on a verbal promise that the crew will “make it up.”

Check the contractor before price becomes the deciding factor

Verify the contractor’s license with the appropriate state or county authority, because licensing systems and requirements vary by jurisdiction. Ask for current evidence of liability and workers’ compensation insurance and confirm that the names and coverage dates match the contracting entity. Keep copies of the documents.

Request several recent references for work similar in size and complexity. Ask those customers whether the finished work matched the promised quality, whether materials were substituted, how invoices and changes were handled, whether the crew kept the site safe and clean, and whether the job finished when represented. Check complaint history with the relevant consumer or licensing authority. The FTC recommends these checks in its home-improvement guidance. For disaster repairs, the Consumer Financial Protection Bureau also advises getting estimates from at least two or three contractors and checking credentials and references; its guidance is written for rebuilding after a disaster, so apply the process to ordinary work with local requirements in mind. CFPB contractor guidance

Look for execution evidence, not polished sales material: a stable business identity, a reachable project manager, clear subcontractor responsibility, a realistic schedule and willingness to document assumptions. A contractor who refuses an itemized scope or pressures you to sign before you can review it creates risk that a small price difference cannot offset.

Read the contract and payment plan before signing

The FTC recommends a written contract identifying the contractor, dates and promises about scope and labor and material costs. State and local rules can add requirements, cancellation rights or deposit limits, so check your own jurisdiction rather than assuming a national rule. The agreement should attach the final scope, drawings and finish schedule and state which document controls if they conflict.

Confirm these contract terms

  • Legal names, addresses, license details and the person authorized to change the work.
  • Start, substantial-completion and final-completion dates, with defined delay notices.
  • Contract sum, taxes, allowances, unit prices, exclusions and the written escalation mechanism.
  • Payment milestones tied to observable completed work, required invoices or lien waivers, and any permitted holdback.
  • Change-order form requiring a description, price, schedule effect and your written approval before extra work.
  • Who obtains permits, schedules inspections, supplies materials and owns unused or substituted products.
  • Warranty scope, duration, claim method, cleanup, punch-list completion and dispute process.
  • Termination, suspension, insurance, subcontractor responsibility and protection of the property.

Do not pay the full contract amount up front. Follow local rules for deposits and progress payments, and make payments traceable. A milestone payment should buy documented progress, not merely the passage of time. Before releasing final funds, inspect the punch list, obtain required approvals and collect the warranties and closeout documents promised by the contract.

Use a repeatable decision process

  1. Define the work. Finish plans, quantities, selections, site information and owner-supplied items before requesting prices.
  2. Request written bids. Give every contractor the same package and a deadline for questions; answer material questions to all bidders.
  3. Build the comparison sheet. Enter scope, materials, allowances, exclusions, taxes, schedule, payment terms and change rules without altering the contractors’ wording.
  4. Normalize the totals. Add priced omissions, replace unequal allowances with equivalent specifications and mark genuinely unknown work as an uncertainty rather than a saving.
  5. Interview on assumptions. Ask each contractor to explain unusual line items, supplier validity, staffing, subcontractors and delay exposure.
  6. Verify protection. Check license status, insurance, references, complaint history and the proposed contract.
  7. Negotiate documented changes. If a contractor revises the scope, request a dated, itemized revision and compare it with the other proposals.
  8. Choose the best-supported value. Select the proposal that delivers the required scope with credible dates, transparent risk allocation and a contractor you can verify—not automatically the smallest total.
  9. Sign only the final version. Attach the accepted estimate, drawings, selections, allowances and change-order form; keep a complete copy and payment record.

Warning signs that a low bid may not be low

  • A single lump sum with no quantities, product specifications or exclusions.
  • “By owner,” “as needed” entries that move major costs outside the contract.
  • Allowances far below the products you actually intend to select.
  • A quote that expires immediately while refusing to explain supplier pricing or escalation.
  • A schedule that ignores permitting, procurement, inspections or site access.
  • Requests for full payment, cash-only transactions or payments to an individual unrelated to the contracting entity.
  • Pressure to sign before references, insurance certificates or the contract are available.
  • Refusal to use written change orders or to identify who carries responsibility for subcontractors.

One warning sign is not proof of misconduct, but each unresolved item belongs in your risk comparison. Ask for clarification in writing; if the answer remains vague, treat the uncertainty as a cost and reliability risk.

What national cost figures can—and cannot—tell you

NAHB’s 6.7% median figure can explain why a contractor asks whether a quote should be held for a limited period or why a previously valid supplier price changed. It cannot tell you whether a kitchen, addition or roof in your county should cost 6.7% more, because project scope, labor, geography, site conditions and product choices differ. The subgroup results—9.1% for builders with five or fewer starts and 1.8% for builders with 100 or more—also describe survey respondents, not a homeowner’s forecast.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Likewise, the 2024 survey’s 64.4% construction-cost share, 13.7% finished-lot share and 11.0% profit share describe the study sample’s average new-home sales price. They do not reveal a remodeler’s margin or provide a defensible target for your bid. Use these figures to ask better questions about assumptions, then rely on the comparable written scopes and verified local contractors for the decision.
