How to Compare Contractor Bids for a Remodeling Project

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Some links on this page are affiliate links: if you buy through them we may earn a commission, at no extra cost to you.

The fairest way to compare remodeling bids is to make the proposals equivalent before you compare their totals. Give every contractor the same plans, specifications, finish selections and written scope; then compare inclusions, exclusions, allowances, schedule, payment stages, credentials and change-control terms line by line. A low total can simply reflect omitted work or unrealistic material allowances, while a higher total may include better-specified materials, more complete site protection or a more credible delivery plan.

Start with equivalent proposals, not bottom-line prices

Ask each contractor to price the same information package. The California Contractors State License Board (CSLB) specifically recommends bids based on identical plans, specifications and scope. If one contractor prices a detailed kitchen plan and another prices a verbal description such as “renovate kitchen,” their totals are not meaningful competitors.

Give every bidder the same documents

  • Current drawings, dimensions and structural details relevant to the work.
  • A written scope describing demolition, construction, finishes, fixtures and cleanup.
  • Named products or performance specifications for cabinets, flooring, windows, appliances, tile, plumbing fixtures, lighting and other visible items.
  • Your required quantities, layouts, locations and accessibility or building-performance requirements.
  • Known site information, including access restrictions, occupied rooms, parking limits and working-hour constraints.
  • A list of selections that are final and a separate list of selections still undecided.

Send clarifications or revised drawings to every bidder at the same time. Keep a dated record of what each contractor received. Otherwise, a later “comparison” may be between different versions of the project.

Compare the scope line by line

Put each proposal into the same worksheet and mark every item as included, excluded, allowance-based, owner-supplied or unclear. At minimum, inspect these lines:

Bid category What to verify
Demolition Which walls, cabinets, flooring, fixtures and finishes are removed; who loads, hauls and disposes of debris; and whether hazardous-material testing is excluded.
Labor Trades included, crew assumptions, supervision, finish-quality standard and whether overtime or restricted hours cost extra.
Materials and products Manufacturer, model, grade, dimensions, quantity and installation accessories rather than a generic label such as “standard.”
Finishes Exact flooring, tile, paint systems, trim, hardware, countertops and number of coats or finish levels.
Permits and inspections Who applies, pays, schedules inspections and responds to correction notices.
Site protection Dust barriers, floor protection, weather protection, security, temporary services and protection of occupied areas.
Subcontracted work Electrical, plumbing, HVAC, roofing, glazing and other specialist work, including who coordinates each trade.
Cleanup and completion Daily housekeeping, final construction cleaning, removal of temporary protection, touch-ups and handover documentation.
Exclusions Anything assumed to be outside the price, including hidden conditions, utility upgrades, engineering, testing, owner-supplied items and restoration beyond the work area.

For every ambiguous line, ask the contractor to state whether it is confirmed, assumed or excluded. Consumer Affairs Victoria warns that a cheap quote may omit items or assume a base rate that does not cover the materials and finishes the owner actually wants.

Build a bid-comparison worksheet

A single-page summary is useful, but retain the full proposal and mark the exact page or paragraph supporting each entry. Use one column per contractor and one row per scope item. Add a notes column for questions, assumptions and the date of the answer.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record what is included and what is not

Do not treat a blank line as an inclusion. A blank may mean “not priced,” “not applicable” or “forgotten.” Require a written response for every blank, especially for permits, disposal, temporary protection, testing, final cleaning and reconnection of services.

Separate owner-supplied work

If you will buy appliances, light fixtures, sanitaryware or other items, identify who measures, receives, stores and installs them. Confirm whether the contractor’s price includes delivery coordination, inspection for damage, installation hardware and warranty support. A product that is owner-supplied can still create labor, storage or scheduling costs.

Check quantities and units

Compare square metres or square feet, linear metres or feet, fixture counts, door counts and labor hours where stated. A lower quantity can make one bid look cheaper without any difference in unit rate. Ask whether waste, cutting, matching and spare materials are included.

Understand allowances before comparing totals

An allowance is a budget placeholder used when a selection or cost is not yet determined. It is not the same as a firm price for a named product. National Association of REALTORS® guidance warns that variable allowance items can increase the final project cost and recommends breaking down materials and products where possible.

Capture each allowance in a separate table

Allowance detail Question to answer
Item and quantity What product or work is covered, and how many units or how much area does the allowance represent?
Budget amount Is the figure for materials only, or does it include tax, delivery, installation, waste and accessories?
Quality basis What brand, grade, model range or performance level was assumed?
Selection deadline When must the owner choose the item to avoid delaying the schedule?
Overage treatment How is the difference charged if the selected item costs more?
Credit treatment How is a credit calculated if the selected item costs less? Does the contractor’s markup change?
Approval record Will the final selection and price adjustment be documented in a signed change order or other written form?

Never compare a firm quote for a specified countertop, tile or fixture with another contractor’s low allowance as though both were fixed prices. Ask each contractor to reprice the same selections when possible. If a selection cannot yet be made, compare the allowance amount, its inclusions and the stated adjustment method.

Watch for allowances that hide installation costs

A materials allowance may not include setting materials, trims, underlayment, delivery, disposal or labor. Ask whether tax applies to the allowance, who pays freight, and whether installation is priced elsewhere. For custom or long-lead products, confirm who measures the site and who bears the cost of an incorrect order.

Explain large price differences in writing

When totals differ materially, request a written explanation rather than guessing. Ask each contractor to identify differences in scope, quantities, product quality, labor assumptions, site conditions, schedule, insurance, supervision and overhead.

Why a bid may be unusually low

The Iowa Attorney General advises caution when an unusually low bid does not explain materials, labor or scope. Possible causes include omitted demolition or disposal, low allowances, missing permits, undercounted quantities, unpaid subcontractor work, minimal site protection or an assumption that the owner will perform tasks. A low number can also reflect a legitimate efficiency, but the contractor should be able to document the reason.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why a bid may be higher

Oregon’s Construction Contractors Board notes that higher bids may reflect better materials, workmanship and reliability. A higher proposal may include a more complete scope, stronger supervision, better protection of an occupied home, realistic labor hours, insurance costs, coordination of specialist trades or a schedule that reduces disruption. Ask the contractor to identify those inclusions so you can decide whether they matter to your project.

Normalize the total before judging value

Add or separately display taxes, delivery, disposal, site preparation, temporary facilities, permit fees, testing, engineering, owner-supplied items and contingency assumptions. Do not silently add your own estimate to one contractor’s price while leaving another’s exclusions untouched; document every adjustment and the evidence behind it.

Compare schedules, disruption and payment stages

Price is only one part of the delivery risk. Compare the estimated start date, completion estimate, working days, work hours, shutdowns, inspection dependencies, lead times and owner-selection deadlines.

Ask what the schedule actually measures

  • Is the duration calendar time, working days or an estimate subject to material availability?
  • When does the clock start: contract signing, permit issuance, deposit receipt or site access?
  • Which activities depend on your selections, design decisions or access to the home?
  • How are weather, inspection delays, hidden conditions and unavailable products handled?
  • Who updates the schedule, and how often will you receive progress information?
  • What areas will be unusable, and for how long will water, power, heating or cooking be interrupted?

Link payments to documented progress

Use milestones that correspond to verifiable work, such as completion of a defined phase, rather than dates alone. The contract should state the amount or percentage due, the work included in that stage and the documents required for approval. Avoid paying the full amount before completion; the Iowa Attorney General specifically advises against full prepayment.

Deposit caps, cancellation rights, lien notices and other payment rules vary by jurisdiction. Do not transfer a limit from another state or country to your project. Check the applicable local authority or obtain location-specific legal advice before signing.

Verify the contractor and the delivery team

Check licensing or registration

Verify the contractor’s current license or registration with the official authority serving your location. Confirm that the classification covers the work proposed and that the legal business name on the license matches the contracting entity. Record the verification date and any status information shown by the authority.

Request current insurance evidence

Ask for proof of the insurance types and limits relevant to the work, and confirm the certificate is current. Insurance requirements differ by jurisdiction and project. Ask who is responsible if a subcontractor lacks required coverage.

Investigate comparable references

Request recent clients whose projects resemble yours in size, complexity and occupancy. Ask references:

  • Did the contractor start and finish near the promised dates?
  • Were communication and site security satisfactory?
  • Did the finished work match the agreed specifications?
  • How were price increases, allowances and change orders handled?
  • Which work was subcontracted, and who supervised those trades?
  • What would the client clarify or negotiate before hiring again?

The Federal Trade Commission recommends checking licensing and insurance and reviewing complaints with government or consumer-protection bodies. A reference is useful evidence, not a guarantee; compare several accounts and verify the contractor independently.

Identify the person who will run the job

Ask who will be on site, who approves substitutions, who coordinates subcontractors and who can authorize a response when concealed conditions appear. A sales contact may not be the project supervisor. Put names, communication channels and expected response times in writing.

Use a weighted scorecard without pretending it is a guarantee

A scorecard makes trade-offs visible when no bid is the cheapest on every measure. The sources do not establish a universal weighting formula, so set priorities for your project rather than copying someone else’s percentages.

Price certainty Fixed items, assumptions, contingency and change mechanism Can you explain what could still increase the price?
Schedule Start, duration, dependencies and disruption plan Does the proposed timing fit your household or business needs?

Warranty and corrections Written warranty terms, exclusions and response procedure What happens if work fails or needs correction?
Change control Written approval, pricing and schedule-impact process Can extra work begin without your documented authorization?

Questions to settle before choosing a bid

Send the same questions to every finalist and keep the answers with the proposals:

  1. Are you pricing the latest plans, specifications and finish schedule?
  2. Which work, materials, permits, inspections, taxes, disposal and cleanup are excluded?
  3. What assumptions did you make about site access, utilities, structural conditions and owner-supplied items?
  4. What allowances are included, what quality level do they represent, and how are overages or credits calculated?
  5. Who obtains permits and schedules inspections?
  6. What are the estimated start and completion dates, and what could move them?
  7. Which areas will be disrupted, and what protection and daily cleanup are included?
  8. Who supervises the project and subcontractors?
  9. Can you provide current license or registration information, insurance evidence and comparable references?
  10. What payment milestones are proposed, and what documentation shows that each stage is complete?
  11. How are substitutions, concealed conditions and additional work priced and approved?
  12. What warranty applies, what does it exclude and how do I request correction?

Convert the selected bid into a complete written contract

The accepted proposal should not stand alone as a vague promise. The contract should incorporate the final scope, plans, specifications, product schedule, allowances, exclusions, price, payment schedule, schedule dates or duration, permit responsibility, site-protection requirements, cleanup obligations, warranties and a written change-order process.

Attach or explicitly incorporate the bid documents

List each attachment by title and date. If a drawing or specification is revised, identify the superseded version. Confirm that the contract’s order-of-precedence clause explains which document controls if two descriptions conflict.

Require written change orders

Changes should state the revised work, price increase or credit, schedule effect and approval signatures before the changed work begins. The CSLB states: “If the contract price or scope of work needs to be changed, it MUST be done with a written "Change Order," signed by the customer and contractor prior to the change, which then becomes a part of the contract.” That requirement is California-specific; other jurisdictions may use different wording or formalities, so check the local authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define completion and closeout

Specify what constitutes substantial and final completion, how defects are reported, the time allowed for correction, delivery of warranties and manuals, final cleaning, removal of debris and release of any required lien documentation. A clear closeout definition prevents an apparently finished project from becoming an open-ended payment dispute.

Jurisdiction matters: verify local rules

This comparison method combines guidance from U.S. federal and state sources, Consumer Affairs Victoria in Australia, and professional-association materials. Licensing, insurance, contract wording, deposit limits, cooling-off rights, estimate rules, lien procedures and remedies vary by state, province, territory and country. California CSLB contract requirements should not be applied automatically elsewhere, and an Ontario estimate-variance rule is not a general rule for other locations.

Before signing, identify the official licensing or consumer-protection authority for the project location and confirm current requirements. If the contract, payment schedule or change dispute is significant, a qualified local adviser can explain rights that general comparison guidance cannot establish.

Final pre-signing checklist

  • Every contractor priced the same current plans, scope and specifications.
  • All inclusions, exclusions, quantities and owner-supplied items are identified.
  • Named products and finish standards replace vague terms such as “standard.”
  • Each allowance states its amount, quality basis, quantity and overage or credit method.
  • Taxes, delivery, disposal, permits, inspections, protection, cleanup and site preparation are accounted for.
  • Materially high or low totals have written explanations.
  • Start, completion estimate, working hours, dependencies and disruption are documented.
  • Payment milestones correspond to verifiable progress; no full prepayment is required.
  • License or registration and insurance were verified with current evidence.
  • Comparable references were contacted about timing, quality, communication, subcontractors and price changes.
  • The contract names the supervisor and states how communication will work.
  • Scope, plans, specifications, allowances, price, schedule, permits, cleanup and warranty terms are attached or incorporated.
  • Additional work cannot proceed without a written, approved change order that states price and schedule impact.
  • Local deposit, cancellation, licensing and contract rules were checked for the project location.

Consumer Affairs Victoria and the California CSLB each recommend obtaining at least three written quotes or bids. Treat that as procedural guidance, not a universal legal minimum. Three comparable proposals are more useful than many inconsistent ones: once the scope and assumptions match, you can judge price alongside certainty, delivery capability and the protections written into the agreement.
