Do not choose a firm by sorting headline totals alone: a low price may cover different work or fail a mandatory requirement, and the award method depends on the project, jurisdiction, funding and procurement documents.
Start with the rules that govern this project
Before opening, comparing or scoring bids, establish which procedure applies. School projects do not share one universal award method. The owner, project type, jurisdiction, funding conditions, procurement route and solicitation documents can all affect what counts as a compliant bid and how the award is determined. The solicitation and applicable local rules—not a generic spreadsheet or another district’s process—control the evaluation.

- Identify the school owner and the project being procured, including whether it is construction work or another type of service.
- Confirm the jurisdiction, funding conditions, procurement route and owner procurement policy that apply.
- Gather the complete solicitation package, including addenda, bid forms, specifications, drawings, proposed contract terms and published evaluation criteria.
- Record the required bid submission, opening, evaluation, approval, notice and protest procedures, as applicable.
- Assign the procurement lead and determine when counsel or another qualified adviser must resolve an issue.
The California Department of Education (CDE) makes project classification an explicit first step. Its Bidding Quick Reference Chart, last reviewed October 6, 2026, distinguishes public works construction from CUPCCAA construction and professional services, and directs districts to verify applicable statutes and district procedures. The CDE’s central warning is: “For school districts, the most important first step is determining whether the purchase is a public works construction project.” That California guidance illustrates why classification matters; its procedures and thresholds are not rules for school owners elsewhere. Because statutory thresholds can change, check the current CDE guidance and law rather than relying on an old threshold copied into a worksheet.
Likewise, the Department for Education’s Construction Framework 2025 materials apply to England, not to every school project. The framework handbook, published March 23, 2026, describes several routes and award options, including competitive engagement, submission-based two-stage design and build, invitation-to-submit-proposals approaches and a post-planning competition option. It groups schemes by value bands and project context and includes separate pricing guidance. These are examples of a jurisdiction-specific framework, not a universal instruction to use any one route.

Build a bid register and compliance checklist
Use the solicitation to create a checklist before reviewing individual totals. Give each bidder the same fields and record what is present, missing, qualified or unclear. A complete-looking package is not necessarily compliant, and a missing item is not automatically disqualifying: the applicable solicitation and law determine how each finding must be treated. Do not quietly waive, overlook or invent a rule. Route material deviations to the procurement lead or counsel for a determination under the governing process.
| Check | Record for each bidder | Evaluation question |
|---|---|---|
| Submission and forms | Required bid forms, schedules, certifications, signatures and acknowledgments; whether each was submitted as required | Does the package satisfy the stated submission requirements? |
| Bid security and bonds | Any required bid security, bonds or related forms, and the specific requirement each addresses | Were required items provided in the required form and manner? |
| Licensing and qualifications | Required licenses, registrations or certifications, as applicable to the project and jurisdiction | Does the submission provide the evidence the solicitation requires? |
| Contract acknowledgment | Acceptance, exceptions, proposed amendments or qualifications to contract terms | Has the bidder accepted the stated terms or taken an exception that needs review? |
| Scope response | Exclusions, substitutions, assumptions, listed allowances and owner-provided items | Is the bidder pricing the requested work, or a materially different package? |
| Schedule response | Milestones, phasing and assumptions stated in the bid | Does the proposed execution plan address the schedule requirements and permitted criteria? |
Keep evidence rather than a bare pass/fail mark: identify the form, page or bid schedule supporting each finding, and note any clarification and its disposition. Cleveland Metropolitan School District describes examining bid packages for compliance with bidding requirements as part of its process. Its example reinforces the value of a documented review, but does not establish the legal test for another owner.
Compare the work before comparing the totals
A total is meaningful only when the bids cover comparable deliverables. Build a side-by-side scope matrix from the solicitation and each bid. Separate what the documents require from what the firm has offered; never assume an omitted item is included simply because it appears on the drawings or in another bidder’s price.

| Scope item | What to capture | Why it changes the comparison |
|---|---|---|
| Included and excluded work | Bidder’s stated inclusions and every exclusion or qualification | An exclusion may leave the owner with work or cost outside the quoted total. |
| Allowances | Each allowance amount, what it covers and any stated assumption | Different allowance coverage can make two headline prices unlike-for-like. |
| Alternates | Alternate identifier, description, amount and whether the solicitation says to accept or evaluate it | Do not add, subtract or select alternates except as the documents direct. |
| Unit prices | Specified item, unit, quantity basis and bidder’s stated rate | Different quantity assumptions or units can distort apparent price differences. |
| Substitutions | Proposed product, system or method and the requirement it would replace | A substitution may affect scope or compliance and requires treatment under the stated rules. |
| Owner-provided items | Items the owner is expected to furnish, install or coordinate | One bidder may exclude costs another bidder has included. |
| Schedule and phasing | Milestones, school-calendar constraints, access, sequencing and coordination assumptions | Compare against the project’s stated needs, and score only where the solicitation permits. |
| Contract and risk terms | Proposed amendments, insurance or bond terms, contingencies and other stated qualifications | Terms can shift risk or obligations even when the base amounts match. |
For each difference, label it as one of three things: a confirmed included item, an explicit exclusion or qualification, or an unresolved question. The third category is important. An ambiguity is not proof that the firm included the work, and a reviewer should not silently supply a favorable assumption for one bidder. Record the question and resolve it only through a clarification process allowed by the solicitation and local rules.
The Department for Education’s England framework includes distinct pricing guidance, a reminder that price evaluation belongs to the actual procurement documents. It does not justify imposing that framework’s pricing method on a project elsewhere.
Calculate evaluated price using the published method
First preserve each firm’s quoted base bid exactly as submitted. Then calculate an evaluated price only by applying the solicitation’s stated rules for alternates, arithmetic corrections and other adjustments. Show each step in the bid tabulation so another reviewer can reproduce the result. Keep the owner’s estimate, later risk analysis and any post-bid cost planning in separate fields; they are not the bidder’s quoted price.

- Enter the base bid. Copy the amount and identify the bid form or schedule where it appears.
- Apply required arithmetic treatment. Follow the solicitation’s rules for discrepancies or corrections; do not choose a correction method after seeing which bidder benefits.
- Apply alternates as directed. Record the requested alternate and its amount, and include or exclude it only as the published evaluation method says.
- Record other permitted adjustments. Explain the source and calculation for each adjustment; leave out any adjustment not authorized by the stated method.
- Show the result and assumptions. Preserve the base bid, each adjustment and the resulting evaluated figure as distinct entries.
| Bid tabulation field | Entry |
|---|---|
| Bidder and submission reference | Firm name and the bid form or record used |
| Base bid as submitted | Quoted amount, without owner-added adjustments |
| Alternate treatment | Alternate identifier, amount and the solicitation rule applied |
| Correction or other adjustment | Amount, method, document basis and reviewer |
| Evaluated price | Calculated result under the stated method |
| Scope or compliance issue | Reference to the matrix or finding requiring resolution |
Cleveland Metropolitan School District’s process describes identifying an apparent low bidder using the base bid and any alternates. That is a local example of why alternates belong in the calculation, not permission to apply a particular alternate rule to another solicitation. If the documents do not make the required treatment clear, refer the issue for a decision under the applicable process rather than improvising a formula.
Evaluate bidders against the criteria the solicitation permits
Price comparison and firm responsibility answer different questions. Price asks what the bidder offered under the stated pricing method. Responsibility asks whether the firm can meet its obligations under the project and applicable rules. Where the procurement includes qualitative criteria, apply the published criteria and scoring method consistently; do not introduce new preferences after bids arrive.
Cleveland Metropolitan School District lists project-specific responsibility considerations that include material compliance, experience, financial condition, prior contract conduct and performance, facilities, management skills and ability to execute. These are useful examples of evidence a school owner may need to review when its process allows such an assessment. They are not a universal scoring rubric or an independent basis to change the advertised award method.

| Evaluation area | Evidence to record when relevant and permitted | Keep the review grounded in |
|---|---|---|
| Relevant experience | Examples of comparable work and the bidder’s stated role | Published qualification or responsibility requirements |
| Financial condition | Materials required by the solicitation or review process | Applicable rules for review and confidentiality |
| Past performance | Prior contract conduct or performance evidence considered under the process | Consistent, supportable evaluation rather than an undocumented impression |
| Facilities and management | Information about facilities, management skills and delivery capacity when requested or otherwise authorized | The project’s stated requirements and permitted responsibility factors |
| Execution plan | Staffing, coordination, phasing and schedule response where evaluated | The published criteria; do not add a preference for a particular approach after submission |
If the solicitation uses scores, retain the published criterion, assigned score, evaluator rationale and any required consensus record. If it does not authorize qualitative scoring, do not create a scorecard and use it to rank firms. Keep factual responsibility findings distinct from preferences that are not part of the procurement method.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Investigate an unusually high or low number without changing the rules
A price that stands apart from the others is a prompt to inspect the bid, not proof of error, poor performance or an opportunity to negotiate. Reconcile the bidder’s scope, quantities, assumptions, arithmetic, schedule and risk allocation against the solicitation. Check whether the difference is explained by an alternate, allowance, exclusion or other documented feature.
- Trace the amount to the submitted bid schedule and confirm the arithmetic treatment required by the documents.
- Compare the scope matrix for omitted work, substitutions, owner-provided items and allowance differences.
- Check whether the bidder used the quantities, units, alternates and schedule assumptions requested.
- Document the discrepancy and any clarification, including the question asked, response received and decision made.
- Refer potential noncompliance, rejection or other material treatment to the responsible procurement official or counsel under local rules.
The reviewed school-owner examples support examining compliance and project-specific responsibility, but they do not establish a universal procedure for abnormal bids. Do not assume that negotiation is allowed, that a firm may revise its bid, or that an apparently low bid can be rejected under a standard rule. Those decisions must follow the solicitation and governing law.

Write an auditable recommendation and complete the approval process
A reviewer who did not attend the evaluation should be able to follow the record from solicitation requirement to final recommendation. Make the recommendation traceable to the bid tabulation, scope and compliance findings, permitted responsibility analysis and published criteria. State the proposed outcome and its basis without implying that a recommendation itself constitutes an award.
- Final bid tabulation showing quoted base bids, alternate treatment, permitted adjustments and evaluated prices.
- Completed compliance checklist with supporting bid references and the disposition of each issue.
- Scope matrix showing inclusions, exclusions, allowances, substitutions, owner-provided items and unresolved items.
- Responsibility evidence and criterion scores or rationale, if the process calls for them.
- Clarification records, decision notes and any required legal or procurement review.
- Recommendation, approvals, award documentation and bidder notices required by the owner’s process.
Confirm who has authority to approve the recommendation, what review steps must occur, how and when bidders are notified, and what protest or challenge procedure applies. Do not assume another district’s deadlines or approval chain governs this project. Cleveland Metropolitan School District describes a sequence involving public opening and tabulation, bidder evaluation, district award and subsequent approval steps; it is a local example, not a substitute for the actual owner’s process.
A repeatable comparison workflow
- Confirm the governing procedure. Identify owner, project type, jurisdiction, funding conditions, procurement route and controlling documents.
- Set up the record. Create a bidder register, checklist, scope matrix and bid tabulation from the solicitation before evaluating totals.
- Check completeness and compliance. Record required items, exceptions and evidence; send material questions to the appropriate decision-maker.
- Align the scope. Separate confirmed inclusions from exclusions and unresolved assumptions, then determine whether the packages can be compared.
- Calculate evaluated price. Preserve the quoted amount and apply only the corrections and alternate treatment specified by the solicitation.
- Assess responsibility and permitted criteria. Use the published factors and consistent evidence, not criteria devised after receipt.
- Document and approve. Assemble the record, make the recommendation, obtain required approvals and issue notices under the owner’s procedure.
Use the worksheet as a recordkeeping aid, not as a replacement for procurement documents or legal review. If the solicitation’s evaluation method conflicts with a proposed spreadsheet formula or customary practice, stop and resolve the discrepancy through the governing process before relying on the comparison.

Official examples help illustrate why school bid evaluation must be jurisdiction-aware, but they should not be blended into a single invented rule. The CDE’s Bidding Quick Reference Chart was last reviewed October 6, 2026, and covers California categories and procedures. Its thresholds are statutory and category-specific; verify the current page, statutes and district procedures before using them. No California dollar threshold is stated here because a threshold without its category and current legal context could mislead a reader outside that setting.
The Department for Education’s Construction Framework 2025 guidance and handbook were published March 23, 2026, and address England. Their multiple routes and pricing guidance show that school schemes need not use one lowest-price-only approach. They do not determine the route for projects outside that framework.
Cleveland Metropolitan School District’s Bid Process provides an Ohio district example of sealed receipt and opening, tabulation, compliance review, project-specific responsibility consideration, recommendation and approval. Its listed responsibility factors can inform what to look for when authorized, but its sequence and references to Ohio law do not govern other owners.
