Compare dated written quotes for the same materials, quantities, VAT basis, buyer account and delivery location—and judge the delivered total, not just the shelf price. Weak construction demand does not guarantee lower prices: in Q2 2026, UK builders’ merchant sales volumes fell year on year while average prices rose.
Are builders’ merchants lowering prices when construction demand is weak?
Not necessarily. Builders Merchants Federation (BMF) figures for Q2 2026 show merchant value sales down 1.2% year on year, with sales volumes down 6.6% and average prices up 5.8%. For heavy building materials in the first half of 2026, value sales fell 4.6% and volumes fell 10.4% against the first half of 2025, while average prices rose 6.5%. The BMF’s moving annual total for July 2025 to June 2026 showed value sales down 1.5%, volumes down 4.3% and prices up 2.9%. BMF BMBI report

These are market-wide aggregates, not prices for a specific product, merchant, account or postcode. They show why it is unsafe to assume that weaker sales mean every merchant has cut its quote. The BMF’s chief executive, John Newcomb, said: “Weak demand continues to weigh on building materials sales.” Emile van der Ryst, Key Account Manager – Trade & DIY at NiQ GfK, said: “By the end of June 2026, the wider UK economy remained in a state of minimal growth, which continues to hamper the construction sector.” Those comments describe market conditions; neither is a promise about the price offered for your order.
Separate measures tell a similar but not identical story. The Office for National Statistics (ONS) estimated that Great Britain construction output fell 0.5% in the three months to July 2026, with both new work and repair and maintenance declining. ONS output estimates adjust value to remove price changes, so an output-volume measure should not be treated as a direct measure of merchant prices. ONS construction statistics

Cost pressures can also persist while demand is weak. The Bank of England’s June 2026 Agents’ summary described weak demand among contacts exposed to construction and property, including builders’ merchants, and reported cost increases for steelwork, bricks and cement. A subdued market can therefore coincide with higher input costs rather than automatic discounts. Bank of England Agents’ summary, June 2026
The practical implication is to use weak demand as context for asking for a current, itemised quote—not as evidence that a particular merchant must be cheaper. National sales and price averages combine many products and transactions. Your own result depends on the exact goods, quantity, buyer and account terms, postcode, availability and delivery arrangement.
How do I compare builders’ merchant prices?
Build a like-for-like comparison around the goods you will actually buy and the conditions under which you need them delivered. A headline unit price is only one part of the amount you will pay. The aim is not to declare a universal cheapest merchant, but to work out which current offer best fits your order and job.

For every item, record its product type or grade, dimensions, finish, pack size, quantity and unit of measure. Match pack sizes as well as product descriptions: two listings that sound similar may contain different quantities or specifications. If you are willing to accept an alternative, list it separately with its own specification rather than treating it as an identical item.
For example, distinguish a specified brick type and finish from a proposed substitute, and record the number of bricks or packs required. Do the same for cement, blocks, timber or other items in the order. This makes it easier to identify whether a price difference reflects the merchant’s price or a difference in what is being supplied.
Before sending the list, check that each quantity uses a clear unit: a number of packs, individual items, or another stated measure. If a supplier quotes a different pack size or unit, ask them to show the priced quantity and specification so you can see what the quote covers. Do not assume that a lower-looking unit price buys the same usable quantity. Where substitutions are acceptable, ask for the alternative to be identified clearly and compared as a separate option; it is then your decision whether that specification suits the work.
2. Request dated written quotes for the same basket
Send the same item list and quantities to each merchant. Ask for a written quote that states the quote date, how long the price is valid, whether the goods are in stock and the expected delivery date. Keep any permitted substitutions visible on the quote so you can tell which seller has priced the specified product and which has priced an alternative.
Website prices can help you form an initial comparison, but they may not be the price applicable to your account or postcode. Treat an online figure as a starting point until the merchant confirms the price and terms for your order.

Keep the requests and replies together, and compare quotes that are current at the point you intend to order. A quote with no clear date or validity period is harder to compare with a dated offer. If a quote expires, stock changes, or the expected delivery date moves, ask the seller to confirm the current position rather than carrying forward the earlier figure. This is especially important when you are using a market statistic as context: a broad index or sales report does not keep a specific merchant quote current.
Ask each seller to make clear which parts of the basket are available as specified and whether any proposed item is a substitution. If a merchant cannot quote one item, note that gap rather than silently removing it from the comparison. A total for an incomplete basket is not directly comparable with a total that includes every requested product.
3. Use your actual postcode and account status
Ask each seller to price the basket for the location where it will be delivered and the customer type that will place the order. Jewson says prices for some products vary by UK location and that trade account customers need to sign in to see prices agreed under their account terms. Jewson delivery and returns information

If you are comparing as a cash customer, do not compare your quote with a trade-account price that you cannot use. If you have an account, make sure the merchant has applied the relevant terms. Differences in location and account status can make apparently identical web prices a poor guide to your payable price.
Use the same delivery postcode and buyer status in each request. If an account price is shown only after signing in, compare it with the price actually available to that account, not a public listing or another buyer’s terms. If you do not have an account, request the price for your actual customer type. This keeps the comparison relevant without assuming that any merchant uses one price for every customer or location.
4. Put VAT and delivery on the same basis
Choose one VAT basis for the comparison: either totals including VAT or totals excluding VAT. Travis Perkins says it displays prices inclusive and exclusive of VAT where appropriate, while delivery charges vary by customer type. Jewson says delivery charges vary by order value and whether the customer has a cash or credit account; its stated delivery is to the nearest kerbside, and remote areas can cost more. Include delivery and any access or unloading difference stated in the quote. A lower product subtotal may not produce the lower delivered total, particularly if one quote includes a different delivery arrangement or if the destination affects the charge.

Delivery terms need the same care as the price. Record the delivery destination and the stated arrangement, including any access or unloading difference that affects your job. Jewson describes delivery to the nearest kerbside; that is not necessarily the same practical arrangement a reader expects when they think of delivery to a particular place on site. Confirm what the quote says rather than assuming all delivery offers include the same service.
5. Compare the complete quote and service conditions
Record enough detail to explain both the total and any practical differences between offers:
- Product subtotal and whether the specified goods or an alternative are priced.
- VAT basis and amount.
- Delivery charge, destination and any stated access or unloading conditions.
- Any surcharge stated in the quote.
- Quote date, expiry and stock status.
- Expected delivery date or window, and the price of collection if offered.
- Return or cancellation conditions.
Then decide whether a lower delivered total still suits the job. A later delivery date may matter if it delays work; collection may change the cost and logistics. Those are trade-offs for your project, not grounds for assuming that one merchant is generally better.

Availability and timing matter because a price is useful only alongside what the seller says can be supplied and when. Record stock status and the expected delivery window for the same basket. If one quote prices the requested product and another prices a substitute, or if one is not available when required, make that difference explicit before choosing. A lower total can still be the right choice, but the comparison sheet should show what you are accepting in return.
Collection can be recorded as a separate option if offered, rather than mixed into a delivered quote. Note its price and the conditions stated by the seller, then judge whether it is practical for your order. The sources do not establish a general rule that collection is cheaper or better; the relevant comparison is the actual offer and your circumstances.
6. Confirm the accepted price before ordering
Before committing, ask the seller to confirm the accepted quote, the goods and quantities, the delivery details and the amount payable. Merchant terms and local prices can change, so use a current confirmation rather than relying on an old webpage or an expired quote.
Make sure the confirmation still matches the specification you compared, including any accepted substitute, the delivery postcode and the date or window. If one of those details has changed, revisit the total rather than assuming the original comparison still applies. This final check protects against comparing one set of conditions and ordering under another.

You can also keep a copy of each written quote with the sheet, so that a total can be checked against its item lines and conditions. For a multi-item order, note missing products or unpriced items rather than treating the total as a complete basket. If you are comparing a substitute, show its item and price separately from the specified product. These simple distinctions make the result easier to review and reduce the risk of choosing on an incomplete figure.
The sheet is a way to compare offers consistently, not a ranking of merchants. The sources do not establish a universal cheapest supplier; the applicable price depends on the goods, buyer, location and delivery terms.

It says the construction material price indices resumed after a pause and that tables were revised from July 2020 onward; it advises users to download the latest tables. Use an index only for the products and periods it covers, and do not treat it as the delivered price for your order. DBT building materials and components statistics, December 2025
The December 2025 date matters: the publication is a particular data vintage, not a promise that it is the latest available table at the time you read this. Check for a later DBT table and note the coverage period if you use an index. Its selected monthly and quarterly series do not necessarily cover every product in a planned order, and even a relevant materials index does not include your account-specific price, quantity, postcode or delivery charge.
Likewise, the BMF’s merchant sales and average-price figures, ONS’s Great Britain output measure and DBT material indices measure different things. A national trend does not account for the exact product specification, order size, stock, account terms, postcode or delivery charge in an individual quote. The ONS figure cited here is for Great Britain, while some other sources use UK scope; their periods and populations should not be treated as interchangeable either.
Read sales value, volume and average-price figures together when discussing the BMF data. In Q2 2026, merchant value sales were down 1.2%, but volume sales fell more, by 6.6%, while average prices rose 5.8%. The figures are useful evidence that a weaker market and rising average prices can occur at the same time. They still do not tell you why a named product has a particular local price or whether a seller will offer a discount on your order.
ONS explains that its construction output volume estimates adjust value estimates to remove price changes. That makes the output measure useful for understanding activity after accounting for prices, but it does not turn the ONS series into a builders’ merchant price list. Use each source for the measure it reports and return to the itemised quote for the purchasing decision.

Common comparison mistakes to avoid
- Comparing descriptions instead of specifications: confirm grade, dimensions, finish and pack size rather than assuming similar wording means equivalent goods.
- Comparing different quantities or units: make sure every quote prices the same amount on the same unit basis.
- Using a price that does not apply to you: verify the buyer type, account terms and delivery postcode with the seller.
- Mixing VAT-inclusive and VAT-exclusive totals: convert all figures to one basis before deciding which is lower.
- Leaving delivery out of the comparison: include the actual charge and stated delivery conditions, not just the product subtotal.
- Ignoring what a delivery term means: record the destination and arrangement described in the quote; do not assume every seller includes the same access or unloading service.
- Treating an incomplete basket as a full quote: note any unpriced items, unavailable products or substitutions before comparing totals.
- Comparing quotes from different dates without checking validity: record the quote date and expiry and reconfirm offers before ordering.
- Treating weak demand as proof of a discount: merchant volumes can fall even when average prices rise, and cost increases may persist.
- Relying on an expired or unconfirmed quote: check validity and reconfirm the accepted goods, amount and delivery before placing the order.
Frequently Asked Questions
Are builders’ merchants lowering prices when construction demand is weak?
Not necessarily. BMF figures for Q2 2026 show merchant sales volumes down 6.6% year on year while average prices rose 5.8%. These are market averages, not a prediction for a particular product, merchant, postcode or account. Compare current written quotes for your own basket.
How do I compare builders’ merchant prices fairly?
Send the same product specifications, pack sizes and quantities to several sellers. Request dated written quotes for your actual account status and delivery postcode, then compare the product subtotal, VAT, delivery, stated surcharges, availability, timing and quote validity.
Should I compare prices including VAT or excluding VAT?
Either basis can work, provided you use the same one for every quote. Keep VAT and delivery visible and compare the final payable amount on a consistent basis; do not compare an inclusive total with an exclusive figure.
Do online builders’ merchant prices apply to my order?
Not always. Jewson says some product prices vary by UK location and trade account customers need to sign in to see prices agreed under account terms. Treat a website figure as a starting point and ask for confirmation using your own postcode and customer or account status.
Why include delivery if I am comparing material prices?
The product subtotal is only part of the order cost. Delivery charges can vary by customer type, order value, account status and location. Compare the stated delivery arrangement too: Jewson describes delivery to the nearest kerbside, and remote areas can cost more.
Can national construction or materials statistics tell me what my quote should be?
No. BMF sales and average-price data, ONS construction output and DBT material indices describe different measures, periods and coverage. They provide context, but do not include your exact specification, quantity, account terms, postcode or delivery charge.
The Bottom Line
Weak construction demand is context, not proof of a bargain. Compare current written quotes for the same specified basket, buyer and postcode; put VAT and delivery on a consistent basis; and check availability, timing and validity before ordering. The best comparison is the delivered amount and conditions that actually apply to your job.
