How to Compare Bids for a University Building Project

A defensible university building bid comparison follows the solicitation: check compliance and bidder responsibility separately, calculate only authorized price components, apply alternate rules consistently, and document the award recommendation.

Compare university building bids using the award method and price rules stated in the solicitation and governing procurement policy—not by choosing the lowest headline number or inventing a scoring method after bids are opened. First check material compliance, assess bidder responsibility separately, calculate comparable prices using only authorized components, and document how the published criteria lead to the award recommendation.

Start with the rules that control this procurement

Before comparing prices, identify the documents and rules that determine how this project will be evaluated. Read the invitation to bid, instructions to bidders, bid form, specifications, addenda, proposed contract terms, and the university’s procurement policy. Also check any applicable public-procurement requirements or funding conditions. The solicitation and applicable rules—not a familiar practice from another institution—set the process for this project.

Write down the authorized award method and the parts of the bid that count toward it. The method may be lowest responsible bid, a scored best-value process, a framework procedure, or another permitted approach. These methods are not interchangeable: lowest responsible bid does not mean “automatically award to the lowest number,” while a best-value process cannot be turned into a price-only decision if the published criteria require more.

University of California guidance describes competitive construction bidding and a determination of the lowest responsible bidder. The England Department for Education’s 2025 construction-framework standard, by contrast, sets a formal evaluation standard for that framework and requires a fair, transparent evaluation consistent with its rules. Those examples illustrate why the controlling documents matter; neither should be treated as a universal rule for every university or jurisdiction.

  • Identify the stated evaluation method and all published criteria.
  • Confirm which bid form fields enter the price comparison and how they are calculated.
  • Find the rules for alternates, clarifications, corrections, ties, budget issues, and rejection of bids, where the documents address them.
  • Record which policy, solicitation provision, or framework rule governs each decision.

If a required rule is unclear, resolve it through the authorized procurement process before applying a new interpretation to competing bids. A post-opening change to the comparison method can undermine consistency and transparency.

It can help to make a short control list before opening or evaluating submissions: the evaluation sequence, required bid components, permitted treatment of irregularities, alternate-selection procedure, and approval route. This is not a new scoring tool. It is a way to make the actual solicitation requirements visible to the people reviewing the bids and to reduce the risk that reviewers rely on different assumptions.

Read addenda alongside the original solicitation rather than treating the initial bid form as the only controlling document. If an addendum changes a requirement, the evaluation should use the applicable revised requirement and the procurement’s rules for acknowledging addenda. Keep the governing version of each document identifiable in the file so that later reviewers can tell which instructions were applied.

Separate compliance, responsibility, and price

A defensible comparison treats three questions separately. A bid may be complete but come from a bidder that cannot demonstrate the permitted capability to perform; a capable bidder may submit a materially noncompliant bid; and a low price does not, by itself, answer either question.

Check material compliance first

Review each submission against the solicitation for required forms and signatures, attachments, price entries, scope commitments, and exceptions or conditions. The key question is whether the bid materially complies with the required form and content—not whether every document looks identical. University of California guidance distinguishes responsiveness, meaning material compliance with the bidding documents, from bidder responsibility.

Do not silently fill in a missing price, disregard a qualification, or rewrite a bidder’s scope statement so its offer appears comparable. Whether a defect can be clarified, corrected, or waived depends on the governing rules. Record the issue and the rule used to decide whether it affects the bid’s acceptability. Apply the same standard to all bids.

A practical review follows the solicitation in order. Confirm that required forms are present and signed, check required attachments, trace each price entry to the bid form, then read the bidder’s scope commitments and exceptions against the specifications and contract terms. This sequence helps identify whether a concern is a missing submission item, a price-entry issue, or a substantive condition on the offer. Those issues should not be blended into one general label such as “incomplete.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a submission raises a question, preserve the original bid as submitted and identify the exact ambiguity or omission. If the rules allow a clarification, keep the question within the allowed scope and record the response and how it was considered. Do not let a clarification become an unapproved opportunity to change a material price, commitment, or scope term. If the rules do not clearly permit a correction or waiver, seek a determination through the authorized procurement process rather than making an informal exception.

Assess responsibility on its own basis

Responsibility concerns whether the bidder can satisfactorily perform the work. Evaluate it using only the evidence and criteria allowed by the solicitation and applicable policy. Do not use responsibility as a catch-all for an unfavorable price, nor treat a completed form as proof of capability. The evaluation record should identify the permitted basis for the conclusion.

Keep the responsibility finding distinct in the evaluation record from the compliance review and the price calculation. That separation makes clear whether the issue is about what the bidder offered, whether the bidder can perform, or how the offer compares under the stated price method. It also helps avoid treating a low price as evidence of capability, or treating a capability concern as permission to adjust a bid’s price.

Do not assume a low bid must win

UConn’s vendor guidance states that low price alone does not guarantee an award; offers are evaluated against the solicitation criteria and procedural requirements. The exact consequence of a low price, a responsibility concern, or a compliance defect still depends on the procurement documents and applicable rules.

Build a like-for-like price comparison

Use a bid summary that follows the bid form’s calculation rather than creating a new “adjusted bid” formula. Start with the requested base bid. Add or display other components only where the solicitation says they belong in the comparison, such as required unit prices, compensation for delay, accepted alternates, or other specified amounts. University of California guidance identifies these as possible elements in its process.

Keep the components visible instead of collapsing them into a single number too early. A reviewer should be able to trace the comparison from each bidder’s submitted entries to the evaluated amount and see which items were included. If a component is not part of the published price method, do not include it as a speculative contingency or make an unauthorized adjustment to “normalize” bids.

Comparison item How to handle it
Base bid Record the requested base-bid amount from the bid form.
Unit prices Record and use them as the solicitation’s comparison method directs.
Compensation for delay Include it where the solicitation requires it in the evaluation.
Alternates Show the base bid and the alternates accepted under the published procedure.
Other required items Include only items the solicitation identifies as part of the comparison.

This structure makes unlike entries easier to spot without pretending that every cost or risk can be converted into a common figure. Where a bid appears unbalanced or an entry appears omitted, consult the stated rules for that situation rather than devising a price correction. The England Department for Education’s 2025 framework standard says price normalization is not permitted under that framework; that restriction is specific to its framework and should not be generalized to other procurements.

For each included component, note its source in the bid and the applicable calculation instruction. That simple traceability matters when reviewers need to verify why an amount appears in the comparison, whether it came from a submitted price entry, and whether the same rule was applied across all bids. If the solicitation calls for unit prices or delay compensation to enter the evaluation, show that treatment explicitly; if it does not, do not add those amounts merely because they are present in a bid.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the submitted figure and any evaluated figure distinguishable. Where the solicitation directs a calculation, show how it was made rather than replacing the bidder’s original entry with an unexplained total. This preserves the distinction between what was offered and what the published method says to compare. It also makes it easier to identify a calculation error without inventing a substantive bid correction.

Apply the published alternate procedure

An alternate can change the work, contract price, or time. Treat it as a defined choice under the bid documents, not an informal discount or an opportunity to alter the project after opening. Before comparing alternate prices, confirm what each alternate includes and whether it changes scope or contract time.

University of California guidance says alternates may be accepted in any order or combination unless the bidding documents provide otherwise. That makes the solicitation’s order and combination rules essential: the same bidder may rank differently depending on which alternates are accepted, and an alternate may not represent the same work or time assumptions as another bidder’s offer.

  1. Identify the alternate order, combination, and selection rules in the solicitation.
  2. For each bid, record the base bid and the submitted price for each required alternate.
  3. Check the scope and any contract-time effect of each alternate against the documents.
  4. Apply the authorized selection sequence consistently and calculate the resulting comparison using only the required components.
  5. Record which alternates were accepted and the basis for applying that combination.

If the solicitation does not authorize a particular combination or price treatment, do not assume it is permissible merely because it creates a lower evaluated amount.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Alternates should be reviewed across bids on the same basis. Confirm that the same named alternate corresponds to the same scope in each offer and that the bid form’s directions govern the price treatment. Where work or time differs, keep that difference apparent in the record instead of describing two offers as equivalent without support. The goal is not to eliminate every project difference; it is to apply the published selection procedure to the work each alternate actually defines.

Use the award method exactly as published

Once compliance, responsibility, and comparable price are established, apply the stated award criteria. In a lowest-responsible-bid process, keep the analysis focused on the responsible bidders and the price calculation the documents prescribe. In a scored best-value process, use the published criteria and scoring rules; do not introduce a new weight or substitute an informal preference. For a framework or other procurement route, follow its own evaluation requirements.

The Department for Education’s 2025 construction-framework standard requires evaluation to be fair and transparent and consistent with the framework’s rules. It also says price responses must follow the pricing rules and prohibits price normalization under that framework. These requirements are useful examples of framework-specific controls, not a replacement for the rules governing a university project elsewhere.

Do not decide after bid opening that a different adjustment, scoring formula, or alternate order would be more convenient. If an apparent omission, arithmetic issue, unbalanced bid, or other irregularity arises, follow the solicitation’s treatment of that issue and document the decision. The permitted response may depend on the specific procurement; there is no universal correction or waiver rule established by these examples.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consistency means applying the same published method to each bidder, not forcing every bid into the same-looking spreadsheet through unsupported changes. If a best-value process calls for non-price criteria, use only those stated criteria and their stated method. If the procurement is a lowest-responsible-bid process, do not add qualitative preferences after opening unless the controlling rules provide for them. The comparison axes—compliance, responsibility, comparable price, scope and time, and process—are useful ways to organize the record, not permission to create an improvised weighted score.

Document the award recommendation

The evaluation record should let an authorized reviewer understand what was compared, which rules controlled, and how the recommendation followed them. A price spreadsheet alone is not enough if it hides compliance decisions, responsibility findings, or alternate selections.

  • Controlling basis: identify the solicitation provisions and applicable policy or framework rules used.
  • Compliance findings: record material issues, the rule applied, and any permitted clarification or treatment.
  • Responsibility basis: state the criteria and permitted evidence supporting the capability finding.
  • Price calculation: show the submitted base bid and each required price component, plus the calculation that produces the comparison amount.
  • Alternate treatment: identify the order or combination used and the alternates accepted.
  • Award criteria: show how the applicable method was applied consistently to the bids.
  • Recommendation: explain how the findings lead to the proposed award and route it through the university’s required approval process.

Keep any clarification within the limits of the governing rules and preserve the record of what was asked, received, and considered. Do not make a material change to a bid under the label of clarification unless the procurement rules permit that treatment.

A reviewer should be able to follow the file from solicitation requirement to finding to recommendation. For example, the record can identify the instruction that determines whether a price item counts, show the bidder’s submitted entry, explain the calculation used, and state how the result fits the award method. If a bid was treated differently because of a permitted exception or clarification, identify the rule and the basis for that treatment so the file does not leave the distinction unexplained.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the recommendation tied to the evaluation record rather than adding a new rationale at the approval stage. If the applicable university process requires a particular review or approval, route the documented recommendation through that process. A recommendation is not itself proof that an award has been made; the local award procedure controls what follows.

Handle budget concerns under local policy

A bid result that exceeds the construction budget does not have one universal consequence. University of California guidance describes circumstances in its process in which all bids may be rejected, including when the lowest responsible bid exceeds the construction budget. That is an example of institution-specific policy, not a general right or requirement for every university.

Check the project’s governing rules before recommending rejection, negotiation, cancellation, or rebidding. Document the budget basis and the policy provision that supports the proposed next step. Do not infer that an over-budget bid can be altered, that the next bidder should automatically receive an award, or that rebidding is required unless the applicable documents establish that result.

Budget status should not be used as an unannounced price adjustment. Keep the evaluated bid calculation separate from the project budget comparison, then explain the budget issue under the local rule that governs the next decision. If the bid is over budget, the question is what action the applicable procurement and institutional process authorizes—not how to make the bid appear to fit by changing the comparison method.

Common comparison errors to avoid

  • Ranking only by headline price: first establish material compliance, responsibility, and the authorized price calculation.
  • Making bids look comparable through unauthorized adjustments: use the bid form’s rules and do not add speculative costs or normalize prices where prohibited.
  • Mixing responsiveness with capability: record whether a concern is about the bid’s material compliance or the bidder’s ability to perform.
  • Choosing alternates ad hoc: apply the published order and combination rules, including scope and time effects.
  • Creating criteria after opening: evaluate against the method and criteria already stated in the procurement documents.
  • Assuming another university’s policy controls: use other institutions’ guidance as context only; follow the rules for this project.
  • Treating every irregularity alike: whether an omission, correction, waiver, tie, or unbalanced price may be addressed depends on the controlling rules.
  • Hiding the calculation: do not report only a final comparison amount when reviewers need to see the entries and permitted calculation behind it.
  • Using a clarification to reshape an offer: preserve what was submitted and confirm that the rules permit any follow-up treatment.

Final review before submitting the recommendation

Before routing the recommendation, verify that the file answers each of these questions without relying on an unstated assumption:

  1. What award method and criteria did the solicitation establish?
  2. Were all bids reviewed against the same material-compliance standard?
  3. Was bidder responsibility evaluated separately using permitted criteria?
  4. Can every evaluated price be traced to bid-form entries and authorized components?
  5. Were alternates handled in the specified order and combination, with scope and time effects considered?
  6. Were apparent irregularities handled under the governing rules rather than an improvised adjustment?
  7. Does the record explain the recommendation and the local approval path?

If any answer depends on a rule that is not clear in the solicitation or applicable policy, resolve that issue through the university’s authorized procurement process before presenting the recommendation as settled.

Frequently Asked Questions

Should a university award a building contract to the lowest bidder?

Not automatically. The applicable method may be lowest responsible bid, best value, a framework procedure, or another authorized approach. Confirm the solicitation’s criteria, material compliance requirements, responsibility assessment, and price calculation before recommending an award. UConn vendor guidance also notes that low price alone does not guarantee an award.

What is the difference between responsiveness and bidder responsibility?

Responsiveness concerns whether the bid materially complies with the bidding documents. Responsibility concerns whether the bidder can satisfactorily perform the work. University of California guidance distinguishes these questions; evaluate each on its own permitted basis.

Can the university correct or waive a missing item in a bid?

That depends on the governing solicitation and procurement rules. Do not silently fill in or change an entry. Identify the issue, determine whether clarification, correction, or waiver is permitted, apply the rule consistently, and record the decision.

How should alternates be included when comparing bids?

Follow the bid documents’ order and combination rules, and consider whether each alternate changes scope, contract price, or time. University of California guidance says alternates may be accepted in any order or combination unless the bidding documents provide otherwise.

Can a university normalize prices to make bids easier to compare?

Use only the calculation authorized by the applicable procurement. The England Department for Education’s 2025 construction-framework standard prohibits price normalization under that framework, but that restriction is specific to its stated context and should not be assumed to govern other university procurements.

What if the lowest responsible bid exceeds the construction budget?

Check the project’s controlling policy and solicitation for the permitted next step. University of California guidance describes circumstances in its process where all bids may be rejected if the lowest responsible bid exceeds the construction budget, but that is not a universal rule.

The Bottom Line

A sound university building bid comparison follows the project’s own rules from the first compliance check through the final recommendation. Keep responsiveness, responsibility, price, alternates, and budget treatment distinct; include only authorized price components; and make the record clear enough for an approver to trace each decision back to the solicitation and applicable policy.
