How to Choose the Right Rigging and Signaling Training for Your Crew

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose training by the lifts your crew performs, the signals it actually uses, and the assessment records your employer must maintain—not by a generic course title. For construction work covered by OSHA’s crane rule (29 CFR Part 1926, Subpart CC), every signal person must be qualified before giving signals. Qualification requires knowledge, demonstrated application, an oral or written test, and a practical test. Rigging competence is similarly task-specific: a certificate or general class is not automatic proof that a worker can rig every load at every site.

The guidance below is centered on federal OSHA construction requirements. State-plan jurisdictions may add requirements, and maritime or general-industry work may follow different rules. Confirm the rules that apply to your location and work before scheduling training.

Start with the work, not the course catalog

Make a short profile of the crew’s real work before comparing providers. Record the crane and hoisting equipment used, typical load weights and shapes, lift environments, communication methods, and who performs each task. A tower-crane crew working over a congested site has different training needs from a small crew making occasional mobile-crane picks.

Map the equipment and lifts

  • List crane types, capacity ranges, attachments, hoists, forklifts or other equipment involved in the lift plan.
  • Describe common loads: structural steel, pipe bundles, precast panels, mechanical equipment, fragile components, or irregular loads.
  • Note site conditions such as blind picks, overhead obstructions, traffic, power lines, limited set-up space, wind exposure, and simultaneous trades.
  • Identify the employee’s role: signal person, rigger, operator, lift director, or more than one of these.

Then separate routine work from exceptional work. A worker who regularly handles visible steel picks may need a different demonstration from one assigned to blind mechanical-equipment lifts. Record which tasks are performed independently and which require a more experienced person to direct or observe the work. This profile gives the employer a defensible basis for deciding what the course must teach and what the practical assessment must show.

Map the communication methods

Write down whether operators receive standard hand signals, radio signals, or both. If radios are used, include channel discipline, terminology, confirmation practices, and what happens when communication is interrupted. If hand signals are used, identify the standard signals and any non-standard signals approved for a particular operation. Training that never practices the method used on your site leaves a critical gap.

When more than one signal person may be involved, define who has authority to direct the crane and how the operator recognizes that person. A provider should be able to practice the exact combination your crew uses instead of assuming that familiarity with one method transfers automatically to another.

What OSHA requires for signal-person qualification

Under 29 CFR 1926.1428, the employer must ensure that a signal person is qualified before that person gives signals. The employer may accept documentation from a third-party qualified evaluator, or it may use its own qualified evaluator. An assessment made by an employer’s evaluator is not portable to a different employer, so a worker changing companies may need a new employer determination.

Four areas the candidate must master

  1. Signal knowledge. The candidate must know and understand the signals that will be used.
  2. Application. The candidate must be able to apply those signals correctly and consistently.
  3. Equipment understanding. The candidate needs a basic understanding of equipment operation and limitations, including relevant crane dynamics.
  4. Rules and demonstration. The candidate must understand applicable signal-related rules and demonstrate competence through an oral or written test and a practical test.

These elements describe a qualification decision, not merely attendance at a class. A completion card that does not show how the worker was assessed may not give the employer the information needed to make or document its determination.

The qualification is also method-specific. A worker assessed on standard hand signals should not be represented as qualified for radio signaling unless that method was covered and evaluated. If a project uses both methods, ask for both to appear in the documentation. This avoids a common mismatch in which a supervisor sees a valid-looking card but cannot tell whether it covers the method in use that day.

When a signal person is required

A signal person is required when the operator cannot see the point of operation in full, when the equipment’s travel direction is obstructed, or when the operator or the person handling the load determines that site-specific safety concerns require one. The rule also establishes a standard method for hand signals, subject to its exceptions for non-standard signals. A site can therefore need a signal person even when a particular lift has used one only occasionally in the past.

Make this determination during lift planning, not after the crane is loaded. Identify blind areas, changing travel paths, and other conditions that could prevent the operator from seeing the load or the destination. If conditions change during the work, stop and reassess whether the communication arrangement still gives the operator reliable direction.

Make the qualification record usable at the worksite

Keep qualification documentation available at the worksite. It should identify every signaling type assessed—for example, hand signals, radio signals, or both—rather than implying an unlimited, blanket qualification.

Record element What it should show
Worker identity The employee whose competence was assessed.
Signaling types Each method covered, such as standard hand signals and radio communication.
Assessment method Oral or written testing and the practical demonstration.
Evaluator Whether the evaluator was a qualified third party or the employer’s qualified evaluator.
Employer relationship The employer making the determination; an employer evaluator’s assessment does not transfer automatically to another company.
Availability Where the record can be produced at the jobsite when needed.

Use the record as an operational control. Before assigning a worker to signal, the supervisor should check that the worker is documented for the communication method and type of work involved. If the job introduces a different method—such as radio signaling where the employee was assessed only on hand signals—pause and address the additional qualification.

A simple crew matrix can make this check routine. Put each worker in one row and list the signaling types, equipment, and lift conditions covered in the assessment. Put the planned assignment in a second column. Any blank or mismatched cell becomes a question for the supervisor before the pre-lift briefing. Keep the matrix with, or linked to, the documentation that can be produced at the site; a spreadsheet by itself does not replace the underlying qualification record.

Rigging training must match the specific lift

OSHA does not treat “qualified rigger” as a universal credential covering every load, crane, or site. The level of knowledge, experience, and skill depends on the rigging job and the conditions where it is performed. The employer determines what rigging is needed and remains responsible for ensuring that the assigned person can perform that work safely.

OSHA’s definition of a qualified person in 29 CFR 1926.1401 describes someone who, through a recognized degree, certificate, or professional standing—or through extensive knowledge, training, and experience—has successfully demonstrated the ability to solve or resolve problems relating to the subject matter, work, or project. In a March 18, 2014 interpretation, OSHA quoted that definition as: “A person who, by possession of a recognized degree, certificate, or professional standing, or who by extensive knowledge, training, and experience, successfully demonstrated the ability to solve/resolve problems relating to the subject matter, the work, or the project.” A course can contribute to that determination, but it does not replace a task-specific evaluation.

Questions to ask about a rigging curriculum

  • Does it address the slings, shackles, hooks, below-the-hook devices, and hardware your crew actually uses?
  • Does it cover inspection, identification, rated capacities, hitch configurations, angle effects, and removal from service?
  • Does practice include the load shapes, centers of gravity, balance problems, and tag-line or landing issues found on your projects?
  • Does an evaluator observe the worker performing the assigned rigging work, or is the result only a classroom quiz?
  • How will the employer document which tasks and conditions were considered?

For a complex or unusual lift, supplement general instruction with a lift-specific briefing, engineered lift plan where required, and direct oversight by a person with the necessary knowledge and experience. Do not assign a worker to a lift solely because a course certificate says “rigging.” If the load, equipment, or work area changes materially, revisit the employer’s determination instead of assuming that prior experience answers the new problem.

Compare providers against a practical scorecard

OSHA does not endorse particular training providers or require an accredited organization for signal-person training and qualification. The employer remains responsible for adequate training regardless of who delivers it. Be cautious of “OSHA-approved” wording unless the provider can identify a separate, specific basis for that claim.

Selection factor Evidence to request Warning sign
Signal coverage A syllabus naming the exact hand, radio, or other methods used by your crew. A generic “crane signaling” label with no signal list.
Practical assessment A documented hands-on demonstration and criteria for passing. Attendance or an online quiz presented as the entire qualification.
Equipment relevance Examples and exercises that reflect your crane types, dynamics, and site constraints. Only classroom images unrelated to the equipment in service.
Evaluator competence The evaluator’s experience and the basis for being a qualified evaluator. No clear person responsible for the qualification decision.
Documentation Records that list signaling types, tests, evaluator, date, and employer relationship. A card that omits the method assessed or cannot be verified at the site.
Delivery and practice Enough supervised practice, with a site option when conditions matter. A format that cannot reproduce radio problems, blind picks, or actual load handling.
Rigging fit Task-specific objectives and an observation plan for the lifts you assign. A promise that one certificate qualifies a worker for all rigging.

Request a sample certificate or blank evaluation form before booking. Confirm that the provider will identify the signaling types assessed and explain who signs the determination. Also ask whether the evaluator is independent or employed by your company, because that affects whether the assessment can be relied on after a worker changes employers. Compare scheduling, travel, equipment access, and any site preparation in the quote, but do not use a low price as a substitute for the required practical evidence.

Choose the delivery format that supports competence

On-site instruction

On-site training is useful when your crew can practice with the actual crane, radio system, hand-signal visibility, exclusion zones, and loads. It lets the evaluator observe obstructions, noise, line-of-sight changes, and the communication habits that are difficult to reproduce in a classroom. Control the site so practice does not occur during an active lift unless the activity is planned and supervised safely.

Classroom or live remote instruction

Classroom or live remote sessions can efficiently teach terminology, rules, signal recognition, equipment limitations, and crane dynamics. They are most effective when followed by a practical assessment using the communication methods and equipment the employee will encounter. Remote instruction alone is a poor substitute for observing a worker signal an actual or carefully controlled simulated lift.

Self-paced online material

Self-paced lessons can support orientation and refresher learning. Verify exactly what testing is included, who administers the practical test, and how the final record identifies signaling types. Do not assume that clicking through modules creates the qualification required before an employee gives signals.

Build a qualification pathway for your crew

  1. Inventory assignments. List each employee’s intended signaling methods, rigging tasks, equipment, and lift environments.
  2. Identify gaps. Compare those assignments with existing records. Mark missing signal types, absent practical tests, outdated equipment experience, and rigging tasks not previously observed.
  3. Set learning objectives. Include signals, equipment limitations, crane dynamics, applicable rules, radio discipline, and the rigging techniques relevant to the planned work.
  4. Select the evaluator. Decide whether a qualified third-party evaluator or an employer’s qualified evaluator will make the signal-person determination. Define how the evaluator’s competence will be established.
  5. Train before assignment. OSHA’s training rule requires the employer to train candidates who do not yet meet the qualification requirements in the areas described by the qualification rule.
  6. Test knowledge. Use an oral or written test covering the signals and rules the employee must use.
  7. Observe performance. Conduct the practical test under controlled conditions that reflect the crew’s communication method and equipment limitations.
  8. Document the result. Record the signaling types assessed and keep the documentation available at the worksite.
  9. Qualify riggers for the assignment. Have the employer determine whether each person’s knowledge, training, and experience fit the specific lift and site conditions.
  10. Brief the crew before each lift. Confirm the designated signal person, signal method, emergency stop instruction, radio channel, roles, load path, and what to do if communication is lost.

Use a practical test that resembles the job

A useful practical test is observable and specific. For hand signals, place the candidate where visibility changes and require clear, correctly timed signals for motions the crane will perform. For radio signals, test concise commands, identification of the signal person, confirmation of critical instructions, and an immediate stop when communication becomes unclear. Include a planned interruption so the candidate demonstrates the site’s safe response to lost communication.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The test should also reveal whether the candidate understands equipment limitations. Ask the candidate to explain how blind areas, travel obstructions, crane movement, load swing, or changing vantage points affect the signals. The practical portion is not a performance of memorized gestures alone; it is evidence that the worker can apply the method safely in the operating environment.

Use the same pass criteria for every candidate assigned to the same type of work, while still recording the individual’s result. If a candidate cannot complete a required signal or loses reliable communication, document the gap, provide additional instruction, and repeat the assessment before assigning signal duties. A failed or incomplete demonstration should lead to a training decision, not an informal assumption that the worker will improve during a live lift.

Common mistakes and how to correct them

Treating a certificate as a universal qualification

Problem: A worker presents a general card and is assigned to any lift. Correction: Match the record and employer determination to the signaling types, equipment, rigging tasks, and conditions of the assignment.

Testing only in a classroom

Problem: The employee passes a knowledge quiz but has never demonstrated signals around the equipment. Correction: Require the practical test and document what was observed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Failing to name the signal method

Problem: The record says “qualified signal person” without saying whether hand or radio signals were assessed. Correction: List each signaling type explicitly.

Assuming an outside card transfers automatically

Problem: A new employer relies on an assessment made by the previous employer’s evaluator. Correction: Review third-party documentation or make a new employer determination; an employer evaluator’s assessment is not portable between employers.

Calling a course “OSHA approved”

Problem: Marketing language substitutes for an evaluation of content and documentation. Correction: Ask what the course covers, who tests the worker, and how the employer will meet its responsibility. OSHA does not endorse specific programs.

Using a hand-signal poster as proof of competence

Problem: A chart is posted and treated as qualification. Correction: Use a chart as a visual training or refresher aid only. It does not replace training, oral or written testing, or the practical test.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choosing a format that cannot reproduce the site

Problem: The class explains signals but never exposes the candidate to blind areas, radio interruption, or the equipment’s operating limits. Correction: Add supervised, controlled practice or arrange a practical evaluation at a site with comparable conditions.

Keep the program current

Review qualifications when the crew changes equipment, adopts radios, introduces non-standard signals, takes on unfamiliar loads, or works under materially different site conditions. Revisit the practical assessment after a long gap in relevant work, a significant incident or near miss, or evidence that commands are being misunderstood. The review should focus on the employee’s assigned work and the employer’s ability to demonstrate a sound qualification decision.

Also check jurisdiction before relying solely on federal construction guidance. State-plan requirements can differ, and maritime operations or work outside Subpart CC may be governed by other rules. The safest selection process begins by defining the applicable jurisdiction, then matching instruction and assessment to the actual lift.

Frequently Asked Questions

Does OSHA approve a particular rigging or signal-person course?

No. OSHA does not endorse specific providers or require an accredited organization for signal-person training and qualification. The employer must ensure that the instruction and qualification are adequate, regardless of who delivers the course.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a signal-person certificate portable when a worker changes employers?

A third-party qualified evaluator’s documentation may be considered by a new employer. An assessment made by the previous employer’s qualified evaluator is not portable automatically; the new employer must review the documentation or make its own determination.

Does qualification for hand signals cover radio signals?

Not automatically. Documentation should identify each signaling type assessed. If the job uses hand and radio signals, both methods should be taught and evaluated or otherwise addressed in the employer’s qualification decision.

Can an online quiz qualify a signal person?

A knowledge test alone is not enough. The qualification criteria include an oral or written test and a practical test demonstrating that the worker can apply the signals and understands equipment operation and limitations.

Does a general rigging certificate make someone qualified for every lift?

No. Rigging competence depends on the specific job and worksite conditions. The employer must determine whether the worker’s knowledge, training, and experience fit the assigned lift.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When must a signal person be used?

A signal person is required when the operator cannot see the point of operation in full, when travel direction is obstructed, or when the operator or load handler determines that site-specific safety concerns require one.

Can a hand-signal chart replace training?

No. A chart can support instruction or refresher discussions, but it does not qualify a person, demonstrate competence, or replace the required oral or written and practical tests.

What should an employer ask a provider before enrolling the crew?

Ask which hand, radio, or other signals are covered; how practical testing is performed; what equipment and crane dynamics are addressed; who evaluates the worker; and how the record identifies the signaling types assessed and remains usable at the worksite.

The Bottom Line

The right program is the one that mirrors your crew’s equipment, lifts, signaling methods, and site conditions, then proves competence with documented knowledge and practical assessments. Use OSHA’s federal construction requirements as the baseline, make the employer’s qualification decision explicit, and treat rigging credentials as evidence to evaluate—not universal permission for every lift.
