Choose a temporary barrier by the hazard it must control, not by how it looks. A security fence keeps unauthorised people out; a pedestrian system creates or protects a temporary walking route; and a temporary traffic barrier is an engineered response to vehicle-impact risk. Those functions are not interchangeable. Start by defining the hazard, then assess the public, the route, the ground, likely loads, installation limits and local approvals before selecting a system.
The barrier and any route it protects must be planned, installed, inspected and maintained as part of the temporary works. Follow the project specification, the responsible highway authority’s requirements and the manufacturer’s instructions. Ordinary site fencing should never be described as crashworthy protection.

Start with the barrier’s job
The same project may need several barrier types. A perimeter that deters trespass does not automatically protect someone from an excavation, and a pedestrian channelizer is not a vehicle restraint. Write the intended safety function in the temporary-works or traffic-control plan before requesting quotations.
Perimeter security
A site-security fence or hoarding defines the construction boundary and controls access through gates. Its performance depends on the work, the surroundings, the likelihood of climbing or tampering, the people who may be attracted to the site and the security of its access points. It is intended to keep people out, not to absorb a moving vehicle.

Protection from a specific work hazard
Openings, excavations, falling objects, unstable materials and overhead work may require a barrier, cover, hoarding, covered walkway or another designed control. A perimeter can leave an internal hazard exposed if the public can reach it through a gate, around an end, over a low section or beneath an opening.
Pedestrian channelisation
A pedestrian barrier separates people from work activity and guides them along a continuous temporary route. It must be detectable, stable and arranged so that people using wheelchairs, prams, long canes or other mobility aids can pass safely.
Vehicle-impact protection
A temporary traffic barrier or vehicle-restraint system addresses the possibility that a vehicle could enter a pedestrian path or work area. It is a separate engineering and specification question. A fence panel, water-filled unit or crowd-control barrier is not automatically a tested or approved vehicle barrier.

Assess the site before choosing a system
HSE public-protection guidance says, “The type of fencing should reflect the nature of the site and its surroundings.” Treat that as a design prompt rather than a generic recommendation. Record the answers in the site plan and use them to define the barrier specification.
1. Identify the work and every public-facing hazard
- Describe the construction, demolition, excavation, delivery and lifting activities that will occur beside the public.
- Mark openings, pits, edges, falling-object zones, unstable stacks, plant routes, reversing areas and vehicle gates.
- Decide whether people need exclusion, a protected route, a warning line, physical containment or vehicle separation at each location.
- Check whether a barrier must remain effective while gates are open, crews are working or materials are temporarily stored.
2. Understand who may encounter the boundary
Consider population density, nearby homes and businesses, people who need to visit the site, delivery drivers, children, older people, wheelchair users, people with prams and people with visual impairments. Children may be attracted by demolition, plant or partially built structures; a low or climbable arrangement may be inadequate even where adults would stay clear.
3. Map boundaries and public interfaces
Record existing walls, fences, roads, footways, cycle routes, transit stops, entrances to neighbouring buildings and emergency access. Look for corners where a person can bypass the barrier, gaps beneath panels, changes in level and places where a gate swing would obstruct a route.

4. Check ground, topography and buried services
Foundation choices, ballast, posts and pins depend on the ground. Slopes, soft verges, paved surfaces, drainage channels and uneven transitions can make a nominally suitable panel unstable. Locate underground utilities before driving pins, drilling anchors or excavating for foundations. Where services restrict fixing methods, obtain a design for an alternative foundation rather than improvising.

Assess wind, rain, snow where relevant, crowd pressure, accidental pushing, impact from site plant and the effect of temporary signs or sheeting. Guidance produced for event crowd management identifies ground conditions, topography, underground utilities, weather, wind and crowd loading as factors; use those prompts as supplementary considerations, not as a construction-site design standard. A barrier selected without the expected loads can overturn or move.
6. Check installation and emergency constraints
Confirm the space available for delivery, lifting, assembly and inspection. Keep fire routes, hydrants, utility access and emergency egress usable. Plan how panels will be moved when the work face changes, and specify who may alter the system. A barrier that cannot be securely reinstalled after a shift change is not a reliable control.
Make a public route safe and accessible
When work disrupts a footway, the objective is a safe, convenient and continuous route that is separated from construction activity and, where necessary, traffic. HSE street-works guidance describes barriers as both warnings and directional devices and calls for sufficiently strong and stable protection for people who approach or fall against them. Provide suitable temporary walking surfaces and ramps where levels change.
Follow the governing accessibility rule
The U.S. Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition, states that when existing pedestrian facilities are disrupted, closed or relocated in a temporary traffic-control zone, temporary facilities must be detectable and include accessibility features consistent with the existing facility. This is U.S. traffic-control guidance; another jurisdiction may specify different details.

The same MUTCD guidance says tape, rope and plastic chain between devices should not control pedestrian movements because people with visual disabilities cannot reliably detect those materials. Use a continuous, detectable edge or barrier designed for the route instead.

Apply California dimensions only where California rules govern
Caltrans guidance calls for a reasonably safe, convenient and accessible route and specifies a 60-inch route width where practicable. If 60 inches cannot be maintained, it calls for a 60-by-60-inch passing space at least every 200 feet while preserving a minimum clear width of 48 inches. It also requires a person using a long cane to be able to detect a barrier across a closed sidewalk. These are California-specific requirements, not universal dimensions; use the dimensions and approval process of the responsible authority for your project.
Design the route as a complete system
- Keep the route continuous through every phase, including around corners, at crossings and beside gates.
- Remove trip edges and provide a firm, reasonably level temporary surface.
- Use ramps where required and avoid abrupt changes that trap wheels or create a cane hazard.
- Separate pedestrians from plant, stored materials, debris, lifting operations and vehicle movements.
- Make the barrier edge detectable at ground level and at the height required by the applicable standard.
- Recheck the route after every change to the work face, delivery arrangement or traffic-control stage.
When vehicle exposure changes the answer
If there is a significant possibility that a vehicle could enter a pedestrian path, the MUTCD guidance says to reroute pedestrians or install temporary traffic barriers. The choice must be based on the vehicle risk, the road authority’s approved systems and the project design; do not substitute a security fence because it is convenient or visually similar.
Specify the complete traffic-barrier installation
Temporary traffic-barrier requirements commonly address more than the panel itself. Caltrans inspection instructions, for example, call for an approved system, firm and stable foundations, correct alignment and placement, reflectors and crash cushions for certain blunt ends near the travelled way. The exact requirements depend on the project plans and the governing highway authority.
Control ends, transitions and clearances
Barrier ends and transitions can create a new impact or snagging hazard. Follow the approved end treatment, maintain the specified offsets and clearances, and do not terminate a system where a vehicle can strike a blunt end unless the design expressly permits it. Keep pedestrian routes outside the vehicle path and maintain sight distance for drivers and pedestrians.
Use a specialist design where necessary
Vehicle-restraint systems may require calculations, anchorage details, impact performance documentation and competent installation. Ask the supplier for the exact system designation, approval or test documentation accepted by the authority, installation instructions and limitations. A marketplace description does not establish crashworthiness, regulatory compliance or engineering suitability.
Choose a security fence or hoarding for the perimeter
Security fencing should match the work and surroundings, with particular attention to access points and vulnerable users. In populated areas, HSE describes a two-metre small-mesh fence or hoarding as typical. WorkSafe Victoria recommends at least 1.8 metres for a security fence and notes that demolition may require greater height depending on risk. These recommendations come from different jurisdictions and contexts; they are not a universal height rule.

Compare the perimeter options
- Open mesh panels: provide visibility and can be relocated, but require secure couplers, stable feet and attention to climbing, gaps and wind loading.
- Solid hoarding: can improve screening and contain dust or debris, but increases wind load and may reduce visibility at corners and driveways.
- Fixed or anchored sections: may be appropriate for longer-duration or higher-load locations, subject to underground-service checks and a designed foundation.
- Gates and access control: need positive latching, controlled opening, a safe relationship with the public route and a plan for delivery periods.
Specify mesh or panel characteristics, height, couplers, feet or foundations, gate hardware, signs, lighting or reflectors where required, and the inspection regime. Do not claim that any of these features make the perimeter a vehicle barrier unless the system has the required approval.

UK HSE classifies site fencing and hoarding as temporary works. Its guidance says temporary works need to be planned and managed, manufacturer instructions must be followed, and all but the simplest situations need a design with calculations. More complex designs should receive an independent check. Appointing a temporary works coordinator is an effective way to control design, change and inspection responsibilities.
Define design responsibility
Record who selected the system, who checked the design, who approved deviations and who may move or remove panels. For a complex or heavily loaded arrangement, obtain a competent temporary-works design and independent check before installation.
Match the foundation to the load
Use the manufacturer’s specified feet, ballast, anchors or foundations. Do not add signs, sheeting or screening without checking the resulting wind load. On sloping or weak ground, have the foundation solution reviewed rather than levelling panels with loose materials.
Protect buried services
Confirm the location and depth of underground services before pins, stakes or anchors are installed. If the proposed fixing conflicts with a service, redesign the support method and document the decision.

The rules in the available guidance are not one universal code. MUTCD is U.S. traffic-control guidance; Caltrans material applies in California; WorkSafe Victoria is Australian state guidance; UK HSE and Highways England material applies in the UK context; and City of Sydney rules govern certain temporary structures on or above Sydney roads. The City of Sydney says approval is needed before covered temporary structures, including hoardings and scaffolding, are set up on its land.

Install the barrier in a controlled sequence
- Approve the plan. Confirm the hazard assessment, route or exclusion-zone drawing, design checks, permits and responsible persons.
- Set out the line. Mark the approved alignment, gates, pedestrian clearances, barrier ends, crossings and emergency access. Verify underground services before fixing.
- Prepare the ground. Remove loose material, correct unsafe level changes and install the specified foundations, feet, ballast or anchors.
- Assemble the system. Use the manufacturer’s couplers, pins, braces, bolts and spacing. Do not mix components unless the design permits it.
- Build the route or perimeter continuously. Close gaps, secure corners and ensure gates cannot swing into the accessible path or leave an uncontrolled opening.
- Add required visibility and detection features. Install signs, reflectors, lighting, detectable edges and approved end treatments as shown on the plan.
- Verify clearances and stability. Check alignment, verticality, foundation contact, ballast, route width, passing spaces and separation from traffic and work.
- Complete a handover inspection. Record photographs, defects, approvals, responsible persons and the date the area was released for public use.
- Brief the workforce. Tell everyone who may move a panel, open a gate or alter the route how changes are authorised and reported.
- Reinspect after change or impact. Treat vehicle contact, crowd pressure, high winds, flooding, deliveries and work-stage changes as triggers for an additional inspection.
Inspect and maintain the system
Set the inspection frequency in the temporary-works and traffic-control plan, with additional checks after events that could move or damage the barrier. Inspect the complete system, not just the most visible panel.
- Foundations, feet, ballast, anchors, couplers, braces and fasteners are present and secure.
- Panels remain aligned, upright and continuous, with no dangerous gaps or protrusions.
- Hoarding, signs, mesh and sheeting have not added an unassessed load.
- Pedestrian surfaces, ramps, passing spaces and clear widths remain usable.
- Reflectors, lights, detectable edges and signs remain visible and correctly positioned.
- Vehicle barriers remain on the approved line, with required clearances, end treatments and crash cushions intact.
- Gates latch, do not obstruct the public route and are controlled during deliveries.
- Damage, movement, corrosion, undermining, water erosion and unauthorised alterations are recorded and corrected.
Remove a damaged or unstable section from service only after providing an equally effective temporary control. If the intended arrangement cannot be restored immediately, stop the affected activity or implement the approved contingency route.
Common selection failures and fixes
| Observed problem | Why it fails | Corrective action |
|---|---|---|
| Tape, rope or chain is used to guide people | It is not reliably detectable and is not an accessible pedestrian control | Install a continuous detectable pedestrian barrier and verify the route against the applicable accessibility rule |
| Security panels are presented as vehicle protection | Perimeter fencing is not automatically crashworthy | Reroute pedestrians or obtain the highway authority’s approved temporary traffic-barrier design |
| A route narrows at a gate or corner | Installation has not been checked as a complete route | Re-set the line, provide the required width or passing space and keep the gate swing out of the route |
| Panels overturn in wind | Foundation, ballast, sheeting or local topography was not designed for the load | Stop use, make the area safe and have the foundation and loading reviewed before adding ballast or screening |
| Barrier pins conflict with a utility | Installation proceeded without a service check | Do not drive the pin; obtain a revised foundation or anchorage design |
| An excavation is behind a distant perimeter | The public can still reach the hazard through the work area or an open gate | Provide a barrier, cover, hoarding or other designed protection at the excavation itself |
| A traffic barrier ends with a blunt exposed nose | End treatment and crash-cushion requirements were omitted | Install the approved end treatment or crash cushion specified by the authority |
| Workers move barriers informally | Changes bypass design, accessibility and inspection controls | Assign authorised movers, brief the workforce and require a documented reinspection after every relocation |
How the framework works in typical situations
Urban refurbishment beside a busy footway
Use a secure perimeter for the work site, then design a separate detectable pedestrian route around the frontage. Check the route at every doorway, crossing and delivery point. If vehicles could mount the footway, consult the highway authority about rerouting or an approved temporary traffic barrier; do not rely on the security panels.
Deep excavation beside a school
Plan for children and other vulnerable users, not just normal adult behaviour. Use a secure, non-climbable boundary and a designed control at the excavation edge. Control gates, eliminate gaps and schedule inspections around deliveries and school arrival periods where the project plan identifies those as higher-exposure times.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteRoadworks with pedestrians next to live traffic
Begin with the traffic-control plan and the authority’s approved barrier systems. Preserve the accessible route, then specify foundations, alignment, clearances, reflectors and end treatments. If the required pedestrian separation cannot be achieved, reroute the route rather than narrowing it informally.
Short-duration work on a narrow street
Short duration does not remove the need for stability or accessibility. Select a system that can be founded on the available surface, confirm how it will be monitored during the shift and provide a safe route or an approved closure and diversion. Do not use an improvised chain line simply because the work is brief.
Quick Recap
Final decision checklist
