How to choose substitutes when your specified paint, cement or bitumen is unavailable

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I choose a substitute when my specified paint, cement or bitumen is unavailable? Start with the job the specified product must perform, not with a similar brand name or appearance. Define the required performance and service conditions, compare a proposed product’s documented properties and applicable standards, check compatibility with the complete construction system, and obtain the contract or regulatory approval required before ordering or installation.

Availability is a reason to investigate a substitution, not evidence that one is acceptable. The governing specification, local code, project designer and approving authority decide whether the alternative can be used. The framework below helps you assemble a defensible comparison for paint, cementitious materials and bitumen-related road work without assuming that one product, ratio or approval route fits every project.

Why an unavailable product needs a controlled substitution

A specified material is usually selected for a combination of functions: adhesion, weather resistance, strength development, permeability control, chemical resistance, skid performance, appearance, curing behaviour or service life. Two products can look alike, share a generic description or appear on the same approved-products list while behaving differently in the actual assembly. Substituting on a catalogue label alone can transfer risk to the substrate, adjacent layers, later trades, the warranty and the building or pavement’s compliance record.

Construction contracts commonly require a proposed substitution to be submitted with supporting information and approved before the substitute is ordered. Building-consent regimes can impose a separate review. New Zealand Building Performance guidance, for example, says: “If you want to substitute a building product originally specified in your building consent application, you need to show the council how it meets the Building Code requirements.” That is a New Zealand requirement, not a universal rule, but it illustrates why procurement urgency does not remove the approval step.

Use the process as a documented engineering and contract decision. If the project’s use, jurisdiction, acceptance criteria or responsible approver is unclear, stop and ask the designer, engineer, contract administrator or relevant authority before choosing a product.

Step 1: Read the documents that control the work

Before contacting suppliers, collect the information that defines what “equivalent” means for this project. A substitute cannot be assessed reliably if the original requirement is only a product name.

  • Specification: record the product type, required properties, application limits, preparation, curing, testing and acceptance criteria.
  • Drawings and schedules: identify the exact location, layer, thickness, colour or finish, interfaces and any detail that assumes a particular material.
  • Referenced standards: note the edition and the tests or classification system required by the contract.
  • Contract clauses: find who may approve a substitution, what notice is required, what supporting documents must accompany it and whether ordering is prohibited before approval.
  • Consent and regulatory documents: check approved materials, consent drawings, road-opening conditions, environmental controls and inspection or testing obligations.
  • Warranty and maintenance terms: identify conditions that could be invalidated by changing the product or system.

Make a one-page requirement brief before comparing products. If a requirement is absent, ask the responsible professional to define it; do not silently replace a missing criterion with a supplier’s marketing claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Step 2: Translate the specification into performance requirements

Describe what the material must do in its actual location and exposure. The same generic material may need very different properties on an interior wall, a coastal façade, a bridge deck or a trafficked reinstatement.

Questions that reveal the real requirement

  • What substrate or neighbouring material will it contact, and what preparation is permitted?
  • What loads, movement, abrasion, water, chemicals, ultraviolet exposure, freeze-thaw cycles, salts or traffic will it experience?
  • Is the critical outcome strength, durability, adhesion, impermeability, curing time, skid resistance, colour retention or another property?
  • What installation temperature, humidity, moisture condition, mixing equipment, application thickness and curing period are required?
  • When must the area be opened to following work, pedestrians or traffic?
  • Does appearance matter, and is it a measured requirement or merely a preference?
  • Which tests, declarations, certificates or inspection records prove compliance?

Separate mandatory requirements from preferences. A colour or finish match can be important, but it does not establish chemical compatibility, adhesion or durability. Conversely, a product with stronger laboratory properties may still be unsuitable if it cannot be applied within the project’s temperature, moisture or sequencing limits.

Step 3: Describe each proposed substitute precisely

Ask for a product-specific submittal rather than a generic data sheet. Record the manufacturer, exact product reference, grade or formulation, intended use, batch information where relevant, technical literature, declared or tested properties, applicable standards and the reason the original product is unavailable.

Include practical procurement facts without treating them as performance evidence: confirmed availability, lead time, packaging, storage limits and price. If the proposed change affects a drawing, specification clause, thickness, mix design, preparation method or sequencing, show the revision explicitly. A reviewer should be able to tell exactly what would be installed and what the approved design assumed.

Check the reliability of the technical information. Prefer current documents that identify test methods, specimen condition, product identity and limitations. A sales statement such as “equivalent,” “universal” or “approved” is not a substitute for evidence tied to the project requirement.

Step 4: Compare candidates against the same decision screen

Use one comparison record for every candidate. The following dimensions are a screening framework; the governing specification and reviewer decide which are decisive.

Decision dimension Evidence to collect Question for the reviewer
Required function and performance Specified property, test result or declared value for the actual use Does the candidate meet every mandatory requirement at the project’s exposure and location?
Standard and compliance route Applicable standard, edition, conformity documentation and jurisdictional requirements Is the evidence produced under the standard and approval route named by the project?
Strength or durability Material-specific test data, design values, curing or ageing information Are the values relevant to this formulation, layer and service condition rather than a different product?
Installation and use conditions Substrate preparation, temperature, moisture, mixing, thickness, curing and recoat or traffic limits Can the site meet the product’s conditions without changing the approved sequence?
Compatibility and interfaces Manufacturer compatibility statements, system details and adjacent-material requirements Will the substitute react with, debond from or otherwise alter connected work?
Appearance Colour, gloss, texture, aggregate or finish information and approved samples where required Does the appearance meet the requirement after application and curing, not only in a catalogue image?
Warranty and maintenance Warranty conditions, inspection intervals, cleaning or resealing requirements Does the change create a warranty exclusion or a maintenance burden the owner has not accepted?
Cost and availability Confirmed supply, lead time, delivered cost and storage constraints Does the logistical benefit justify any additional testing, redesign or approval work?
Approval and design-change burden Required submittals, consent amendments, revised drawings and review time Who must approve the change, and what must be recorded before work proceeds?

Do not create a universal weighted score unless the project team has agreed the weights. A lower price or shorter lead time cannot compensate for failure of a mandatory performance or compliance requirement.

Step 5: Check the complete system, not just the substitute container

Many failures occur at interfaces. Review the proposed product with every layer and accessory that touches it or depends on its behaviour.

  • Substrate and preparation: verify cleanliness, profile, dryness, repairs, primers, tack coats, reinforcement and tolerances.
  • Adjacent layers: check solvents, plasticisers, alkalinity, moisture movement, thermal movement and curing interactions.
  • Accessories: include sealants, membranes, joint fillers, fasteners, aggregate, pigments, fibres, admixtures and traffic-control materials.
  • Application method: identify different equipment, mixing order, pot life, spray pressure, compaction, thickness or number of coats.
  • Sequencing: determine whether the substitute changes recoat, overlay, backfill, inspection or traffic-opening times.
  • Design and drawings: capture any changed thickness, edge detail, drainage, jointing, reinforcement or pavement-layer assumption.
  • Appearance and maintenance: assess colour variation, texture, cleaning, future recoating and repair compatibility.

Request written compatibility information where the interface is critical, then have the designer or engineer interpret it against the project details. “Compatible with concrete” or “suitable for roads” is too broad unless the substrate, layer and conditions match the claim.

Step 6: Verify standards in the correct jurisdiction

Standards provide a common technical language for describing and assessing products, but their legal effect and acceptance route vary by location. A UK designated-standards listing, for example, describes its scope as England, Scotland and Wales; it does not automatically establish compliance in another country or in a different contract.

Confirm four separate points:

  1. Which national, regional, transport or building standards the contract names.
  2. Which edition and test method apply at the project date.
  3. Whether the product’s declaration, certificate or laboratory report uses that method and covers the exact formulation or grade.
  4. Who interprets an apparent conflict between a product document, the specification and the local approval process.

Do not treat a product appearing on a general approved list as automatically equivalent. Lists may be limited by agency, use, version, layer or installation condition. The project-specific submittal still needs to connect the listed product to the specified performance.

Step 7: Submit the evidence and obtain approval before commitment

Assemble a substitution package that lets the responsible reviewer make a decision without reconstructing your investigation. Include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • the original requirement and the reason it cannot currently be met;
  • the exact proposed product, grade, formulation and intended location;
  • a side-by-side comparison of mandatory properties, standards and test evidence;
  • installation, curing, storage and sequencing differences;
  • compatibility information for substrates, accessories and adjacent work;
  • effects on appearance, durability, warranty, maintenance, drawings and other trades;
  • availability, cost and any additional testing or inspection proposed; and
  • the requested approval, revised specification wording or drawing change.

Submit through the contract’s defined route and retain the response in project records. Where a building consent or other statutory approval is involved, follow that authority’s process as well as the contract process. Do not order or install ahead of an approval that the contract or consent requires; a later verbal acceptance may not repair the compliance and payment risk.

Step 8: Verify the delivered material before use

Approval applies to the product that was submitted, not to every product with a similar name. At delivery, compare the container, label, manufacturer, product reference, grade, batch or lot information and accompanying compliance documents with the approved submittal. Check storage temperature, shelf life, packaging integrity and any transport restrictions. For bulk or cementitious materials, verify the declared source and blend information required by the project.

Record the checks and quarantine a delivery that does not match. If the supplier proposes a second change because the approved substitute is also unavailable, treat it as a new substitution rather than an informal variation.

Paint: assess the entire coating system

No universal substitute paint can be named without the substrate, exposure, preparation and specified performance. Start by identifying whether the coating is for interior or exterior use, concrete, masonry, timber, steel, a previously coated surface or another substrate. Record exposure to water, salts, chemicals, ultraviolet light, abrasion, movement and cleaning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What to compare

  • Primer, intermediate and finish-coat compatibility, including the complete manufacturer system where one is specified.
  • Substrate preparation, moisture limits, surface profile, repair materials and permitted application temperature.
  • Adhesion, permeability, chemical or abrasion resistance, weathering and recoat information relevant to the location.
  • Colour, gloss and texture against an approved sample or measurable requirement.
  • Drying, curing and protection periods that affect following trades or occupancy.
  • Warranty conditions and future touch-up or recoating compatibility.

A colour or sheen match is only one requirement. A visually similar coating can fail through poor adhesion, trapped moisture, solvent attack on the existing layer or inadequate weather resistance. Require product-specific technical documentation and, where the specification or reviewer calls for it, a sample panel or adhesion and compatibility testing on the actual substrate.

Cement and cementitious materials: require mix-specific evidence

Cementitious substitutions can change strength development, setting, heat, shrinkage, permeability, durability and finishing behaviour. Do not replace a cement type or supplementary cementitious material by applying a fixed percentage from a different project.

Federal highway guidance on fly ash and blended cement cautions that portland cements and fly ashes vary in chemical composition. It warns that fixed substitution rates can create substantial problems and recommends strength requirements and limits appropriate to the actual materials, a mix design for each material combination and verification data from trial batches. That discussion concerns specific blended-cement and fly-ash contexts; it is not a recipe for every concrete, grout, mortar or repair application.

Minimum technical questions

  • What cementitious materials, sources and proportions are proposed, and which project standard governs them?
  • What strength, setting, heat, shrinkage, permeability, durability and finishing requirements apply at the actual age and exposure?
  • Does the replacement alter water demand, admixture compatibility, air entrainment, curing or placement temperature?
  • Has a mix been designed for this combination rather than inferred from a nominal ratio?
  • What trial-batch, laboratory or field verification demonstrates compliance before production placement?

Have the designer or engineer approve the mix and acceptance testing. A supplier’s statement that two binders are interchangeable is not sufficient when the structural, pavement or durability requirement depends on the complete mix.

Bitumen and road materials: follow the pavement or reinstatement specification

The appropriate substitute for a bitumen-related product depends on the pavement layer, binder or mixture type, climate, traffic, substrate, compaction, temperature and reinstatement detail. The available evidence does not establish a general bitumen grade or binder-replacement rule.

Begin with the applicable pavement, surfacing or reinstatement specification. Identify the required binder or mixture classification, layer thickness, aggregate grading, temperature window, compaction target, tack or bond treatment, opening-to-traffic condition and testing regime. Check how the proposed material behaves with the existing pavement and with any overlay or utility reinstatement detail.

Department for Transport TAL 4/14 is a narrow example concerning cementitious mixtures in road-work reinstatements, including strength requirements and readiness before traffic or overlay. It does not establish rules for substituting bitumen. Do not cite it as authority for a binder change; use the road authority’s current specification and approval route for that work.

Common failure modes and corrective actions

“It is the same colour, grade or generic type.”

Why it fails: appearance or a broad label says nothing about the required test method, substrate, exposure or interface.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Corrective action: return to the performance brief and obtain product-specific evidence tied to the project conditions.

“It is on an approved list, so no submittal is needed.”

Why it fails: approval lists can be limited by jurisdiction, layer, use, formulation or edition.

Corrective action: show the exact product and application in the project substitution package and obtain the contractually required decision.

“The supplier supplied a standard replacement percentage.”

Why it fails: cementitious materials vary, and a fixed rate may change strength, setting and durability.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Corrective action: require a mix-specific design, appropriate limits and trial-batch verification under the governing standard.

Corrective action: verify identity, grade, batch and compliance documents at delivery; quarantine discrepancies.

A practical substitution record

Keep the final decision auditable. A concise record should contain:

  1. Project, location, specification clause and affected drawing.
  2. Original product and the documented unavailability, including date and supplier confirmation where relevant.
  3. Required functions, performance values, standards, exposure and installation conditions.
  4. Proposed manufacturer, product reference, grade or formulation and intended use.
  5. Comparison evidence, test reports, declarations, compatibility information and any trial results.
  6. Effects on preparation, accessories, adjacent work, sequencing, appearance, warranty, maintenance and design.
  7. Cost, lead time, additional inspection or testing and any consent or drawing amendment.
  8. Named reviewer, approval date, conditions and the delivered-product verification record.

This record protects more than procurement. It gives the installer clear instructions, allows inspectors to verify the approved material and preserves the reasoning for future maintenance or repair.

When no substitute is defensible

Decline the change when a mandatory property cannot be demonstrated, the proposed evidence uses an inapplicable standard, interfaces remain unverified, the product identity is uncertain, or the required approver will not accept the change. The practical alternatives may be to wait for the specified product, redesign the affected detail through the proper process, change sequencing to protect the schedule or select a different candidate with adequate evidence. A rushed material that cannot be shown compliant is not a solution to an availability problem.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This framework is a cross-jurisdiction screening method, not project-specific engineering, legal or procurement approval. Apply the current contract, local code, governing standards, designer’s requirements and approving authority to the particular paint, cementitious material or road product.
