How to Choose PPE That Fits Women Workers Properly

Choose personal protective equipment (PPE) by matching it to the assessed hazard, then let each worker try correctly sized options while performing representative tasks. A product marketed for women may be a useful starting point, but the label does not prove a safe fit. The equipment must cover the hazard, stay in its protective position, allow the required movement and vision, work with the rest of the PPE, and avoid creating new risks.

What “proper fit” means in construction

Fit is more than choosing a small, medium or large label. Properly fitted PPE has the size, shape and adjustment range needed for the individual wearer and the job. It remains positioned correctly while she bends, climbs, reaches, kneels, drives, handles tools or performs other normal tasks. It also remains compatible with every other item required for the same exposure.

Fit applies to every PPE category. A glove that slips can reduce control of a tool; an oversized garment can snag; eyewear that shifts can expose the eyes; footwear that moves inside the boot can affect balance; and a respirator that does not seal can allow contaminated air in. OSHA’s PPE overview states: “If the personal protective equipment does not fit properly, it can make the difference between being safely covered or dangerously exposed.”

Gender-labelled equipment is not a substitute for individual assessment. Women workers have different heights, proportions, hand and foot dimensions, facial features, mobility needs and comfort tolerances. The correct choice is the item that meets the hazard requirement and fits the person who will wear it.

Start with the hazard, not the catalogue

Selection should begin with the task and exposure. PPE is one part of a broader control program; it does not replace eliminating a hazard, substituting a safer process, using engineering controls or applying administrative controls where those are feasible.

  1. List the work and exposures. Consider impact, penetration, dust, fumes, chemicals, noise, temperature, falling objects, electricity, wet conditions, traffic, falls from height and other hazards created by the specific activity.
  2. Define the protection required. Identify the PPE category and the performance requirement or applicable standard for that hazard. A hard hat, eye protector, glove, boot, hearing protector, protective garment, fall-arrest harness or respirator must be suitable for the exposure, not merely comfortable.
  3. Specify the conditions of use. Note duration, expected movement, weather, heat, moisture, visibility, tool handling and whether the worker must wear several items at once.
  4. Only then compare products. Do not select by price, appearance or a women’s label alone. A product that cannot meet the required hazard rating is unsuitable regardless of how well it fits.

Include the worker in the selection

The person who will wear the PPE should be involved before the purchase is finalized. Ask her to describe the tasks, movements and problems encountered with current equipment. Observe her in the work position rather than relying only on a seated fitting or a size chart.

  • Body dimensions and characteristics: Check the dimensions relevant to the item, such as head, face, hand, foot, torso or limb proportions. Consider facial characteristics for respirators and the wearer’s ability to adjust closures, straps and fasteners.
  • Movement: Test bending, climbing, reaching, kneeling, squatting, lifting and tool use as applicable. A garment or harness that fits while standing may shift or restrict movement during the job.
  • Duration and comfort: Long shifts, heat, cold, sweat, pressure points and weight can affect whether equipment is worn correctly for the whole task. Comfort matters because discomfort can lead to loosening, removal or workarounds.
  • Compatibility: Check the complete combination, such as helmet with eye and hearing protection, eyewear with a respirator, gloves with sleeves, or harness straps over protective clothing.
  • Protective position: Confirm that coverage remains where it is needed. A sleeve, cuff, lens, hood, strap or seal must not move away from the hazard during normal work.

Do not assume that one woman’s successful size will fit another worker. Record the individual model, size and adjustment settings that work for each person.

Offer enough models and sizes to find a safe fit

Employers should make a genuine range of suitable options available. That may mean different cuts, adjustment systems, dimensions or manufacturers, not simply ordering one “women’s” version in a single size. Ask the supplier or manufacturer for sizing instructions, measurement points, adjustment limits, compatibility information and item-specific fit guidance.

OSHA’s selection guidance says employers should fit users with appropriate sizes and provide equipment that can be adjusted to the individual. Where manufacturer information is silent, OSHA points employers toward applicable consensus standards for additional guidance. HSE guidance in the United Kingdom likewise says PPE should suit the individual worker, including size, fit, weight, physical characteristics and compatibility with other PPE.

Arrange a fitting session with representative samples before making a large purchase. If the supplier cannot provide the needed range or clear instructions, treat that as a selection problem rather than asking workers to make do.

Check fit while the worker performs representative tasks

A fitting is successful only when the equipment remains effective during the work it is meant to protect. Use a short, repeatable check for every item and document the worker’s feedback.

Check What to observe When to reject or change the item
Coverage Required skin, hair, eyes, feet, hands or torso remain covered for the identified exposure. Gaps appear, cuffs ride up, lenses leave exposed areas, or the protective zone shifts.
Position The item stays where the design intends while walking, bending, reaching and climbing. It slides, rotates, loosens or must be repeatedly pushed back into place.
Movement The worker can perform the task, operate tools and maintain balance. Straps, seams, bulk or stiffness restrict required motion or create a snag risk.
Vision and hearing Peripheral vision, sight lines and communication remain adequate for the job. Equipment blocks necessary vision, distorts sight or interferes with required hearing protection.
Interaction Adjacent PPE sits correctly without displacing another item. One item breaks another’s seal, lifts a helmet, exposes skin or prevents adjustment.
Comfort and pressure Contact points are tolerable for the expected wear period. Pressure, rubbing, heat or weight encourages loosening, removal or unsafe adjustment.
Excess material Loose fabric, straps and cords are controlled and clear of moving equipment. Material can snag, catch, drag or become contaminated.

HSE guidance says modifying PPE to make it fit is not suitable. Do not cut, sew, drill, tape, add holes, substitute fasteners or otherwise alter equipment unless the manufacturer specifically authorizes the method. An alteration can weaken the item, change its protective performance or invalidate its approval. Select another model or size instead.

Check combinations, not isolated items

PPE is often worn as a system. A helmet may interfere with hearing muffs; eyewear may lift a respirator seal; a hood may push a face shield out of position; gloves may prevent a worker from operating a closure; and bulky clothing may change harness adjustment. Fit each required combination in the order it will be donned and removed.

  1. List all PPE required for the task and identify which items must contact the body or form a seal.
  2. Have the worker put on the equipment using the planned sequence.
  3. Check every interface while she performs representative movements.
  4. Resolve conflicts by selecting compatible models, not by loosening a critical item or modifying equipment.
  5. Write the approved combination and donning order into the site’s instructions.

For fall-arrest harnesses and lifejackets, correct sizing is critical to protection. The item must be the right size for the wearer and adjusted according to the manufacturer’s instructions; a loose or incorrectly positioned system can fail to provide the intended protection.

Tight-fitting respirators require formal fit testing

Respirator fit is a specific regulatory issue in addition to the general PPE fit checks above. Under U.S. OSHA requirements, a tight-fitting workplace respirator must be fit tested for the exact make, model, style and size the worker will wear. A visual inspection or an online purchase does not establish that a respirator fits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When testing is required

Arrange fit testing before the worker uses a tight-fitting respirator in a required setting. CDC/NIOSH explains that testing is model-specific and identifies qualitative and quantitative methods. OSHA and NIOSH guidance require testing at least annually and when the facepiece changes. Retest when the worker changes to a different make, model, style or size, and when a change in the worker’s facial characteristics could affect the seal.

What the worker must do each time

Even after passing a formal test, the worker must perform the required user seal check every time the respirator is donned. The check confirms that the facepiece is positioned and sealing for that use; it does not replace the formal fit test.

Loose-fitting respirators

Loose-fitting respirators with hoods do not form a face seal and do not require the tight-fitting respirator fit test described above. They still must be selected for the hazard, used as instructed and maintained under the respiratory-protection program.

Facial hair and other seal issues

Anything that lies between the sealing surface and the skin can prevent a tight-fitting respirator from sealing. Follow the employer’s respiratory-protection procedures and the manufacturer’s instructions, and use only a model for which the worker can successfully complete the required test.

Use a documented selection sequence

A consistent process helps supervisors avoid buying equipment that looks suitable but fails in use.

  1. Identify the hazard and required performance. Complete or review the task-specific hazard assessment and identify the PPE category and applicable performance requirement.
  2. Describe the wearer and work. Record relevant dimensions, physical characteristics, movement, duration, environmental conditions and other PPE worn at the same time.
  3. Gather options. Obtain enough appropriate models and sizes. Get the manufacturer’s measurement and adjustment instructions, and consult applicable consensus standards when manufacturer guidance is silent.
  4. Conduct a task fitting. Have the worker don the equipment, adjust it and perform representative movements. Check coverage, position, mobility, vision, compatibility, comfort and snag risks.
  5. Complete respirator testing when applicable. Use the exact tight-fitting respirator make, model, style and size that will be worn. Record the result and schedule the required retesting.
  6. Document the decision. Record the selected item, size, adjustment method, worker feedback, compatible PPE and any restrictions or care requirements.
  7. Train and verify use. Teach donning, adjustment, limitations, inspection, cleaning, storage, replacement and disposal. Have the worker demonstrate the process.
  8. Review after change. Revisit fit when the task, exposure, PPE combination, product, worker’s relevant characteristics or work conditions change.

Compare products using the right priorities

When two or more products meet the hazard requirement, compare them in this order:

Priority Questions to answer
Hazard rating and standard Does the item provide the required protection for the assessed exposure and meet the applicable performance requirement?
Size range and individual fit Can the worker obtain a stable, protective fit with the available dimensions and adjustments?
Task mobility Does it permit the bending, climbing, reaching, kneeling and tool use the job requires?
Coverage Does it remain in the protective position throughout the task?
Interaction with other PPE Can the complete set be worn without breaking seals, shifting items or blocking adjustments?
Weight and comfort Can the worker wear it for the expected duration without pressure, heat or fatigue causing unsafe behavior?
Durability and care Will the item withstand the work environment, and are cleaning, inspection and replacement instructions clear?
Fit guidance Does the manufacturer provide understandable measurements, adjustment steps and limitations?

For example, consider women’s steel-toe safety work boots only when the hazard assessment calls for protective footwear. The women’s label may help locate different proportions or size ranges, but the boot still must meet the required foot-protection specification, fit the individual securely and allow safe walking on the actual surface.

Troubleshoot common fit failures

Symptom during work Likely selection issue Corrective action
Garment catches on materials or equipment Excess fabric, straps or an unsuitable cut. Try a different size or model with controlled material; do not cut or sew the garment.
Eye protection slides or leaves a gap Frame shape, bridge, temple or adjustment does not match the wearer. Offer another model and retest while bending and looking in the required directions.
Gloves reduce control or bunch at the fingertips Incorrect length, finger proportions or thickness. Select a different size, pattern or material that still meets the hazard requirement.
Helmet shifts when the worker moves Suspension or shell dimensions do not stabilize on the head, or another item is displacing it. Adjust according to instructions, check the full PPE combination and change model or size if it remains unstable.
Harness straps loosen, bind or sit incorrectly Wrong size, adjustment or incompatible clothing. Re-fit according to the manufacturer’s instructions and choose a correctly sized harness; do not improvise alterations.
Respirator fails a fit test The selected make, model, style or size does not seal for that worker. Try another approved option and repeat the formal test; do not rely on a seal check as a substitute.
Worker removes PPE because of heat, pressure or discomfort The item is not tolerable for the duration or conditions of the task. Seek a suitable alternative that provides the same protection and verify it during a realistic work period.

Employer duties and worker participation by jurisdiction

Legal requirements depend on where the work occurs. The material summarized here draws on U.S. OSHA/NIOSH and UK HSE guidance; apply the rules in the jurisdiction governing your site.

United States

OSHA’s 2024 final construction PPE rule, published December 12, 2024, makes the construction fit requirement explicit. OSHA says the underlying requirement already applied. The rulemaking record included 85 public comments; that is a count of comments, not an estimate of how many women lack fitting PPE. Employers should use the current OSHA requirements, hazard-assessment guidance and respiratory-protection rules applicable to the work.

In the U.S. Department of Labor release dated December 11, 2024, Assistant Secretary for Occupational Safety and Health Doug Parker said: “I’ve talked to workers in construction, particularly women, who have spoken of personal protective equipment that didn’t fit or was simply unavailable at the jobsite in their size,” and, “I’m proud of the broad support from both employers and unions for OSHA’s efforts to make clear that employers must provide the right PPE for each worker who needs it.”

United Kingdom

HSE guidance says employers should provide needed PPE free of charge and ensure that products suit the individual worker. It also addresses size, fit, compatibility, weight, physical characteristics and the prohibition on modifying PPE as a fitting workaround. Check current UK requirements and any applicable product standards for the specific task.

Train, maintain and review the fit

Selection is not complete when the box arrives. Training should cover how to put on, adjust, remove, inspect, clean, store and replace each item; what protection it does and does not provide; and when the worker must report a problem. Supervisors should watch for equipment being worn outside its intended position, missing components, damaged closures, contamination or changes in the worker’s ability to obtain a safe fit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the fitting record with the PPE program. It should identify the worker’s selected model and size, the compatible equipment, any respirator fit-test result, the training completed and the conditions that require a review. Reassess after a new task, process, hazard, PPE model, work garment or respirator facepiece is introduced, and whenever the worker reports movement, discomfort, gaps, pressure or loss of protection.

What not to assume

  • A women’s label does not guarantee a women’s fit.
  • A size chart does not replace an in-person task fitting.
  • Comfort alone does not prove hazard protection.
  • A product that fits one worker does not automatically fit another.
  • Visual inspection does not prove a tight-fitting respirator seals.
  • A user seal check does not replace the required formal respirator fit test.
  • Altering PPE is not an acceptable substitute for obtaining the correct model or size.
  • There is no reliable population statistic establishing how many women workers lack properly fitting PPE; decisions should be based on the hazards and the individual worker’s demonstrated fit.

Bottom line for a construction PPE program

Start with the hazard assessment, provide several compliant models and sizes, and make the worker part of the decision. Test the complete PPE combination while she performs the real movements of the job. Reject equipment that shifts, leaves gaps, restricts necessary movement, interferes with another item or creates a snag risk. Never modify an ill-fitting item. For tight-fitting respirators, arrange the exact model-specific fit test, require a seal check at every donning and retest when the equipment or relevant wearer characteristics change. That process produces a safer result than relying on a gender label or a catalogue size.
