There is no universally best material for a marine pier. Choose concrete, steel, timber, fiber-reinforced plastic (FRP), or a combination by matching structural demands and site exposure to the material’s detailing, protection, construction requirements, inspection access, and long-term maintenance. The right choice for a sheltered pier may not suit a structure exposed to strong waves, vessel impact, ice, or difficult underwater access.
Use the steps below to compare viable options on the same project-specific basis. The engineering references discussed here are guidance, not a design or specification for a particular site; a qualified engineer must apply the governing codes, permits, and owner requirements.

Start with what the structure must withstand
Material selection starts with the structure’s function and demands, not with a preference for a particular material. A pier deck, a supporting pile, a fender component, a bulkhead, and a floating structure do different jobs. Their required strength, stiffness, impact resistance, and installation method may differ even when they occupy the same waterfront site.
List the loads and operating conditions the design must address. Depending on location and use, these can include wind, waves, tides, ice, ship impact, debris abrasion, passing-vessel effects, and seismic loading. Identify which apply, how they reach each structural element, and whether construction or pile installation introduces additional demands. A material that works for one component may not be appropriate for every component in the same facility.

ACI PRC-357.3-25, ACI’s 2025 guide to waterfront and coastal concrete marine structures, addresses design, construction, quality control, inspection, repair, durability, serviceability, and sustainability. Its broad scope reflects a central point for owners and designers: choosing a material is only one part of delivering a structure that performs as intended.
Map the marine exposure by location
Marine exposure is not uniform across a pier. Before comparing materials, identify the conditions each component will experience and how those conditions change with elevation, tides, and distance from the water. Distinguish atmospheric, splash, tidal, submerged, and buried zones where relevant. A structural element may cross several zones, each with different wetting, drying, and access conditions.
Record the site-specific hazards and constraints that can affect deterioration or protection: chloride exposure and wet-dry cycling for reinforced concrete; corrosion exposure for steel; and expected long-term environmental effects for FRP. Also assess waves, ice, impact, abrasion, seismic demand, and vessel activity where they are relevant to structural performance. Site information should be specific enough to inform material selection and protective details; a generic description such as “marine environment” does not establish the conditions a particular component faces.
ISO/TR 22861:2025 provides guidance for dividing marine exposure zones when assessing corrosion of steel embedded in concrete in coastal and offshore areas. Its stated scope excludes typhoon, strong-tide, and other marine-environment areas. Check those exclusions before applying its methodology. ISO/PAS 5929:2025 specifies a test and evaluation method for embedded steel bars exposed across atmospheric, splash, tidal, immersion, and buried marine zones. These documents can inform assessment; neither replaces the design requirements applicable to a project.

Compare the materials on consistent criteria
For every viable material, apply the same decision criteria rather than comparing one option’s purchase cost with another’s performance or maintenance burden. The project engineer should set the criteria and any weighting: there is no prescribed universal scoring system in the references discussed here.
| Decision criterion | Questions to answer |
|---|---|
| Structural performance | Can the material and its connections meet the required loads, stiffness, impact and seismic demands, and pile-driving or other installation demands? |
| Exposure and deterioration | Which atmospheric, splash, tidal, submerged, and buried conditions apply? How do chloride exposure, wet-dry cycles, corrosion, or environmental aging affect the element? |
| Protection and detailing | What concrete quality and reinforcement cover, steel protection, timber specification, or FRP material and connection details are needed for the site? |
| Service life and maintenance | Can the element be inspected above and below water? What repairs or protection renewal may be needed, and could that work disrupt facility operations? |
| Construction and supply | Can materials and equipment reach the site? Are transport, installation access, sequencing, availability, and local trades compatible with the project? |
| Code and project constraints | Which jurisdiction, code edition, amendments, permits, environmental requirements, and owner standards govern the work? |
This comparison is a decision aid, not a substitute for engineering analysis. If an option appears attractive on one criterion but depends on protection, difficult access, or specialized connections, include those requirements in the option being evaluated rather than treating them as afterthoughts.
Concrete: specify marine durability, not just strength
Concrete is a common material for piers and wharves and may be used for decks and piles. Its suitability depends on structural design and durability detailing appropriate to the actual exposure. In reinforced concrete, chloride ingress during intermittent or periodic wetting and drying can break down the passive layer that protects embedded reinforcement. The concrete’s quality and the cover over the reinforcement are therefore fundamental parts of the durability strategy.

The Hong Kong Civil Engineering and Development Department’s 2025 Port Works Design Manual, Part 1, states: “The durability of reinforced concrete depends fundamentally on the quality of the concrete and the cover to the reinforcement embedded inside the concrete.” The manual calls for dense, workable concrete and adequate cover. Those principles do not establish one mix, cover depth, binder, or reinforcement choice for every pier; project specifications and the governing local code determine the design.

When assessing a concrete option, ask how the proposed concrete quality and cover address the exposure zones identified for each element. Confirm that the specified details can be built and quality-controlled on the project, and that inspection and repair can be planned for the actual structure. Do not infer a universal service life from the material name alone: the references do not establish one for all concrete piers.
Steel: include corrosion protection and its upkeep
Protected steel can be considered where its structural performance suits the project. UFC 4-152-01, dated July 28, 2005, gives examples including deep-water piles subject to high lateral forces and fender components. It discusses marine coatings, cathodic protection, and sacrificial corrosion allowance as protection approaches. The choice among these approaches depends on the project’s design and maintenance requirements, not simply on whether steel can be protected in principle.
Protection brings its own design, construction, inspection, and maintenance needs. UFC 4-152-01 notes that cost and maintenance can constrain steel use and that active cathodic systems can be difficult to design, construct, and maintain properly. When evaluating steel, account for the proposed protective system and how it will be inspected and maintained under site access conditions. A protection detail that cannot be reliably installed or maintained is a poor fit even if the underlying material meets structural demands.

Timber: verify the specification against local conditions
Timber is included in marine material guidance, and UFC 4-152-01 advises considering the cost and availability of timber members and piles. Those points make it a candidate to assess where the project’s structural needs, supply, installation, and maintenance arrangements support it.
The guidance cited here does not establish a timber species, preservative, treatment process, or exposure-specific service life that can be recommended for every waterfront structure. Before specifying timber, check current governing documents for durability requirements, local environmental restrictions, and handling requirements. The design team should make sure the selected specification responds to the expected exposure and the project’s inspection and repair plan rather than assuming that all timber products perform alike.

Fiber-reinforced plastics are used in waterfront applications including pile jackets, pier hardware, some floating structures, piping, and strengthening existing pier decks. UFM 4-150-07, dated March 10, 2026, describes these applications in its waterfront-facilities operation and maintenance guidance. FRP can therefore be relevant to particular components or interventions, but an example of use is not proof that a product suits every structural role.

Have the engineer review the FRP material, reinforcement, resin, protective measures, and connections for the specific application. Long-term behavior and connection design should not be assumed from the material category alone. Include access for inspection and the practical feasibility of repair when comparing FRP with other options.
Plan inspection, repair, and serviceability with the material choice
Initial material cost is only one part of a waterfront structure’s lifecycle decision. Compare availability, transport, installation access, protection, inspection above and below water, repair, and the operational consequences of maintenance work. Include the effort needed to inspect protection systems and the difficulty of reaching components in the planned maintenance arrangement. A structure that is hard to access may make an otherwise viable material or protection strategy impractical.
ACI PRC-357.3-25 covers inspection above and below water, repair, quality control, serviceability, durability, and sustainability as well as design and construction. It is a relevant engineering reference for waterfront and coastal concrete structures, but no universal lifecycle-cost winner can be established without project-specific cost and maintenance data. Compare complete options—including their protection and upkeep—not just raw material categories.
As the design develops, connect each selected material to an inspection and repair plan. Establish what must be inspected, whether it can be reached, and what repair or protection work could mean for facility operations. If a material’s performance depends on a protective system, include that system’s installation and upkeep in the plan. If access or repair feasibility is unresolved, treat it as an open project constraint, not as a detail to defer until after selection.
A practical selection sequence
- Define the structure and its components. Identify what each element does—such as deck, pile, fender, or other waterfront component—and record the structural demands and installation requirements that apply to it.
- Document site exposure and hazards. Identify the relevant atmospheric, splash, tidal, submerged, and buried conditions, along with wind, waves, ice, vessel impact, abrasion, passing-vessel effects, and seismic demand where applicable.
- Check jurisdictional requirements. Confirm the governing code edition, local amendments, permits, environmental restrictions, and owner standards. Verify the scope of any guidance document before applying it to the site.
- Screen viable materials by component. Compare concrete, steel, timber, and FRP against the same structural, exposure, protection, construction, inspection, repair, and serviceability criteria. Consider different materials for different elements when their functions and exposures differ.
- Specify protection and detailing as part of each option. For concrete, address concrete quality and reinforcement cover; for steel, assess the protection approach and maintenance; for timber, establish a suitable specification under current requirements; for FRP, address long-term environmental effects, protection, connections, and repair feasibility.
- Test constructability and maintenance feasibility. Check material availability, transport and installation access, local trades, sequencing, above- and below-water inspection, repair access, and likely disruption to operations.
- Compare lifecycle implications with project data. Include initial supply and installation as well as protection, inspection, repair, and operational consequences. Do not declare a universal cost or service-life winner where project data does not support it.
- Have the design team resolve the project-specific design. The responsible engineer should translate site conditions and criteria into calculations, specifications, material details, and a maintenance plan under the governing requirements.
