The right float material depends on the dock’s loaded weight, site exposure, frame, maintenance needs, and local rules—not just on which float looks toughest. For many buyers, an encapsulated polyethylene float with an EPS foam core is a practical starting point because it encloses the foam and is sold in model-specific sizes and flotation ratings. It still has to be selected and placed for the dock’s actual loads and conditions. Concrete, HDPE pipe, fiberglass, metal, and commercial foam-filled tire floats can suit particular designs, but each brings different weight, fabrication, corrosion, or installation considerations.
Before buying, establish the dock’s weight and expected loads, check its exposure to waves, currents, debris, ice, tidal change, or grounding, and confirm the applicable requirements with the authority for the waterbody. Then compare specific float models and attachment details. There is no universal float count or material that can be chosen safely without considering the dock as a complete system.

Start with the dock and its site, not the float material
A float supports more than the empty dock frame. Its buoyancy has to account for the float’s own weight, the dock structure, people and equipment, and changes the owner may make later. The system also needs enough reserve buoyancy for its intended service, with floats distributed so the dock remains appropriately balanced under expected loading. The available technical and product sources do not establish a universal sizing formula, so do not select a float count by rule of thumb or treat a product’s rating as a complete dock design.

- Load: the dock’s weight, intended occupancy, equipment, and plausible additions. A new electrical distribution box, for example, can add weight and affect balance.
- Water and weather: waves, currents, tidal variation, and the potential for ice or debris to strike or load the dock.
- Grounding or contact: whether changing water levels or site conditions could bring floats into contact with the bottom or other surfaces.
- Water chemistry and exposure: salinity, ultraviolet exposure, fuel or other chemicals, and the potential for corrosion or impact.
- Dock geometry and construction: frame layout, available mounting surfaces, float dimensions, and how loads will be distributed.
- Care and compliance: how often the owner can inspect and maintain the system, and what the governing authority requires for flotation materials.
These are connected decisions. A heavier float contributes its own dead weight to the load that the flotation system must support. A float with a suitable rating may still be a poor retrofit if its mounting system does not fit the frame. And a material that is convenient to install does not automatically meet local environmental requirements.
Compare the main float material options
“Float material” can describe the outside shell, the buoyant core, or an entire construction method. For a molded unit, for example, the shell may protect a foam core; for a pipe-based system, the pipe and its closures form part of the flotation construction. Compare the complete unit or assembly rather than relying on the name of a material alone.
| Option | What the sources establish | Important design questions |
|---|---|---|
| Encapsulated polyethylene shell with EPS core | Commercial floats are available in this configuration. Manufacturers describe molded polyethylene shells around EPS foam, with model-specific dimensions, ratings, and mounting features. | Is the foam fully enclosed? Does the exact model’s rating and mounting arrangement suit the dock? What do its warranty terms cover? |
| Concrete | Concrete floats are described as tough and stable, but heavy and expensive. Their mass can contribute to stability and may suit some higher-tidal-zone installations. | Can the dock and flotation design account for the float’s weight as well as its service loads? Are the design and site conditions appropriate? |
| Heavy-duty HDPE pipe | Pipe can serve as a flotation component and, with additional construction, part of a dock framework. Cross-bracing and sound connections, including welded joints or end caps, matter. | Who will design and fabricate the assembly? Are joints, closures, bracing, and attachments suitable for the intended exposure? |
| Fiberglass drums | The USDA Forest Service guide describes fiberglass float drums as lighter than rotationally molded polyethylene but generally not as strong. | Does the specific product and construction provide appropriate strength and mounting for the dock’s loads and site? |
| Steel or aluminum shell floats | A NOAA-hosted marine construction reference describes metal-shell floats, often foam-filled, and identifies corrosion concerns—especially in saltwater. | How will corrosion risk and inspection be handled for the particular metal float and water conditions? |
| Commercial foam-filled tires | The USDA Forest Service guide describes commercial units as an option for debris exposure or temporary grounding. It cautions against improvised tire-and-foam builds because sealing and attachment can be problematic. | Is the unit a purpose-built commercial product, and are its sealing and attachment details suitable for the installation? |
The material descriptions above are selection cues, not current code approvals, independent product comparisons, or proof that a particular unit will perform at a particular site. The USDA guide and NOAA-hosted technical reference are older material references; use them to understand construction concepts, then verify current product details and local requirements for the proposed installation.

Why encapsulated polyethylene floats are a common starting point
An encapsulated float separates two functions: the shell encloses the buoyant foam, while the complete unit provides a specified flotation rating and a way to attach it to the dock. Several manufacturers offer molded polyethylene shells with EPS foam cores. Taylor Made describes a seamless, UV-resistant shell, resistance to saltwater, gasoline, and many chemicals, a mounting flange, and size-specific flotation ratings. Cellofoam describes rotationally molded polyethylene with UV inhibitors around an EPS core and lists a 15-year limited manufacturer warranty. Formex describes an HDPE shell, EPS core, UV protection, and mounting strips. These are manufacturer descriptions and claims, not results from an independent side-by-side performance test.
Specific product figures are useful only when kept tied to the model. Taylor Made lists approximate flotation figures of 450 pounds for a 24 × 48 × 12-inch float and 600 pounds for a 24 × 48 × 16-inch float. Those are model-specific figures from the manufacturer’s product information, not a recommended dock load or a universal rating for floats of similar dimensions. A larger listed flotation figure does not by itself determine how many units a dock needs or where they should be placed.
Before choosing a model, check its actual dimensions and rated buoyancy, shell and core construction, mounting flange or strips, compatible fasteners, and the manufacturer’s warranty and exclusions. Confirm that the attachment method matches the frame and can be installed as intended. If the float will replace an existing unit, compare its dimensions and mounting points with the existing setup rather than assuming every float with similar dimensions is interchangeable.

When other materials may make sense
Concrete for designs where added mass and stability are deliberate
Concrete floats are heavier than the other options described in the sources. Poralu Marine describes concrete units as able to add stability and as an option for installations needing extra protection in higher tidal zones. The USDA Forest Service guide characterizes them as tough and stable, while also noting their weight and expense. This combination may suit a particular engineered design, but heavy does not mean automatically better or safer.

The float’s mass becomes part of the dock’s load. The designer must account for it alongside the frame and expected service loads when establishing buoyancy and support. Ask how the proposed concrete unit works with the dock’s geometry and water conditions, rather than selecting it solely because the installation is exposed or because stability is desirable.
HDPE pipe as a constructed flotation system
Heavy-duty HDPE pipe can be used as a flotation component and, with additional steps, as part of a dock framework. This is not simply a matter of substituting pipe for a molded float. The USDA guide emphasizes cross-bracing and sound connections, including welded joints or end caps. Those details affect whether the assembly is a coherent construction system, so fabrication and design need to match the loads and conditions.

Fiberglass or metal where the specific unit fits the exposure and frame
The USDA guide’s comparison says fiberglass float drums are lighter than rotationally molded polyethylene but generally not as strong. A NOAA-hosted technical reference describes steel and aluminum shell floats, often filled with foam, and notes corrosion concerns, particularly in saltwater. These general observations are not a substitute for checking the exact product, its attachment, or its inspection and repair needs. For metal, specifically assess the water conditions and how corrosion will be detected and addressed.
Commercial foam-filled tires for particular exposure cases
The USDA guide identifies commercial foam-filled tires as an option where debris exposure or temporary grounding is a concern. It warns against improvised tire-and-foam assemblies because sealing and attachment can be difficult. A purpose-built commercial unit and a homemade construction should not be treated as equivalent. Check the commercial product’s design and installation details, and do not assume the general description establishes suitability for a given dock.
Protect foam and check local environmental requirements
Foam containment matters because exposed foam can break down and release fragments. The Oregon State Marine Board explains the concern directly: “If not encapsulated, the foam degrades and breaks apart.” The agency describes resulting pollution of waterways and shorelines. A NOAA-hosted marine construction reference also describes EPS as widely used for dock flotation and identifies encapsulation as protection against erosion, water absorption, and hydrocarbon exposure.

Requirements are jurisdiction-specific. Oregon’s published guidance gives one example: it includes rigid hard plastics at 50 mils or more among its encapsulation specifications. That is an Oregon rule statement, not a nationwide standard. Before ordering or installing a float, ask the authority responsible for the waterbody which flotation materials and encapsulation approaches are allowed. Do not infer compliance from a product’s general description as “encapsulated” or “UV-resistant”; confirm that the exact construction satisfies the rules that apply where the dock will be used.
Size and place floats for the loaded dock
A manufacturer’s flotation rating is a product input, not a dock-design answer. The ratings for the Taylor Made models above illustrate that nominally related floats can have different model-specific figures. To determine whether a proposed float and count are appropriate, the designer needs the dock’s weight and expected service loads, the proposed float locations, and relevant site conditions. The sources do not provide a formula that would make it responsible to prescribe a float count from dimensions alone.
- Establish the load case. Document the dock’s own weight and intended occupancy and equipment loads. Include planned or plausible additions rather than treating today’s empty structure as the whole requirement.
- Identify candidate models. Gather each unit’s dimensions, stated flotation rating, shell and core construction, and mounting details from the product information for the exact model.
- Have the arrangement checked. A qualified dock designer or supplier should assess the float count and placement against the loaded dock, including how uneven loading may affect balance and stability.
- Account for site exposure. Include relevant waves, currents, tidal variation, debris, ice, and possible grounding in the suitability review. The Washington Department of Fish and Wildlife’s May 2025 report discusses environmental resistance, maintenance, corrosion, and weight considerations for air-filled and foam-filled configurations; it does not supply a universal rating or a one-size-fits-all placement plan.
- Confirm the finished installation. Check that the selected attachment system fits the frame and that the installed layout matches the design and product instructions. Revisit the flotation design if the dock’s weight or use changes.
Float placement is not merely an arithmetic exercise. Adding equipment or changing how a dock is used can alter its loading and balance. For example, the checklist in the USDA Forest Service guide notes that an added electrical distribution box can require additional flotation to keep the dock balanced and stable. Treat material selection, unit rating, count, and placement as parts of the same design decision.
Inspect compatibility, maintenance, and warranty before purchase
Two floats that share a material category may differ in dimensions, construction, rating, mounting, and terms of sale. Evaluate the exact product and installation rather than assuming that a type name establishes those details.
- Dimensions and rating: confirm the exact model’s measurements and manufacturer-stated flotation figure.
- Shell and core: check how the foam is enclosed and what the shell is made from.
- Mounting: verify flange, strips, or other attachment details against the dock frame and intended fasteners. Do not assume a universal fastener size or mounting pattern.
- Inspection and repair: consider how the float can be inspected, maintained, and replaced, and whether replacement units are available for the system.
- Warranty: read the current warranty and exclusions for the selected unit. Cellofoam lists a 15-year limited manufacturer warranty for Permafloat; that is a manufacturer warranty statement, not a general service-life guarantee. Confirm the current terms directly for the chosen product.
- Installation and rules: check both the manufacturer’s installation details and the waterbody authority’s applicable requirements.
There is no consistent cost dataset in the cited material that establishes one float material as always cheapest over its life. The USDA guide describes concrete as expensive and heavy, but the available sources do not support a comparable lifecycle-cost or service-life ranking across materials. Compare current quotes for the product, mounting components, fabrication, installation, inspection, and repair needs that apply to the actual design.
A practical decision sequence
- Define the use and site. Record expected occupancy and equipment, dock geometry, water conditions, and likely exposure to debris, ice, or grounding.
- Check rules first. Contact the relevant marine authority about allowed float materials and foam encapsulation before buying. Use Oregon’s guidance as evidence that requirements can be specific to a jurisdiction, not as a rule for other locations.
- Choose a construction approach. Consider encapsulated polyethylene when a commercially specified enclosed-foam unit fits the design; consider concrete, pipe, fiberglass, metal, or a commercial foam-filled tire only when the associated weight, fabrication, strength, corrosion, or exposure considerations fit the installation.
- Compare exact products or assemblies. Evaluate dimensions, buoyancy rating, shell and core, attachment method, warranty, and maintenance or replacement options.
- Verify the complete flotation design. Have a qualified designer or supplier confirm that the loaded dock and proposed float count and placement provide appropriate buoyancy and balance for the site.
- Install and reassess when the dock changes. Follow the product and design details. Recheck the design when equipment, structure, or intended loads change.
This sequence helps avoid the most common selection errors: choosing a float by material name alone, using a model rating as if it were a dock capacity, overlooking the frame connection, ignoring the float’s own weight, or assuming one jurisdiction’s foam requirements apply everywhere.
