1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesChoose erosion-control products by matching each control to the soil you expose, the slope and drainage pattern, the amount of concentrated flow, and the location of storm-drain inlets. In most residential projects, that means combining rolled erosion-control blankets or mats on disturbed slopes, channels or stream banks; silt fence or fiber rolls along suitable downhill boundaries; and inlet protection as a secondary measure. Install the controls before the related soil disturbance, then inspect, clean, repair and replace them under the project’s stormwater pollution prevention plan (SWPPP) and applicable permit.
There is no universally best product. EPA guidance is general, while your state, municipality, permit and manufacturer instructions may impose different materials, dimensions, spacing or maintenance rules. Treat the product as one part of a planned system that controls runoff and exposed soil at the source.

- Stabilize exposed soil: vegetation, mulch, blankets and mats keep raindrops and flowing water from detaching soil while plants establish.
- Intercept sediment at a perimeter: silt fence, fiber rolls and sediment filter logs slow shallow sheet flow so sediment can settle before runoff leaves the lot.
- Protect a storm-drain inlet: internal filters or external fabric, gravel or rock devices keep sediment out of an inlet, but they are not a substitute for source and perimeter controls.
Preserving existing vegetation, sequencing earthwork, shaping temporary drainage and stabilizing disturbed areas can reduce the quantity and size of products you need. EPA’s National Menu of Best Management Practices for Stormwater—Construction treats these measures as a coordinated set rather than a shopping list.

Survey the lot before selecting materials
Mark every area of exposed or soon-to-be-exposed soil
Sketch the building pad, driveway, utility trenches, stockpiles, access routes and any planned grading. Note which areas will remain bare overnight, over a weekend or through a wet season. A blanket or mat is selected for the soil and expected runoff on each disturbed area; a perimeter device cannot compensate for an unstable slope at the source.
Classify slopes and channels
Measure or obtain the slope of each disturbed face and identify swales, ditches, drainage channels and stream banks. EPA’s SWPPP guide specifically discusses rolled erosion-control products for slopes steeper than 3:1 and for swales or long channels. Those conditions create more shear and longer flow paths than a level lot, so use a product and anchoring pattern approved for the project rather than a generic lawn-covering roll.
Trace sheet flow and concentrated flow
Walk the site during or immediately after rain if possible. Shallow, dispersed sheet flow can often be managed with a properly installed silt fence or fiber roll at a downhill boundary. Water that runs in a ditch, channel, pipe outlet or deep swale is concentrated flow; do not place a standard silt fence or fiber roll across it. Concentrated flow usually needs channel stabilization, a designed check or outlet treatment, or another measure specified in the SWPPP.
Identify storm-drain inlets and their drainage areas
Locate every inlet receiving runoff from the disturbed area, including inlets in the street or on an adjoining property. Record whether each is a curb opening, grate, combination inlet or another configuration, and estimate the area draining to it. EPA’s December 2021 Storm Drain Inlet Protection fact sheet generally recommends no more than one acre draining to each inlet-protection control. That is guidance, not a universal design limit; a permit or local standard may require a different value.
Check room for ponding and maintenance
Perimeter controls need space on the uphill side to pond briefly and store sediment. Leave access for inspection, sediment removal and replacement. A device squeezed against a property line, foundation or sidewalk may be impossible to maintain and can redirect water around its ends.
Compare the main product categories
| Product category | Primary job | Best-matched flow or location | Installation and upkeep considerations | Important limitation |
|---|---|---|---|---|
| Rolled erosion-control blanket or mat | Temporary soil stabilization and vegetation establishment | Disturbed slopes, channels, swales and stream banks; EPA guidance calls out slopes steeper than 3:1 and swales or long channels | Prepare and seed the soil as specified, trench the top edge, overlap successive rolls so runoff stays on top, staple to the project specification, inspect and repair until required vegetation is established | Must be matched to slope, flow, soil and design life; a blanket is not a sediment barrier for a ditch |
| Silt fence | Perimeter sediment interception | Small areas with shallow sheet flow along a downhill boundary | Geotextile attached to posts and trenched into the uphill side; provide maintenance access and remove sediment at the applicable threshold | Do not install across ditches, channels or concentrated flow |
| Fiber roll or sediment filter log | Perimeter sediment interception and minor flow slowing | Small areas with sheet flow, where the ground can be prepared and the roll can be staked securely | Mesh sleeve filled with fibrous material, generally staked; leave room for sediment storage and maintenance | Not a substitute for channel protection; remove sediment when it reaches the controlling specification, including the EPA guide’s one-half-of-height example |
| Storm-drain inlet filter, insert or external barrier | Secondary protection for a specific inlet | Street or site inlets, selected for the inlet configuration, drainage area and expected flow | Install before disturbance in the inlet’s drainage area; inspect frequently and after rainfall, clear sediment and prevent bypass | Inlet protection alone is inadequate and can clog or overflow if undersized |
Where a table cell refers to an EPA threshold, treat it as guidance from that document. The controlling requirement is the current permit, SWPPP, local standard and manufacturer’s installation specification.

Choose and install erosion-control blankets or mats
When a blanket or mat is the right control
Use a rolled erosion-control product when rain or runoff could detach soil from a disturbed slope, swale, long channel or stream bank before vegetation is established. EPA describes these products as helping stabilize disturbed soil and establish vegetation. Select the product class, durability and anchoring pattern from the project specifications; EPA guidance does not establish a universal commercial product, performance ranking or price.

Grade the area to the lines and drainage shown in the plan, remove rocks or debris that would hold the mat off the soil, and apply seed, mulch or soil amendments in the sequence specified by the SWPPP. A mat laid over rills, loose fill or a blocked outlet can conceal a failure rather than prevent one.
Install for continuous contact and controlled overlaps
- Begin at the top of the slope or channel as directed by the manufacturer and project specification.
- Trench the top edge so runoff cannot flow underneath it, then backfill and compact the trench.
- Unroll the material in the direction of expected flow. Keep it in contact with the soil instead of bridging depressions.
- Overlap adjacent and successive pieces so runoff remains on top of the lower piece; use the overlap dimensions and seam treatment required by the specification.
- Staple or pin the mat using the specified pattern, increasing anchoring where the slope, channel or flow condition requires it.
- Secure ends, edges, transitions and outlet areas. Do not let loose edges become a path for water to get beneath the mat.
Inspect after installation and after significant rainfall. Repair lifted edges, torn sections, exposed soil and undermining promptly, and continue repairs until the required vegetation is established.
Use silt fence and fiber rolls only for suitable perimeter flow
Silt fence
A silt fence is geotextile fabric attached to posts and trenched into the ground. EPA’s SWPPP guide places the trench on the uphill side so shallow runoff reaches the fabric rather than flowing beneath it. The fence should follow the contour where practical, have secure ends and allow enough uphill room for sediment storage and maintenance.
Do not use a standard silt fence in a ditch, channel or other concentrated-flow path. Water can overtop, undercut or go around the fence, causing a larger release of sediment. Use a channel-appropriate control identified by the SWPPP instead.
Fiber rolls and sediment filter logs
Fiber rolls are mesh sleeves filled with fibrous material and generally held in place with stakes. EPA’s small-residential guidance lists sediment filter logs or silt fences along downhill boundaries. They can suit small areas with sheet flow where the soil is firm enough for staking and there is room for ponding behind the roll.

Set the roll continuously on the contour, close gaps at the ends and around obstructions, and stake it at the spacing required by the product and local specification. A roll that is too small for the expected flow, placed in a channel or installed with gaps can become a bypass rather than a filter.
Know the sediment-removal thresholds
EPA’s SWPPP guide gives example maintenance triggers of sediment reaching one-third of a silt-fence height or one-half of a fiber-roll height. Remove accumulated sediment before it blocks flow or reduces the device’s effective height. Because these figures come from that guide, verify the threshold and disposal method in the current permit and local specification.
Select storm-drain inlet protection as a secondary control
EPA’s December 2021 fact sheet states: “Storm drain inlet protection is a secondary control device, meaning that construction staff should always use inlet protection in conjunction with other sediment and erosion control practices.” That means an inlet filter should be added after you have addressed exposed soil, drainage paths and perimeter sediment—not used as the only defense.
Match the device to the inlet and flow
Internal filter inserts fit inside some inlet structures. External controls may use fabric, gravel or rock around the inlet. The appropriate approach depends on the inlet configuration, drainage area, expected flow, traffic and the risk that water will bypass or flood the device. Follow local, state and manufacturer specifications for allowable materials, dimensions and anchoring.
Prevent bypass and unsafe ponding
Install the control before soil disturbance begins in the inlet’s drainage area. Keep the device seated and sealed where the design requires it, but do not block emergency overflow paths or create a hazard for vehicles and pedestrians. EPA generally recommends no more than one acre draining to each control; divide drainage or use a design approved for the actual area when that guidance cannot be met.
Inspect after rain and clean before capacity is lost
Inlet protection needs frequent inspection and inspection after rainfall. Remove sediment, trash and construction debris; repair displaced fabric, damaged frames or eroded approaches; and replace a clogged or torn device. A clogged insert may force water around the inlet and carry sediment directly into the storm system.

Consider other best management practices in the same plan
Product selection should not crowd out non-product measures. Depending on the site, the SWPPP may include preserving vegetation, temporary or permanent seeding, mulching, compost filter socks, track-out controls, sediment traps and other practices listed in EPA’s construction BMP menu. These measures can reduce runoff velocity and sediment production before a fence, roll or inlet device has to handle it.
Recommended Free Tools
Do not treat every item as mandatory on every lot. The correct combination depends on the disturbed area, schedule, soil, slope, drainage and permit. A contractor or qualified designer should resolve conditions that exceed the assumptions of a standard residential detail.
Build the control package before earthwork starts
Use the following sequence to turn the site assessment into a purchase and installation plan.
- Confirm the governing requirements. Obtain the current state or local stormwater permit, approved SWPPP, municipal details and any inspection forms. Note required products, dimensions, spacing, stabilization deadlines and maintenance records.
- Divide the site into drainage areas. For each area, mark the source of runoff, the overland path, any concentrated-flow point, the receiving inlet and the available space for sediment storage.
- Assign a control to each job. Put blankets or mats on exposed slopes and channels that need stabilization, perimeter barriers along suitable sheet-flow boundaries, and inlet protection at each applicable storm drain.
- Check compatibility and access. Confirm that stakes can be driven, trenches can be excavated, overlaps and anchors meet the specification, and crews can reach every control for inspection and cleaning.
- Order by installation sequence. Have perimeter and inlet controls available before disturbance, and have slope-stabilization materials ready for each grading phase rather than waiting until the entire lot is bare.
- Document the installation. Record locations, dates, product details, weather and deficiencies in the project’s inspection system.
Install, inspect and maintain the system
Install before the relevant disturbance
Install inlet protection before disturbing its drainage area and install perimeter and stabilization controls before runoff can leave newly exposed soil. Coordinate installation with clearing, grading, utility trenching and stockpile placement so a later operation does not cut through a control or divert water around it.
Inspect on the schedule that governs the project
Follow the SWPPP and permit inspection frequency. In addition, inspect after rainfall and whenever crews observe overtopping, ponding, rilling, undercutting or vehicle damage. Look uphill and downhill of each device: failures often appear as a new flow path beside, beneath or around the control.

- Remove sediment at the applicable accumulation threshold, not only after a visible breach.
- Re-stake loose rolls, re-trench undermined fence and replace torn fabric.
- Repair blanket overlaps, anchors and exposed soil until vegetation is established as required.
- Clear inlet devices of sediment and trash, and replace clogged or damaged components.
- Restore controls after deliveries, utility work, grading changes or access-road repairs.
- Keep inspection, maintenance and corrective-action records required by the SWPPP.
Understand the residential permit and SWPPP context
EPA’s December 2015 guide says construction operators must obtain National Pollutant Discharge Elimination System (NPDES) permit coverage where required. It describes a Small Residential Lot SWPPP Template for qualifying projects disturbing less than one acre, outside sensitive areas such as endangered-species concerns, historic-preservation issues and wetlands, and meeting additional criteria.

Eligibility is not automatic. The streamlined template does not relax Construction General Permit conditions or remove a Notice of Intent requirement where that requirement applies. The permitting authority, current permit language and project facts determine what you must file and install. Check the relevant state or local authority before buying materials, because EPA’s general guidance does not establish the rules for every jurisdiction.
EPA’s small-site FAQ summarizes the principle this way: “As is the case with large construction sites, erosion and sediment control at small construction sites is best accomplished with proper planning, installation, and maintenance of controls.”
Apply the framework to common residential situations
House pad on a moderate, vegetated lot
Preserve vegetation outside the work zone, stabilize the exposed pad and driveway edges, and place a properly trenched silt fence or fiber roll along downhill boundaries where runoff remains sheet flow. Protect any street inlet receiving the lot’s runoff, then inspect after rain. Do not assume the fence can handle water coming from an uphill ditch or neighboring drainage area.
Steep backyard cut with a swale at the bottom
The cut slope may need a rolled erosion-control product selected for the slope and vegetation plan, with the top edge trenched and the mat overlapped and anchored to specification. The swale is a concentrated-flow feature; a standard silt fence across it is inappropriate. Use the channel treatment shown in the SWPPP and provide a controlled outlet.
Small infill project draining to a curb inlet
Install the specified inlet control before excavation, keep soil and stockpiles away from the curb line, and use a perimeter device only where it will receive shallow sheet flow. Inspect the inlet after every rainfall and after concrete, utility or delivery work that could dislodge the device. Verify the drainage area against EPA’s general one-acre recommendation and any stricter local requirement.
Quick Recap
Troubleshoot failures by symptom
| Symptom | Likely issue | Corrective action |
|---|---|---|
| Water runs around both ends of a fence or roll | Ends are not keyed into stable ground, or the drainage area is larger than the perimeter control can handle | Extend and secure the ends, redirect runoff through an approved path, and revise the SWPPP control layout |
| Water flows beneath a fence | Insufficient trenching, poor soil contact or undermining | Re-trench the uphill side, compact backfill and repair the eroded foundation |
| Fence or roll overtops during rain | Concentrated flow or excessive drainage area is reaching a perimeter device | Remove accumulated sediment, relieve the flow with a designed measure and replace the perimeter device if damaged |
| Blanket lifts or soil erodes beneath it | Untrenched edge, inadequate overlap or anchoring, or poor surface preparation | Re-secure the edge, correct overlaps and anchors, repair the soil and reseed as specified |
| Inlet ponds or bypasses sediment | Device is clogged, undersized, incorrectly fitted or receiving more drainage than intended | Clean or replace it, verify the inlet configuration and drainage area, and add or revise upstream controls |
Final purchasing checklist
