It is a paving system whose exact wearing finish, drainage, slope, joints, maintenance and accessibility performance match the people and conditions on your site. Start by documenting how the walkway is used, then require product-specific wet and wear evidence before approving a finish.
ASTM F3132-20 provides a selection practice based on expected use and maintenance during occupancy. Local building, accessibility and public-way rules still control the project, and no test result can guarantee that every person will avoid a slip.

Start with the walkway’s actual risk profile
Before comparing paver catalogues, write a short site brief. Slip resistance is affected by the surface and its finish, water, contaminants, slope, drainage, cleaning, footwear and the way people use the route. The Concrete Masonry & Hardscapes Association (CMHA) identifies these as interacting factors rather than properties that can be reduced to a material name.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsPedestrian volume and movement
Record normal and peak traffic, whether people stop or queue, and whether wheeled users, children, delivery staff or mobility-aid users share the route. Heavy, repeated traffic can change a surface through wear or polishing, while turning, braking and short steps can make a marginal surface more consequential than a straight, lightly used path.

Water and likely contaminants
Map where rain, splash, irrigation or cleaning water reaches the walkway. Identify substances that could be carried onto it by the site’s operations and seasons. Ask for performance information under wet conditions and, where relevant, with the contaminants you expect; dry, clean laboratory results do not describe every installed condition.
Slope and drainage
Note crossfall, longitudinal slope, low points, outlets and places where water can pond. A surface that performs acceptably when dry may become hazardous if water remains on it. Drainage and slope belong in the paving decision, not as an afterthought after the units have been selected.
Footwear and user behaviour
Different footwear and walking patterns change available traction. A shared route may see smooth-soled shoes, work boots, athletic shoes and mobility devices in the same hour. Design for the range of users rather than for one assumed test user.
Accessibility and route continuity
Check the complete accessible route: firmness, stability, joints, transitions, edges, cross-slope and changes in level. A locally acceptable paver can still create a problem if adjacent surfaces, covers or repairs interrupt the route.
Cleaning and repair capacity
Decide who will inspect, clean, treat and repair the walkway, how often that can happen and whether replacement units can be stored or obtained. A finish that needs frequent treatment is a different risk choice from one the owner can realistically maintain.

What “slip-resistant” evidence can—and cannot—tell you
No paving material is automatically safe in every condition. A test compares a surface under defined conditions; it does not predict whether a particular person will slip. CMHA makes that limitation explicit in its technical guidance on interlocking concrete pavements.
Use the ASTM selection framework
ASTM F3132-20, Standard Practice for Selection of Walkway Surfaces When Considering Pedestrian Safety, is intended to connect surface selection with expected use and maintenance during occupancy. ASTM states: “This standard practice should reduce the need to treat or replace slippery walkway surfaces post installation.” Treat that as a selection and management objective, not a safety guarantee.
Require evidence for the supplied finish
Surface texture, polishing, sealers and other treatments can change performance. A report for an unsealed sample, a different texture or a different wearing face may not represent the product delivered to your project. Ask the supplier to identify the exact product, finish, face and treatment covered by every result.
Insist on relevant wet-condition data
Wet performance is a real selection issue. UK highway guidance says footway surfaces should not become slippery when wet and warns that some clay pavers in areas of heavy pedestrian use can become slippery when wet. It advises particular care with clay pavers and natural stone; read the National Highways / UK Department for Transport notes for Series NG 1100 for that guidance.
Do not merge unlike test methods
Different products may be tested with different instruments, surfaces, wetting procedures and reporting conventions. Do not rank a concrete result against a stone or clay result from another method, and do not apply a cross-method conversion, unless a qualified specifier confirms that the methods and conditions are comparable. The material reviewed here does not establish a universal pass threshold or coefficient of friction for a shared walkway.

Compare the main paving categories without assuming a winner
Concrete units or slabs, clay pavers and natural stone can all be considered, but each must be judged by its actual finish and site conditions.

| Paving category | What the guidance identifies | Evidence to request before approval |
|---|---|---|
| Interlocking concrete pavers or slabs | CMHA discusses slip and skid resistance for interlocking concrete pavements and identifies water, contaminants, slope, drainage, finish and maintenance as relevant factors. The United States Access Board describes hardened materials such as concrete as sufficiently firm and stable for ground and floor surfaces when the route is otherwise compliant. | Data for the exact wearing face and finish, including wet conditions; information on wear or polishing under expected pedestrian traffic; installation, joint and maintenance requirements. |
| Clay pavers | The UK Series NG 1100 guidance cautions that some clay pavers in areas of heavy pedestrian use can become slippery when wet and says care is needed when selecting clay pavers. | Wet-condition results for the specified product and finish, evidence relevant to heavy use if applicable, and the manufacturer’s cleaning, treatment and replacement instructions. |
| Natural stone | The same UK guidance advises care with natural stone. Stone type, surface finish, treatment and weathering can make two products with the same broad material label behave differently. | Results for the actual stone and finish under wet and expected contaminated conditions, plus information on polishing, treatment upkeep, installation and repair. |
Neither CMHA nor the UK guidance establishes a universal comparative service life for these categories. Choose on comparable product and site evidence, not on a material ranking.
Questions to ask a paving supplier
Put the answers in the submittal package for the specific project. Vague statements such as “high traction” are not a substitute for identifiable test conditions.
- What exact product, finish and wearing face will be supplied? Require the product code, surface texture, sealer or treatment and any distinction between top and underside faces.
- Which test method produced the slip-resistance result? Ask for the complete report, including the instrument, specimen preparation, wetting condition, contaminants, direction of travel and reporting units.
- Does the report match the supplied finish? Confirm that it covers the installed texture and any factory-applied or site-applied treatment, not a different sample.
- What is known about wear or polishing? Request evidence that applies to this product and finish under pedestrian traffic and the planned cleaning regime. The absence of a common service-life number makes product-specific documentation important.
- What installation details are required? Obtain the specified base, bedding, jointing, edge restraint, transitions, slope and drainage details. Ask what departures from those details do to the manufacturer’s performance information.
- How should the surface be cleaned and maintained? Get products to use or avoid, inspection intervals, treatment life and any reapplication procedure. Ask whether the finish changes after cleaning or treatment.
- Can damaged units be matched later? Confirm replacement availability, colour and texture consistency, and how to isolate and repair a local failure without creating an abrupt transition.
- Which local requirements apply? Have the supplier identify information needed for the governing accessibility, building, highway or public-way requirements, while your design professional verifies compliance.
Design drainage, slope and installation with the surface
Water management is part of slip resistance. Review the paving layout and the civil or landscape design together rather than asking the paver to compensate for a drainage problem.
Control where water travels
- Show how runoff leaves the route and where low points are located.
- Check that outlets, channels and adjacent planting or soil cannot direct water onto the walking line.
- Look for places where joints, settlement or edge restraints could create standing water.
- Confirm that cleaning water and seasonal runoff have a defined path.
Do not invent a slope percentage from a generic paving guide. The correct slope and drainage details depend on the project, the governing jurisdiction and the accessible-route design. Have the responsible designer verify those dimensions.

Protect firmness and stability
Accessibility is not only a friction question. The US Access Board’s Chapter 3 guidance says accessibility standards require slip-resistant ground and floor surfaces, but do not specify a minimum slip-resistance level or coefficient of friction. It also identifies hardened materials such as concrete as sufficiently firm and stable; the complete route, joints and transitions still need review.
Coordinate joints and transitions
Keep adjacent surfaces aligned and stable. Inspect covers, thresholds, repaired patches and changes between paving types as part of the route, because a locally slip-resistant unit does not remove a trip or rolling hazard at its edge.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Check accessibility and jurisdiction before procurement
Identify the project location and the authority whose rules apply before you set acceptance criteria. ASTM notes that its practice may be superseded by federal, state, provincial, local or other jurisdictional regulations and laws.
For a US project, the Access Board guidance is useful for understanding the federal accessibility concept: surfaces must be slip-resistant, yet the cited chapter does not prescribe one minimum coefficient or test value. Do not turn a supplier’s isolated number into a legal guarantee.

Make maintenance part of the paving specification
ASTM F3132-20 treats maintenance during occupancy as part of surface selection. CMHA likewise identifies maintenance as a factor that can affect slip performance. Write the maintenance plan before approving the finish.
Set inspection triggers
- Inspect after heavy rain, freezing conditions, construction work and any reported slip.
- Look for ponding, visible contamination, worn or polished paths, loose units, open joints and failed transitions.
- Record the location, weather, surface condition and action taken so recurring areas can be diagnosed.
Match cleaning to the finish
Use the manufacturer’s stated cleaning method and check whether detergents, pressure washing or mechanical equipment alter the surface. If an applied slip-resistance treatment is used, confirm its inspection interval and reapplication requirements; a treatment that is not maintained may not deliver its intended performance.
Plan repairs before they are urgent
Keep a documented replacement source and a repair method for damaged or settled areas. After a repair, check firmness, joint condition, colour and surface texture so the patch does not introduce a new transition or a different wet behaviour.
A practical selection procedure
- Write the use brief. State users, peak volume, footwear range, wheeled use, operating hours and consequences of a closure.
- Map exposure. Mark water sources, likely contaminants, slopes, low points, drainage components and shaded or slow-drying areas.
- Set compliance requirements. Identify the governing jurisdiction and obtain the project’s accessibility, building and public-way criteria.
- Shortlist finishes, not just materials. Include concrete, clay or stone options only when the proposed finish and wearing face are identified.
- Reject incomplete evidence. Remove options whose wet, wear or maintenance information does not apply to the supplied finish and expected use.
- Coordinate the installation design. Verify base, joints, edge restraint, transitions, slope and drainage with the responsible designer.
- Check ownership capacity. Compare cleaning, treatment, inspection, repair and replacement obligations with the resources actually available.
- Document acceptance. Keep the approved product code, test reports, installation instructions, maintenance schedule and local compliance review together.
Common failure modes and what to do
| Observed problem | What to investigate | Practical response |
|---|---|---|
| Surface is acceptable dry but slick after rain or washing | Finish-specific wet data, ponding, drainage, contamination and cleaning method. | Control the affected route while it is unsafe, remove the immediate contamination, correct water management where feasible and obtain qualified advice on the finish or treatment. |
| Only a few areas feel unusually smooth | Localized wear or polishing, different replacement units, sealer or treatment history. | Record the locations, compare the installed finish with the approved submittal and repair or replace using a compatible unit and method. |
| Performance changed after sealing or treatment | Whether the product and application rate were approved for the wearing face and whether maintenance was continued. | Follow the treatment manufacturer’s corrective procedure; do not apply another product merely to chase a test number. |
| Water collects at joints or edges | Settlement, blocked outlets, inadequate falls, failed edge restraint or adjacent landscape drainage. | Address the drainage or installation cause, then recheck the route under wet conditions. |
| Units rock, move or create an abrupt repair | Base, bedding, joints, restraints and transition details. | Repair the underlying installation and verify firmness, stability and route continuity before reopening the area. |
How the framework changes by site
Moderate-use residential or office walkway
Prioritize a documented wet finish, stable joints, reliable drainage and a maintenance schedule the property team can perform. Do not let lower traffic justify accepting a finish with no product-specific evidence; occasional rain and cleaning can still create the critical condition.
Busy route with heavy pedestrian traffic
Give greater weight to wear and polishing information, peak wet use and rapid cleaning response. If clay pavers are under consideration, address the UK guidance’s warning about some clay products becoming slippery when wet in heavy pedestrian areas and require evidence for the exact finish.
Sloped, landscaped route exposed to runoff
Resolve drainage and contaminant pathways first, then compare finishes that have wet-condition evidence. Include inspection after storms and a plan for repairing settlement or edge failures; a material change alone will not correct ponding.
Final approval checklist
- The route’s users, traffic, footwear, water, contaminants, slope and drainage are documented.
- The exact product, finish, wearing face and treatments are identified.
- Wet-condition and wear information applies to that finish and expected use.
- Test methods and conditions are understood and have not been improperly compared across products.
- Base, joints, transitions, edge restraints and drainage are coordinated with the paving.
- Applicable accessibility and local legal requirements have been checked by the responsible professional.
- Cleaning, inspection, treatment upkeep and repair responsibilities are funded and assigned.
- Replacement units and compatible repair details are available.
The best choice is the option that can demonstrate appropriate wet and wear performance for the actual finish, be installed with controlled water movement and stable transitions, and be maintained for the life of the walkway. A material label or a single test number cannot make that decision for you.
