How to Choose Building Materials for a Tropical Coastal Resort

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose materials for the resort’s actual exposure and assembly—not by picking a universally “best” product. Map flood and wind hazards, wind-driven rain, salt spray, humidity, sunlight and biological decay first. Then compare each proposed assembly for structural loads, corrosion or decay protection, connection compatibility, installation quality, code compliance, inspection access and whole-life maintenance.

A material that performs above the flood design elevation may be unsuitable in wave action or debris zones, while components protected from direct weather can still fail when salt-laden moisture reaches concealed connections. The dependable strategy is a coordinated specification covering structure, envelope, fasteners, drainage, coatings, construction inspection and ongoing maintenance.

Start with the resort site, not a material catalogue

Tropical coastal exposure is a combination of stresses. Salt alone does not describe the environment: frequent precipitation, warmth, high relative humidity and persistent wind can carry salts into joints and concealed spaces. The U.S. Department of the Interior’s Facility Designers Guide for Tropical Islands (2022) describes tropical-island environments as extremely corrosive, including locations that are not immediately on the shoreline.

Before comparing wood, steel, masonry or concrete, have the design team document the conditions that will govern each part of the building:

  • Wind-driven rain and salt spray: determine which façades, soffits, roofs, balconies and service areas receive direct spray or blown rain.
  • Humidity and drying potential: assess whether cavities, shaded façades and interior wet areas can drain and dry, or whether moisture will be trapped.
  • Sunlight and heat: account for ultraviolet exposure, thermal movement and the effect of hot surfaces on sealants, coatings and finishes.
  • Biological decay: identify conditions that encourage fungal decay, termites or other pests in wood and adjacent materials.
  • Access for inspection: mark where staff can safely reach fasteners, joints, coatings, drains and concealed transitions.

Use the map to divide the resort into exposure zones. A seafront canopy, a sheltered guest-room corridor, a plant room and a pile-supported lower level should not receive the same generic material note.

Separate below-flood and above-flood decisions

Below the flood design elevation, seawater, waves, velocity and debris can control the design. Above it, wind-driven salt spray and rain can still corrode metal, wet sheathing and drive moisture through openings. FEMA’s Home Builder’s Guide to Coastal Construction, Technical Fact Sheet 1.7 (2010), therefore treats coastal material selection as a building-wide issue rather than a foundation-only issue.

Apply the flood-resistant material rule correctly

FEMA P-499 defines a flood damage-resistant material as one that can withstand direct and prolonged contact with floodwater for at least 72 hours without significant damage. “Significant damage” means damage requiring more than cosmetic repair; the 72-hour figure is a definition of flood resistance, not a product service-life rating.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The FEMA fact sheet summarizes the National Flood Insurance Program requirement that materials below the Base Flood Elevation (BFE) be flood damage-resistant. The project team must verify the current regulation, locally adopted building code, flood map, elevation datum and any jurisdiction-specific freeboard or coastal provisions for the resort site.

What to check below the elevation

  • Confirm the design elevation and datum on the drawings, and identify every component below it—not only the main structure.
  • Evaluate finishes, insulation, wall boards, doors, trim, mechanical supports, electrical supports and connection hardware for direct flood contact.
  • Detail spaces so water can drain and contaminated materials can be removed without dismantling large areas of the building.
  • Account for waves, moving water and debris impact where those hazards apply; a material that tolerates standing water may not tolerate impact or repeated wetting.
  • Record which materials are intended to be cleanable, replaceable or sacrificial after a flood.

Compare complete assemblies, not isolated material labels

“Wood,” “steel,” “masonry” and “concrete” are broad categories. Performance depends on treatment, coatings, joints, fasteners, drainage, installation and the exposure zone. Use the following comparison as a screening framework, then write project-specific details.

Assembly family Where it can help Coastal cautions Controls to specify
Wood framing and trim Commonly available, versatile and adaptable to many layouts. Decay and pests remain concerns; unprotected surfaces and wet cavities can deteriorate. Use the required treatment, keep wood protected from persistent wetting, provide drainage and drying paths, protect cut ends, and plan continuing inspections and maintenance.
Steel framing and members Useful where higher forces, long spans or slender members are required; coatings can provide a corrosion barrier. Steel is not inherently corrosion-resistant. Scratches, unsealed joints, incompatible metals and concealed moisture can defeat a coating system. Specify the corrosion-protection system, surface preparation, edge and weld treatment, compatible fasteners, inspection before concealment and a recoating or repair method.
Masonry Can provide robust mass and durable wall construction when properly detailed. Joints, reinforcement, embedded metals, cracks and water paths can become the weak points; salt and moisture still require control. Detail movement and control joints, flashing, drainage, reinforcement protection and compatible anchors; inspect work before cavities are closed.
Concrete Can form substantial foundations, frames and flood-exposed components. Concrete is not automatically immune to coastal deterioration. Cracks, permeable zones and exposed reinforcement permit moisture and chlorides to reach embedded steel. Specify the project’s concrete durability requirements, cover, curing, crack control, joint waterproofing and repair procedures; protect penetrations and inspect placement.

FEMA’s Coastal Construction Manual, Volume II, section 9.4, makes the same practical point: material selection must be connected to detailing and exposure. Do not convert these general observations into a universal ranking; the right assembly depends on the site loads, local skills and maintenance plan.

Design corrosion control through the entire project

The Interior Department’s tropical-island guide calls for corrosion controls in design, specifications, construction plans and maintenance programs. Treat that as a lifecycle requirement, not a paint note added to an exterior elevation.

Specify the connection system

Connections often fail before large visible members. Select fasteners, anchors, plates, washers, brackets and hidden clips for the same exposure as the substrate. Check compatibility between dissimilar metals, treated wood, masonry, concrete, coatings and sealants. A corrosion-resistant fastener can still create a problem if it contacts a less compatible metal or is installed through a detail that traps water.

An Amazon-searchable category phrase is 316 stainless steel fasteners. That phrase can help a purchasing team find candidate hardware, but it is not a blanket approval. The engineer must specify the alloy, fastener form, strength, coating, thread type, installation torque, load and compatibility for the actual location. Waterfront corrosion guidance from the U.S. Department of Defense’s Whole Building Design Guide gives examples of stainless grades and protective coatings as project guidance, not as a universal resort specification.

Protect coatings and their weak points

  • Define surface preparation and environmental limits before coating work begins.
  • Cover edges, welds, corners, bolt heads, cut ends and field repairs in the coating specification; these areas commonly receive less protection than broad faces.
  • Require inspection of film continuity, damage from handling and field touch-up before the component is concealed.
  • Keep drainage paths open so a coating is not asked to resist permanent standing water.
  • Document the approved repair product and preparation method so future maintenance does not create an incompatible patchwork.

Keep moisture out—or give it a deliberate way out

Salt-laden water becomes more damaging when it is trapped. The envelope should shed rain, limit capillary entry and allow incidental moisture to drain and dry. Apply the same logic to roofs, balconies, parapets, window openings, service penetrations, façade joints and the junction between dissimilar materials.

Choose materials by resort location and function

Foundations, piles and lower levels

Start with flood, wave, debris and scour criteria rather than finish preferences. Components in direct flood exposure need the required flood-damage resistance and must tolerate the structural actions of moving water where applicable. Detail access for inspection and post-event cleaning. Keep vulnerable services, finishes and replaceable equipment above the design elevation whenever the code and program allow.

Primary frame and long spans

Long-span roofs, public halls and open-sided pavilions may favor steel or reinforced concrete for structural reasons, but the coastal protection system is part of the selection. Review member geometry, connection access, coating repair, embedded reinforcement protection, movement joints and the consequences of losing one protective layer.

Exterior walls, balconies and screens

Choose a wall assembly that can drain wind-driven rain and be inspected. Wood elements need treatment, weather protection and decay monitoring. Steel screens and rails need coating continuity and compatible hardware. Masonry and concrete need crack, joint and penetration detailing. Balconies deserve special scrutiny because horizontal surfaces, edges and drains receive concentrated wetting and are often difficult to reach safely.

Roofs and canopies

Wind uplift and rain shedding govern the assembly. Specify the complete roof build-up, including membranes, flashings, fasteners, edge metal, penetrations and supports. A corrosion-resistant sheet or coating cannot compensate for loose edges, blocked drains or an unprotected cut end.

Interior wet areas and back-of-house spaces

Bathrooms, kitchens, laundry rooms, pools, desalination or water-treatment areas and plant rooms can create aggressive microclimates even when they are away from the shoreline. Select finishes and supports for repeated humidity and cleaning, provide ventilation and drainage, and avoid concealed cavities that cannot be opened for inspection.

Make installation quality part of the material decision

A theoretically durable material fails when the local installation process cannot reproduce the specified detail. During procurement, verify the availability of qualified fabricators, coating applicators, welders, concrete crews, sealant installers and inspectors. Ask how the team will protect materials during storage, handle field cuts and document work before concealment.

  1. Issue coordinated details. Show substrates, fasteners, coatings, flashings, sealants, drainage paths and tolerances together instead of relying on a generic note.
  2. Approve submittals before ordering. Review technical data, environmental limits, compatibility statements, installation instructions, repair products and maintenance requirements.
  3. Inspect mock-ups or first-in-place work. Use a representative opening, joint, balcony edge or connection to verify sequencing and access.
  4. Inspect before concealment. Record reinforcement, anchors, coatings, membranes, flashings and drainage paths while they remain visible.
  5. Control field changes. Require engineering review when a specified fastener, coating, sealant or treatment is substituted because of availability.
  6. Protect completed work. Prevent weld spatter, grinding dust, incompatible cleaners and construction damage from compromising the corrosion or moisture system.

Plan maintenance before selecting the finish

FEMA’s coastal guidance states: “All coastal buildings will require maintenance and repairs (more so than inland construction).” Treat that as an operating requirement for the resort, not a warning to be handled after handover.

Build an accessible maintenance plan

  • Provide safe access to roofs, façades, balcony edges, drains, expansion joints, fasteners, louvers and equipment supports.
  • Define inspection triggers, such as after a severe storm, flood, impact or visible coating damage, and set routine intervals with the engineer and owner’s facilities team.
  • Specify cleaning methods that remove salt without damaging coatings, sealants, membranes or adjacent finishes.
  • List the approved recoating, sealant replacement, timber treatment and concrete or masonry repair methods.
  • Keep records of locations, materials, batch information, installation dates, repairs and photographs so recurring defects can be traced.
  • Stock or prequalify replacement components whose failure would close guest rooms, public areas or life-safety systems.

For lifecycle economics, compare installed cost with expected inspection, cleaning, recoating, replacement logistics and downtime under the site conditions. The available guidance does not establish a universal resort cost, lifespan or savings percentage, so a project-specific whole-life model is more credible than a generic “best material” claim.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use a documented selection workflow

  1. Define the exposure map. Mark flood zones, BFE, wave and debris areas, salt-spray façades, humid interior rooms, shaded cavities and difficult-access locations.
  2. Set performance requirements. Record structural loads, flood contact, corrosion environment, moisture control, fire and code requirements, appearance and expected maintenance access.
  3. Develop at least one complete assembly for each function. Include substrate, finish, fasteners, joints, drainage, flashing, coatings and repair details.
  4. Screen compatibility. Check dissimilar metals, treated wood, concrete, masonry, sealants, membranes, cleaners and electrical or mechanical interfaces.
  5. Confirm local compliance. Verify the current jurisdictional code, flood map, datum, BFE, freeboard and any coastal or high-wind provisions. FEMA summaries are a starting point, not a substitute for the adopted rules.
  6. Test constructability. Confirm qualified labor, fabrication capacity, inspection hold points, storage protection and the ability to perform field repairs.
  7. Price the operating burden. Include access equipment, cleaning, recoating, replacement parts, storm response and potential room or facility downtime.
  8. Issue a maintenance-ready specification. Hand over inspection locations, cleaning products, repair procedures, compatible replacement parts and records of concealed work.

Common selection mistakes and how to correct them

Mistake: treating distance from the shoreline as the exposure rule

Salt and humidity can affect inland portions of an island, and wind can carry spray and rain well beyond the beach. Correct the mistake by mapping actual exposure and using the Interior Department’s tropical-island corrosion guidance as a reminder that distance alone is not a reliable threshold.

Mistake: specifying a corrosion-resistant product without its connections

Large members may remain sound while bolts, clips, welds or concealed plates deteriorate. Correct the specification by naming every connection material, coating, isolation detail, inspection point and field-repair method.

Mistake: assuming concrete or masonry needs no moisture strategy

Cracks, joints, penetrations and embedded metals still create pathways for water and salts. Correct the detail with drainage, joint control, reinforcement protection, compatible anchors and a repair plan.

Mistake: meeting the flood rule on paper but ignoring cleanup

Flood-resistant materials can still be difficult to clean or replace after contamination, waves or debris impact. Correct the design by separating replaceable finishes and services, providing drainage and planning access for inspection and recovery.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Mistake: choosing a premium finish that local crews cannot repair

An unavailable coating, proprietary fastener or specialized fabrication process can extend outages after a storm. Correct the procurement decision by confirming local skills, approved alternatives and stocked repair materials before construction.

Questions to put in the project specification

  • What exposure zone does this component occupy, and can that zone change during a storm or flood?
  • What load, impact, wave, uplift and movement actions govern the assembly?
  • How does water drain, and how can the cavity or connection be inspected?
  • Which surface preparation, treatment, coating, fastener and isolation requirements apply?
  • What happens at field cuts, welds, penetrations, damaged coatings and dissimilar-material junctions?
  • Who will install and inspect the work, and what must be approved before concealment?
  • What cleaning, inspection, recoating, replacement and repair tasks will the owner perform?
  • Which current local code, flood map, elevation datum and jurisdictional approvals control the decision?

The practical decision

The best material for a tropical coastal resort is the one that forms a code-compliant, load-capable and inspectable assembly for its exact exposure, with corrosion or decay controls that installers can execute and the owner can maintain. Use wood, steel, masonry and concrete where their structural and operational advantages fit, but do not separate the material from its treatment, connections, drainage, coatings and repair strategy. Resolve flood exposure first, protect above-flood components from salt and wind-driven rain, and make maintenance access a selection criterion from the first design review.
