Buy a bag that carries the same required Indian Standard (IS) code and grade, then verify its BIS Standard Mark and seven-digit CM/L licence against the Bureau of Indian Standards (BIS) records. Obtain the engineer’s or tender authority’s approval before substituting a different cement family.
ISI certification confirms conformity with the relevant standard; it does not make Ordinary Portland Cement (OPC), Portland Pozzolana Cement (PPC), Portland Slag Cement (PSC) and composite cement interchangeable.

Start with the project requirement, not the available brand
Your first question is not “Which brand is in stock?” It is “Which cement standard and grade does this work require?” Read the structural drawings, specifications, bill of quantities, approved-material schedule or tender conditions. If those documents name only a cement family and IS code, a different manufacturer may be acceptable. If they name a specific approved product, factory or performance requirement, obtain written approval before buying another bag.

| Cement family | Indian Standard | What the designation tells you |
|---|---|---|
| Ordinary Portland Cement (OPC) | IS 269:2015 | The applicable OPC standard; confirm the grade or strength class specified for the job. |
| Portland Slag Cement (PSC) | IS 455:2015 | A separate standard for slag-based cement; it is not automatically a substitute for OPC or PPC. |
| Portland Pozzolana Cement (fly-ash based) | IS 1489 (Part 1):2015 | The fly-ash-based PPC standard. |
| Portland Pozzolana Cement (calcined-clay based) | IS 1489 (Part 2):2015 | The calcined-clay-based PPC standard. |
| Composite cement | IS 16415:2015 | A distinct composite-cement standard. |
The year and part number matter. “PPC” alone is not enough to prove which formulation or standard applies; the bag and licence record must show the relevant IS designation.
Confirm grade, strength class and project conditions
Where the specification states a grade or strength class, match it exactly. Also check any requirements tied to exposure, durability, setting time, workability, heat development, curing or other site conditions. The ISI mark addresses conformity to the named standard, but your engineer must decide whether that standard and grade suit the concrete, mortar, reinforcement and environment in this project.
How to read an ISI-certified cement bag
Examine the actual bag before paying. The BIS Standard Mark (commonly called the ISI mark) should appear with the relevant IS number. A compliant bag should also provide traceability information such as:
- the seven-digit CM/L licence number;
- manufacturer’s name and address, including the producing factory where shown;
- brand name;
- cement type, IS code and grade or strength class;
- batch identification;
- packing or manufacturing information required for traceability.
BIS explains that the Standard Mark conveys that the marked product conforms to the relevant Indian Standard certified by BIS. The mark itself is not a free-standing guarantee: BIS warns that marks can be misused, and a printed mark without a valid licence does not establish certification.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Look for a complete, legible mark
Do not accept a bag where the IS number, CM/L number, manufacturer or batch details are obscured, overprinted, altered or inconsistent. The Standard Mark for each product is unique and notified in the Gazette of India, so an unusual logo or a generic “quality approved” statement is not a substitute for the BIS mark and licence number.
Verify the CM/L licence before the cement enters the work
Use the BIS CARE app or the BIS licence and standard-details search to check the seven-digit CM/L number. The record should identify the manufacturer and address, show that the licence is valid, list the cement variety within the scope of the licence, identify the brands covered and display the current licence status.
Match the database record to the physical bag
- Enter the CM/L number exactly as printed on the bag.
- Check the manufacturer’s legal name and factory location against the bag.
- Confirm that the licence is current on the date you are buying.
- Open the scope or variety details and verify the exact cement family, IS code, part number and grade.
- Check that the brand printed on the bag is among the brands covered by that licence.
- Resolve any mismatch with BIS or the supplier before unloading or using the cement.
A licence belonging to the same corporate group, a different factory or another cement variety does not validate the bag in your hands. If the search returns no record, an expired licence or a scope that excludes the printed product, treat the bag as unverified.
Can you replace OPC with PPC or PSC?
Not automatically. ISI certification establishes that a product conforms to its own standard; it does not certify that every cement family will perform identically in a particular mix or satisfy a contract. Changing from OPC to PPC, PSC or composite cement changes the declared standard and may affect the assumptions behind the design, construction sequence or acceptance testing.

| Proposed change | Decision rule | Approval needed |
|---|---|---|
| OPC brand to another OPC brand under IS 269:2015 | Potentially acceptable when the grade, current CM/L scope, batch condition and project specification all match. | Follow the project’s material-substitution procedure; obtain the engineer’s confirmation where required. |
| PPC brand to another PPC brand | Check whether it is IS 1489 (Part 1):2015 or IS 1489 (Part 2):2015, then match the specified grade and scope. | Confirm that the project permits that PPC part and formulation. |
| OPC to PPC or PPC to OPC | Different IS families; do not assume equivalence from the word “cement” or a similar strength claim. | Engineer, architect or tender authority must approve the change. |
| OPC or PPC to PSC | PSC follows IS 455:2015 and is a separate family. | Obtain project-specific approval and verify durability and construction requirements. |
| Any listed family to composite cement | Composite cement follows IS 16415:2015 and must be allowed by the specification. | Written acceptance is prudent, especially for structural or tendered work. |
For a permitted PPC purchase, a clear procurement description is “Portland Pozzolana Cement IS 1489 bag.” That wording still does not replace checking the part number, grade, CM/L scope and project approval.
A step-by-step substitution workflow
- Freeze the requirement. Record the required cement family, IS code, grade or strength class, intended use and any exposure or durability conditions from the approved documents.
- Ask the responsible professional. Send the proposed alternative’s manufacturer, brand, IS code, grade and CM/L number to the engineer, architect or tender authority. Get a written response when the contract requires formal material approval.
- Shortlist available bags. Ask suppliers to show photographs or physical bags displaying the Standard Mark, IS number, CM/L number, batch and packing information. Do not rely on a verbal claim that a brand is “ISI approved.”
- Check BIS records. Verify the CM/L number in BIS CARE or the BIS licence search and match manufacturer, factory, brand, variety and current status.
- Inspect the delivery. Reject damp, caked, torn, contaminated, untraceable or badly stored bags. Compare every delivered bag with the approved details; do not assume that a later batch has the same scope without checking.
- Document acceptance. Record the supplier, invoice, delivery date, cement type, IS code, grade, CM/L number, batch details, quantity and the approving person. Photograph the bag markings before use.
- Release for use. Keep the approved record with the site quality file and brief the batching, masonry and stores teams so that different cement families are not mixed accidentally.
Condition, freshness and storage checks
A valid licence cannot rescue cement that has been damaged after manufacture. At delivery, check each consignment for:
- dry, free-flowing contents rather than hard lumps or caking;
- intact bags with no water staining, holes or patched seams;
- legible batch and packing or manufacturing information;
- consistent product markings across the consignment;
- traceable invoice and supplier details.
Store bags off the ground on a dry, raised platform, protected from rain and ground moisture, with older, traceable batches used first. Keep cement from different IS codes, grades and batches segregated and label each stack. If a bag’s condition or identity cannot be established, quarantine it instead of blending it into concrete or mortar.

| Comparison point | Question to answer |
|---|---|
| Required IS code and family | Does the bag carry the exact standard named in the project documents? |
| Grade or strength class | Does it match the specified grade, rather than merely claiming a similar strength? |
| Exposure and durability | Has the engineer confirmed that this cement family is suitable for the project’s environment and design? |
| Setting and workability needs | Has the construction team checked that the proposed product fits the planned placing, finishing and curing sequence? |
| Licence validity and scope | Does the CM/L record cover this factory, brand, cement variety and current date? |
| Traceability | Can you link every bag to a batch, invoice, supplier and delivery? |
| Condition and storage | Are the bags dry, intact and stored correctly? |
| Delivered cost and availability | What is the documented delivered price and lead time for the approved product in your district? |
| Contract acceptance | Has the engineer, architect or tender authority accepted the substitution? |
There is no stable nationwide list of substitute brands that can answer these questions for every district and date. Local stock, factory coverage and licence status change, so verify the exact bag you intend to buy.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.What to do when the mark or licence looks suspicious
Before purchase
- Pause the transaction if the CM/L number is missing, illegible or rejected by the BIS search.
- Do not accept a supplier’s explanation that the licence belongs to a parent company, another plant or an earlier batch without documentary confirmation.
- Request another consignment with complete markings or choose a separately verified product that meets the project requirement.
After delivery
- Segregate suspect bags and mark them “hold—do not use.”
- Photograph the Standard Mark, IS number, CM/L number, manufacturer, batch and packaging defects.
- Keep the invoice, delivery challan and supplier correspondence.
- Notify the project’s quality manager and approving engineer.
- Report suspected misuse of the mark through BIS consumer channels and provide the requested product and purchase information.
Do not remove or destroy evidence by opening suspect bags, repacking them or mixing them with verified cement.
Records needed for a BIS complaint
BIS consumer guidance asks complainants to provide the product name, type, size or grade, source and purchase date, batch number, licence number, Standard Mark status and the nature of the complaint. Preserve the cash memo or tax invoice and attach clear photographs. These records allow the authority to distinguish a genuine licence-scope issue from damage, storage failure or a supplier error.

Practical examples
Example: an OPC brand is unavailable
The specification calls for OPC under IS 269:2015 at a stated grade. A second manufacturer’s bag shows IS 269:2015, the same grade and a seven-digit CM/L number. The BIS record confirms the factory, brand, variety and current licence. The engineer accepts the substitution in writing. This is the straightforward case: the family and grade remain unchanged, while the manufacturer changes.
Best Value

- 4 per pack Features Clog Resistant Marker Tip Writes through Dusty, Wet and Oily Surfaces Durable Marker Tip for Writing on Concrete, OSB and Rough Surfaces
- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete
- Hard hat clip- attaches for easy access
- Quick dry time with reduced smearing and marking
Example: the supplier offers PPC instead
The supplier proposes a bag marked IS 1489 (Part 1):2015 because it is immediately available. That is not an ordinary brand swap; it is a change from OPC to fly-ash-based PPC. The project professional must confirm that PPC is permitted, that the specified grade and performance requirements remain satisfied and that the construction sequence can accommodate the approved product. Without that approval, do not use it.
Example: a valid-looking mark with the wrong factory
The bag carries a readable CM/L number, but the BIS record lists a different factory and does not include the printed brand. The licence number may be genuine, yet it does not validate this bag. Place the consignment on hold and seek a corrected, traceable product.
Site checklist before signing the delivery
- Required IS code and cement family copied from the approved specification.
- Grade or strength class confirmed.
- Engineer or tender authority approval recorded for any family or brand substitution.
- BIS Standard Mark and IS number visible on every bag.
- Seven-digit CM/L number checked in BIS CARE or the BIS licence search.
- Manufacturer, factory, brand and product variety match the licence scope.
- Licence status is current on the purchase date.
- Bags are dry, intact, legible and traceable by batch.
- Invoice, photographs and delivery records filed.
- Different cement families and batches segregated in storage.
The decision rule
When your regular supplier is unavailable, choose the product that satisfies the project’s exact IS code and grade, has a current BIS licence covering the named manufacturer, factory, brand and variety, arrives in sound and traceable bags, and is accepted by the project’s responsible professional. If any one of those checks fails, availability is not a sufficient reason to use the cement.
