How to Choose an Office Location Based on Commute, Amenities, and Occupancy Needs

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The best office location is the one that supports your actual work patterns, gives the people who use it a workable commute, provides the amenities they need, and fits expected—not merely assigned—occupancy. Build the requirements first, compare the same evidence for every candidate, and document which trade-offs are acceptable before a preferred property wins by intuition.

For a construction business, that usually means testing the location against a mixed workforce: office-based managers and estimators, project and design staff, visitors, and people who may spend part of the week at jobsites. The process below turns those different needs into a repeatable shortlist and a defensible decision.

1. Define the work the office must support

Start with an operating brief, not a list of attractive neighborhoods. A location cannot be judged fairly until you know what the site must do, who will use it, and when it must be ready. The U.S. General Services Administration’s space-intake checklist is designed for federal agencies, but its intake questions are useful for any employer building a requirements brief. Record the following before touring properties, using the GSA space-intake guidance as a prompt rather than as a private-sector rule.

Requirement What to document Why it can change the shortlist
Operating purpose and functions Departments, services, equipment, records, client work, training, dispatch, and collaboration that must occur on site A project office, design studio, warehouse-support office, and client-facing headquarters need different layouts and surroundings
Market and geography Required city or region, acceptable metropolitan area, and whether a wider market is legally and operationally possible Broader geography can expose more buildings and transport patterns
Timing and duration Occupancy date, lease horizon, renewal assumptions, fit-out time, and any overlap with the current office A building that is ideal later may fail a near-term move deadline
Workforce Assigned staff, roles, shifts, contractors, visitors, and expected changes in headcount Construction organizations often combine office staff with people who spend substantial time away from the office
Attendance pattern Expected average daily presence, peak days, team schedules, hybrid arrangements, and seasonal variation Two offices for the same headcount can have very different area requirements
Special space Meeting and training rooms, secure rooms, sample or materials areas, storage, welfare space, server or plant rooms, and reception Special rooms consume area and may impose loading, floor-load, acoustic, security, or access requirements
Access and privacy Client and visitor arrival, secure zones, confidential conversations, after-hours access, and separation between teams A low-rent building may be unusable if it cannot provide required privacy or controlled access
Adjacency Teams or functions that must be near one another, and functions that should be separated Good adjacency can reduce travel through the building and improve coordination
Parking and loading Staff, visitor, fleet, accessible, bicycle, delivery, and occasional large-vehicle requirements Parking or loading constraints can eliminate a site even when the office floor is suitable
Sharing and splitting Whether space can be shared with another team, spread across floors, or divided between sites Restrictions on sharing may make a seemingly large floor too small in practice

Mark every item as mandatory, preferred, or negotiable. Also write the evidence that would prove compliance: a measured travel time, a lease clause, a plan showing a secure room, or a building manager’s written confirmation. This prevents a pleasant tour or persuasive broker from quietly redefining the brief.

2. Choose the right geographic scale

Decide whether the search is tied to one city or whether a larger market, metropolitan area, or Core Based Statistical Area (CBSA) is acceptable. When a federal agency is not required to be in a particular city, GSA says evaluating a market or CBSA can widen access to cost-effective options. That is federal planning guidance, not a mandate for private employers, but the underlying decision is broadly useful: do not limit the search to a familiar neighborhood before testing whether the workforce and operations can support a wider area.

Define geographic boundaries in writing. For example, specify a maximum distance from a project-management hub, a set of transit corridors, or a radius from the homes of a defined workforce group. If the office must remain in one municipality because of permits, client access, or a contractual condition, record that as a hard constraint. Otherwise, compare several markets first, then neighborhoods within the surviving markets.

Use the same boundary for every candidate. A site should not receive a commute advantage because its travel time was measured from a convenient sample of employees while another was tested against the full workforce. Note the date and time window for every travel observation because congestion, service frequency, and construction can change.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

3. Measure commute access for the people who will use the office

Commute access is a workforce requirement, not a generic statement that a building is “central.” Build an origin-and-attendance picture from the people expected to use the office. Group origins by role or team, include likely attendance days, and distinguish regular staff from visitors and occasional users. Do not expose individual home addresses in a shared decision file; use aggregated zones or anonymized points.

Compare realistic modes

For each candidate, record the routes and conditions that matter to your workforce:

  • Public transport: walking distance to stops or stations, number of transfers, service span, frequency, and reliability during the times people actually travel.
  • Driving: typical peak travel time, route resilience, congestion, tolls, parking availability, and the effect of planned road works.
  • Walking and cycling: safe approaches, crossings, hills, weather exposure, secure cycle storage, and changing facilities.
  • Shared or other locally relevant modes: availability, operating hours, and whether they serve the areas where employees live.
  • Visitors and clients: wayfinding, accessible arrival, and whether a person unfamiliar with the area can reach reception without special instructions.

Minnesota’s Department of Employment and Economic Development describes transportation modes and average commute distance and time as site-selection criteria. Use those measures consistently, but calculate them for your own workforce rather than copying a regional average. Its site-selection overview is available at How Site Selectors Choose a Location.

Use mapping tools with their limits understood

The U.S. Environmental Protection Agency’s Smart Location Mapping resources include workplace location-efficiency indicators such as jobs accessible by transit where transit agencies provide usable service data. A weak or missing result may reflect data coverage as well as actual local conditions. Treat the tool as one comparable input, then validate routes with current schedules, road conditions, and employee-level travel scenarios.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a decision rule before seeing the results. Examples include requiring a specified share of the workforce to reach the office within a chosen time band, or treating a long transit journey as acceptable only when parking and flexible start times offset it. The rule is yours to set; the important point is that every candidate is tested against the same rule.

4. Audit amenities against user needs

“Amenities” should mean services and facilities that support the people and work at this site, not a generic list of cafés. Create two inventories: nearby services and on-site practical facilities.

Nearby services

Map the services employees and visitors actually use, such as food at different price points, groceries or pharmacies, banking, childcare or schools where relevant, medical services, hotels for visiting teams, and outdoor space for breaks. Weight each service by the users who need it and the times they need it. A restaurant that opens after the construction team leaves is not equivalent to a reliable lunch option.

Practical building facilities

The UK Government Property Agency’s Core design requirements calls out practical facilities such as cycle storage and changing rooms in relation to site location and occupant numbers. Check capacity rather than simply marking a facility present. Ask for dimensions, access rules, security, maintenance responsibility, and whether capacity is shared with other tenants. The UK Government Workplace Design Guide, updated July 2, 2026, is another reference for workplace planning principles: The Government Workplace Design Guide.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

A 2024 City of Toronto office-space study recorded interviewees’ views that transit connectivity can improve access to amenities and that shared or amenity space can affect building capacity. Those are stakeholder findings from that study, not a universal causal estimate. Read the study at Attachment 2 – Office Space Needs Study, and use it as context rather than as proof that an amenity will produce a particular productivity or retention result.

5. Forecast occupancy instead of sizing from headcount alone

Separate assigned staff from the number of people expected to be present. GSA’s intake process asks for both assigned staff and projected average daily occupancy, along with work patterns. That distinction matters when teams work from jobsites, travel, work remotely, share desks, or attend the office on different days.

Build three occupancy views

  1. Typical day: estimate the normal number of people present, by team and time of day.
  2. Peak planned day: model the busiest predictable combination of attendance, meetings, training, visitors, and operational activity.
  3. Change case: test hiring, project ramp-up, seasonal work, reorganizations, and a shift toward or away from flexible work.

Include leave, part-time schedules, shift overlap, travel, and staffing forecasts. Australian Commonwealth property-planning guidance lists workforce strategy, operational requirements, flexible work, leave, and staffing forecasts among the considerations in Planning. The guidance applies to Commonwealth property, but the planning variables are useful prompts for a private employer.

Translate attendance into space types, not just desks. Count workpoints, enclosed offices, meeting seats, training seats, touchdown settings, storage, welfare facilities, circulation, reception, and special rooms. For a construction organization, test whether project teams can collaborate, whether drawings or samples can be reviewed safely, and whether client meetings can occur without exposing confidential information. These are requirements to validate with your teams, not assumptions about every construction company.

6. Treat density figures as jurisdiction-specific planning references

Density figures are not universal rules. They depend on definitions, scope, measurement method, and the type of organization covered.

Source and figure What it measures How to use it
GSA: 150 usable square feet per person A design requirement for typical office space in GSA occupancy and utilization reporting guidance, with stated exceptions Use only as a federal-government reference point. Confirm the current scope and exceptions in the GSA reporting guidelines, last updated March 17, 2026
Australian Government: 14 square metres per occupied work point An occupational-density target for Commonwealth property Do not treat it as a private-sector rule or convert it without checking how occupied work points and usable office area are defined
Private employer requirement Your own mix of attendance, workpoints, rooms, support space, circulation, and operational needs Set the requirement from the occupancy model and test it against local code, building data, and lease definitions

Square feet and square metres are different units, and “person,” “workpoint,” “usable office space,” and “occupied work point” are not interchangeable terms. Before comparing a landlord’s rentable area with an internal target, ask for the measurement standard, exclusions, common-area treatment, and any factor used to convert usable to rentable area.

GSA also maintains occupancy resources, including planning and measurement references. They can support a process, but they do not replace a current test fit or a forecast based on your workforce.

7. Establish pass/fail gates before scoring preferences

Some requirements should eliminate a candidate rather than be traded against a nicer lobby. Create a gate list and apply it before weighted scoring.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Legal or contractual geography and required opening date
  • Floor area and configuration needed for the peak planned day
  • Accessible arrival and code-compliant life-safety requirements
  • Required privacy, security, loading, parking, or after-hours access
  • Ability to install special rooms, equipment, data, or power within the fit-out budget and schedule
  • Lease term, break, assignment, expansion, and contraction provisions compatible with the forecast
  • Documented ability to provide required practical facilities at the needed capacity

Record the reason for every failed gate and the evidence supporting it. A candidate that fails a mandatory requirement should not return to the list because it scores well on cafés or appearance.

8. Build a consistent weighted scorecard

After gates, score the remaining locations with the same definitions and evidence standard. Set weights with the decision team before revealing a preferred property. The sources support the categories below, but they do not establish a universal weighting formula.

Category Evidence to collect Suggested scoring question
Commute accessibility Mode-specific travel times, transit access, parking, walking and cycling conditions, and workforce coverage How well does this site serve the actual attendance-weighted workforce?
Required amenities Distance, opening hours, quality, capacity, cycle storage, changing rooms, and other practical facilities Can users obtain the services and facilities they need on the days and times they use the office?
Operational fit Test-fit plan, special rooms, loading, security, privacy, adjacency, power, data, and visitor flow Can the site support the work without unsafe or inefficient compromises?
Occupancy fit Typical and peak attendance, workpoints, meeting demand, storage, and expansion or contraction options Does usable space fit the forecast without paying for unusable capacity?
Timing and flexibility Availability, fit-out program, lease term, renewal, expansion, contraction, and sublease rights Can the organization move and adapt when its workforce or project pipeline changes?
Cost Comparable local lease assumptions, service charges, fit-out, parking, transport subsidies, and move costs What is the total cost of meeting the brief, not just the advertised rent?

Use a defined scale, such as 0 to 5, and write what each score means before evaluating. A weighted score can be calculated as the sum of each category’s weight multiplied by its normalized score. Keep the underlying measurements visible so a high total cannot conceal a serious commute or operational weakness.

9. Verify each finalist through site and document checks

A desktop score is a shortlist tool, not due diligence. For each finalist, schedule observations at the times the office will operate and request comparable documentation.

  1. Visit during representative periods. Observe morning arrival, midday services, evening departure, visitor arrival, parking turnover, noise, lighting, and pedestrian safety. If attendance varies by day, visit more than once.
  2. Walk the full approach. Start at the transit stop, parking area, or cycle route and follow the path to reception. Note crossings, weather exposure, accessibility barriers, signage, and secure entry.
  3. Test the plan. Place the typical and peak occupancy scenarios on a measured floor plan. Include meeting-room demand, storage, reception, welfare, circulation, and special construction-related requirements.
  4. Confirm building capacity. Obtain written information on lifts, toilets, cycle storage, changing rooms, loading, power, data, HVAC, access hours, and any tenant-sharing limits.
  5. Check lease assumptions. Compare the same area definition, operating expenses, parking terms, fit-out responsibilities, escalation, insurance, reinstatement, expansion, contraction, and break provisions.
  6. Log uncertainty. Mark every unverified claim, assign an owner, and set a deadline for confirmation before the score is finalized.

10. Model trade-offs and future scenarios

No location will maximize every criterion. Make the trade-off explicit by running scenarios rather than hiding it in an average score.

Attendance change

Recalculate typical and peak occupancy if attendance rises, falls, or becomes more concentrated on certain days. A smaller office may work with staggered schedules but fail when all teams attend for training.

Workforce change

Test hiring, project mobilization, role changes, and a shift in the balance between office-based and field-based staff. Record the point at which the site needs expansion, another floor, or a second location.

Transport change

Review the result if a transit service changes, parking costs rise, a road project begins, or a key employee cluster moves. EPA mapping and local journey checks should be refreshed when material conditions change; a missing data result should not be interpreted automatically as poor access.

Free tools Windows power users keep installed

One-click scans. No signup required.

Lease and timing change

Model a delayed fit-out, an early move, a shorter lease, and an extension. A location that wins only under one precise opening date may carry more execution risk than its score suggests.

Show decision-makers both the weighted result and the sensitivity: which candidate wins when a commute weight increases, when peak attendance is used instead of typical attendance, or when expansion flexibility becomes mandatory. This identifies a robust choice rather than a fragile arithmetic winner.

11. Common mistakes and how to correct them

Choosing the neighborhood before defining the work

Symptom: the team debates restaurants and prestige while special rooms, loading, privacy, or attendance remain undefined.

Correction: complete the operating brief and mandatory-gate list before ranking neighborhoods.

Copying a density benchmark

Symptom: a government figure is presented as the correct amount of space for every private employer.

Correction: retain the jurisdiction, date, unit, definition, and exceptions with the number, and validate your own requirement.

Counting amenities without checking usability

Symptom: a facility receives credit because it exists somewhere in the building, even though it is too small, inaccessible, or unavailable at operating times.

Correction: record capacity, hours, access rules, maintenance, and distance from the actual entrance.

Letting a favored property redefine the criteria

Symptom: weights or measurements change after tours begin.

Correction: approve definitions and weights in advance, preserve the original score, and document any authorized change as a new scenario.

12. Keep the decision current

Commute patterns, services, building availability, and lease economics change. Date every input and set a refresh trigger for a delayed move, a major workforce change, a transit or road change, or a revised attendance policy. Re-run the same scorecard when the trigger occurs rather than relying on an old ranking.

Retain the requirements brief, assumptions, maps, test fits, amenity audit, lease comparisons, gate decisions, score calculations, and unresolved risks in one decision record. The result is more valuable than a one-time address: it is a repeatable method for choosing a site that works for the people, projects, and occupancy pattern the organization actually has.
