Choose the laboratory whose current, site-specific accreditation covers the exact concrete test methods, facility, field services, and reporting duties in your contract—then verify its quality controls, personnel, independence, and ability to serve the project schedule. A generic claim that a lab is “accredited” is not enough.
Start with the owner’s and specifying professional’s requirements, verify the candidate in the current AASHTO accreditation directory, and compare proposals only after every bidder is priced against the same test scope and service assumptions.

What an independent concrete testing laboratory does
A concrete testing laboratory provides measurements used to document material compliance, support acceptance decisions, and investigate disputed or nonconforming results. Depending on the contract, the agency may perform testing at a permanent facility, provide field technicians, receive and cure samples, issue reports, notify the project team of urgent findings, or perform independent verification.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →“Independent” is not a universal label. It can mean that the laboratory has no financial relationship with the contractor, that it is assigned to an owner or agency quality-assurance role, or that a particular contract prohibits one organization from performing more than one category of testing. The controlling definition comes from the project documents and governing authority.

ASTM states in C1077-26A’s Significance and Use: “A testing agency providing these services shall be selected with care.” That selection is a documented competence and procurement decision, not simply a search for the lowest hourly rate.
Begin with the project’s mandatory testing scope
Before contacting laboratories, obtain the latest specification sections, drawings, quality-assurance plan, special provisions, and owner instructions. Ask the owner, design professional, or specifying agency to identify the requirements that will decide whether a laboratory qualifies.
Write down the required methods and editions
List every concrete and concrete-aggregate method the laboratory must perform, including the edition or revision named by the contract. ASTM C1077 addresses an agency’s personnel, equipment, technical direction, and capability for designated methods; it does not make every accredited agency competent for every possible test. A laboratory accredited for too few methods may fail the project’s qualification requirement even if its general accreditation is genuine.
Do not substitute a newer or older method edition without written direction from the authority responsible for the contract. Record whether the specification requires ASTM, AASHTO, state, or other designated procedures and whether the laboratory must perform the work itself or may use an approved subcontractor.
Define acceptance and reporting duties
Clarify who will perform routine quality-control testing, owner verification, independent assurance, dispute-resolution testing, or other acceptance functions. Specify the report format, required data fields, distribution list, retention period, electronic-signature rules, and notification time for results that may affect placement, release, or corrective work.
Identify location and field coverage
State the project address, work zones, expected placement locations, working hours, anticipated testing frequency, and any remote or difficult-to-access areas. The laboratory’s accredited facility and any field or mobile facility must be identified, not assumed from a company-wide accreditation statement.
Confirm personnel requirements
Ask which credentials the specification requires for technicians, samplers, supervisors, and technical directors. Some standards require technician certifications; the relevant credential, issuing body, expiration date, and coverage for the people actually assigned to the project should be documented before award.

Use the right accreditation standard
ASTM C1077-26A
ASTM lists C1077-26A as active, with a last-updated date of August 17, 2026. It is the current edition identified for evaluating agencies that test concrete and concrete aggregates. Confirm the edition named in your contract and verify that the candidate’s scope includes the designated methods, not merely a reference to C1077.
C1077 is an evaluation framework. It addresses whether an agency has appropriate personnel and equipment, can perform the methods for which it claims capability, and has suitable technical direction. It is not a blanket guarantee of satisfactory performance on every project or at every location.
AASHTO accreditation and R 18
The AASHTO Accreditation Program Procedures Manual, revised September 17, 2025, identifies AASHTO R 18 as a base requirement and lists ASTM C1077 among standards that may be recognized under additional requirements. The program describes accreditation as site-specific. A company may therefore have multiple facilities with different scopes, or a main laboratory whose listing does not cover a temporary field operation.
AASHTO’s program overview says it accredits laboratories for more than 650 AASHTO, ASTM, state, and industry standards. That is a measure of the program’s breadth, not a rating of an individual laboratory’s quality and not evidence that a candidate covers your required methods.

How to verify a laboratory’s accreditation
Use the current AASHTO accreditation directory as the controlling record for AASHTO status. The program describes that directory as frequently updated and its sole source of current accreditation information.
- Obtain the legal name. Request the exact entity name under which the laboratory is accredited, including any parent, subsidiary, or division name.
- Match the physical location. Compare the directory’s address with the facility that will receive, condition, test, and report your samples. Do not treat a corporate headquarters or another branch as the accredited site.
- Open the detailed scope. Check each required concrete and aggregate method, including the applicable edition or procedure designation. Mark any method that is absent, expired, or limited to a different facility.
- Check field and mobile operations. Confirm that the field office, mobile unit, or site facility is specifically included when the project requires on-site services. Accreditation does not automatically extend to locations missing from the listing.
- Ask who performs subcontracted work. If a proposal sends samples elsewhere, identify that agency, its address, accreditation scope, chain of custody, and responsibility for the final report. AASHTO procedures state that an accredited laboratory must actively perform testing and cannot primarily act as a sample-transfer point.
- Save the verification record. Retain the directory entry, scope, access date, and correspondence in the procurement file. Recheck status before mobilization if the award or start date is several months away.
For concrete-testing accreditation, AASHTO’s FAQ directs applicants to CCRL for the on-site assessment. That assessment relationship is useful context when asking a laboratory how its concrete scope was evaluated, but the current directory listing remains the operative way to confirm accreditation status and scope.
Evaluate the laboratory’s quality system
Accreditation is a starting point. Ask the laboratory to explain how it keeps results technically valid between assessments and how it will demonstrate that controls were active during your project.

Assessment and corrective-action records
Request the relevant assessment evidence and any recent findings the laboratory is permitted to share. Ask how nonconformities were corrected, who approved the corrective action, and how the laboratory verifies that the fix remained effective. A list of certificates without an explanation of findings and corrective actions gives little insight into operational discipline.

For each instrument or apparatus used on your work, ask for current calibration certificates, identification numbers, due dates, acceptance criteria, and records of required intermediate checks. Clarify what happens when equipment is found out of tolerance: which results are reviewed, who decides whether retesting is required, and how affected reports are amended.
Technician training and competency
Review training and competency records for the people assigned to sampling, field testing, specimen handling, laboratory testing, data review, and technical sign-off. Confirm that the records identify the method, evaluation date, evaluator, and any expiration or refresher requirement. A qualified technical director cannot substitute for an unqualified person performing a required method.
Proficiency-sample participation
Ask for the laboratory’s relevant proficiency-sample participation and an explanation of unusual or unsatisfactory results. A single result does not establish overall quality, but the response to a poor result—investigation, corrective action, and follow-up—shows whether the quality system is used in practice.
Data integrity and report control
Confirm how raw observations, calculations, instrument records, revisions, approvals, and distribution are controlled. Ask whether reports are issued from a validated laboratory information system, how corrections are identified, and who can authorize a revised report. The project team should be able to trace a reported result to the sample identification, method, technician, equipment, and review record.

Test independence against the governing contract
Independence requirements vary by jurisdiction and project type. Do not import a highway rule into a private building project, and do not assume that a private-project arrangement satisfies a public-agency program.
Federal-aid highway example
In the federal-aid highway quality-assurance context, FHWA rules require qualified laboratories and personnel and restrict a qualified non-state laboratory to one of the following roles on the same project: verification testing, quality-control testing, independent-assurance testing, or dispute-resolution testing. This is a jurisdiction-specific example, not a universal rule for every construction project.

Questions for any project
- Who contracts with and pays the laboratory?
- Does the laboratory, its owners, or its personnel have a financial interest in the contractor, concrete supplier, designer, or developer?
- Will the same organization perform both production quality control and owner acceptance testing?
- Who has authority to release, reject, invalidate, or order retesting of a result?
- How will the laboratory disclose a conflict that arises after award?
- What does the contract require when a laboratory employee has worked for another project participant?
Put the agreed role and conflict-disclosure process in the laboratory’s contract. If the authority having jurisdiction has a prescribed independence form or approved-laboratory list, follow that process rather than relying on a general statement of impartiality.
Compare service delivery after competence is proven
Once a candidate meets the mandatory scope and independence requirements, compare how it will deliver the work. The sources do not establish a universal turnaround benchmark, so obtain a project-specific commitment rather than relying on a marketing promise.
| Comparison area | What to document | Why it matters |
|---|---|---|
| Field coverage | Technician names or staffing plan, service area, working hours, backup coverage, travel assumptions | A laboratory that cannot staff the required placement windows cannot provide dependable acceptance records. |
| Sample logistics | Collection responsibilities, identification, chain of custody, transport time, curing location, storage conditions | Unclear handoffs can compromise traceability and create disputes about specimen condition. |
| Report turnaround | Routine and urgent targets, clock start, weekends and holidays, electronic delivery, recipients | The project team needs results when decisions must be made, not merely when the laboratory has capacity. |
| Escalation | Who receives an urgent or potentially nonconforming result, notification method, response time, after-hours contact | Early notice can prevent work from proceeding on an unresolved result. |
| Retesting and disputes | Hold-point procedure, retained samples, authorization for retesting, independent review, report correction | A written process prevents ad hoc decisions after an adverse result. |
| Geographic reach | Distance to site and facility, travel charges, remote-work limitations, emergency mobilization | Travel and access constraints affect both cost and reliability. |
| Communication | Project manager, technical reviewer, meeting attendance, dashboard or report portal, distribution list | Clear ownership reduces missed notifications and inconsistent instructions. |
Ask each bidder to state assumptions in the proposal. A quote that excludes night work, repeat visits, curing, travel, urgent reports, or additional review is not comparable with an all-inclusive quote.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Build a defensible shortlist
Request the same information from every candidate. The following checklist can be attached to a request for qualifications or used in an interview.
- Legal laboratory name and exact accredited testing location.
- Current AASHTO directory entry and detailed scope.
- Required ASTM, AASHTO, state, and project-specific methods with editions.
- Identification of tests performed in-house and tests sent to another agency.
- Field, mobile, and temporary-facility coverage included in the accreditation scope.
- Names, roles, credentials, availability, and backup plan for assigned technicians and technical reviewers.
- Assessment evidence, corrective-action summary, calibration and equipment-check records, and proficiency-sample history that can be shared.
- Sampling, transport, curing, storage, chain-of-custody, and sample-retention procedures.
- Report examples showing required data, review, approval, revision control, and distribution.
- Routine, urgent, and after-hours notification procedures.
- Nonconforming-result, retesting, dispute, and conflict-of-interest procedures.
- Fee schedule with travel, mobilization, overtime, curing, retesting, subcontracting, and report charges identified.
- References for projects with comparable scope, schedule, location, and acceptance responsibilities.
References are a delivery check, not a substitute for accreditation. A well-liked laboratory still needs the exact current scope and personnel coverage required by your contract.
Score proposals on equivalent assumptions
Use a pass/fail screen for mandatory requirements first. A candidate that lacks a required method, location, credential, or independence status should not remain in a price-weighted competition merely because its fee is low.

Contract the laboratory’s responsibilities clearly
Before mobilization, convert the proposal into a written scope. Identify the governing standards and editions, accredited location, field-service limits, assigned roles, technician qualifications, sample custody, report content, delivery times, escalation contacts, record retention, audit access, confidentiality, insurance, and invoicing assumptions.
State what happens when a required method is outside the laboratory’s scope. The laboratory should not quietly substitute another method, facility, technician, or subcontractor without the approval required by the contract. Require advance notice of accreditation changes, expired credentials, equipment failures, conflicts, or staffing substitutions.
Define the process for a questionable or nonconforming result without prejudging the outcome. The process should identify who is notified, which records are preserved, whether the sample is retained, who authorizes retesting, and how a corrected or superseded report is marked.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWarning signs that require clarification
- The proposal says only “fully accredited” and provides no facility, method, or scope detail.
- The directory entry covers a headquarters while the proposed work will occur at an unlisted mobile or branch location.
- The laboratory cannot identify which tests it performs itself or treats sample transfer as its primary service.
- Assigned technicians are unnamed, unavailable for the stated schedule, or missing required credentials.
- Calibration certificates, assessment findings, or proficiency records are unavailable without a technical explanation.
- The quote omits curing, transport, travel, urgent notification, overtime, or retesting assumptions.
- No person is responsible for after-hours escalation or dispute coordination.
- The laboratory’s proposed role conflicts with an owner, agency, or federal-aid restriction.
- The bidder promises a universal turnaround time without defining when the clock starts or what happens during peak workload.
A warning sign is a prompt for a documented answer, not automatic proof of failure. Record the explanation and have the specifying professional or owner decide whether it satisfies the contract.
Standards and background references
ASTM C1077-26A is the active edition listed by ASTM as of August 17, 2026; confirm the required edition and retail availability when procuring the standard. The AASHTO Accreditation Program Procedures Manual carries a revision date of September 17, 2025 and describes the program’s site-specific approach. AASHTO’s directory is the current accreditation reference identified by the program.
NISTIR 7012, published in 2003, provides background on construction-materials testing requirements related to ISO/IEC 17025 and AASHTO R 18. Use it as technical context, not as a current accreditation directory or current-edition source.
A practical decision sequence
- Collect the contract, specifications, quality-assurance plan, and authority requirements.
- Build a method-and-edition matrix, including facility, field, personnel, reporting, and independence requirements.
- Identify laboratories serving the project area and request their exact legal names and accredited locations.
- Verify each candidate in the current AASHTO directory and remove any candidate lacking mandatory scope.
- Review personnel credentials, competency, quality controls, calibration, proficiency participation, and assessment responses.
- Confirm the laboratory’s role is permissible under the project and applicable jurisdiction.
- Issue identical service assumptions and quantities to the remaining candidates.
- Compare staffing, logistics, reports, escalation, schedule, and normalized price.
- Document the selection rationale and obtain owner or specifying-professional approval where required.
- Recheck accreditation, credentials, staffing, and conflicts before the first testing event.
This sequence creates an audit trail showing not only which laboratory was selected, but why it was technically eligible and capable of delivering the required work.
