How to Choose a Route Around a Freeway Closure: Detour, Surface Streets, or Another Highway

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Follow a mandatory official detour first. If the message is advisory rather than compulsory, compare the signed detour, a parallel highway, and surface streets using current traffic, road capacity, turning complexity, restrictions, and your vehicle’s size and condition. A navigation app can help identify alternatives, but it is not an authority on a live closure.

There is no universal mileage or time rule that makes one option fastest. The best choice changes with the closure location, the reason for it, weather, traffic diversion, and whether the route can safely accommodate your vehicle.

Start by determining what the closure requires

Before choosing a route, identify whether traffic control is directing you somewhere or merely suggesting an alternative. Caltrans distinguishes between a hard detour and a soft detour in its Changeable Message Sign Guidelines.

Hard detour: follow the required movement

A hard detour is an official instruction such as “use the next exit” or “take the specified highway.” It normally reflects the closure’s physical limits, emergency access needs, or a route that officials have assessed for the incident. Stay on the signed path unless a police officer, flagger, or other traffic-control worker gives you a different lawful instruction.

Do not leave a hard detour simply because an app displays a shorter route. You may be sent toward a blocked ramp, a road restricted to local traffic, an unsafe turn, or a location where emergency crews need access. If you miss a turn, continue carefully to the next signed opportunity and follow the new instructions rather than making a sudden U-turn.

Soft detour: an advisory you can evaluate

A soft detour recommends an alternate route but does not establish that every driver must use it. Treat it as a starting point. Check whether the route is open, suitable for your vehicle, and practical under current conditions. An optional message is not proof that surface streets or another highway have enough capacity for everyone diverted from the freeway.

When signs, officers, and apps disagree

Posted closure controls and directions from law enforcement or traffic-control personnel take priority over an app’s route. If a sign is unclear, slow down, leave room for other vehicles, and ask an official only when you can stop safely. Never handle a phone while moving.

A 60-second decision process

Use this sequence when you first encounter the closure. It is designed for a driver who needs a safe decision quickly, not for detailed route planning while in motion.

  1. Stabilize your position. Stay in your lane, obey reduced speeds, and follow cones, arrows, barricades, and personnel. If traffic is stopped, wait for a safe place before checking information.
  2. Read the exact message. Note whether it says road closed, exit required, detour, local access only, or another specific instruction. A complete closure and a blocked lane call for different decisions.
  3. Check the responsible road agency. Use its current closure notice, variable-message signs, or traveler-information channel. Agency information is the best source for the incident itself.
  4. Confirm vehicle fit. Consider height, weight, width, length, turning radius, ground clearance, trailer status, fuel or charging range, and any restrictions shown on the alternate route.
  5. Compare live conditions. Look at travel time, queue length, access to the route, lane capacity, and the number of signals and stops. Estimates can change as more drivers divert.
  6. Commit only after checking re-entry. Know where the alternate route rejoins your intended road or reaches a safe destination. A route that avoids the first blockage but ends at another closed ramp is not a complete solution.

How the three choices differ

Option Often worth considering when Check before choosing
Official detour Officials direct traffic onto it, or it is the only signed path around a complete closure. Follow every sign and traffic-control instruction; verify that you have not missed a turn and that the route suits your vehicle.
Another highway A parallel route remains open and current conditions show it is a practical way around the closure. Access points, current congestion, lane capacity, restrictions, and the time and location at which you can rejoin your intended route.
Surface streets They are open and suitable, and current conditions make them a viable connection around the closure. Signals, stop signs, unprotected turns, local restrictions, pedestrians, congestion, road capacity, and whether the streets can accommodate your vehicle.

The table is a decision aid, not an incident-specific routing instruction. Conditions at the actual closure determine the answer.

What makes an alternate route viable

The Federal Highway Administration lists a broad set of factors for selecting alternate routes during incidents and work zones. For an individual driver, those factors translate into five practical checks.

1. Access and continuity

A route must be reachable from where you are now, not merely visible on a map. Check the next legal exit, whether ramps are open, and whether a local street allows through traffic. Then trace the route until it reconnects with your trip. A short connector that terminates at a closed bridge, restricted intersection, or another freeway queue may add time instead of saving it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Capacity and current congestion

Freeways carry large volumes with relatively few conflict points. When a closure diverts that volume, a two-lane road or a highway with fewer lanes can saturate quickly. Look beyond the color on a map: a red segment may represent a temporary queue, while an apparently clear segment may have limited capacity that has not yet filled.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

FHWA notes that diverted traffic can create abnormal conditions on alternate routes. Travel times therefore are not fixed. A route that looked best five minutes ago may become the slowest after a signalized corridor fills.

3. Safety and conflict points

Surface streets usually introduce more signals, stop signs, driveway entrances, crossings, and unprotected turns than a controlled-access highway. Those features can make a route slower and more demanding even when the distance is short. Consider visibility, lighting, weather, pedestrians, cyclists, and the need to cross opposing traffic.

4. Physical restrictions

FHWA includes height, weight, width, and turning restrictions among the factors agencies should assess. Drivers of vans, buses, trucks, vehicles towing trailers, and vehicles carrying tall or wide loads should inspect posted limits before leaving the signed route. A route designed for ordinary cars may contain a low bridge, a narrow turn, a weight-limited structure, or a grade that is unsuitable for the vehicle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Road environment and services

Grades, pavement condition, nearby homes, schools, hospitals, emergency access, and available services all matter. A surface-street detour through a residential area may be technically open but inappropriate for heavy traffic or large vehicles. A remote highway may have long gaps between fuel, charging, rest, or mechanical services. These considerations can outweigh a small map-distance advantage.

When the official detour is the best choice

Use the signed detour when it is mandatory, when traffic-control personnel are directing you, or when it is the only route agencies have marked through the closure. Official detours are planned to be understandable to unfamiliar drivers and to account for constraints that a consumer map may not show.

Caltrans advises that motorists should not be detoured to arbitrary routes. A properly recommended detour should be signed, should connect logically to the affected road, and should be selected with awareness of traffic and route constraints. Follow signs in sequence rather than skipping ahead to a road that looks more direct.

How to stay on a signed detour

  • Move into the appropriate lane early, without crossing cones or making a last-second merge.
  • Watch for confirmation signs after each major turn; if one is missing, do not assume the route has ended.
  • Expect temporary signal timing, flaggers, or lane shifts near the incident.
  • Keep the detour clear for emergency vehicles and avoid stopping to study a map in a travel lane.
  • If you become separated from the signs, stop at a legal, safe location and obtain current official instructions.

When another highway is the better alternative

A parallel highway can preserve higher speeds and fewer intersections, but only if it remains open and has enough capacity. Compare the complete path, including the roads needed to reach it and the point where you will return to your trip.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Check the approach

Confirm that the next access ramp is open and that its queue does not already extend onto local streets. A highway ten miles away may require a congested cross-town connection, making it slower than a nearby surface-street route.

Check lane capacity and merge points

Look for lane reductions, construction, toll or access controls, and known bottlenecks. A highway with several lanes can still fail if all diverted traffic must pass through one interchange. If the route requires multiple merges, give yourself time to read signs and avoid weaving.

Check where it ends

Determine whether the parallel highway rejoins your intended route before the closure, after it, or not at all. If it rejoins downstream, verify that the connecting interchange is open and that you will not be directed back toward the incident.

When surface streets make sense

Surface streets are useful when the closure is localized, the local network offers a direct connection, and current conditions show that the streets can absorb additional traffic. They are not automatically faster simply because they appear shorter.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Count the control points

Signals, stop signs, school zones, pedestrian crossings, and unprotected left turns each add delay and attention demands. A route with many intersections may be predictable but slow. A route with fewer controls may be faster but could involve difficult turns or limited visibility. Choose based on the actual conditions and your confidence navigating them.

Respect local restrictions

Some streets prohibit through trucks, trailers, or certain turning movements. Others are signed for local access during an incident. Read every restriction and do not use residential streets as a shortcut when traffic-control personnel have directed vehicles elsewhere.

Protect vulnerable road users

Surface streets bring you closer to pedestrians, cyclists, parked cars, school activity, and driveways. Reduce speed as conditions require, leave space, and expect people who are unfamiliar with the diversion to make sudden movements.

How to use GPS without surrendering judgment

Navigation systems are useful for displaying possible connections and current estimates, but ODOT warns that they may not have current road or weather conditions and may route drivers onto remote roads unsuitable for the vehicle or circumstances. Its advice is simple: do not follow a GPS route blindly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Verify an app route in this order

  1. Confirm the closure source. Check the road agency’s notice or official traveler-information channel first.
  2. Compare the app’s path with signs. Reject any route that conflicts with a hard detour, barricade, officer, or posted restriction.
  3. Inspect the road type. Look for unpaved segments, steep grades, narrow bridges, seasonal roads, ferries, or remote sections that may not suit your vehicle or weather.
  4. Check the entire trip. Zoom out far enough to see the approach, alternate segment, and re-entry point.
  5. Set the route before moving. If you need to change it, pull over legally or ask a passenger to operate the device.

App travel times are estimates, not promises. They may lag behind a newly formed queue or fail to reflect a restriction that officials have just imposed.

Recheck conditions as the incident develops

Traffic managers monitor queues and impacts on alternate routes because conditions change after a diversion begins. You should also recheck official information when it is safe to do so, especially before committing to a long alternate route.

Useful moments to reassess

  • Before leaving the freeway at an optional exit.
  • After reaching the first major intersection on the alternate route.
  • When a queue stops moving or a new closure message appears.
  • Before turning onto a remote or physically restricted road.
  • After a weather change that could affect pavement, visibility, flooding, or mountain passes.

Do not stop on a shoulder unless it is legal and necessary for safety. If you cannot safely obtain updated information, continue following official controls until you reach a safe stopping place.

Vehicle and trip factors that change the answer

The same diversion can be reasonable for a passenger car and unsuitable for a delivery truck, motorhome, or vehicle towing a trailer. Before selecting an optional route, consider:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Dimensions: overall height, width, length, and turning radius.
  • Weight: vehicle weight, axle limits, trailer weight, and posted bridge restrictions.
  • Clearance: low bridges, steep approaches, rough pavement, and ground clearance.
  • Fuel or charging: remaining range and the availability of services on remote routes.
  • Weather capability: traction, visibility, flooding risk, snow, ice, wind, or heat.
  • Trip purpose: a medical appointment, school pickup, commercial delivery, or emergency may require a more predictable route rather than the shortest estimate.

Planned emergency detours are sometimes designed specifically to keep heavy trucks off streets that cannot safely handle them. If your vehicle is large or carrying a load, treat local restrictions as decisive rather than optional inconveniences.

Practical playbooks for common closure patterns

Complete freeway closure with a signed exit

Take the required exit, remain on the marked detour, and expect queues at the first intersections. Do not create a second diversion through neighborhood streets unless officials indicate that the signed route is unavailable.

One direction closed, opposite direction moving

Do not assume the open direction provides a usable way around the incident. Check signs for the designated exit and confirm where the detour returns. A median crossing or improvised turnaround may be prohibited or unsafe.

Short closure with a nearby parallel highway

Compare the time to reach the parallel highway, its current queue, and the number of interchanges required. If access is simple and traffic is moving, it may be practical; if the approach is congested, the signed route may be more reliable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Urban closure surrounded by surface streets

Use surface streets only when they are open, legal for your vehicle, and connected through the closure area. Expect signal delay and pedestrians. Keep moving with the traffic plan rather than searching for a narrow shortcut.

Rural or mountainous closure

Be cautious with app-generated routes onto remote roads. Verify weather, pavement, grades, services, and vehicle suitability. A longer established highway may be safer than a shorter road with uncertain conditions.

If your chosen route stops working

  1. Stay calm and follow the current lane control; avoid abrupt turns or reversing.
  2. Look for the next official message, detour confirmation sign, or traffic-control worker.
  3. At a safe stopping location, check the road agency’s latest update and reassess the route from your actual position.
  4. Do not block an intersection, driveway, shoulder access point, or emergency lane while deciding.
  5. If the trip is no longer time-critical, consider delaying departure or ending at a safe destination until conditions improve.

Traffic may be rerouted more than once as responders work. A failed route is a reason to obtain new official information, not to improvise through closed controls.

Allow time or change modes when that is practical

Closure advisories commonly recommend allowing extra travel time and checking current travel information. For some urban trips, transit, cycling, walking, or a combination may avoid the affected corridor. Choose another mode only when it is suitable for the distance, weather, accessibility needs, and local conditions; do not enter a restricted roadway on foot or by bike unless it is expressly open to that mode.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If the trip can be postponed, waiting may be safer and more predictable than competing with the first wave of diverted traffic. The responsible agency’s latest advisory should determine whether the closure is expected to clear soon or whether a longer detour is necessary.

A printable checklist

  • Is the detour mandatory or advisory?
  • What do the signs and traffic-control personnel require?
  • Is the candidate route open right now?
  • Can my vehicle meet its height, weight, width, turning, and clearance limits?
  • How many lanes, signals, stops, turns, and merge points are involved?
  • Where will I rejoin the intended route?
  • Could diverted traffic make the estimate unreliable?
  • Have I checked weather, pavement, fuel or charging, and available services?
  • Can I review updates without touching a phone while driving?
  • Would delaying the trip or using another suitable mode be safer?

Bottom line

A required official detour takes precedence. When the message is optional, choose the route that is open, safe, physically suitable, and connected, using current congestion and capacity rather than mileage alone. Surface streets are not inherently faster, another highway is not automatically clear, and a GPS suggestion is not a substitute for official closure information. Recheck conditions from a safe place because diverted traffic can change every estimate.

Sources of the guidance

The decision principles above reflect the Federal Highway Administration’s guidance on alternate-route factors and monitoring traffic impacts, Caltrans’s Changeable Message Sign Guidelines on hard and soft detours, ODOT’s warning about GPS limitations, WSDOT’s general closure advice to find an alternate route and allow extra time, and the City of Ottawa’s description of emergency detour routes for unfamiliar drivers and heavy vehicles. Specific closure dates in an agency advisory do not determine any current incident; use the responsible road agency’s latest notice for that.

Frequently Asked Questions

Should I always follow the detour sign instead of my navigation app?

Follow a mandatory detour or instructions from traffic-control personnel. If the message is advisory, you can compare alternatives, but reject any app route that conflicts with signs, restrictions, or current official information.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is a parallel highway usually faster than surface streets?

Neither option is consistently faster. Compare the time to reach the route, current congestion, lane capacity, intersections, restrictions, and the point where it reconnects with your trip.

What should I do if my GPS sends me onto a small or remote road?

Stop and verify the route when safe. Check official closure information, weather, pavement, grades, services, and vehicle restrictions. ODOT cautions that navigation systems may lack current conditions and vehicle-suitability information.

Can a truck or trailer use the same detour as a car?

Not necessarily. Check height, weight, width, turning, bridge, grade, and local-access restrictions. Emergency detour plans may keep heavy vehicles off streets that cannot accommodate them.

How often should I check for updates during a closure?

Recheck before leaving an optional exit, after reaching a major junction, when traffic stops moving, or when a new message or weather change appears. Pull over legally or have a passenger handle the device.
