Choose the builder that can prove successful delivery of comparable multifamily projects—not simply the company promising the lowest module price or fastest factory schedule. Your shortlist should be tested against nine things: apartment-project experience, financial resilience, production capacity, design and manufacturing fit, quality controls, code and permit coordination, a complete factory/site scope, transport and installation logistics, and contract protections such as bonds, guarantees and delay remedies.
Run every finalist through the same written brief and bid format. Ask for evidence, identify who owns every handoff between factory and site, and have the architect and authority having jurisdiction confirm the approval path before production starts. Modular construction can compress a programme, but only when design decisions, permits, site readiness and factory work are coordinated early.

What modular construction means for an apartment project
Permanent modular construction is a delivery method in which most of a building is produced in a controlled factory, transported to the site and assembled on a permanent foundation. Fannie Mae distinguishes this approach from manufactured housing. An apartment developer is therefore selecting a project delivery partner—usually a manufacturer working with a general contractor, architect and specialist trades—not buying a standard single-family product from a retail dealer.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsThe factory/site boundary is the defining management issue. Modules may leave the plant with structure, finishes, windows, cabinetry and much of the mechanical, electrical and plumbing work complete, while foundations, utilities, inter-module connections, exterior work, commissioning and authority inspections occur on site. The exact division varies by builder and jurisdiction. Put it in writing before comparing prices.

Fannie Mae’s Multifamily Modular Construction Toolkit cautions that “The pace at which manufacturing moves leaves little room for error. Early decision-making is essential for things that, in a traditional site-built deal, can be decided much later in the process.” Treat design freeze dates, approvals and site readiness as commercial milestones, not administrative details.
Decide whether modular fits your project
Modular is not automatically faster or cheaper. It is more likely to fit when several conditions exist at the same time:
- A short, reliable delivery programme has greater value than a conventional sequencing approach.
- The building uses repetitive unit layouts, structural bays, bathrooms or kitchens that can be standardized.
- The owner, architect, contractor and manufacturer have prior modular experience and can make early decisions.
- The site is remote, dense or difficult to access, making a large conventional labor force or long material deliveries problematic.
- Local labor or material constraints make factory production attractive.
- The planning, building, fire and utility authorities have a workable process for off-site manufacturing and inspection.
Modular is a weaker fit when every unit is bespoke, the design is still changing, the site cannot receive large loads, the local approval route is uncertain, or the proposed factory has no spare capacity when your project needs it. A factory can work quickly only after the information it needs is fixed.

The Modular Building Institute (MBI) reports potential benefits including shorter schedules, controlled production quality, less material waste, more predictable budgets and reduced site disruption. These are execution-dependent benefits, not guarantees. Weather, transport, redesign, inspection holds, late utility work and factory bottlenecks can erase the apparent advantage.
MBI’s 2026 industry reporting summarizes a potential project-timeline reduction of 20–50%. That range is an industry-level statement, not a forecast for your apartment scheme. Require each bidder to show the baseline conventional schedule, the modular critical path, the assumptions behind parallel factory and site work, and the float protecting the occupancy date.
Build a shortlist from evidence
Require genuinely comparable delivery experience
Ask for completed apartment projects similar in scale, height, unit mix, climate, code regime, finish level and intended occupancy. A portfolio of hotels, classrooms or detached houses can demonstrate useful skills, but it does not prove that a team can coordinate a multifamily building with shared corridors, fire separations, stacked services, resident amenities and complex site utilities.

For each reference, request the owner’s contact details, completion date, original and final schedule, major change orders, outstanding defects and post-occupancy issues. Ask what the builder manufactured, what its site team completed and which work was subcontracted. Speak with at least one reference whose project experienced a problem; the recovery process often reveals more than a brochure.
Test financial resilience and factory throughput
The Mercy Housing project manual identifies financial standing and production capacity as critical selection factors. Request current evidence of financial capacity appropriate to the contract size, the committed backlog, staffing levels, line capacity and the production slot available for your project. Ask how many modules the factory can complete per week at the required finish level and how your slot is protected if another project slips.
Identify dependencies on outside fabricators, appliance suppliers, window manufacturers, transport companies and specialist installers. A factory that appears available may be constrained by one supplier or a single crane crew. Require a contingency plan for a late supplier, labor shortage, equipment failure or temporary plant closure.
Check organizational ownership of the factory/site interface
Name the individual responsible for coordinating design parameters, inspections, transport, staging, crane operations, utility connections and installation acceptance. If the manufacturer, general contractor and installer are separate companies, require an organizational chart and a responsibility matrix. An interface with no accountable owner becomes a change order, delay or disputed defect.
Issue a disciplined request for proposals
Give every finalist the same information and require the same return format. A useful process is:
- Prepare an owner’s brief. State site location, zoning status, target unit count, building height, unit mix, net and gross areas, accessibility requirements, amenities, performance standards, desired finish level, parking, target occupancy date and funding constraints. Identify what is fixed and what bidders may propose as an alternative.
- Confirm the approval route. Ask the architect to identify governing building, energy, fire and accessibility codes, planning reviews, zoning conditions and utility requirements. Ask the authority having jurisdiction to confirm how factory inspections, third-party certification, local plan review and site inspections interact before authorizing production.
- Define the design freeze. Require a design-development schedule showing when module dimensions, structural systems, MEP routes, finishes, openings and equipment selections become fixed. State how a change after each milestone will be priced and how many days it adds.
- Provide site and logistics data. Include a survey, geotechnical information, crane and staging concepts, access constraints, overhead utilities, road restrictions, delivery windows and neighborhood conditions. If information is missing, require a clearly priced allowance rather than an unqualified assumption.
- Specify the bid return. Require a scope matrix, exclusions, allowances, unit rates, escalation assumptions, payment milestones, schedule, bonds, guarantees, warranties, insurance and delay remedies. Ask for a narrative explaining every departure from the owner’s brief.
- Interview the proposed project team. Meet the project executive, design manager, factory manager, quality lead, logistics coordinator and site superintendent who will actually deliver the work. Do not rely only on the salesperson or estimating team.
- Validate the finalist’s evidence. Contact references, inspect a current factory or completed building where practical, and reconcile the promised slot with the factory’s backlog. Make unresolved qualifications conditions of award.
Use a scorecard that rewards proof, not sales claims
There is no universal weighting. Set project-specific weights and score the quality of evidence separately from the attractiveness of the promise. The following illustrative weighting totals 100 points; change it to reflect your site and risk tolerance.

| Criterion | Illustrative weight | Evidence to score |
|---|---|---|
| Comparable apartment delivery | 20 | References, completion record, schedule performance, change orders and defects on similar projects |
| Financial strength and factory capacity | 15 | Backlog, staffing, production slot, supplier resilience and contingency plan |
| Design and manufacturing fit | 15 | Module dimensions, tolerance limits, MEP strategy, design-assist process and change control |
| Quality and compliance plan | 12 | Written quality plan, inspection records, nonconformance process and acceptance criteria |
| Scope completeness and cost certainty | 12 | Factory/site matrix, exclusions, allowances, escalation and whole-project price |
| Schedule credibility | 10 | Integrated programme, dependencies, float, design freeze, approvals and recovery logic |
| Logistics and site readiness | 6 | Route survey, permits, staging, crane plan, storage and delivery contingencies |
| Team integration | 5 | Named leaders, communication routines, BIM/document controls and decision authority |
| Risk allocation and protections | 5 | Bonds, guarantees, warranties, insurance, payment terms and delay remedies |
Score each category on a defined scale—for example, zero for no evidence, one for a general assertion, three for partial project-specific evidence and five for independently verifiable evidence. Keep a separate list of conditions that must be resolved before award; a high numerical score should not override an unacceptable code, financing or logistics risk.
Make the factory/site scope unmistakable
Ask bidders to mark every line as included, excluded, allowance, owner-supplied or by others. The following checklist covers the interfaces most often missed:
| Work package | Questions to answer in the contract |
|---|---|
| Design and engineering | Who completes architectural, structural, energy, fire and MEP design? Who seals drawings, coordinates BIM files and pays for redesign caused by a fabrication constraint? |
| Foundation and site preparation | Who designs and builds foundations, grading, retaining walls, drainage, roads, crane pads and temporary works? What survey and tolerances are required before set? |
| Module manufacture | Which structure, finishes, fixtures, appliances, insulation, fire stopping and MEP components are factory-complete? What inspection records accompany each module? |
| Transport | Who obtains permits and escorts, surveys the route, pays tolls and escorts, carries transit insurance and bears damage risk? What happens if a road closure prevents delivery? |
| Storage and staging | Is off-site or on-site storage included? Who protects modules from weather, theft and vandalism, and who pays for a delayed set? |
| Crane and set | Who engineers the lift, supplies the crane and rigging, verifies wind limits, directs the set and records module positions? What is the plan for a failed lift? |
| Connections and enclosure | Who completes inter-module structural, fire, acoustic, waterproofing and MEP connections, exterior cladding, roof interfaces and temporary weather protection? |
| Utilities and site trades | Who connects water, sewer, power, data, fire protection, HVAC services, elevators, balconies, stairs, landscaping and site lighting? |
| Testing and closeout | Who commissions systems, completes inspections, resolves punch lists, supplies as-builts and warranties, trains the owner and obtains occupancy approval? |
Price the same scope for every finalist. A low module price can conceal expensive foundations, transport, cranage, site labor, utility work, temporary protection or owner-furnished equipment.
Verify quality, inspections and code compliance
Quality assurance inside the factory
Request the written quality plan, inspection and test schedule, hold points, material traceability, calibration records and nonconformance procedure. Ask for sample inspection and test records from a completed project. Establish who can stop production, who approves repairs and how concealed work is documented before closing walls or ceilings.
Define acceptance criteria for dimensions, moisture, finishes, water tightness, fire stopping, acoustic assemblies, MEP pressure tests and appliance operation. Specify how modules are protected during loading, transport, storage and set, including weather exposure and temporary openings.
Local authority and third-party inspections
Factory certification does not replace every local approval. Confirm which state, provincial or third-party system inspects the modules, what labels or certificates are issued, and what the local authority still inspects on site. The architect should produce a permit and inspection responsibility matrix naming the applicant, reviewer, inspector and document required at each stage.

Have the authority having jurisdiction confirm the path before fabrication. Resolve fire and life-safety details—corridor ratings, penetrations, sprinklers, smoke control, egress, accessibility and emergency systems—at design stage rather than during set. Requirements vary by jurisdiction; do not assume that a certification accepted in one region is accepted everywhere.

Prove the logistics before signing
Large modules can be damaged or delayed by a route that looked acceptable on a map. Require a route survey covering bridge ratings, clear widths and heights, turning radii, grades, rail crossings, traffic restrictions, police escorts and utility conflicts. Obtain permits early and identify alternate routes.
On the site, confirm delivery windows, turning and backing movements, crane capacity and ground-bearing pressure, assembly sequence, temporary roads, lighting, security and storage. Coordinate overhead wires, street closures, neighbors, schools, emergency access and noise limits. A set plan should show the order of modules, daily production target, weather limits, wind hold points, rigging, communication signals and recovery steps after a missed delivery.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Build one integrated schedule
Require a schedule that joins design, procurement, permits, factory production and site work. At minimum it should show:
- Survey, geotechnical investigation and foundation design.
- Planning, building, fire, utility and financing approvals.
- Design development, shop drawings, samples and design freeze dates.
- Long-lead procurement and factory slot reservation.
- Site preparation, foundations, utilities and crane-pad readiness.
- Module fabrication, factory inspections, packing and dispatch.
- Transport, set, inter-module connections and weather enclosure.
- MEP tie-ins, testing, commissioning, authority inspections and occupancy.
Show logical dependencies and float, not just a string of optimistic dates. Identify the latest date for a decision that protects the factory slot, the latest date for foundation acceptance and the recovery plan if a module fails inspection. Parallel factory and site work can shorten delivery, but it also increases coordination risk; assign a single schedule owner and hold weekly interface reviews.

Do not infer savings solely from off-site fabrication. A modular bid can reduce site duration while increasing early deposits, transport, cranage or design costs. Model the financial effect of earlier factory payments, interest during construction, delayed or accelerated rent commencement and the cost of maintaining a conventional backup plan.
MBI reports that the U.S. permanent modular construction market reached $20.5 billion in 2025, representing about 5.1% of construction activity in key segments, and projects a 6.5% compound annual growth rate through 2030. Its 2025 multifamily residential segment is reported at $6.8 billion, or 9.1% of the overall modular segment. These are industry figures and projections, not evidence that a particular builder is financially secure or that your project will achieve a stated saving. MBI also identifies financing costs, permitting, inconsistent project pipelines and industry education as adoption challenges.
Apply the correct geographic and financing rules
United States
Fannie Mae describes modular financing considerations that include applicable permitting and zoning and a property condition assessment. Confirm current eligibility, documentation and lender requirements with the multifamily lender for the specific property and jurisdiction. The lender’s approval does not replace local building, planning or utility approvals.
Recommended Free Tools
Canada
CMHC’s modular rental housing insurance program page, published May 7, 2026, states that manufacturers and facilities must be in Canada, modules must be CSA certified and the manufacturer must have experience with a project of similar size and nature. The program also sets project eligibility conditions, including minimum unit-count, residential-proportion and loan-to-value requirements, along with borrower experience and net-worth requirements and bonding before construction advances. These are program-specific terms that may change; verify the current CMHC requirements before relying on them.
Other jurisdictions
No single factory certificate, inspection model or zoning rule applies everywhere. Engage a locally licensed architect, code consultant, lender and contractor, and ask the authority having jurisdiction to confirm the approval route in writing. Treat an unverified claim that a module is “approved everywhere” as a warning sign.
Contract protections to negotiate
Before award, reconcile the proposal with the contract drawings and scope matrix. Address:
- Performance and payment bonds sized to the work and acceptable to the lender.
- Parent or corporate guarantees where the contracting entity has limited assets.
- Insurance for factory work, transit, storage, crane operations and site installation.
- Payment milestones tied to verified design, production, inspection, delivery and acceptance events.
- Retainage or other security for incomplete or defective work.
- Clear ownership and risk of modules, materials and partially completed units after payment.
- Change-order rules covering design changes, owner delays, authority comments, concealed site conditions, transport restrictions and supplier substitutions.
- Warranty periods, response times, spare parts, water-intrusion remedies and responsibility for defects at factory/site interfaces.
- Delay damages or other remedies linked to an agreed critical path, with defined relief events.
Have counsel review termination, insolvency, intellectual-property, confidentiality and dispute provisions. A modular contract should say what happens to work in progress if the manufacturer cannot complete the project and how the owner obtains drawings, tooling information and materials needed for completion.
Warning signs and how to respond
- Unusually short schedule with no design freeze: ask for a logic-linked programme and list of decisions required by date.
- Price given only per module or per square foot: demand a whole-project estimate and a marked-up exclusions schedule.
- Portfolio limited to unrelated building types: require a multifamily partner with proven apartment delivery or remove the bidder.
- No named factory slot: obtain written capacity confirmation and a fallback production plan.
- “Factory certified” used as a substitute for local approval: get the authority’s written confirmation of the inspection and permit path.
- Responsibility matrix rejected or left blank: do not award until every factory/site interface has an accountable party.
- References will not discuss defects or final cost: treat the lack of transparency as evidence of execution risk.
- Large non-refundable deposit before design and approvals are settled: tie payments to deliverables and protect the owner if approvals fail.
Make the selection decision
Advance only builders that meet mandatory gates: acceptable jurisdictional path, comparable multifamily experience, demonstrable capacity for your production window, complete scope, credible logistics and contract protections. Then rank the remaining teams with the evidence-based scorecard and conduct final clarification meetings.
The best choice is rarely the lowest initial quote. It is the team whose assumptions are visible, whose factory and site leaders communicate directly, whose references describe reliable handoffs and whose contract allocates risk to the party able to control it. Record the reasons for selection, unresolved conditions and the dates by which they must be closed. Do not release fabrication until the design, permits, financing, logistics and inspection responsibilities are aligned.
