Usually, yes—but not automatically and not by ignoring the closure. In the UK, a road closure should normally preserve pedestrian access to properties and make reasonable efforts to preserve safe vehicle access. Whether you can drive, walk or cycle through depends on the traffic order, the exact sign wording, the type of closure, police or marshal instructions, and whether crossing the site is safe.
Never move barriers, drive past a “Road Closed” sign without an applicable exemption, or enter an active work area. Ask the marshal, site supervisor, contractor or highway authority for the approved route or an escorted passage.

What a road closure normally means for residents
A closure restricts traffic on a defined length of road; it does not automatically cancel every resident’s right to reach a home. UK street-works safety guidance states that pedestrian access must not be completely denied to any property or premises. It also says every effort should be made to maintain pedestrian access past the works and vehicular access to properties within the closure area.
Those duties are qualified by safety. If excavation, unstable ground, flooding, fire, structural damage or moving traffic makes passage dangerous, the authority or emergency service can prevent people from entering the site temporarily. In that situation, the responsible organisation should provide a safe alternative, supervised crossing or other arrangement where practicable.

The sign, temporary traffic order and instructions at the site control what you may do. A general closure sign is not personal permission to drive through. An access exemption, a marshal’s instruction or an arrangement approved by the highway authority may permit passage.
Five factors that decide whether you can get home
1. The wording of the sign or traffic order
Read the restriction rather than relying on the phrase “road closed.” UK regulatory-sign guidance gives an example exemption: “Except for access to premises or land adjacent to the road, where there is no other route.” If that wording, or equivalent wording in the order, applies to your property, access may be legally permitted—provided it is safe and you follow site instructions.
Some closures prohibit all traffic, while others restrict through traffic but allow access. A sign can also apply only at certain times, to particular vehicle classes or to a specified section. If the sign is unclear, ask the person managing the closure before proceeding.

2. Why the road is closed
Planned utility or construction works, a public event, flooding, a collision, a police incident and an emergency hazard are managed differently. A planned closure may have an advance notice and a named contractor. An event may use marshals and timed access windows. An emergency closure can change minute by minute and may leave no safe route through the affected area.
3. Whether another route exists
Authorities consider whether residents can reach their properties from another entrance or via a signed diversion. “No other route” is important where an access exemption is written into the order, but it does not remove the safety requirement. Do not choose an unapproved shortcut through a work zone, footway excavation or private land.

4. The current site conditions
Even when access is legally allowed, the route may be closed for a particular operation: lifting, surfacing, concrete placement, demolition, crane movements or excavation. Wait for the supervisor’s instruction. A route that was open in the morning may be unsafe later the same day.
5. Who is directing traffic
A police officer, traffic officer, trained marshal, site supervisor or highway-authority representative may control the immediate passage. Their directions at the scene matter. An exemption on paper does not entitle you to disobey a lawful instruction to wait, turn around or use an alternative route.

| Closure type | Typical resident arrangement | What you should do | Main limitation |
|---|---|---|---|
| Planned roadworks | Pedestrian route maintained; vehicle access maintained where reasonably safe, or arranged through an alternative route or escort | Contact the contractor or council named on the advance notice; ask about your property specifically | Work operations may require short, supervised stoppages |
| Event closure | Marshal-led vehicle passage, often at walking pace, when access is needed | Wait at the control point and follow the marshal’s route and timing | Access may be delayed while crowds or the event movement are managed |
| Emergency or hazardous closure | Police or emergency services decide whether any supervised access is safe; an alternative may be provided | Follow the emergency service instruction and explain any urgent medical or safety need | Immediate danger can justify a complete temporary denial |
| Flooding or weather damage | Only a route assessed as safe should be used; authorities may redirect residents | Use the official diversion and do not drive into water or unstable ground | Conditions can deteriorate without notice |
Planned works: how to arrange access before the closure
For scheduled construction or utility work, deal with access before the barriers go in. The advance notice, letter, variable-message sign or works board should identify the organisation responsible for the restriction.
- Read the notice completely. Note the closure limits, start and expected finish dates, working hours, emergency number and any stated access exemption.
- Contact the named works organisation. Explain that you live inside or directly beside the closure and ask for the pedestrian route, vehicle route, escort procedure and any temporary parking location.
- Tell them about special requirements. Mention mobility equipment, home-care visits, school transport, medical appointments, deliveries, business access, refuse collection and construction vehicles serving your property.
- Ask how access will work during active operations. A contractor may allow passage only during pauses, require a marshal, or provide access from the opposite end of the street.
- Get the arrangement in writing when possible. Keep an email, letter or reference number with the planned dates and contact details.
- Confirm emergency arrangements. Ask how an ambulance, fire appliance or police vehicle will reach the property and what residents should do if the route becomes blocked.
Dorset Council guidance says access questions during a closure should be directed to the organisation doing the work and calls for reasonable and safe access to properties within the closed length. West Sussex guidance says affected properties should receive advance notification for temporary traffic orders and that emergency services must be able to access all properties within the restricted length at all times.
Event closures: using a marshal-controlled route
Events often close streets for a defined period and use stewards or marshals at control points. Winchester City Council guidance says: “Residents/ businesses requiring vehicle access during the closure should be escorted by a marshal through the closure at walking pace.”

To use that arrangement, stop at the designated point, identify your address and wait for the marshal to confirm that movement is safe. Keep your vehicle at walking pace, follow the exact route and stop immediately if instructed. Do not weave around barriers, follow another vehicle through without authorisation or attempt to cross while crowds are moving.

Ask in advance about event start and finish times, access windows, visitor access, deliveries and parking. Emergency access should remain clear; if you see an obstruction, report it to the marshal or event control immediately.
Emergency, police and hazardous closures
If police, fire officers or traffic officers close a road because of an immediate threat, treat the closure as a safety instruction first and an access question second. The reason may be a gas leak, fire, unstable building, live electrical hazard, serious collision, suspicious item or fast-moving floodwater. The normal planned-works arrangement may not apply.
- Stop outside the controlled area and identify yourself as a resident.
- Ask where residents should wait, park or enter, if any supervised route exists.
- Explain urgent needs such as medication, medical equipment, a dependent person or a vulnerable resident.
- Follow the emergency service’s directions, even if you previously had permission under a traffic order.
- For an immediate medical or life-safety emergency, call the relevant emergency service rather than forcing entry.
Emergency services may allow a controlled passage once the hazard is assessed, or they may move residents to a safe reception point. Do not enter an active incident scene to retrieve a vehicle or belongings unless authorised.
Can you drive past a “Road Closed” sign to reach your property?
Only when the sign or order expressly allows access, or when the person lawfully controlling the closure authorises a safe passage. The phrase “access only” generally concerns reaching premises or land adjacent to the road; it does not mean through-traffic may use the road as a shortcut.

Before driving through, check all of the following:
- The restriction includes an access exemption or you have a clear instruction from the marshal, supervisor, police or highway authority.
- Your destination is within the permitted access area, not merely beyond it.
- The route is physically safe and does not require crossing an excavation, lifting operation, temporary bridge or pedestrian-only path.
- You can proceed without moving cones, gates or barriers.
- You can stop or turn around if instructed.
If any answer is no or uncertain, stop and ask. A vehicle crossing an unauthorised closure can endanger workers and pedestrians, breach the traffic restriction and invalidate site-safety controls.

Tell the contractor as soon as you receive notice that a driveway, garage or private access will be affected. Ask whether the blockage is continuous or limited to particular work periods and whether a temporary access mat, plated crossing, nearby parking bay or escorted crossing is planned.
Move vehicles, bins or equipment only as directed. Do not drive over fresh surfacing, open trenches or temporary covers unless the supervisor confirms that the route is designed for your vehicle and is open. If a driveway is blocked without warning, photograph the location and sign, note the time and contact the works organisation shown on the notice. The highway authority or council is the next contact if you cannot identify the responsible organisation or the agreed arrangement is not being provided.
Pedestrian, cycle, delivery and mobility access
Walking and mobility equipment
A safe pedestrian route should be maintained to properties. It must be usable in practice, not merely shown on a plan: look for a stable surface, adequate width, lighting where relevant and a route that does not force people into live traffic. If the route is unsuitable for a wheelchair, mobility scooter, pram or walking aid, report the specific obstruction and request an accessible alternative.

Cycling
Dismount if a marshal or sign directs you to walk. Never cycle through an active work area simply because a footway appears clear.
Deliveries and carers
Give the contractor advance notice of regular deliveries, carers, home-care workers and tradespeople. They may need a timed slot, a loading point outside the closure or a marshal escort. A delivery driver’s unfamiliarity with the arrangement is not a reason to bypass the controls.
What to do if access is denied
First, ask for the safe access plan and the reason for the denial. Keep the discussion factual; a temporary refusal may be necessary while machinery or emergency operations are in progress.

- Ask for the temporary traffic order reference or the legal basis for the restriction.
- Ask when access will be reviewed and who can authorise passage.
- Contact the organisation named on the closure notice or works signage.
- If that does not resolve the issue, contact the highway authority or council’s highways team and provide your records and photographs.
- For an urgent medical or safety need, contact the appropriate emergency service immediately.
- If denial is prolonged, unsafe or appears inconsistent with the order, obtain jurisdiction-specific advice from a qualified solicitor or a citizens-advice service.
There is no single UK-wide compensation or appeal rule established for every type of closure. Any remedy depends on the authority, the legal instrument, the facts and the losses involved.
Who is responsible for arranging access?
Start with the organisation named on the sign or notice. For planned works, that is usually the contractor or utility company; for an event, the event organiser or traffic-management team; for an emergency, the police, fire service or highway authority directing the response. The council or highway authority can clarify the order and require the responsible party to address an unsafe or missing arrangement.
Residents remain responsible for complying with signs, traffic orders and instructions. Contractors and authorities remain responsible for managing the closure safely, maintaining or arranging access where practicable, and keeping emergency routes available.
Resident checklist
- Photograph or note the sign and the exact closure limits.
- Identify the named contractor, event organiser or authority.
- Ask whether the order permits access to your property.
- Confirm pedestrian, vehicle, mobility, delivery and emergency arrangements.
- Use only the approved route and obey the marshal or supervisor.
- Never move barriers or enter an active work zone.
- Keep a record of denied access, contacts and promised review times.
Bottom line for a live closure
Residents can usually reach their homes during a UK road closure, but the method may be walking access, an alternative route, a timed vehicle passage or a marshal escort. The current sign, traffic order, police instruction and site conditions decide what is lawful and safe. If you cannot see a clearly approved route, stop outside the closure and contact the named works organisation or highway authority rather than driving through.
