How to Choose a Hydrogen Storage and Refueling System for a Construction Site

A practical framework for selecting a construction-site hydrogen system, from machine fueling specifications and peak demand to delivery, permitting and operations.

Choose a hydrogen storage and refueling system only after confirming what the site’s machines require and how the fleet will use fuel. Start with each machine’s manufacturer-approved pressure, connection and fill procedure; then size the full supply-to-dispenser pathway for daily demand, peak refueling periods, site duration and delivery access. The right system is project-specific: a pressure or vehicle example intended for road vehicles is not a construction-equipment specification.

What should you decide before comparing systems?

A hydrogen station is not just a storage tank. It is a pathway from hydrogen supply through delivery, storage and any required conditioning—such as compression or liquefaction—to the dispenser and the machine. The U.S. Department of Energy (DOE) uses this full-chain perspective in its hydrogen delivery analysis. Comparing tanks or dispenser packages in isolation can miss the equipment, logistics and site work needed to make the system usable.

Begin with the receiving equipment and the work it must do. The machine’s fueling requirements set the boundary conditions for every other decision. A vendor’s standard package, a familiar vehicle pressure or a site’s available space does not establish that a system will serve a particular construction machine.

  • Equipment fit: machine make and model, OEM-approved storage pressure, fueling connection, fill procedure, flow or ramp limits, and fuel-quality requirements.
  • Demand: expected kilograms per day, refuels per shift, peak simultaneous demand, available fill windows and planned fleet growth.
  • Project conditions: site duration, delivery-truck access, operating schedule, layout constraints and the consequences of a fuel interruption.
  • Approval path: applicable local codes, permits, inspections and acceptance requirements for the actual jurisdiction.

These inputs are not supplied for any particular project here, so there is no defensible universal capacity, pressure, layout, supplier shortlist or price. The selection process below is a way to develop a comparable shortlist—not a design or safety approval.

Start with the machine’s fueling specification

Ask the machine manufacturer or its authorized technical documentation for the current fueling specification for each model on the site. Record the approved pressure, connector, fueling protocol, permitted flow or ramp limits, fill procedure and fuel-quality requirement. Confirm which specification applies to the actual machine configuration; do not infer it from a similarly sized truck, bus, lift truck or another piece of equipment.

Pressure is especially easy to misapply. DOE describes 700 bar onboard storage for near-term light-duty vehicles and 350 bar for buses and lift trucks, and says SAE J2601 filling protocols are defined for those two pressure classes. These are examples for the vehicle categories DOE identifies. They do not establish a pressure, connector or filling protocol for construction machinery. Use them only if the equipment manufacturer’s specification independently calls for the relevant requirement.

If a fleet contains more than one machine model, list the requirements separately before asking for a system proposal. A supplier should explain in writing how its proposed dispenser and fueling procedure fit each machine—not simply state that the station supports a familiar pressure class. Where a requirement is missing or unclear, resolve it with the equipment manufacturer before committing to station design.

Build a demand profile the system can actually meet

Daily consumption is necessary for estimating supply, but it does not show whether a station can refuel the fleet when it needs fuel. A construction site may have short breaks between work periods, shift changes or periods when multiple machines are ready to refuel. The relevant question is not only how much hydrogen is used over a day, but when demand arrives and what delay the work can tolerate.

Record daily and hourly demand

Estimate daily hydrogen consumption for each machine and total the fleet. Then map expected refuels by hour or by work period. Include the number of machines that could arrive together, the fill windows available during a shift, and how many refuels each machine needs. Make assumptions explicit: a daily total that spreads demand evenly across a day is not equivalent to the same total concentrated in a short window.

Include site duration and change

State how long the project will operate and whether the fleet is expected to grow, shrink or change during that period. A short-duration site and a long-running project may have different needs for installation, rental or purchase, delivery arrangements and capacity. Include a reasonable growth or contingency case so proposals show the effect of demand changing, rather than silently assuming the initial fleet remains fixed.

Define what “available” means

Ask suppliers to state their availability assumptions and what happens after a supply interruption or equipment fault. Consider the work impact of delayed refueling, how quickly the system can recover, and whether redundancy or backup supply is part of the proposal. The appropriate resilience level depends on the project’s operating needs; the cited material provides no universal uptime target or construction-site threshold.

Compare complete hydrogen pathways, not storage vessels alone

DOE identifies delivered gaseous hydrogen, delivered cryogenic liquid hydrogen, and novel solid or liquid hydrogen carriers among hydrogen delivery approaches. Its delivery analysis encompasses transportation, storage and conditioning through dispensing. The categories are useful for framing supplier discussions, but the available information does not establish which option is best for a construction site or provide comparable site-specific performance, cost or footprint values.

Pathway category What to ask suppliers to include What is not established by the cited material
Delivered gaseous hydrogen Delivery arrangement, storage, any required conditioning, dispenser, usable inventory, delivery cadence and recovery plan. Construction-site capacity, cost, delivery frequency or performance for a particular project.
Delivered cryogenic liquid hydrogen Delivery arrangement, storage and conditioning between supply and dispensing, site requirements, operating responsibilities and contingency plan. A construction-equipment fueling recommendation, project-specific footprint, cost or comparative performance.
Solid or liquid carrier approach The complete proposed carrier pathway, including delivery, on-site storage, conditioning or conversion if required, dispensing interface and operating responsibilities. Whether a particular carrier is suitable for a given construction fleet, or its site-specific cost and performance.

Do not treat that table as a ranking. It identifies the categories DOE describes and the questions needed to compare proposals; it does not supply enough evidence to claim that one pathway is cheaper, smaller, safer or more reliable for a project without its specifications and supplier data. Ask each bidder to explain the full path from delivery vehicle or supply interface to the machine’s nozzle, including which equipment and services are included and which are excluded.

Compare station performance on the same assumptions

DOE lists measures such as usable capacity, throughput, fill time, reliability, footprint and cost in a station-design funding topic. These are useful comparison axes, not universal thresholds. Require vendors to use the same demand profile, peak concurrency and operating schedule when they quote; otherwise, apparently comparable figures may describe different workloads.

  • Usable capacity: how much hydrogen is available for the stated operating plan, rather than just a vessel’s nominal capacity.
  • Hourly throughput: how much the proposed system can dispense over the relevant peak period, and the assumptions behind that rating.
  • Fill time: the assumed machine, starting condition and procedure for each quoted fill time. Confirm the procedure is compatible with the OEM specification.
  • Fills per hour: the stated number of fills under the quoted operating assumptions, including whether the estimate accounts for the fleet’s peak concurrency.
  • Availability and recovery: expected availability, maintenance plan, fault response, and time or process to resume operation after a disruption.
  • Delivery cadence: how often supply is expected to arrive, how the schedule fits site access and operation, and what contingency applies if a delivery is delayed.
  • Footprint: the proposed station and support equipment area, plus space and circulation needed for delivery and fueling operations.
  • Lifecycle and construction costs: purchase or rental, delivery, installation, civil work, maintenance, training, fuel losses or conditioning, backup and permitting-related work.

Ask for the assumptions and exclusions behind each value. For example, a throughput figure is not useful for comparing proposals unless the operating conditions and peak demand basis are clear. A low equipment price is not a lower project cost if delivery, installation, maintenance, backup or approval work is omitted. No construction-site prices or cost estimates are established by the cited sources, so obtain project-specific quotations rather than treating a generic figure as a budget.

Resolve siting, code review and permitting early

Hydrogen-system layout should not be treated as final before local review. DOE notes that adoption and recognition of relevant codes and standards involve federal, state and local governments, and it provides resources for permitting officials reviewing hydrogen facility proposals. The applicable requirements depend on the actual country, state or province, municipality, facility and design. A general article or supplier drawing cannot establish a complete permit list for an unidentified location.

Engage the authority having jurisdiction (AHJ) and a qualified hydrogen-system engineer while alternatives are still being considered. Ask what codes and standards are adopted or recognized locally, which permits and inspections apply, what information the authority needs to review the proposal, and what commissioning or acceptance steps will be required. Confirm these points before locking in a layout or treating a vendor’s standard arrangement as approved.

Include delivery and emergency operations in the siting conversation. The plan should account for the storage and dispenser locations, vehicle circulation, delivery connection, protection from physical damage, emergency access and coordination with responders. Where relevant to the proposed system, address ventilation and separation-distance constraints through the applicable design review rather than assuming a generic layout will fit the site.

ISO 19880-1:2020 is specifically a standard for gaseous hydrogen fueling stations dispensing to light-duty road vehicles. Its abstract includes mobile stations in its station-system description, but its scope excludes cryogenic hydrogen dispensing and metal-hydride applications. That scope means it cannot, by itself, establish requirements for construction machinery, liquid hydrogen dispensing or other excluded applications. The ISO page also identifies an approved second-edition work item intended to replace the 2020 edition; a work item under development is not a published replacement. Check the current standard status and local adoption during project design and permitting.

Plan safe delivery and operation

Safety responsibilities must be defined for the actual equipment and worksite, not left as a general vendor promise. OSHA’s hydrogen rule, 29 CFR 1910.103, includes requirements for covered systems concerning mobile supply units, components, physical protection, installation oversight and leak-tight testing. Applicability and any other requirements must be evaluated for the specific facility.

For systems within its coverage, OSHA’s rule includes securing mobile supply units against movement and electrically bonding them before discharge; using components suitable for hydrogen service; protecting the system against physical damage; having installation supervised by personnel familiar with proper practices; and testing piping, tubing and fittings hydrogen-tight at maximum operating pressure. Confirm how the proposed supply interface and operating plan address the applicable requirements, and have qualified personnel determine the detailed implementation.

Before operation, establish who is responsible for delivery, connection and disconnection, inspections, routine maintenance, operator training, written procedures and response to a fault or suspected leak. Coordinate emergency procedures with the relevant site personnel and responders. Commissioning, inspection and training should be explicit parts of the project plan, with responsibilities assigned rather than presumed.

Use a structured supplier evaluation

Request proposals on a common basis. Give each supplier the same machine specifications, hourly and daily demand profile, peak concurrency, site duration, operating schedule, location constraints and growth case. Ask each to state assumptions, exclusions and any unresolved equipment or approval questions. This makes it easier to distinguish a genuinely different solution from a quote based on a different scope.

  1. Inventory the fleet: list each hydrogen-powered machine and collect the current OEM-approved fueling specification for that model.
  2. Model operations: calculate daily demand, peak hourly demand, concurrent refuels, fill windows, shift schedule, site duration and a reasonable growth or contingency case.
  3. Request full-path proposals: include hydrogen delivery, storage, conditioning, dispensing, commissioning, maintenance and any backup arrangement—not just a tank or dispenser.
  4. Require comparable performance data: request usable capacity, rated throughput, fill-time assumptions, fills per hour, availability, footprint, delivery cadence and recovery expectations on the same operating basis.
  5. Start local review: consult the AHJ and qualified engineer on adopted requirements, permits, siting, delivery operations, inspection and commissioning before finalizing the layout.
  6. Compare lifecycle scope: align purchase or rental terms, installation and civil work, delivery charges, maintenance, training, conditioning, fuel loss, backup and approval work.
  7. Close the operating plan: confirm commissioning, inspection, operator training, written procedures, fault response and maintenance responsibilities before use.

Keep a record of the basis for comparison. A simple evaluation sheet can have one row per proposal and columns for equipment fit, demand assumptions, pathway scope, usable capacity, peak throughput, fill procedure, availability, footprint, delivery plan, approvals, included costs and exclusions. Mark an item unresolved when a supplier has not provided enough information; do not replace missing data with an estimate from a different proposal.

Common selection errors and how to avoid them

Choosing a pressure by analogy

Road-vehicle and lift-truck pressure examples can sound like ready-made construction standards. They are not. Ask for the machine-specific OEM specification and have the supplier show how its system and fueling procedure meet it.

Sizing by daily kilograms alone

A daily total hides short, concentrated refueling peaks. Provide hourly demand and simultaneous-refueling assumptions, then compare quoted throughput and fill-time basis against those peaks.

Buying a storage package before designing the pathway

A vessel alone does not show how hydrogen will be delivered, conditioned or dispensed, or how the package fits the machine interface. Require a complete pathway proposal and identify every excluded component or service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accepting unmatched vendor figures

Two fill-time, throughput or cost numbers are not meaningfully comparable if they assume different fleet sizes, operating windows, scope or availability. Issue one common project basis and ask vendors to state deviations.

Assuming a standard or permit applies automatically

A standard’s title or a vendor’s prior installation does not prove local applicability. Confirm the adopted requirements and approvals with the AHJ, and verify that any referenced standard covers the fuel, application and equipment under consideration.

Leaving operations and contingency to the end

Delivery connections, emergency access, operator duties and recovery after a fault affect whether the system can be run reliably. Include them in early layout and operating discussions, then assign named responsibilities before commissioning.

When is a proposal ready to shortlist?

A proposal is ready for a meaningful comparison when it identifies the actual machines and their OEM fueling requirements; uses a shared demand and peak-use case; describes the full supply-to-nozzle pathway; states usable capacity, throughput, fill assumptions and availability; explains delivery logistics and site footprint; separates included and excluded lifecycle costs; and identifies the approvals still to be confirmed with the local AHJ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If those items are missing, the right next step is to request clarification—not to select a system based on a headline capacity, pressure class or equipment price. Final selection still depends on project-specific engineering, local code review, permitting and commissioning acceptance.

Frequently Asked Questions

How do I choose a hydrogen storage and refueling system for a construction site?

Start with the current OEM fueling specification for each machine, then document daily and peak hourly demand, concurrency, fill windows, site duration and delivery access. Compare complete supply-to-nozzle proposals for usable capacity, throughput, fill time, availability, footprint, delivery cadence, lifecycle costs and local approval requirements.

Can I use the 350-bar or 700-bar pressure class for construction equipment?

Not by analogy alone. DOE describes 700 bar for near-term light-duty vehicles and 350 bar for buses and lift trucks, with SAE J2601 protocols for those classes. Those examples do not establish construction-machine requirements. Confirm the pressure, connector and fueling procedure with the equipment manufacturer.

Is gaseous or liquid hydrogen better for a construction site?

The cited material does not establish a universal winner or project-specific cost, capacity, footprint or performance comparison. Ask suppliers to quote the complete pathway—including delivery, storage, conditioning, dispensing and contingency—and compare it against the same demand profile and site constraints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What costs should a hydrogen-site proposal include?

Compare purchase or rental, hydrogen delivery, installation and civil work, maintenance, operator training, fuel losses or conditioning, backup supply and permitting-related work. The cited sources provide no construction-site prices, so request comparable project-specific quotations and check exclusions.

Does ISO 19880-1:2020 cover construction-equipment fueling stations?

Its stated scope is gaseous hydrogen fueling stations for light-duty road vehicles; it excludes cryogenic hydrogen dispensing and metal-hydride applications. It cannot alone establish requirements for construction machinery. Verify local adoption and current status; the identified second-edition work item is not yet a published replacement.

What should be settled before the station layout is final?

Engage the local AHJ and a qualified hydrogen-system engineer to confirm applicable codes, permits, inspections, siting constraints, delivery operations, emergency coordination and commissioning acceptance. Determine requirements for the actual jurisdiction and design rather than assuming a vendor layout is approved.

The Bottom Line

Choose the system around the machines, demand pattern and local approval path—not a familiar pressure class or a storage vessel in isolation. Get comparable full-path proposals, verify every fueling interface with the OEM, and resolve engineering, permitting, commissioning and operating responsibilities before committing to a layout or supplier.
