How to Choose a Building Maintenance Company for an Apartment Complex

A practical framework for comparing apartment maintenance providers, defining scope, checking credentials, and choosing an in-house, outsourced, or hybrid model.

Choose a building maintenance company by first defining the work your property needs, then comparing bidders against the same written scope. Evaluate trade qualifications, insurance, multifamily references, preventive maintenance, emergency procedures, resident communication, documentation, and the full contract cost—not just the headline price. Depending on work volume and complexity, the right fit may be an in-house team, outside specialists, a broad maintenance contractor, or a hybrid.

Start with the property, not the vendor list

A maintenance company can only price and plan accurately when it understands the building. Before requesting proposals, make a property brief that describes its systems, condition, unit count, recurring work, known deferred maintenance, and geographic coverage needs. This also gives you a consistent basis for comparing vendors: every bidder should respond to the same expected work.

As an Amazon Associate I earn from qualifying purchases.

Build a property inventory

  • Record the number and type of units, building age and condition, occupied and vacant spaces, and common areas included in the work.
  • List building systems and equipment that need service, such as heating and air conditioning, water heaters, elevators, sewer lines, and roofs, as applicable to your property.
  • Describe recurring work, grounds or common-area responsibilities, unit turns, planned inspections, and known deferred maintenance.
  • Note the property’s location, access constraints, operating hours, resident needs, and any coverage limitations that could affect response.
  • Separate work requiring licensed specialists from routine tasks that on-site personnel may be able to handle.

A public City of Decatur procurement example shows how a residential maintenance scope can span emergency work, unit turns, preventive inspections, compliance-related tasks, and work-order logging. Use that breadth as a prompt to identify what your own property requires, not as a universal scope or pricing formula. See the City of Decatur RFP listing.

Give every bidder the same information

Issue a written request for proposal (RFP) or scope sheet with the property brief and a clear list of requested services. Ask vendors to identify inclusions, exclusions, assumptions, staffing, subcontracting, and pricing in the same format. If one proposal includes routine inspections and another does not, their totals are not directly comparable until you account for the difference.

Make it easy for bidders to state what they need to know. Provide the same available information about systems, recurring work, known open items, access, and expected coverage to each firm. Invite vendors to flag assumptions or site conditions that could change their estimate, rather than letting each bidder silently price a different version of the job. If you are unsure whether a task belongs in the base scope or should be priced separately, ask every bidder to show both the assumption and the price basis clearly.

Choose an operating model that fits the workload

There is no universal rule that an apartment complex should outsource all maintenance or keep all work in-house. The decision depends on work-order volume, task complexity, trade qualifications, desired response speed, fixed staffing costs, access to specialists, and management’s ability to coordinate vendors. No general cost break-even point is established here, so calculate the trade-offs using your own workload and proposals rather than relying on a generic threshold.

Model Where it can fit What to weigh
In-house maintenance Properties with recurring routine work that can be handled by appropriately qualified staff Staffing and supervision needs, expected work volume, required credentials, and coverage when employees are unavailable
Outside contractors Properties that need specialized trades or do not need a dedicated team for every task Availability, dispatch and arrival process, coordination, coverage area, and the scope and charges for each call
Hybrid Properties with frequent routine tasks and occasional specialist work Clear division of responsibilities, handoffs, records, and who owns escalation when work crosses teams

A hybrid model is common: in-house personnel may handle routine tasks while outside vendors take specialized work such as HVAC servicing, electrical projects, roofing, and elevator maintenance. The right division depends on the property’s work volume and complexity. Buildium’s property-maintenance guidance discusses this approach and recommends avoiding sole reliance on one provider for each category where practical.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When comparing models, include the management work each one creates. An in-house team still needs supervision, credentials appropriate to its tasks, and a plan for coverage when staff are unavailable. Outside contractors require dispatch, access coordination, approval of additional work, and follow-up on records. A hybrid arrangement can combine these strengths, but only if both sides know who takes a request, coordinates the specialist, and communicates completion. Decide task ownership in advance instead of leaving it to residents or vendors to work out during a repair.

Put the scope and service expectations in the proposal

Ask each candidate to describe how it would perform the work, who would do it, and how you would know a job is complete. A useful proposal makes operational details explicit rather than relying on broad promises such as “full service” or “24/7 support.”

Fit, experience, and assigned personnel

  • Ask for experience with multifamily properties similar in building type, size, age, systems, and occupancy.
  • Request references from other property managers and ask about workmanship, reliability, communication, callbacks, and invoice clarity.
  • Identify the people expected to service and supervise the account, including how staffing changes will be communicated.
  • Confirm the vendor’s service territory and how it handles work at your property’s location.

References are most useful when they can speak to conditions like yours. Ask whether the provider has worked in occupied units, handled recurring preventive tasks, and responded to urgent calls. Follow up on any difference between the reference’s experience and the bidder’s proposal—for example, a different service territory, team, or scope—before treating the reference as proof that your own needs will be met.

Staffing, trades, and subcontracting

Require a list of routine tasks and specialist trades in the proposed scope. Ask whether the company performs each trade with its own staff or subcontracts it, who remains accountable for subcontracted work, and whether proposed personnel have the qualifications required for the specific tasks. Clarify responsibility for inspections, common areas, unit turns, supplies, materials, and work outside the agreed scope.

For specialist work, ask who will actually arrive at the property, how the company selects subcontractors, and how it verifies their credentials and insurance when applicable. Confirm whether subcontracting changes the price, schedule, warranty or callback process, or the person management contacts if there is a problem. The goal is not to prohibit subcontracting automatically, but to know who is responsible for the result and the communication.

Credentials and risk controls

Request current, trade-appropriate licenses and insurance documents, including general liability and workers’ compensation where applicable. Requirements vary by jurisdiction and by type of work; verify local rules rather than assuming the same credentials apply everywhere. Confirm documents with the issuing organization and establish who must be notified if coverage or licensing changes.

Match the credentials check to the actual scope: a firm handling several trades may need different qualifications for different tasks. Do not treat a company-wide statement that it is “licensed and insured” as a substitute for reviewing applicable documents and understanding which workers or subcontractors will perform the work. If the vendor’s scope changes later, revisit whether the qualifications and insurance checks still fit the new work.

Emergency response and escalation

Define what counts as an emergency for your property, how staff reach a live person after hours, the hours covered, response and arrival targets, escalation steps, authorization limits, and the status updates management will receive. Ask the vendor to explain its actual process and backup coverage. A verbal “24/7” assurance is not a substitute for knowing who answers, what happens if the first responder is unavailable, and how the manager is kept informed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ask for the sequence from first report to closeout: who triages the call, who decides whether dispatch is needed, who can authorize work up to the agreed limit, and who contacts management if the repair needs additional approval. Distinguish a promised response from an arrival target, and put the vendor’s commitments and exceptions in writing. HUD’s multifamily checklist separately asks whether emergency work-order procedures exist, reinforcing the value of having a process rather than relying on an informal phone number.

Preventive maintenance and work-order records

Require a preventive-maintenance calendar tied to the equipment and systems actually present at the building. Ask how inspections and service are recorded, how deficiencies are escalated and corrected, and what documentation closes a work order. HUD Form HUD-9834, dated June 2016, includes prompts about scheduled maintenance for applicable systems such as heating and air conditioning, water heaters, elevators, sewer lines, and roofs, as well as inspections, written work-order procedures, and emergency work orders. Its displayed OMB expiration date was April 30, 2018, so treat it as a checklist reference, not current law. Review HUD Form HUD-9834.

Useful closeout records can include a description of the problem and work performed, inspection or service records, photos where appropriate, outstanding issues, and the date and status of follow-up work. Agree on how management can retrieve the work-order history and how records are retained under the property’s own requirements.

Make sure the schedule is more than a generic promise to “perform preventive maintenance.” It should name the systems and equipment in scope, the inspections or service the vendor proposes, how findings are recorded, and how unresolved deficiencies are reported and tracked. Ask how management will see upcoming scheduled work and what happens when an inspection identifies a repair that is outside the preventive-maintenance fee. That distinction can prevent a maintenance visit from being mistaken for approval of additional work.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Resident-facing operations

Ask how the vendor schedules appointments, arranges access, provides notices, protects resident privacy, handles complaints, and updates residents when delays or parts availability keep a repair open. Agree on the communication channel and update cadence between the vendor and management. A good process makes it clear who contacts residents, who handles access problems, and when an unresolved issue is escalated.

Specify whether residents contact management or the maintenance provider, and how a request moves between them. If a job cannot be completed at the first visit, residents and management should know who will communicate the reason for the delay and the next status update. Buildium notes that updates about delays and parts can reduce uncertainty while repairs remain open; the exact channel and cadence should fit your property’s own operating process.

Compare bids on the full cost and the same basis

Request itemized pricing so a low base fee cannot conceal exclusions or extra charges. Specify the pricing basis for recurring work, labor, materials, unit turns, callouts, and work outside the normal schedule. The City of Decatur RFP listing illustrates one public buyer’s request for fixed monthly fees, standard and after-hours labor rates, turnover pricing, and limits on material or vendor markups; those are examples, not a universal formula.

  • Recurring or fixed fees and exactly what they cover
  • Hourly, per-unit, or per-turn rates, with the basis stated
  • After-hours premiums, minimum charges, and emergency-call fees
  • Materials, supplies, subcontractor costs, and any markup rules
  • Excluded work and the process for approving changes or additional work
  • Invoice detail and supporting documentation
  • Contract term, renewal, and termination provisions

Ask vendors to distinguish included labor from billable labor, and to explain whether materials, supplies, travel, subcontractor charges, or follow-up visits are handled separately. Where markups apply, ask how they are calculated and what documentation accompanies the charge. If an invoice may include work beyond a quoted task, establish who has authority to approve that work and how the approval will be recorded.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Compare proposals line by line against your scope. If a bidder excludes a material task or does not provide after-hours coverage, record that difference before judging its total. Keep backup contacts for critical trades where operationally practical, so a single provider’s unavailability does not leave the property without a path to service. No general market cost benchmark or industry-standard response time is established here; use the vendors’ written terms and your property’s own requirements.

Use a consistent scorecard and verify claims

Score every candidate against the same dimensions before choosing a finalist. You can weight the criteria according to the property’s priorities, but any weights should reflect your procurement decision rather than be presented as an industry standard. The City of Decatur example evaluates experience and qualifications, scope and approach, references and past performance, and cost; its criteria belong to that procurement.

Track record Comparable multifamily references and feedback on quality, reliability, callbacks, communication, and invoices
Emergency process After-hours access, backup coverage, escalation, authorization, and status updates

A scorecard is a comparison aid, not a substitute for due diligence. Record the evidence behind each rating—such as a license document, reference response, proposed schedule, or written rate—so the selection is explainable later. If two bids are difficult to compare, first identify whether the gap comes from scope, service assumptions, staffing, or pricing basis. Ask for clarification or a revised bid using the same assumptions rather than guessing what the vendor meant.

Check references with specific questions

Ask reference properties whether the vendor completed work reliably, communicated delays, returned for unresolved issues, and provided clear invoices. Ask whether the reference property’s systems and operating conditions are comparable to yours. A positive general endorsement is less useful than an account of how the company performed on occupied-unit work, urgent calls, or recurring preventive tasks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Resolve gaps before signing

For your preferred bidder, document any unanswered scope question, missing credential, unverified reference, or pricing assumption. Request written clarification and revise the proposal or contract accordingly. Do not treat a promise made during a sales conversation as a service obligation unless it appears in the signed agreement.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Support on Ko-Fi

Write an agreement that can be managed

The contract should turn the proposal into clear responsibilities and a usable operating process. Local legal, licensing, insurance, and contract requirements vary, so have the final terms reviewed for the property and jurisdiction.

  • Scope, service territory, included tasks, exclusions, and subcontracting rules
  • Pricing basis, after-hours charges, minimums, materials or vendor markups, and invoice backup
  • Emergency definition, coverage hours, response and arrival targets, escalation, and spending authorization
  • Preventive-maintenance schedule, inspections, closeout records, and deficiency follow-up
  • Resident access, notices, privacy, communication channels, and management updates
  • Contract term, renewal, change approvals, and termination procedure

Make sure the agreement identifies how scope changes are approved and who may authorize additional cost. For each work order, management should be able to determine what was requested, what work was done, whether further action is needed, and what was charged. Set out how records and service updates will be delivered, since an otherwise complete job can still create avoidable management work if the closeout information is hard to find.

Account for HUD requirements only when they apply

Private apartment properties should not assume HUD program standards apply to them. For HUD-assisted housing, determine which program requirements and inspection standards govern the property, then verify current guidance for that program. HUD describes NSPIRE as prioritizing health, safety, and functional deficiencies over appearance and supporting year-round maintenance practices. HUD’s NSPIRE page states, “The new NSPIRE model prioritizes health, safety, and functional defects over appearance,” and that “The NSPIRE model supports the adoption of sound, year-round maintenance practices.” See HUD’s NSPIRE program overview and NSPIRE definitions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

HUD’s Form HUD-9834 can help prompt questions about maintenance schedules and procedures, but it is not a substitute for current regulations or program-specific obligations. HUD’s guidebooks index also includes maintenance-related materials such as a sample work-order form; check the revision date of the individual document before relying on it as current procedure. Browse HUD’s multifamily guidebooks index.

Work-order documentation sidebar

A maintenance work order log book can be a supplementary record for a small team that needs a paper trail, but it does not replace any maintenance platform or record-retention policy required by the property. HUD’s guidebook index lists a sample work-order form alongside materials on work orders, preventive maintenance, vacant units, and inventory or procurement. Choose a recordkeeping method that lets staff and management track requests, status, completion, and follow-up consistently.

Frequently Asked Questions

How many maintenance vendor quotes should I compare?

No required or universally ideal number of quotes is established here. The important point is to compare bids on the same written scope and pricing basis. Request enough comparable proposals to make a useful decision for your property, and do not treat different inclusions, exclusions, or after-hours terms as directly comparable totals.

What should I ask a property maintenance company before signing a contract?

Ask what tasks and systems are included, what is excluded, who performs specialist work, and whether subcontractors are used. Confirm applicable licenses and current insurance, comparable multifamily references, service territory, after-hours coverage and backup process, preventive-maintenance schedule, resident communication, work-order closeout records, itemized charges, markup rules, approval limits, renewal, and termination terms. Put material commitments in the agreement rather than relying on sales-call assurances.

Should I hire an in-house maintenance team, outside contractors, or both?

Choose based on your work-order volume, task complexity, required trade qualifications, response needs, staffing costs, specialist availability, and capacity to oversee vendors. A hybrid arrangement can put frequent routine work with on-site personnel and specialized or occasional jobs—such as HVAC, electrical, roofing, or elevator work—with outside providers. No general cost break-even point is established here, so assess your own workload and proposals.

What should a preventive-maintenance plan include?

It should be tied to the systems and equipment actually at the property and explain the planned schedule, inspections or service, how findings are documented, how deficiencies are escalated and corrected, and what records close a work order. HUD Form HUD-9834 offers checklist prompts for applicable systems such as heating and air conditioning, water heaters, elevators, sewer lines, and roofs, but it is a 2016 checklist with an expired displayed OMB date—not current law.

Do HUD inspection standards apply to every apartment complex?

No. Private apartment properties should not assume HUD program standards apply. If the property is HUD-assisted, verify which program requirements and current inspection standards apply to its status. HUD describes NSPIRE as prioritizing health, safety, and functional deficiencies over appearance and supporting year-round maintenance practices.

The Bottom Line

The strongest choice is the provider—or operating model—that fits the property’s actual workload and can document how it will deliver the work. Start with a clear property scope, compare itemized bids on the same basis, verify qualifications and references, and put emergency response, preventive care, resident communication, records, approvals, and contract costs in writing. Keep backup contacts for critical trades where practical, and verify program-specific requirements rather than assuming they apply to every property.
