Use your village or locality together with the plot’s survey or CTS number, identify the responsible planning authority, and then check that authority’s current Development Plan (DP) sheet or portal. Compare the parcel boundary with any proposed or sanctioned road alignment and widening notation. For a plot-specific answer, obtain a written Development Plan remark, zone certificate or part plan from the authority.
A line on a DP is a planning designation. It does not, by itself, prove that land has been acquired, that possession has been taken, that construction is imminent, or that a particular compensation or development benefit applies.

What you need before checking the map
A locality name is not enough for parcel-level verification. Assemble the identifiers that let an authority distinguish your land from adjoining plots.
- Village or locality: Use the name appearing in the title documents and current municipal records.
- Survey number or CTS number: This is the principal parcel reference for locating the land on a DP sheet or requesting an official remark.
- Plot or layout number: Include it where the land forms part of an approved subdivision or layout.
- Parcel plan: Keep a copy showing the boundary, dimensions and adjoining roads. An old or unscaled sketch can help locate the plot but should not be treated as a certified demarcation.
- Supporting records: Have the sale deed, property card, measurement plan and any previous sanctioned layout available so that names and numbers can be reconciled if they differ.
Pune Municipal Corporation’s AutoDCR portal search listing includes fields such as plot number, survey number, road or street name and area. Those fields can help you find a record, but a listing is not the same as a certified determination that a road-widening line affects your parcel.

Identify the planning authority first
Pune’s civic and metropolitan area is divided among planning authorities. The correct map depends on the parcel’s jurisdiction, not simply on its postal address.
Pune Metropolitan Region Development Authority (PMRDA)
PMRDA says it is the Special Planning Authority for 697 villages in the Pune Metropolitan Region, including 23 newly added villages under the Pune Municipal Corporation. Its Development Permission Department states that it follows the 1997 Pune District Regional Plan and implements the 2021 draft Development Plan under the applicable guidelines. It also identifies DCPR-2018 for the PMRDA region and UDCPR-2020 for the 23 newly included villages under PMC. Confirm which rule set currently applies to your particular village before interpreting a road line.

Some parcels lie within PMC limits and are covered by PMC’s own Development Plan sheets and services. The official sheet reviewed for the older municipal limits is titled a sanctioned Development Plan and records later plan modifications, including changes to road widths. It applies to the old PMC limits shown on that sheet; it is not evidence for every plot anywhere in Pune.
Pimpri-Chinchwad Municipal Corporation (PCMC)
PCMC is a separate planning authority from PMC. A parcel in PCMC jurisdiction must be checked against PCMC’s applicable plan and records rather than a PMC sheet. A secondary orientation source describes the Pune DP map split between PMC, PCMC and PMRDA, but use it only to understand the division and verify the result with the responsible authority.
When jurisdiction is uncertain
Ask the local municipal office, PMRDA or the subdivision office which authority controls the survey or CTS number. Do not rely on a broker’s description such as “Pune city” or “near PMC” when the village has been transferred, added or placed under metropolitan planning control.
Find the applicable Development Plan
Once the authority is known, locate the exact DP sheet, GIS layer or official portal entry for the parcel. A general road map is not a substitute for the plan governing that survey or CTS number.

- Search by parcel reference. Enter the survey or CTS number, village and, where available, plot number. If the portal does not accept the number, use the official index or sheet grid to find the village and then identify the parcel manually.
- Match the parcel boundary. Compare the shape, adjoining roads, survey boundaries and dimensions on the plan with your title or measurement plan. A road line that appears close to a plot is not proof that it crosses it.
- Read the road notation and legend. Check whether the symbol means an existing road, proposed road, road widening, reservation or another designation. Do not infer the meaning from colour alone; use the sheet legend and notes.
- Record the sheet identity. Save the sheet number, plan title, revision or modification reference and the date you accessed it. These details matter if a later version changes the alignment.
- Check adjoining sheets. A widening line can continue across a sheet boundary. Review the neighbouring sheet where the plot is near an edge or the road bends.
Draft and sanctioned plans are not equivalent
The plan’s legal and administrative status is as important as the line drawn on it.
| Plan or record | What it can show | Qualification |
|---|---|---|
| PMRDA draft Development Plan 2021–2041 | Draft proposed roads, reservations and other planning designations | The official draft plan PDF carries a disclaimer that extracts are not final until Government approval. Check for subsequent approval or modification. |
| PMC Development Plan sheet for old PMC limits | Road widths, alignments and recorded modifications in the sanctioned plan area | The sheet is specifically for old PMC limits. It cannot establish the status of a parcel outside that area. |
| Portal search result | Parcel and application fields such as survey number, plot number, road name and area | A search listing does not itself certify a road-widening determination. |
| Written DP remark, zone certificate or part plan | An authority-issued statement or plan relating to the identified parcel | Confirm the document’s date, issuing office and the plan or regulations it applies. |
PMRDA’s draft plan and the PMC sanctioned sheet should therefore be described differently. A draft alignment may change or be rejected; a sanctioned plan has a different administrative status, although it still does not by itself prove acquisition or possession.

How to read a road-widening line against your plot
Start with the road’s reference edge
Determine whether the plan measures the proposed width from the existing centreline, one edge, a building line or another reference. The legend, notes and cross-sections—if supplied—control. A line drawn on one side of a road may indicate a one-sided widening; parallel lines may indicate widening on both sides.
Compare the line with a reliable boundary
Overlay the DP sheet on your approved layout or a survey drawing only as an aid to interpretation. Differences in scale, orientation, map projection and outdated boundaries can create an apparent intersection. If the boundary cannot be matched confidently, treat the result as uncertain rather than measuring a setback from a screenshot.
Distinguish a road reservation from widening
A proposed road, a reservation and a widening notation can have different planning meanings. Use the authority’s legend and obtain the written remark when the notation is abbreviated or unclear. Do not assume every coloured strip is a strip that will be taken from the plot.
Check modifications and notes
The PMC sanctioned sheet includes modifications affecting road widths. Read modification numbers, dates and marginal notes instead of relying only on the base drawing. A later sanctioned modification can supersede an earlier width.
Get an official parcel-specific answer
When the map suggests an impact, or when the boundary is difficult to identify, request a document that names the parcel. PMRDA’s Planning Department identifies Development Plan remarks, zone certificates and part plans among its services.
Development Plan remark
Ask for a DP remark against the survey or CTS number and village. State that you want the current road alignment, proposed widening or reservation affecting the parcel, the plan name and status, and any recorded modification. Keep the application reference and the signed or digitally issued response.

A zone certificate can identify the planning zone and applicable designation. Read it together with the DP sheet: zoning information may not, by itself, show the exact strip of land affected by a road line.
Part plan
A part plan is useful where a full sheet is difficult to interpret or a road crosses several parcels. Check that the part plan identifies the survey or CTS number, scale, north direction, plan version and issuing authority.

Survey or demarcation
If the title boundary, property card and DP drawing do not line up, request qualified survey or demarcation assistance. PMRDA’s planning and land functions include survey-related work. A private measurement should supplement, not replace, the authority’s plan and written remark.
Separate planning designation from acquisition and possession
Planning and land acquisition are related but distinct questions.
- Planning question: Does the current applicable plan show a proposed or sanctioned road line, widening or reservation at the parcel?
- Acquisition question: Has a competent authority issued a separate acquisition notice or award for the identified land?
- Possession question: Is there an official record that possession of any strip was taken or handed over?
- Boundary question: Has the affected portion been measured and marked on the ground?
PMRDA lists planning services separately from its Land & Estate Department, which handles land acquisition and land records. A DP line alone therefore does not establish that a strip has been acquired or that possession has changed. If the line affects a proposed building, sale or loan, ask the authority specifically whether acquisition notices, demarcation records or possession entries exist for your survey or CTS number.
Choose the right level of verification
| Verification route | Best use | What it cannot establish alone |
|---|---|---|
| General DP map or sheet | Initial screening and understanding the road network | Exact parcel impact when boundaries, scale or jurisdiction are uncertain |
| Portal search listing | Finding a parcel record or application reference | A certified widening determination |
| Written DP remark | Parcel-specific confirmation of planning designation | Acquisition or possession unless those records are separately stated |
| Zone certificate | Confirming the planning zone and governing regulations | The precise ground position of a widening strip without the related plan |
| Part plan | Reading the relevant portion of a large or complex sheet | Any later change not reflected in its issue date |
| Survey or demarcation | Resolving an uncertain physical boundary | Changing the plan designation or proving acquisition |
Practical checking workflow
- Make a parcel file. Put the sale deed, property card, survey or CTS reference, layout number, measurement plan and a copy of the road-facing boundary in one file.
- Confirm the authority in writing or through its official jurisdiction information. Decide whether PMC, PCMC or PMRDA controls the parcel before selecting a DP sheet.
- Locate the plan. Use the authority’s official portal, sheet index or GIS plan. For PMRDA, note whether you are looking at the 1997 regional plan framework or the 2021–2041 draft plan and its stated status.
- Read the legend and notes. Identify the symbol for existing road, proposed road, widening and reservation, then record the sheet’s title, date and modification references.
- Compare boundaries. Match at least two fixed features—such as adjoining survey boundaries and road intersections—before deciding that the line crosses the plot.
- Check for later records. Search for sanctioned modifications, revised sheets, acquisition notices, demarcation records and possession entries associated with the same parcel.
- Request the written document. Apply for a DP remark, zone certificate or part plan when the map is unclear or the decision has financial or construction consequences.
- Obtain a demarcation if needed. Use a qualified surveyor when the title boundary cannot be reconciled with the plan. Preserve both the survey output and the authority’s response.
- Have a specialist review consequential decisions. Before purchasing, designing within the affected strip or disputing an entry, obtain advice from a qualified planning professional or Maharashtra property lawyer familiar with the parcel and current records.
Common mistakes and how to avoid them
Using the wrong authority’s map
PMC, PCMC and PMRDA do not share one universal DP. Recheck the village and survey or CTS jurisdiction before drawing conclusions.
Treating a draft as final
PMRDA’s 2021–2041 plan is identified as a draft, and its official extract warns that it is not final until Government approval. Look for a later approval or modification before relying on the depiction.
Assuming a line means immediate road work
A planning designation does not state when construction will occur. Do not describe work as imminent without a separate, current project or acquisition record.

Screen images can be distorted, unscaled or missing the legend. Use the original sheet and a written remark for decisions involving the plot.
Calling an apparent overlap an acquisition
Only parcel-specific acquisition, demarcation or possession records can establish those events. Ask the Land & Estate or other competent office for the relevant record.

Ignoring plan modifications
Road widths and alignments can be altered through recorded modifications. Read the modification notes and verify the latest issue date.
Relying on a locality name alone
Neighbouring villages can fall under different authorities or plans. The survey or CTS number is essential for a reliable request.
What to include in a written request
A precise application reduces back-and-forth. Include:
- Owner’s name and contact details;
- Village, taluka and district;
- Survey number or CTS number, sub-division and plot or layout number;
- Area stated in the title and the plan;
- Copies of the title or property card and a clear boundary plan;
- The road or street name and the side of the road on which the plot lies;
- A request for the current DP remark, zone certificate or part plan;
- A request to state the plan’s status, issue date and modifications; and
- A separate request to identify any acquisition notice, demarcation or possession record, if one exists.
Ask the office to identify the exact portion, if any, affected by the road notation rather than answering only with a general zone description. Keep the acknowledgement, fee receipt if applicable and the final signed or digitally verifiable document.
How to interpret the result
No widening line appears
This means the checked plan does not show a widening designation at the location you identified. It does not guarantee that no other plan, later modification, project proposal or record applies. Confirm the plan date and jurisdiction before relying on the result.
A line appears but the boundary is uncertain
Do not estimate the affected area from the map. Obtain a part plan or written DP remark and arrange demarcation if the title boundary remains disputed.
A line clearly crosses the parcel
Treat it as a planning issue requiring confirmation, not as proof of acquisition. Request the authority’s current remark and separately check acquisition, demarcation and possession records.
The draft and sanctioned records differ
Record both versions, their dates and status, then ask the authority which one governs the proposed permission or current application. Do not present the draft line as a final sanctioned restriction.
