In India, confirmation comes from the project’s official notification and parcel schedule, matched to your village and survey or gat number, then verified with the named competent authority and local revenue office.
What a railway survey mark does—and does not—prove
Railway projects routinely conduct route, boundary and measurement surveys before the legal acquisition process is complete. Staff or contractors may place paint, stakes, pegs, flags or chainage markings, or ask to enter land for measurement. Those signs can identify a proposed alignment or a parcel being investigated, but they do not by themselves transfer ownership, authorize possession or prove that the entire property is included in acquisition.

The legally useful question is whether an official notice identifies your land by the same village and survey particulars shown in your revenue records. A reliable confirmation normally has four elements:
- the railway project and district are correctly identified;
- a government notification has been issued and published through the required channels;
- the schedule names your village and survey, gat, plot or equivalent parcel number, with the relevant area or boundaries; and
- the competent authority named in the notice confirms that your parcel is included.
Because land records and procedures differ by state, treat an unverified field mark as preliminary information. Do not sell, mortgage, surrender possession or sign a consent document solely because someone says that a railway will take the land.

First establish the project behind the marking
Several railway works can operate in the same district: a new line, gauge conversion, doubling, yard expansion, station work or an approach road. Start by recording every identifying detail before searching for a notice.
Information to collect at the site
- Railway zone, division and the line, doubling or other project name, if displayed.
- Nearest station, town, road crossing or chainage written on a peg or survey sheet.
- Village, taluka or tehsil, district and state.
- Date of the visit, names or identification numbers shown by the survey team, vehicle details and photographs of marks from several angles.
- Any letter, public notice, measurement sheet or contact number left with the owner.
Ask the visiting team which office commissioned the survey and request the project’s written reference. A contractor’s verbal description is useful for locating the project, but it is not a substitute for a government notification.
Search the Government eGazette land-acquisition index
The Government eGazette land-acquisition index lists railway notifications with project descriptions, villages, dates and Gazette identifiers. Search it using combinations of the railway project, village, district, nearby station and line or doubling name. Search alternate spellings and local-language transliterations; a village may appear differently in a deed, revenue extract and Gazette.

Do not stop at the index entry. Open the underlying notification or Gazette document and save a complete copy, including its schedule, maps and annexures. Record:
- the notification number and Gazette identifier;
- issue date and publication date;
- the statutory provision cited;
- the railway project and district;
- the competent authority appointed for the acquisition; and
- any objection, hearing, measurement, compensation or possession instructions.
An index title can cover a group of villages or a long railway corridor. Only the schedule and attached plan show whether your particular parcel is listed.

Tell an intention notice from a later acquisition declaration
Railway acquisition files can contain more than one notice. Compare them rather than assuming that the latest document merely repeats the first.
| What to compare | Initial or intention stage | Later declaration or proceeding |
|---|---|---|
| Statutory stage | Often an intention notification under section 20(A) of the Railways Act, 1989, or another provision stated in the project document. | A later acquisition declaration may be issued under section 20(E), showing that the project has moved beyond the initial intention stage. |
| Purpose | Identifies land proposed for investigation and possible acquisition and starts the process described in the notice. | Confirms a later legal step for the parcels covered by that declaration. |
| What you should check | Whether your village and survey or gat number first appear, and the objection or response route. | Whether your parcel remains listed, what authority and deadline are stated, and what compensation or possession instructions apply. |
| Other related record | The file may refer to a competent-authority appointment or project approval. | A section 7(A) appointment record or equivalent authority document can identify who is empowered to handle the acquisition. |
The section numbers above are descriptors used in the railway acquisition material; rely on the exact provision and wording printed in your project’s notice. A declaration does not make every parcel in the wider project area subject to acquisition: the listed village, survey or gat number and area control.
Read the parcel schedule, not just the headline
Gazette schedules can identify the fields that allow an owner to test inclusion. Transcribe the entry exactly before comparing it with your own records.
Fields that matter
- Village and administrative unit: Check the village spelling, taluka or tehsil and district.
- Survey, gat, plot or khasra number: Note suffixes, slash numbers, sub-divisions and entries described as “part”.
- Area: Compare the proposed area with the total holding; an acquisition may cover only a portion.
- Property-holder or recorded owner: Names can reflect an earlier mutation or spelling convention, so a name mismatch alone does not settle inclusion.
- Boundaries or map reference: Use north, south, east and west boundaries, chainage and the attached plan to resolve adjoining or renumbered parcels.
- Competent authority: This is the office to contact for the official measurement, objections and compensation process.
Download the schedule and make a working table for each parcel. Include the Gazette page number and any map sheet or annexure reference so an officer can locate the same entry quickly.
Match the notice against your primary land records
Use more than one record because a survey number may have changed after subdivision, consolidation, mutation or a resurvey.

- Registered deed: Copy the survey or gat number, village, boundaries and area exactly as written.
- Mutation or khata record: Check the current recorded holder and predecessor entries.
- Current revenue extract: Obtain the latest state-issued extract, not only an old photocopy.
- Cadastral or village map: Locate the parcel shape, adjoining numbers, roads, streams and any railway reserve.
- Subdivision and resurvey records: Ask the revenue office whether the old number has become several new numbers or whether a “part” area has a separate identifier.
Build a comparison with one row per notice entry and one row per current record. Mark exact matches, possible matches and unresolved differences. If the Gazette uses an old number and your deed uses a new one, request a written correlation from the revenue authority rather than guessing.
Common matching problems
- Different spellings: Search the local script and common English transliterations.
- Joint ownership: The schedule may name one recorded holder while the deed lists several owners.
- Partial acquisition: The area in the schedule can be smaller than the holding shown in the deed.
- Renumbering: A village resurvey can replace an old survey number with a new one without changing the physical location.
- Boundary conflict: A map or field measurement may be needed when adjoining parcels share a similar number.
Confirm inclusion with the named authority
Every relevant notification should identify a competent authority for the acquisition. Contact that office and the local Collector, Sub-Divisional Magistrate (SDM) or Tehsil office. Take copies of the notice, schedule, deed, mutation, revenue extract and map.
Request a written answer
Ask the authority to confirm, in writing:
- whether your survey or gat number is included;
- the exact area and boundaries proposed;
- the notification and Gazette identifiers relied upon;
- the latest measurement or parcel map;
- the objection or hearing deadline and how to file; and
- the compensation assessment and payment procedure, if the parcel is included.
Submit the request through the office’s accepted channel and keep a stamped acknowledgment, receipt, email confirmation or other proof of delivery. A phone call can help you find the right desk, but a written response is safer when ownership, financing or a deadline is at stake.
Check every required local publication channel
Do not rely only on an online search. The Indian Railways Construction Manual describes publication of a preliminary land-acquisition notification through the Official Gazette, government website, and offices of the Collector, SDM, Tehsil and Gram Sabha. The manual’s indexed wording states: “Preliminary Notification for acquisition of land u/s-11 shall be published in OfficialGazette, Govt Website, in the office of Collector/SDM/Tehsil/Gram Sabha and shall be …” The displayed extract is incomplete, so read the current project notice and applicable law for the full publication requirement.
Visit or contact each local office named for your district. Check notice boards, local-language postings, Gram Sabha records and the district administration’s website. Ask when the notice was displayed and whether an updated schedule, corrigendum or map has been issued. Keep dated photographs or certified copies where permitted.

Understand what a preliminary survey visit means
The Construction Manual also states: “Payment of damage during preliminary survey has to be tendered by Railway (Section-13).” This concerns damage caused during a preliminary survey; it does not establish that your parcel will ultimately be acquired or settle the amount payable. Photograph any crop, wall, paving, fencing, irrigation line or other damage promptly, note the date and identify the survey team.
Ask the railway or competent authority for the procedure to claim survey damage and submit the claim in writing with photographs, ownership or possession evidence and an acknowledgment. Do not treat an informal cash offer or unsigned receipt as a final settlement. The applicable section, assessment method and payment route must come from the project documents and the responsible authority.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.What to do if the schedule includes your property
- Make a complete file: Preserve the notification, schedule, maps, Gazette identifier, deeds, revenue records, tax receipts, photographs and every letter.
- Calendar the deadline: Record the publication date, issue date and the exact last date for any objection, hearing request or document submission stated in the notice.
- Request measurement details: Ask for the field-book entry, parcel map, area calculation and the name of the measuring officer.
- File objections or corrections in writing: If the number, owner, area or boundary is wrong, explain the discrepancy and attach record extracts. Obtain proof of filing.
- Ask about compensation steps: Request the required ownership, bank, title, succession and tax documents and the authority’s procedure for valuation and payment.
- Obtain local legal advice: A lawyer licensed in the relevant state and experienced in land acquisition can assess title, limitation periods, objections, compensation and any court remedy.
Do not sign a consent, possession memo, relinquishment, settlement or power of attorney until you understand its legal effect. If a lender, buyer or tenant is involved, disclose the official notice and obtain advice before committing to a transaction.
What to do when the marking and records disagree
Marking on land, but no matching notification
Photograph the mark and ask the railway project office and local revenue office for the project reference and parcel map. Search the eGazette index using all known spellings and nearby villages. Until an official schedule identifies your parcel, treat the mark as a survey indication rather than proof of acquisition, while continuing to monitor publication channels.
Notification lists a similar number, not yours
Check whether the entry refers to an old, subdivided or “part” number. Obtain the cadastral map and a written correlation from the revenue office. Do not assume that a nearby number is included merely because the alignment crosses the locality.

Your name is absent or outdated
Compare the schedule with the land records and submit mutation, succession or deed evidence to the competent authority. A name discrepancy can require correction, but it does not automatically remove the parcel from a schedule whose survey number and boundaries match.
The authority will not provide a copy
Make a dated written request identifying the notification number, village and survey or gat number. Ask the Collector, SDM or Tehsil office where the published copy can be inspected and request an acknowledgment. A locally licensed lawyer can advise on the appropriate information or administrative remedy if the deadline is approaching.
How to compare two or more notices
When several notices appear for the same line or village, use a side-by-side comparison instead of relying on the newest headline.

| Comparison point | Questions to record |
|---|---|
| Statutory stage | Is it an intention notice, a later declaration, an appointment order or a corrigendum? |
| Dates | When was it issued and when was it published? Which date starts the stated response period? |
| Project identity | Does the railway zone, division, line, station or district match the field survey? |
| Parcel schedule | Are the village, survey or gat number, area, owner and boundaries identical, changed or newly added? |
| Authority | Is the competent authority the same, and is a section 7(A) appointment or replacement recorded? |
| Owner action | What objection, hearing, measurement, compensation or possession instruction is stated, and what is its deadline? |
A corrigendum can correct a name, number, area or boundary without replacing the original notice. Keep both documents and ask the authority which schedule controls.
State, district and language limits
This workflow is India-focused because it relies on Indian Railways and Government of India publication practices and the Railways Act, 1989. State land-record portals, cadastral terminology, local-language notices, office names, deadlines and compensation rules vary. A village may be shown under a taluka in one record and a tehsil in another.
Before using a portal or visiting an office, identify the state, district and railway zone. Use the project’s own notification for the controlling procedure. Do not apply a deadline or compensation formula from another state or railway project to yours.
Documents and evidence checklist
- Photographs and notes of every peg, paint mark, chainage or visit.
- All letters, notices, survey slips and contact details supplied on site.
- Complete Gazette notifications, schedules, maps, annexures and corrigenda.
- Registered deed, mutation or khata, latest revenue extract and cadastral map.
- Identity and ownership or succession documents requested by the authority.
- Dated written requests, objections, receipts, acknowledgments and replies.
- Photographs and an itemized description of damage from any preliminary survey.
- A calendar of publication, objection, hearing, compensation and possession dates stated in the file.
Practical decision rule
Use this sequence whenever a railway survey affects your property: identify the project; search the Government eGazette index; open each notification; read the parcel schedule; match every number and boundary to current revenue records; confirm the result in writing with the named competent authority and local Collector, SDM or Tehsil office; then meet any stated deadline. A field marking can justify prompt checking, but the notification, schedule and written official confirmation determine whether your parcel is actually listed.
