Those materials have different chemistry, standards and risks. Suitability can be established only after you identify the actual material, check the project’s governing specification, verify supplier and batch evidence, test stability and durability, and confirm performance in a trial mixture made with the proposed materials.
Final acceptance belongs to the project’s responsible engineer. The sequence below gives you a defensible way to reach that decision without treating one material’s certificate or test result as proof for another.

What “steel-slag cement” might mean
Start by resolving the product name. Steelmaking slag is produced during steel manufacture, while granulated blast-furnace slag is a different ironmaking by-product. Both can appear in cement-related products, but they are not interchangeable.

| Steelmaking-slag powder | Processed powder made from slag generated in a steelmaking furnace. | Its chemistry, free calcium oxide, magnesia, fineness, activity and stability must be assessed under the applicable steel-slag or blended-cement standard. |
| Granulated blast-furnace slag cement | Finely ground granulated blast-furnace slag used as a cementitious material. | ASTM C989/C989M-26 covers this material for concrete and mortar and specifies Grades 80, 100 and 120. It does not automatically qualify steelmaking-slag powder. |
| Other blended cement | A cement containing one or more supplementary cementitious materials under a named product standard. | Acceptance depends on the exact standard, constituent limits and project specification; the label alone is not evidence of compliance. |
Ask the supplier to state the production route, technical designation and standard edition in writing. If the supplier uses “slag cement” as a generic sales term, require clarification before reviewing test results.

Is steel-slag cement suitable for my project?
There is no universal yes-or-no answer, replacement percentage or acceptance limit established for every project. A product can be suitable for one mix and unsuitable for another because of differences in exposure, aggregate, curing, structural requirements, source chemistry and the governing code.
Use this qualification sequence:
- Identify the material and its production source.
- Determine which code, owner specification and product standard control the work.
- Check certificates and independent test reports for the actual source and batch.
- Investigate expansion and other durability risks for the intended exposure.
- Run trials with the proposed mixture and construction procedures.
- Document the engineer’s acceptance, conditions and any required controls.
Step 1: Obtain an unambiguous material identity
Request the supplier’s basic declaration
Before discussing performance, request a signed product data sheet or declaration that includes:
- Production route: steelmaking slag, blast-furnace slag or another source.
- Material form: powder, cement, blended cement or aggregate.
- Manufacturer, plant location and source identification.
- Batch or lot number, production date and intended shelf life.
- Applicable product standard and exact edition.
- Constituent materials and any grinding, aging, weathering or separation process.
- Recommended storage and handling conditions.
Do not transfer an acceptance rule from steel-slag aggregate guidance to a cementitious powder. Aggregate protocols address a different product form and end use.
Distinguish the governing standards
ASTM C989/C989M-26, listed by ASTM as active and updated September 11, 2026, applies to finely ground granulated blast-furnace slag cement for concrete and mortars. Its grades and requirements should not be cited as proof that a steelmaking-slag powder complies.
An English translation summary of GB/T 20491-2017 describes technical-property categories for steel-slag powder, including fineness, free calcium oxide, chloride, activity index, fluidity ratio and stability. Because that page is a translated secondary source, confirm the official Chinese standard, its status and the edition recognized in your jurisdiction before treating any numeric limit as a contractual requirement.

- One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips
Step 2: Match the material to the project requirements
Identify the controlling documents
Collect the structural drawings, concrete specification, owner requirements, applicable national or local code, exposure classification and approved-material list. Look for provisions covering:
- Permitted cement types and supplementary cementitious materials.
- Maximum or minimum cementitious content and water-to-binder ratio.
- Strength at specified ages and early-strength requirements.
- Chloride limits, sulfate exposure and alkali–silica reaction (ASR) controls.
- Heat of hydration, temperature limits and curing duration.
- Approved substitutions, prequalification and inspection obligations.
Some contracts allow only materials named in a prescriptive standard; others allow alternatives when equivalent performance is demonstrated. The responsible engineer must decide which route applies. Do not infer permission from a supplier’s statement that a product is “cement compliant.”
Check whether substitution is actually permitted
Confirm in writing whether the proposed powder replaces part of the cement, is supplied as a finished blended cement, or is added as a separate cementitious component. Those arrangements can trigger different batching, labeling, storage and testing requirements. The available standards do not establish a universal substitution percentage for steelmaking-slag powder.
Step 3: Audit certificates and test reports
Ask for certificates covering the proposed source and recent batches, not only a generic brochure. At minimum, the package should identify the test method, laboratory, test date, sample or lot number and acceptance criterion.
| Evidence to request | What to verify |
|---|---|
| Certificate of analysis | Material identity, source, batch, chemical results and the standard against which they were tested. |
| Physical-property report | Fineness, setting or fluidity information, activity or strength contribution and any required density data. |
| Stability or expansion report | Method, curing period, specimen preparation, measured expansion and the limit used for acceptance. |
| Chloride and chemistry results | Values for the actual batch, units, detection limits and compatibility with the project’s chloride requirements. |
| Quality-system and laboratory information | Laboratory competence, calibration status and whether testing was internal or independent. |
| Production and consistency records | Source changes, process changes, aging or weathering controls and historical variability. |
Read the scope of every report. A result for a steel-slag aggregate, a different plant or an earlier formulation cannot be presented as a result for the powder proposed for your concrete.

Step 4: Examine expansion and stability risk
Why expansion can occur
Steel slag can contain free lime (free calcium oxide) and magnesia. Free lime may hydrate comparatively quickly and cause volume change; magnesia can hydrate more slowly and produce delayed expansion. The amount and reactivity depend on steelmaking practice, cooling history, processing and aging. This is why a stable result from one source does not qualify every steel-slag product.
The Federal Highway Administration’s material description of steel slag and its user guidance for asphalt concrete explain expansion and weathering concerns mainly for aggregate applications. Use those pages to understand the hazard mechanism, not as direct acceptance criteria for cement powder. The UK Environment Agency’s quality protocol for aggregate from waste steel slag likewise concerns aggregate end uses.
What stability evidence should show
For a steel-slag powder, ask how the supplier measured stability and whether the test represents the proposed formulation. Confirm:
- The official method and edition used.
- Whether the sample was taken from the same lot and source as your supply.
- Specimen dimensions, curing temperature, duration and measurement intervals.
- Whether free lime and magnesia were characterized separately.
- The project or product limit used to determine pass or fail.
- Whether aging, weathering or grinding changed the material before testing.
If the supplier cannot explain the relationship between its stability result and the project specification, treat the material as unqualified until the engineer defines additional testing.
Check ASR when the aggregate and exposure make it relevant
Steel-slag cement is not the only source of expansion risk. The combination of cementitious materials and aggregate can contribute to ASR. ASTM C1567-25 provides an accelerated mortar-bar method for certain cementitious-material and aggregate combinations. ASTM describes the method as empirical: results form part of the basis for precautions against excessive expansion, and interpretation is directed to ASTM C1778. Confirm that the proposed materials fall within the method’s intended scope and use the acceptance criteria required by your governing code.

Step 5: Test the actual project mixture
Certificates demonstrate stated properties; a trial mixture demonstrates whether the proposed materials work together under your project conditions. Use the actual steel-slag product, cement, aggregates, admixtures, water and target proportions.
- Set the trial objectives. Write the required strength ages, slump or flow, air content, setting window, temperature limits, curing regime and durability criteria before batching.
- Replicate production proportions. Use the intended replacement level or blended-cement dosage, aggregate grading, water-to-binder ratio and admixture sequence. Record material temperatures and moisture corrections.
- Measure fresh properties. Check workability retention, bleeding, segregation, air content, density and setting time. Note whether the mixture needs extra water, retarding admixture or longer finishing time.
- Measure strength development. Test the ages specified by the project, including early age when stripping, prestressing or loading depends on it. Compare both required strength and the rate at which it develops.
- Evaluate curing and temperature. Record curing method, internal temperature and heat development. Slag Cement Association technical information recommends verifying thermal properties before construction and confirming sulfate resistance by testing; apply the project’s own criteria and methods.
- Run durability tests required by exposure. Include sulfate resistance, ASR-related testing, chloride-related performance or other tests named by the specification. Do not substitute a convenient test for the governing method without engineering approval.
- Inspect dimensional stability. Include the relevant expansion or shrinkage observations and maintain specimens for the period required by the selected method. Delayed magnesia-related effects cannot be ruled out by a short observation alone.
- Repeat when the source changes. Re-test after a plant, furnace practice, grinding process, blend proportion or aggregate source changes if the specification or engineer treats that change as significant.
Keep the complete batch sheet and laboratory record. A passing result is meaningful only when the tested mixture, materials and curing conditions match the construction proposal.

If the project is choosing between steelmaking-slag powder, a specified granulated blast-furnace slag cement and the incumbent cementitious system, compare them against the same decision criteria. The evidence does not support a universal ranking.
| Decision criterion | Steelmaking-slag powder | Specified granulated blast-furnace slag cement | Incumbent cementitious system |
|---|---|---|---|
| Conformity to the governing material standard | Must be established for the exact powder and jurisdiction. | May be assessed under ASTM C989/C989M-26 where that standard is accepted and applicable. | Use the standard and approval already named in the project documents. |
| Source consistency | Verify steelmaking route, processing, aging and batch variability. | Verify granulation, grinding and grade consistency. | Use existing supplier and batch controls, subject to current certificates. |
| Expansion and stability evidence | Require source-specific evidence addressing free lime, magnesia and stability. | Use the requirements and tests applicable to blast-furnace slag cement. | Confirm current performance and any aggregate-related ASR controls. |
| Trial-mixture strength and workability | Must be demonstrated at the proposed dosage and curing regime. | Must be demonstrated for the selected grade and project mixture. | Provides the baseline against which alternatives are compared. |
| Exposure-specific durability | Evaluate sulfate, ASR, chloride or other risks required by the exposure. | Evaluate the same exposure requirements; do not assume equivalence. | Use the established project qualification data. |
| Thermal behavior and curing | Measure for the actual mixture and section size. | Verify thermal properties and curing needs for the selected grade. | Use existing thermal limits, but confirm they remain valid for the design. |
| Supply and substitution status | Confirm reliable batches and written approval for substitution. | Confirm approved suppliers, grade availability and delivery continuity. | Check current availability and contract status. |
Decision rules for common findings
The supplier provides only an ASTM C989 certificate
That certificate may support granulated blast-furnace slag cement, but it does not establish compliance of steelmaking-slag powder. Ask the supplier to identify the material covered by the certificate and provide testing under the standard that governs the proposed powder.
The product is described as “stabilized” but no method is given
Request the stabilization process, source and batch records, test method, curing period and measured result. “Stabilized” is not a substitute for a documented expansion criterion accepted by the project engineer.

Results are from a different plant or old formulation
Use them only as background. Obtain representative samples from the proposed source and repeat the tests required for the current batch or formulation.
Early strength is acceptable but durability data are missing
Do not approve solely on compressive strength. Complete the exposure-specific durability and stability program before placing structural concrete.
The project specification is silent
Silence is not automatic approval. The engineer should define the applicable standard, qualification tests, substitution limits and documentation before procurement or placement.

What to place in the project record
Maintain a traceable approval package containing:
- Material designation, production route, plant and batch numbers.
- Applicable standard, edition and project clauses.
- Supplier declarations, certificates and full laboratory reports.
- Sampling locations, dates, test methods and acceptance limits.
- Stability, expansion, ASR and other durability results.
- Trial-batch proportions, fresh properties, strength, temperature and curing records.
- Exposure assumptions, aggregate information and admixture details.
- Any deviations, conditions of use, inspection requirements and engineer’s signed approval.
Retain the records with the concrete submittal and quality-control documentation so that a later source or batch change can be evaluated against the same decision basis.
Bottom-line acceptance test
Approve steel-slag cement only when the exact material is identified, the governing standard permits it, the supplier’s batch evidence is credible, expansion and exposure-related risks have been addressed, and the proposed mixture meets the project’s performance criteria. If any of those links is missing, the correct action is to hold approval and obtain clarification or additional testing—not to assume that “slag cement” is a sufficient qualification.
