A “low-carbon” label is not proof that a cement or concrete proposal complies with your project. Compliance requires three separate checks: the adopted building and structural rules, the concrete’s engineering performance, and the project’s embodied-carbon evidence and limits. Start by recording the jurisdiction and contract requirements, then match the proposed mix and its environmental product declaration (EPD) to those rules before requesting approval.
What compliance actually means
Low-carbon cement is usually evaluated as part of a concrete mixture, not as an isolated product. A cement may have a lower manufacturing footprint, yet the resulting concrete can still fail a strength, durability, placement, documentation, or carbon requirement. Conversely, a mix can meet a project’s carbon limit while using a different cementitious strategy than the one originally proposed.

Use this three-gate test:
| Gate | Question to answer | Typical evidence |
|---|---|---|
| Authority | What code, ordinance, permit condition, procurement rule, and contract specification govern the work? | Adopted code edition, local amendments, permit documents, owner requirements, concrete specification |
| Engineering | Will the supplied concrete achieve the specified strength, durability, exposure, placement, curing, and acceptance requirements? | Mix design, trial or qualification data, certificates, test results, inspection and testing plan |
| Carbon | Does the mix satisfy the project’s defined global-warming-potential (GWP) limit or reduction, using the required boundary, unit, EPD type, and calculation method? | Product- and facility-specific EPD, product data, GWP calculation, baseline comparison, verification records |
All three gates must pass. An EPD does not replace structural acceptance, and a successful strength test does not establish compliance with a carbon threshold.
Step 1: Identify the rules that control your project
Do not begin with the supplier’s marketing description. Begin with the documents that have legal or contractual force. Model codes apply only when a jurisdiction adopts them or when the contract incorporates them.

Record the governing authority
- Project address and permitting jurisdiction.
- Adopted building and structural code editions, including local amendments.
- Any municipal or regional low-carbon, green-building, or embodied-carbon ordinance.
- Permit conditions and instructions from the building official.
- Owner, lender, rating-system, or public-procurement requirements.
- The concrete specification, structural drawings, general conditions, and submittal schedule.
Give the design professional and building official the opportunity to confirm which document controls if requirements conflict. A published standard that has not been adopted is useful technical guidance, but it is not automatically a permit requirement.
Separate law from voluntary targets
Some projects set an owner’s carbon target without making it a statutory condition. Others attach a carbon limit to a permit or public contract. Label each requirement as mandatory law, adopted code, permit condition, contract requirement, or voluntary goal. The approval path and consequences of missing it differ.
Step 2: Define the material and its application
Write down exactly what is being proposed:
- Portland cement, blended cement, supplementary cementitious material (SCM), or a complete ready-mixed concrete.
- Cast-in-place, precast, shotcrete, tremie concrete, auger-cast concrete or grout, pavers, masonry units, or another application.
- Specified compressive strength, exposure classes, durability requirements, placement method, and structural role.
- Batching facility, aggregate sources, cementitious proportions, admixtures, and expected delivery location.
This scope check is essential for ACI CODE-323-24. Its first edition covers cast-in-place concrete with specified compressive strength greater than 2,500 psi and up to 8,000 psi. It excludes precast concrete, tremie concrete, auger-cast concrete or grout, shotcrete, pavers, and masonry units. A project outside that scope may still have a carbon requirement, but you cannot automatically apply the first-edition provisions as though they covered it.

Understand what ACI CODE-323-24 does
ACI Committee 323 published ACI CODE-323-24 in 2024 as a low-carbon concrete code. Its stated purpose is to provide requirements for limiting the maximum GWP of concrete on a project. The code also states that its provisions are in addition to the governing building or structural design code, standard, or regulation, and that they do not supersede local, state, or federal law.
Therefore, confirm whether your authority has adopted or referenced ACI CODE-323-24 and which edition of the governing structural code remains applicable. Treat the low-carbon code as an added requirement, not a replacement for structural design and construction provisions.
Step 3: Extract the carbon rule before reviewing an EPD
The phrase “low carbon” is incomplete until the project defines what is measured and against what limit. Pull the following terms from the specification, ordinance, or procurement standard:
| Term | What to verify | Why it changes the result |
|---|---|---|
| Required outcome | Absolute GWP ceiling, percentage reduction, cement-content cap, or another metric | A cement-content cap and a project GWP limit can approve different mixtures |
| Baseline | Regional average, reference mix, code baseline, or owner-defined value | The same mix can pass one baseline and fail another |
| Unit | Mass of concrete, cubic yard or cubic metre, tonne of cement, or project total | Changing the declared or reporting unit changes the calculation |
| Life-cycle boundary | A1-A3 product-stage modules or additional modules such as transport, construction, use, or end of life | Including more stages generally changes the reported GWP |
| Aggregation | Individual mix, strength class, volume-weighted project average, or package total | A project may allow a high-GWP mix to be balanced by lower-GWP concrete elsewhere, or may not |
| Evidence | EPD type, PCR, facility resolution, third-party verification, validity period, and calculation format | An otherwise credible EPD may be unusable if it does not meet the specified evidence rule |
| Timing | Submittal, approval, procurement, delivery, and as-built documentation deadlines | An EPD obtained after placement may not satisfy a prior approval requirement |
Ask the specifier to answer any undefined term in writing. Do not infer a threshold from a product brochure or from the word “environmental” on an EPD.

An EPD is a life-cycle declaration, not a universal pass certificate. Review it against the project rule and the batch-ticket or mix-design information.

Check product and facility identity
- Manufacturer and exact product or mix designation.
- Concrete plant or cement facility covered by the declaration.
- Production geography and market coverage.
- Declared unit and reference strength or density, where stated.
- Publication date, validity end date, and program operator.
A company-wide or generic EPD may not represent a particular plant. If the rule requires facility-specific data, a broad industry-average declaration is insufficient.
Check the life-cycle modules and PCR
Confirm that the EPD reports the modules required by the project. Many concrete rules use A1-A3, covering raw-material supply, transport to manufacturing, and manufacturing, but a project may require additional stages. Record the product-category rules (PCR) used to calculate the declaration and verify that they are accepted by the governing program or specification.
ISO 21930:2017 remains current according to the International Organization for Standardization’s 2023 confirmation. It provides requirements and guidance for construction-product EPDs, but it does not by itself create your project’s pass/fail threshold.

ASTM E2921-22 is a whole-building life-cycle assessment comparison practice. ASTM expressly states that it does not set rules for applying product EPDs in building codes or rating systems and does not establish product-EPD comparability. Consequently, compare declarations only under the method named by your project rule, including its PCR, unit, modules, geographic scope, and allocation rules.
Reconcile the EPD with the proposed mixture
- Compare cementitious quantities and SCM percentages in the EPD with the submitted mix design.
- Check whether the declared strength, density, air content, and water-cementitious ratio are consistent with the proposal.
- Confirm that aggregates, admixtures, and transport assumptions match any project calculation that uses the EPD.
- Document any adjustment for plant location, delivery distance, recycled content, or batch-specific quantities required by the rule.
- Obtain written confirmation when a supplier substitutes a plant, cement source, or mixture proportion.
If the supplied mix changes after approval, reassess the carbon calculation. An approved EPD attached to an earlier mix does not automatically cover a materially different mixture.
Step 5: Verify structural and durability performance separately
Carbon evidence cannot cure an engineering deficiency. The design professional must review whether the proposed mixture satisfies the adopted structural code and the project specification.
Strength acceptance
Check the specified compressive strength, required test age, strength class, and acceptance provisions. An American Concrete Institute technical FAQ discussing ACI 318-19 says specified compressive strength is normally based on 28-day results unless the contract documents specify otherwise. That statement is tied to ACI 318-19; confirm the edition and project-specific provisions that apply to your work rather than treating the FAQ as a substitute for current requirements.

Review trial batches or qualification data for the actual materials and proportions. A lower-cement mix may develop strength more slowly, so early stripping, loading, or post-tensioning requirements may need explicit treatment in the schedule and specification.

Durability and exposure
- Freeze-thaw exposure and required air entrainment.
- Sulfate, chloride, seawater, or other chemical exposure.
- Permeability, water-cementitious ratio, and curing requirements.
- Alkali-silica reaction controls and aggregate compatibility.
- Fire, temperature, shrinkage, creep, and cracking limits where specified.
Confirm that SCM substitutions and cement reductions do not violate an exposure-class limit or a prescriptive durability requirement. A carbon calculation should be reviewed alongside, not instead of, these checks.
Placement, curing, and testing
Ask whether the mixture can be batched, transported, pumped, finished, and cured under the project conditions. Record temperature limits, slump or flow, set time, curing method, sampling frequency, laboratory qualifications, and acceptance procedures. Include contingency instructions for rejected loads, delayed deliveries, or strength results that do not meet the specification.
Step 6: Compare available compliance pathways
Some jurisdictions offer more than one route. Compare each route using the same five questions: what outcome is required, what boundary and unit are used, what evidence is accepted, what performance constraints or exemptions apply, and who reviews the submission at which milestone.

Marin County as a local example
Marin County describes permit pathways based on cement content or an EPD-supported mix GWP. This is an example of a local compliance structure, not a universal template. If your project is in another jurisdiction, obtain that authority’s forms, definitions, exemptions, and review instructions.
Canada’s federal procurement standard
The Government of Canada’s amended Standard on Embodied Carbon in Construction applies in covered federal procurement contexts. For listed ready-mixed concrete requirements, it calls for project-level greenhouse-gas disclosure supported by EPDs and a reduction of at least 10% below the specified regional average baseline. The stated material quantity threshold is an aggregate minimum of 100 m³, subject to the standard’s exclusions and exemptions.
The standard was amended on March 20, 2025, and additional requirements took effect September 1, 2025. These dates and thresholds should be checked against the current procurement documents. They do not create a general Canadian or United States building-code requirement for every project.
Step 7: Prepare the approval package
Submit one coordinated package instead of separate carbon and engineering files that reviewers must reconcile themselves.

Common failure modes and how to correct them
Failure: treating a marketing label as approval
Symptom: The submittal says “low carbon” but provides no threshold calculation.
Correction: Identify the governing carbon rule and submit the required GWP or cement-content evidence tied to the actual mix.
Failure: applying ACI CODE-323-24 outside its scope
Symptom: A precast, shotcrete, paver, or masonry proposal is evaluated using the first edition’s cast-in-place provisions.
Correction: Confirm application and strength scope first. Use the governing specification or another adopted requirement for excluded products.
Failure: using an EPD with the wrong facility or unit
Symptom: The declaration covers a national average or a different plant than the one supplying the project.
Correction: Obtain a declaration with the required geographic and facility resolution, or receive written acceptance of the alternative from the project reviewer.
Failure: comparing incompatible EPDs
Symptom: One declaration reports A1-A3 per cubic metre while another reports a different unit or includes additional modules.

A field-ready verification checklist
Before approving a low-carbon cement or concrete proposal, confirm that the file answers every item below:
- Project jurisdiction and permitting authority identified.
- Adopted building and structural code editions confirmed.
- Local carbon ordinance, permit condition, owner target, or procurement rule identified.
- Concrete application and ACI CODE-323-24 scope checked.
- Specified strength, exposure, durability, placement, curing, and test age recorded.
- Carbon threshold, baseline, unit, life-cycle modules, aggregation method, and deadline stated.
- EPD product, facility, geography, declared unit, PCR, modules, validity, and verification checked.
- EPD quantities reconciled with the submitted mix design.
- Trial or qualification data reviewed for the proposed materials.
- Substitution and change-control procedure agreed.
- Reviewer and approval milestone identified.
- Approval, delivery, testing, and as-built carbon records assigned for retention.
What you can conclude before a project review
You can determine whether a proposal is ready for review by assembling the authority matrix, engineering package, and carbon evidence described above. You cannot declare a particular cement or mix compliant without the project location, adopted code edition, application, design strength, governing carbon rule, and matching EPD. Those inputs determine the applicable test.
Use ACI CODE-323-24, where adopted or referenced, as an additional low-carbon requirement; keep structural and durability compliance independent; and treat each EPD as evidence whose scope and comparability must match the project rule. That approach gives the reviewer a traceable basis for approval and prevents a low-carbon claim from being mistaken for building-code compliance.
