1. Identify the product and cement type
Do not rely on a commercial name alone. The bag should identify the product name and brand and state the classification or standard applicable to that cement type. The technical document refers to cement categories covered by ASTM C1157/C1157M, ASTM C150/C150M, ASTM C595/C595M and ASTM C91/C91M.
Record the exact wording, type designation and responsible company shown on the bag. This information lets DGPC or the seller match the product to its registration and technical file.

2. Check every required label field
The available technical document says package information should be clear, visible, permanent and written in Spanish. Use this checklist while the bag is still at the seller’s premises:

Ask the seller to show the product’s registration record, not just a photograph of a different bag or a company-wide certificate. The registration should correspond to the exact product identity, cement classification, responsible company and package information.
The technical document describes a record procedure covering both companies and products. Its file includes product information, a technical sheet, a product conformity opinion and information about the accredited laboratory involved. Ask for copies or a way to inspect those records.
No public DGPC product-number lookup was verified. Do not assume that an online search proves registration exists. If the seller cannot explain the number, contact DGPC directly and provide photographs of the complete label, the number, the seller and the purchase location.

4. Match “ASTM compliant” claims to the correct standard
A statement such as “ASTM compliant” is incomplete unless it identifies the relevant cement type and supporting evidence. The regulation references these standards:

The applicable standard depends on the cement type. Do not treat a reference to one ASTM document as evidence that every cement product from a supplier meets that document.
5. Ask how conformity was demonstrated
The regulation’s conformity route is formal. Ask the seller or responsible company to explain each of these elements:
- Sampling: Finished product is sampled by an accredited and authority-authorized conformity-assessment body.
- Laboratory testing: Samples are analyzed by a laboratory accredited to OHN-ISO/IEC 17025 for the relevant cement scope.
- Authority review: Results are submitted to the competent authority for review.
- Market surveillance: Officials can inspect products and records through the supply chain.
The technical document states that internal laboratory results from a manufacturer, importer or commercializer are not accepted for regulatory purposes under that procedure. A company’s own quality-control report may help explain production, but it is not the regulatory conformity evidence described in the rule.
6. Check the transaction and storage context
Government reporting identifies adequate storage as a current requirement. Ask where the bags have been stored and whether the seller can identify the shipment and responsible company. Keep the receipt, photographs of all sides of the bag and any documents supplied with the sale.

Do not convert a visual inspection into a technical conclusion. Color, texture or a simple field test cannot establish compliance with the specified cement properties. If the package information, registration number or storage explanation is unclear, use the documentation and authority-contact steps rather than guessing from appearance.

Understanding the process helps you distinguish a real compliance record from an unsupported sales claim.

This process is why a bag label alone cannot prove every technical property. Registration and labeling establish identity and traceability; conformity assessment supplies the technical evidence.
What the label can—and cannot—tell you
What a complete label can establish
- Which product and cement type the seller says is being sold.
- Which company is identified as manufacturer, importer, distributor or packer.
- Which authority-issued registration number is associated with the package.
- Whether the package presents the required information in a clear, visible and permanent Spanish-language format.
- What net quantity and date information the package declares.
What it cannot establish by itself
- That the cement passed every required chemical or physical test.
- That a claimed ASTM classification is supported by an accredited laboratory report.
- That the product in the bag is the same product covered by a copied or unrelated certificate.
- That storage conditions throughout the supply chain were adequate.
For those questions, request the registration and conformity records or ask DGPC to verify them.
How to compare two bags or two sellers
When choosing between products, compare evidence rather than advertising language. Use the same questions for each bag:

What to do when documentation is missing or inconsistent
Before paying
- Ask the seller to identify the exact product registration number and responsible company.
- Request the registration and conformity documents for that product, not a generic corporate certificate.
- Photograph the front, back, sides, date information, net mass and registration number.
- Write down the seller’s name, address, date and the quantity offered.
- Do not treat a lower price, familiar branding or a verbal quality promise as a substitute for documentation.
After purchase
Keep the receipt and the complete package. Do not discard the bag before resolving a concern, because the label carries the identity and registration details needed for an official check. Separate questionable material from a project where practical and ask the seller for a written explanation.
When to contact DGPC
Contact the Dirección General de Protección al Consumidor when the registration number is absent or cannot be matched, the label is incomplete, the responsible company is unclear, the seller refuses to provide available documentation or the product appears to be represented under a different cement type.
Provide the product and company names, registration number if present, photographs, purchase location, date, receipt and a concise description of the inconsistency. The technical document describes inspections at customs, factories, warehouses, stores and other points of sale, including inspections following complaints. DGPC can determine the appropriate official action.

Version and date checks that matter in 2026
Use October 6, 2026 as the reported application date, but distinguish that implementation report from the text of the final rule. The available SDE PDF is marked RTH 91.01.05:25. Later reporting refers to a 2026 approval and implementation, while the final RTH 91.01.05:26 text was not available in the material reviewed here.
Before citing a transition period, deadline, exemption or detailed clause in a contract or purchase decision, ask DGPC or consult the official final publication. The safest current practice is to apply the core checks that both sources support: registered product, identifiable responsible company, clear Spanish label, applicable cement classification, supporting conformity evidence and appropriate storage.
Televisión Nacional de Honduras reported that three companies had registered products before mandatory application. That was an indirect, dated pre-implementation snapshot, not a complete or current registry. It should not be used to assume that any particular product is registered today.
