Do not assume a new building method is permitted because it meets a national model code, has an evaluation report, or is described as durable or fire-resistant. First ask the building department for the code edition and amendments adopted for your project site and the evidence it needs to review the method. Separately, give your insurer or licensed agent the project details and get a written, project-specific answer before construction.
What “meets local code” actually means
For a home-building project, “local code” means the building code and amendments adopted by the authority having jurisdiction (AHJ) for the project site. The AHJ is generally the city or county building department responsible for permits and inspections. A reference to a national model code is not enough to establish which rules govern your project: jurisdictions may adopt different editions and local amendments.

An innovative method may be explicitly addressed by the adopted code, or it may need review as an alternative material, design, or method of construction. The answer depends on the proposed system, its intended use, the project design, and the locally adopted requirements. A method’s use on another project, or approval somewhere else, does not by itself establish approval for your design and location.
Code approval and insurance acceptance are separate decisions. The building official decides whether the proposal satisfies the applicable building requirements and permit process. An insurer decides whether and on what terms it will cover a particular property. Do not treat an answer from one as an answer from the other.

Step 1: Identify the authority, code edition, and amendments
Before ordering specialized testing, paying for an evaluation, or finalizing a design, contact the building department for the project address. Ask which adopted residential code edition and local amendments apply, what permits and reviews are required, and which official handles alternative construction proposals. If the site is outside a city, ask the relevant county or other permitting authority rather than assuming the nearest city department has jurisdiction.
- Give the department the project address or parcel location and describe the proposed construction method in plain terms.
- Ask for the adopted code edition, applicable local amendments, and any local application or submittal instructions.
- Ask whether the method appears to be covered prescriptively by the adopted code or will need an alternative-method review.
- Ask which department staff member should receive technical questions and whether an early or pre-application discussion is available.
- Record the date, name or role of the person responding, and any code sections or documents they identify.
Do not assume a model-code provision applies just because it appears in a publication or evaluation document. Ask the official to identify the locally applicable wording and confirm how the department will handle the proposal. If the code edition or jurisdiction is unclear, resolve that before relying on a technical report tied to a different edition.
Step 2: Define exactly what the proposed method is
A review is only useful if the proposal is specific enough to assess. “Alternative wall system” or “innovative foundation” may describe a broad category, not the exact product, assembly, or installation being proposed. Prepare a concise description that identifies the manufacturer or system, the components, the intended location and function in the house, and how the assembly connects to conventional parts of the structure.

- Structural calculations or other design analysis prepared by an appropriately qualified design professional, when applicable.
- Test reports, technical evaluations, or other evidence relevant to the system’s intended use and code concerns.
- Installation instructions, including requirements for materials, connections, sequencing, and weather protection.
- Inspection and quality-control procedures, including who verifies concealed work and what records will be retained.
- Known limitations, conditions of use, and any proposed deviations from the evaluated or tested configuration.
This is a preparation list, not a universal code submittal checklist. The precise evidence required depends on the jurisdiction, adopted code, design, and construction method. Ask the official what is needed before commissioning costly testing or treating a report as sufficient. A report addressing one product or use may not answer questions about a different assembly, configuration, connection, or application.
Step 3: Ask how the alternative will be evaluated
Some model-code language allows a building official to approve an alternative when it is satisfactory, meets the code’s intent, and is at least equivalent to the prescribed approach for its intended purpose. A draft ICC Evaluation Service document reproduces model-code wording that describes equivalence in qualities including quality, strength, effectiveness, fire resistance, durability, and safety. That language is useful context for a discussion, but it does not establish the controlling rule for your property. Confirm the locally adopted provision and wording with the AHJ.
Ask the official to explain the review path for this proposal, including what findings or documentation the department expects and how the decision will be recorded. Questions to raise include:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Which applicable code provisions or performance concerns does the proposal need to address?
- What evidence will the department consider relevant to the method’s intended use?
- Does the official expect project-specific engineering, testing, or review by another specialist?
- What installation conditions, inspections, or quality-control records might be required?
- Can the department identify the proposal’s scope and any conditions in the permit decision or approved plans?
Request a written summary of the review process or the official’s direction. An informal conversation can help you plan, but it is not the same as a permit decision. The adopted code and the department’s formal decision control; avoid relying on a general statement that a method is “usually accepted.”

Step 4: Check whether an evaluation report covers your exact system and use
An ICC-ES evaluation report can provide technical evaluation findings, conclusions, and recommendations for a product or system within the report’s scope. It can be useful evidence to submit to the building official. It is not blanket approval for every house, jurisdiction, design, or installation, and it does not replace the official’s project-specific decision.
- Search the ICC-ES reports directory using the exact manufacturer or system name, and use the report number if you have it.
- Confirm that the report identifies the same product or system and intended use proposed for your project.
- Check which code edition the report addresses and compare it with the edition adopted for the project site.
- Read the scope, conditions of use, installation requirements, limitations, and any required inspections or supporting documentation.
- Give the report to the building official and ask whether it addresses the department’s concerns or whether additional project-specific evidence is needed.
Do not rely on a search result, report title, or manufacturer’s summary alone. The conditions and limitations matter: a report may apply only when the system is installed in a specified way or used within defined boundaries. If your plans depart from those conditions, identify the difference and ask how it will be reviewed rather than implying that the report covers it.
Choose a code-review pathway by evidence, not by label
There is no universally sufficient document or fastest approval route established for every innovative method. Use the following questions to identify what to discuss with the AHJ; the official determines what applies to the project.
| Review question | What to establish | What to verify with the official |
|---|---|---|
| Is the method addressed prescriptively? | Whether the adopted code directly covers the proposed materials, assembly, and use. | Which local provisions and amendments apply to the design. |
| Does an evaluation report or recognized test standard cover it? | Whether the evidence concerns the exact product or system and intended use. | Whether the report or testing addresses the applicable code concerns and adopted edition. |
| Is project-specific evidence needed? | Whether the project design introduces conditions beyond the available evaluation or standard. | What engineering, testing, or other documentation the department requires. |
| What construction controls are part of the proposal? | Whether the evidence specifies installation conditions, limitations, or inspection needs. | Which conditions must appear in approved plans, permit documents, or inspection records. |
Keep the method, evidence, and intended use aligned. A report for one product configuration cannot automatically support a materially different installation, and a general claim about a material does not establish how a complete building assembly performs. If the official identifies a gap, ask which requirement or concern remains unresolved so that the designer can respond with relevant evidence rather than an unrelated certificate or marketing claim.

Step 5: Get the insurer’s answer before committing to construction
Once the method and project are described clearly enough to evaluate, contact the insurer or a licensed insurance agent before construction begins. Provide accurate information rather than relying on broad labels such as “green,” “fireproof,” or “stronger than conventional.” Consumer guidance from the National Association of Insurance Commissioners identifies construction type and materials as factors relevant to homeowners insurance, but the sources available do not establish whether any particular carrier will insure a particular innovative system, at what price, or with which exclusions.
Send the carrier or agent the proposed construction type and materials, project location, plans or relevant details, builder information, and available code or evaluation documents. Ask for a written response that addresses the actual home and the construction stage. In particular, ask:
- Whether the carrier will insure the property with the proposed construction method and what underwriting review is required.
- What plans, reports, inspections, certificates, or other documentation the carrier requires.
- Whether the construction type affects eligibility, premium, deductibles, limits, or policy terms.
- What exclusions, restrictions, or special conditions would apply to the property or the method.
- How the dwelling limit and replacement-cost assumptions will account for the home’s actual design and materials.
- Whether coverage is available during construction and what policy or endorsement is appropriate for that period.
Do not infer acceptance or a discount from building approval, an evaluation report, or a claim that a material is durable or fire-resistant. Insurance decisions and terms are carrier- and state-specific. Ask for the response in writing, review the actual binder or policy documents, and clarify any answer that is conditional on later documentation or inspection.
Ask separately about construction and future code upgrades
While the home is being built
Ask whether a builder’s-risk or course-of-construction policy, or an appropriate endorsement, is needed while the home is under construction. Confirm what property, work, materials, and construction period the proposed coverage applies to, and what conditions or documentation the carrier requires. Do not assume a future homeowners policy automatically covers the construction phase.

If a covered loss triggers code-related rebuilding
Ask how the policy treats costs of rebuilding to meet code requirements after a covered loss. This coverage is often called ordinance-or-law coverage. A homeowners policy does not necessarily pay all additional costs required by later code compliance, so ask what limits and conditions apply rather than assuming that the dwelling limit covers every code-upgrade expense.
What to do if the department or insurer raises a concern
A concern is a request to resolve a question, not proof that the method can never be used. Ask for the issue, the relevant requirement or underwriting condition, and the documentation or design change that would address it. Keep the response tied to the actual proposal so that revisions do not create a mismatch among the plans, technical evidence, permit decision, and insurance submission.
- If the code edition is disputed or unclear: return to the authority for the site and request the adopted edition and amendments that govern the permit.
- If a report does not match the plans: identify the exact difference in product, configuration, intended use, or installation and ask whether revised evidence or design is required.
- If the official asks for more technical support: ask which code concern is unresolved and have the design professional propose relevant calculations, testing, or other evidence.
- If the insurer’s answer is conditional: identify each required inspection or document, the deadline for providing it, and whether coverage is bound before those conditions are met.
- If coverage is declined or restricted: ask for the carrier’s written position and whether a revised project description or additional documentation would change the underwriting review; do not assume that another carrier will treat it the same way.
Do not proceed on the assumption that a later conversation will cure an unresolved approval or coverage condition. Before moving into construction, make sure the formal permit requirements and insurance terms are understood by the owner, designer, builder, official, and insurer.

Maintain a dated record so everyone is working from the same proposal and the same conditions. Preserve the correspondence and the exact versions of documents considered, not just links or verbal summaries.
- Building department correspondence, identified code edition and amendments, permit conditions, and approved plans.
- Evaluation report versions, engineering calculations, test evidence, installation instructions, and inspection or quality-control records.
- Insurer or agent emails, written underwriting decisions, binder and policy documents, and endorsements.
- Any changes to the system, plans, manufacturer, installation method, or coverage terms, with dates and the affected documents.
If plans change after the official’s review or the insurer’s written answer, notify the relevant party and ask whether the change affects the decision. A record tied to an earlier design should not be treated as approval or coverage confirmation for a materially revised one.
Use a short written request to start both conversations
