Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →For a property inside the Mussoorie Dehradun Development Authority (MDDA) area, approval is established by matching the authority’s record to the exact parcel and the building that stands on it. Obtain the digitally signed sanctioned map and sanction letter, verify the khasra number and address, confirm permitted land use, compare every material part of the approved drawing with the as-built property, and obtain the applicable completion or occupancy evidence. Then confirm any required no-objection certificates (NOCs) and location-specific restrictions with MDDA and the relevant departments. A title deed or a plan handed over by the seller is not, by itself, proof that the current building is approved.
What “approved” should mean in Mussoorie
Buyers often use “approved property” to describe several different things. Construction approval is not the same as ownership, and a sanctioned building plan is not the same as permission to occupy a completed building. Treat the question as a chain of separate checks:
As an Amazon Associate I earn from qualifying purchases.
- Jurisdiction: the parcel is governed by MDDA or another clearly identified competent authority.
- Land and use: ownership records and the permitted land use correspond to the parcel and the proposed or existing use.
- Building permission: MDDA issued a sanction for that site, scope, floors and use.
- As-built conformity: the structure on the ground does not materially exceed or differ from the sanctioned drawings.
- Post-construction status: the applicable completion, occupancy or consent-to-operate evidence covers the same building.
- Additional clearances: required NOCs and special restrictions have been addressed.
A property is not cleared merely because a seller can show one document from this list. The records have to identify the same parcel and the same building.

1. Confirm the competent authority and exact parcel
Check whether MDDA is the authority
Start by confirming that the property falls inside MDDA’s jurisdiction. Uttarakhand’s development-authority information identifies MDDA among the authorities serving the state and directs applicants to the state’s map-approval and sanctioned-letter services. Jurisdiction can depend on the precise location, so do not rely on an agent’s description such as “Mussoorie approved.” Ask MDDA to confirm the authority responsible for the specific site.

Record every identifier before requesting documents
Write down the complete postal address, village or locality, ward if applicable, plot or parcel number, and the khasra number. Note the latitude or a site plan if the address is informal or covers a hillside parcel. Use these identifiers consistently in every request. A document that names only a colony, road or nearby landmark may not establish that it belongs to the property being purchased.
Separate a layout approval from an individual building approval
An approved-colony or layout entry may establish something about roads, plots or a larger development, but it does not automatically approve a house, hotel, guest accommodation or later extension on one plot. Ask for the building-specific file or application number and the drawing issued for the individual parcel.
2. Request the complete approval package
Ask the seller for copies of the authority-issued records, not only an architect’s drawing or a receipt. The state process describes the output after scrutiny, recommendation, approval and fee verification as a digitally signed approved map and sanction letter. Request the digital files in their original form where possible, together with the approval metadata.
| Document or record | What to check | What it does not prove by itself |
|---|---|---|
| Digitally signed sanctioned building map | Authority signature or verification details, file number, issue date, parcel identifiers, approved use, footprint, floors, setbacks and other material conditions. | That the building was constructed exactly as drawn or that it may be occupied after construction. |
| Sanction letter | Issuing authority, application or file number, approval date, conditions, fees and references to the sanctioned drawing. | That later revisions, additions or changes of use were approved. |
| Revised or amended approval | Whether additions, extra floors, altered parking, changed use or other deviations were formally sanctioned. | That an earlier plan remains valid for the final building. |
| Ownership and land-use records | Name and parcel details, permitted use under the applicable plan, and any approved change of land use. | Building permission or a clean title opinion. |
| Completion or occupancy certificate | Building identity, parcel, approved use, inspection or closing references, issue date and conditions. | Ownership, absence of mortgages, or compliance with every private contract. |
| Consent-to-operate or sector-specific clearance | Whether the use requires an operating consent and whether it covers the present premises and activity. | General building-plan approval for unrelated parts of the structure. |
| NOCs and departmental letters | Issuing department, site identified, purpose, conditions and validity. | Approval from MDDA unless MDDA is the issuing authority. |
If the seller supplies a scan with missing pages, an unsigned plan, a different file number or unexplained handwritten changes, ask MDDA for an authenticated copy or written confirmation.
3. Understand the official approval workflow
The published Uttarakhand construction-permit flow describes an online application containing building details, enclosures and fee payment. It then provides for document and map verification, checks of ownership and land use against the Master Plan, technical scrutiny, site inspection, calculation of development charges and NOC requests where required. After the recommending and approving stages and payment verification, the stated deliverables are a digitally signed approved map and sanction letter.
This sequence explains why a single receipt or an application-status screen is insufficient. An application can be submitted without being approved, and an approval can carry conditions that affect construction or later occupation. Ask for the final issued records and verify their status with MDDA.
4. Verify the property step by step
Step 1: Build a parcel identity sheet
- Copy the address exactly as it appears in the sale documents and on the site.
- Record the khasra number, plot number, village, ward and any survey or subdivision references.
- Note the building’s present use, number of floors, approximate footprint, parking arrangement and any separate structures.
- Ask MDDA whether these identifiers are sufficient to locate the approval file.
Resolve spelling differences and changed locality names before comparing documents. A minor address variation can conceal a different parcel on a steep or irregular site.

Step 2: Obtain the final sanctioned map and letter
- Request the digitally signed map, sanction letter, file or application number and issue date.
- Ask whether any revised, renewed or regularised plan supersedes the document supplied.
- Check the digital signature or verification feature rather than treating a printed scan as conclusive.
- Use MDDA’s published online application-status facilities where available, then seek written confirmation if the result is ambiguous.
Do not accept a plan for a neighbouring plot, a whole colony or an earlier owner unless MDDA confirms that it is the building-specific approval for the property.
Step 3: Check ownership and land use separately
Compare the owner and parcel details in the title and revenue records with the identifiers in the MDDA file. Then verify the land-use designation under the applicable Master Plan. Residential, commercial, hospitality, institutional and mixed uses can have different conditions. If the current use differs from the recorded designation, ask for the approved change of land use and confirmation that it covers the entire premises.
The official process treats ownership and land use as checks before technical scrutiny. Passing one does not imply that the other passed. The general process diagram cannot determine the status of a particular khasra number; MDDA must confirm the parcel-specific position.
Step 4: Compare the sanctioned drawing with the site
Walk the property with the approved drawing in hand. Record discrepancies rather than relying on a general impression. Compare:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Comparison point | Questions to answer |
|---|---|
| Parcel identity | Does the drawing show the same khasra, plot and access as the site? |
| Building footprint | Is the built area in the same position and within the approved outline? |
| Floors and height | Are all floors, basements, mezzanines, terraces and retaining structures shown? |
| Use | Does the approved use match how the building is operated or advertised? |
| Setbacks and access | Are required open spaces, approach roads, ramps and fire access preserved? |
| Parking and services | Are parking spaces, drainage, utilities and other marked facilities actually provided? |
| Later work | Were extensions, enclosure of balconies, roof rooms or interior conversions added after sanction? |
Material differences require an explanation from MDDA. A seller’s statement that an alteration is “minor” does not replace a revised approval or written authority confirmation.
Step 5: Check completion, occupancy or operating evidence
Building-plan approval and post-construction permission are separate stages. Request the applicable completion certificate, occupancy certificate or consent-to-operate document and verify that it names, or otherwise clearly identifies, the same building and use. MDDA guidance distinguishes map approval from the occupancy or completion process and refers to closing reports and certificates from the architect, supervising engineer and structural engineer among relevant materials.
Check whether the certificate covers the whole building or only a phase, wing or particular floor. Confirm conditions, inspection references and issue dates. If the property is being used as lodging, a restaurant, an institution or another regulated activity, ask which operating consent is required in addition to occupancy evidence.

Step 6: Identify required NOCs
The state process requests NOCs “as per Bye Laws” where applicable. The exact set depends on the parcel’s location, building category, height, use, access, environmental or safety circumstances and the date of approval. Ask MDDA to name the NOCs required for this property and contact each named department to confirm that its letter refers to the same parcel and building.

Preserve the original letters and any conditions, expiry dates or renewal requirements.
Step 7: Reconcile changes and approval dates
Place the documents in date order: land-use decision, original sanction, revised plans, construction-stage records, completion or occupancy evidence and operating permissions. A later document may supersede an earlier one, while an older sanction may not authorise work carried out after a change in rules. Ask MDDA which version governs the approval and whether any regularisation or self-certification route was used.
Step 8: Obtain written clarification before committing
If identifiers conflict, records are missing, or the as-built structure differs from the plan, submit a written query to MDDA with the address, khasra number, file number and copies of the disputed documents. Request a response that states whether the record belongs to the parcel and what additional approvals are needed. Keep the acknowledgement and reply with the purchase file.
5. Use online records carefully
MDDA publishes information about approved maps and maintains online-system records such as approved layouts and issued completion certificates. These lists are useful cross-checks, but they have limits:
- A layout entry is not necessarily an individual building approval.
- A search result may omit older, revised or differently indexed records.
- The absence of a property from a public list is not conclusive proof that no approval exists.
- A matching name or locality is not enough without the parcel and building identifiers.
Use an online entry to locate a file, then ask MDDA to authenticate the record and its current status. Do not rely on aggregate service counts displayed on an authority homepage; those numbers describe activity and do not establish approval for an individual property.
6. Account for changing rules
Uttarakhand’s government-orders index lists a December 4, 2025 order amending the map-approval process and an October 14, 2025 item concerning deregulation, self-certification, occupancy and change of land use. A process PDF based on the 2016 bye-law framework remains useful for understanding the sequence, but it should not be treated as the complete statement of the rules in force in 2026.

Ask MDDA which rules apply based on the property’s approval date, building category and current use. Do not assume that a self-certification, revised occupancy procedure or land-use change available today applied when the structure was built. Conversely, do not apply an old checklist to a new application without confirming the current requirements.

- The seller provides only a sale deed, tax receipt or architect’s drawing.
- The sanction letter has no verifiable file number, digital signature or issuing authority.
- The khasra number, plot size or address differs between the title, plan and site.
- The approved use is residential but the premises is marketed or operated for another use.
- The building has extra floors, enclosed balconies, roof rooms, retaining works or additional units absent from the drawing.
- A completion or occupancy certificate refers to a different phase, floor, owner or parcel.
- NOCs are described as “not needed” without a written MDDA or departmental determination.
- The seller says an application is pending but asks you to treat it as approval.
- A public search produces a nearby or similarly named property rather than the exact parcel.
None of these signs alone determines the legal outcome, but each means the approval chain is incomplete until the authority resolves it.

8. What to do when documents do not match
Missing approval record
Ask MDDA to search by address, khasra number and owner history. Request written confirmation of whether a file exists, its status and the documents needed to regularise or obtain permission. Do not infer approval from utility connections, municipal taxes or long occupation.
Plan does not match the building
Have the differences measured and marked on the sanctioned drawing. Ask whether a revised plan, completion-stage deviation approval or regularisation order exists. Until MDDA confirms the position, assume that the unapproved portion is unresolved and reflect that risk in any purchase decision.
Completion status is unclear
Ask the seller, architect and MDDA separately for the applicable completion or occupancy requirement. Confirm whether the certificate is mandatory for the building’s category and use, whether an inspection remains pending and whether any conditions prevent occupation or operation.
Conflicting land-use information
Obtain the current Master Plan designation for the exact parcel and any formal land-use-change order. A broker’s zoning description or an old plan cannot substitute for the competent authority’s record.
9. Combine approval checks with title due diligence
Construction approval does not establish clean ownership. Independently review the chain of title, registered conveyances, encumbrances, access rights, boundary descriptions, pending litigation, tax status and authority to sell. Conversely, a clear title does not cure an unapproved building. For a purchase, have a local property lawyer review conveyance and revenue records and have a qualified architect or engineer compare the sanctioned drawings with the physical structure.

Give those professionals the same parcel identity sheet and document chronology supplied to MDDA. Ask them to identify precisely which issue is a title problem, which is a planning or building-approval problem and which requires an NOC from another department.
10. A buyer’s document checklist
Before treating the approval question as answered, assemble:
- Complete address, village or locality, ward and khasra or plot identifiers.
- Digitally signed sanctioned map and sanction letter.
- All revised, amended, renewed or regularised approvals.
- Ownership and revenue records matching the parcel.
- Master Plan land-use confirmation and any change-of-land-use order.
- Site measurements, photographs and a floor-by-floor description of the existing building.
- Completion certificate, occupancy certificate or consent-to-operate evidence, as applicable.
- Architect, supervising-engineer and structural-engineer closing certificates or reports where required.
- Every parcel-specific NOC and its conditions.
- MDDA application-status printout or written confirmation that authenticates the file.
- Written answers to any discrepancy or missing-document query.
Store the original digital files, not only screenshots or compressed messaging-app copies. Keep the authority’s acknowledgements and all revision dates together so a later reader can tell which document governs.
11. When professional review is essential
Professional help is particularly important on steep or irregular sites, properties with retaining walls or multiple structures, conversions to commercial or lodging use, buildings with several owners or phases, and any transaction involving a pending application or alleged regularisation. A lawyer can assess title and conveyance; an architect or engineer can measure the building and interpret the sanctioned drawings. Their review does not replace MDDA’s confirmation, but it can expose discrepancies before money changes hands.
MDDA Vice Chairman Banshidhar Tiwari has stated on the authority’s website: “I appeal to the public of Dehradun and Mussoorie area, please do not go for any construction activity prior to approval from MDDA, distance yourself from any encroachment activity.” Treat that warning as a practical reason to verify records before construction, purchase or a change of use.
Decision rule before signing
Proceed only when MDDA has been identified as the competent authority (or another authority has been clearly identified), the digitally signed sanction is tied to the exact parcel, the permitted use is correct, the building matches the approved scope, post-construction evidence is in place, and required NOCs have been confirmed. If any link is missing or disputed, obtain written clarification and independent legal and technical review before relying on the seller’s approval claim.
