How to Check Whether a Property Has Approved Building Plans in Cyberabad

Verify a property's approved building plans in Cyberabad by locating its application number, identifying the authority for the exact address, and checking the sanctioned plan and occupancy record separately.

Ask the owner, seller, or builder for the building application or permit number, then use the official Telangana TG-bPASS portal to verify and download the approved permission and sanctioned plan. Check that the records match the exact property, and for a completed building, check its occupancy certificate separately where applicable. “Cyberabad” by itself does not identify which authority approved a property.

Find the authority responsible for the exact address

Start with the full property address and establish which local body and planning authority handled its approval. TG-bPASS links the relevant GHMC, DTCP, and HMDA routes, but those authorities and portals are not interchangeable for every property described as being in Cyberabad.

HMDA says that, from 24 April 2024, building permissions and occupancy certificates for Gram Panchayat areas under HMDA jurisdiction, along with certain other listed permissions, are processed through TG-bPASS. Its notice says new DPMS applications in those categories will not be entertained, except for change-of-land-use applications. This is a routing rule for the specified areas and permissions, not a rule that covers every Cyberabad address. Check the HMDA notice and current portal guidance against the property’s location and the record you need.

Use the building application number to retrieve the approved plan

  1. Request the record details. Ask the owner, seller, or builder for the building application or permit number and a copy of the approval.
  2. Verify through the official route. On TG-bPASS, use the verification or download route for approved building permission, quoting the application number. The government FAQ says the approved plan and proceedings can be downloaded through the portal. See the TG-bPASS portal.
  3. Match the records to the property. Check that the address or property details correspond to the building you are assessing. Review the sanctioned plan and permission conditions, not just a document showing that an application was filed.

A tax receipt, sale deed, or seller’s assurance does not substitute for the sanctioned plan. If the application number is missing or the retrieved record does not clearly match the property, ask the responsible authority to clarify it before treating the approval as established.

Compare the sanctioned plan with the building

Use the approved plan to check the building’s floors, use, and layout against what exists on site. Read the permission conditions as well as the drawings: a GHMC sample permit order, for example, includes project-specific conditions concerning parking use. An approval record does not by itself establish that every feature of the current building matches the approved plans. See the GHMC permit information.

If you find apparent differences, missing pages, or unclear conditions, have the responsible authority or a qualified local architect or property due-diligence professional explain them. Do not assume that a discrepancy is harmless or draw a legal conclusion from the plan alone.

Check occupancy certification separately

For a completed property, request and verify the occupancy certificate where applicable. Building permission and occupancy certification are separate records: permission concerns the approved proposal, while an occupancy certificate is a distinct record to check after completion. Follow the route used by the authority responsible for the address, including TG-bPASS where it applies.

Understand the portal categories—and their limits

TG-bPASS currently presents broad application pathways based on building type and scale. These are categories for processing proposals; they do not prove that an existing or older building was approved. For any specific building, rely on its actual record and account for the application date, property jurisdiction, and proposal type.

TG-bPASS category shown Scope described on the portal What to take from it
Instant registration Individual residential construction up to 75 square yards and up to 7 metres A stated application pathway, not proof that a particular building has a verified approval record.
Instant approval Qualifying individual residential proposals above 75 square yards through 500 square metres and up to 10 metres Eligibility depends on the proposal meeting the category’s criteria; check the specific application and current portal rules.
Single-window handling Listed larger, taller, non-residential, and special cases Use the actual authority and application record for the property rather than inferring status from this broad category.

TG-bPASS also describes an exception for residential construction on plots up to 75 square yards with ground or ground-plus-one construction: it says building permission and occupancy certification are not required, but registration is required. Confirm the current official rule and that the property meets every criterion before concluding that the absence of a permission or occupancy record means the building is unauthorized. See the TG-bPASS building-permission guidance.

What to do if records are unavailable or do not match

  • Ask the owner, seller, or builder for the application number, approved permission, sanctioned plan, and—if applicable—the occupancy certificate.
  • Confirm which local body and authority cover the exact address, taking account of the application date and any portal-routing change.
  • Contact the responsible authority about missing, incomplete, or inconsistent records.
  • Before relying on the property’s approval status, ask a qualified local architect or property due-diligence professional to review the documents and compare the sanctioned plan with the building.
