The most reliable way to find out what is being built near you is to search the official planning and permit records for your city or county. Search by your street address, nearby addresses, parcel number, or map location; then open the underlying application, plans, notices, staff reports, and decision documents. People often ask, “what is being built near me?”, “is a new housing development planned near my house?”, or “how do I find planning applications near my address?” A real-estate map or regional development map can help you discover a lead, but only the authority with jurisdiction over the parcel can confirm the project’s official status.
Start with the authority that controls the property
First determine whether the site is inside an incorporated city or in an unincorporated county area. A city commonly handles planning and building records within its boundaries, while the county may handle unincorporated land, but boundaries, service areas, and special districts differ. Search the relevant government website for planning applications, development projects, permit search, GIS parcel map, zoning cases, and public notices.

Do not treat a regional housing map, a listing website, or a neighborhood social-media post as the official record. Those sources may omit small projects, use approximate locations, or remain unchanged after a case is withdrawn or decided. The local planning or development department is the place to verify the parcel, case number, documents, and current status.
If the property appears to sit on a city boundary, check both governments until one confirms the jurisdiction. A county GIS parcel layer may identify the governing agency, but use it as a starting point and verify with the planning office. Special districts or areas with separate development services can also maintain their own records.

Use the official map or development tracker
Search several nearby locations
Enter your home address first. Then search nearby street numbers, intersections, and likely access roads. If the system offers a parcel-number search or map-selection tool, use that as well. Zoom out far enough to cover surrounding blocks, adjoining parcels, and sites that may share a driveway or construction entrance. Record every relevant marker’s parcel address and case number; the marker itself is only an index to the official file.
For example, Fairfax County’s Development Tracker can be searched by address for active construction sites, recent building permits, zoning applications, comprehensive-plan amendments, and certificates of occupancy. Portland’s development maps allow address and neighborhood searches. Other jurisdictions use different names and categories, so read the map’s coverage notes before assuming that an empty result means no project exists.
Check the map’s coverage and update date
Look for explanations of which application types, project sizes, and dates are included. Kitsap County distinguishes a Project Navigator aimed at high-interest or noticed work from a broader Permit Explorer intended to show projects regardless of size. A small house, lot split, tenant improvement, grading permit, or utility-related record may therefore appear in a different system from a large subdivision.

Online maps are updated at different intervals, and a later status change may not be obvious from an old bookmark. Read any legend, help page, or disclaimer explaining whether markers represent applications, permits, inspections, or completed projects. A certificate of occupancy, for instance, indicates a different stage from a newly submitted zoning case.
Search planning cases and building permits separately
A proposed housing project can pass through several record systems. Search each one rather than relying on a single map.
Planning, zoning, and land-use records
Search for residential subdivisions, multifamily developments, planned developments, conditional-use applications, design-review cases, zoning amendments, comprehensive-plan amendments, and variances. These records normally describe the proposal, requested land-use approvals, public hearings, and conditions of approval.
Also search for companion cases under a different project name or applicant. A subdivision, rezoning, and design review may each have its own case number. Searching only the informal name shown on a map can miss a related filing, so use the parcel address and owner or applicant name when those fields are available.

Building and site-development permits
Search building permits, demolition permits, grading or clearing permits, civil-engineering permits, and site-development records. A planning case may exist before a building permit is issued, and a building-permit portal may not display the earlier land-use review. Morgan Hill expressly states that its planning-project map does not include building-permit information. Kitsap County likewise separates building-permit and land-use activity maps.
A project can therefore be real even when one portal is blank. Search both the discretionary planning system and the permit system, and ask staff which other record type covers the parcel. Demolition, grading, or clearing work can precede visible home construction, while a building permit may be issued only after land-use approvals and conditions are resolved.
Look for notices, hearings, and public agendas
Search the jurisdiction’s public-notice page, planning-commission and city-council agendas, hearing-examiner calendars, staff-report archive, and final-action list. Use the case number to connect an agenda item to the map marker and application.
A notice may identify the applicant, site address, proposed housing type or unit count, zoning, hearing date, comment deadline, appeal procedure, and staff contact. Portland explains that proposal notices can include a description, zoning map, site plan, contact information, hearing details, and appeal information. Fairfax County provides resources for hearing schedules, staff reports, active cases, and final actions.

Public notice is not universal. Some application types do not require a hearing or mailed notice, and some permits do not trigger neighbor notification. A notice list can also be time-limited: Portland notes that a discretionary review may not appear before its notice period begins or after that period ends. Kitsap County similarly distinguishes projects that are subject to notice from application types that are not.
Consequently, a blank notice page or the absence of a letter is not proof that no residential work is planned. Continue with the broader planning and permit searches. If you are considering a comment or appeal, rely on the deadline and eligibility language in the case-specific notice, not on a general assumption about how much notice neighbors receive.
Open the underlying application and plans
Once you have a case number, open every document the portal provides. A short project label cannot show whether the proposal is a single home, a lot split, a townhouse cluster, or a large apartment development.

- Application: identifies the applicant, owner, requested approvals, project description, and proposed unit count when stated.
- Site plan: shows parcel boundaries, building footprints, setbacks, parking, driveways, grading, stormwater facilities, and access.
- Elevations or architectural drawings: show building height, massing, stories, and relationship to neighboring lots.
- Environmental or technical reports: may address traffic, drainage, trees, geotechnical conditions, utilities, or environmental review.
- Staff report: explains how staff evaluated zoning, policies, impacts, and recommended conditions.
- Decision and conditions: records whether the case was approved, denied, continued, withdrawn, or approved with changes.
Portland says most building-permit applications include drawings that become part of the public record and provides access to permit plans. Fairfax County identifies site-record plans and records-request routes. Availability, redactions, and retention periods depend on local law and the agency’s records schedule.

How to read a site plan for neighborhood effects
Orient the plan using the north arrow and street names, then compare the proposed building footprints with your lot and neighboring parcels. Note setbacks from property lines, driveway locations, shared access, retaining walls, parking areas, loading or service areas, and stormwater facilities. Elevations can reveal the number of stories and roof or wall height, while the application narrative may state the unit count more clearly than a map label.
Do not infer a final design from an early concept sheet. Later plan revisions, staff comments, or approval conditions can change footprints, access, landscaping, or building massing. Use the newest plan set identified in the file and keep earlier versions only to understand what changed.
When documents are not online
Contact the planning records office or permit counter with the parcel address and case number. Ask for the application, current plan set, staff report, hearing materials, conditions, and final action. If the agency requires a formal public-records request, follow its stated procedure and request the specific case file rather than asking for all records about a neighborhood.
Ask whether records are retained in a separate building, engineering, zoning, or hearing system. Fairfax County, for example, provides both site-record plan access and directions for records requests. An agency may release documents in stages, so ask when missing plans or a pending decision will be posted.
Read the status carefully
Project labels are not interchangeable. Distinguish among submitted, accepted, complete, under review, noticed, hearing scheduled, approved, permitted, issued, under construction, and complete or occupied.
- Submitted: the agency received material, but it may be incomplete.
- Complete: the agency determined that required information was sufficient for formal review; this does not mean approval.
- Under review: staff or a hearing body is evaluating the proposal.
- Approved: a decision was issued, often with conditions; building permits may still be required.
- Permitted or issued: a construction permit was granted for the listed scope.
- Under construction: work has begun, but the approved plans and permit conditions still control what may be built.
- Withdrawn, expired, or denied: the proposal is not currently authorized under that case, although a later application may be filed.
Check the most recent document date, not merely the date shown on a map marker. Morgan Hill says a submitted application is not necessarily complete, may take up to 30 days for a completeness determination under its procedure, and may not receive a public project page until it is complete. That timing applies to Morgan Hill and should not be assumed elsewhere.

A hearing continuance, revised plan, or appeal can mean that an “approved” label is not the end of the process. Read the decision and conditions, then check whether the required building, grading, demolition, or site-development permits have actually been issued. Conversely, visible earthwork does not by itself prove that a larger residential proposal was approved; verify the permit scope.
Contact a planner when the online record is unclear
Call or email the local planning department, permit counter, or records office. Provide the exact site address, nearby cross-street, parcel number if known, and any case number you found. Ask concise, verifiable questions:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Is this parcel inside the city or county jurisdiction?
- Are there active planning, zoning, subdivision, or building-permit cases for the parcel?
- What is the case number and current status?
- What housing type, unit count, height, and site layout are proposed?
- Has a hearing, notice period, or public-comment deadline been scheduled?
- Which documents show the latest approved or submitted plans?
- Are there related permits or companion cases under another department?
Portland specifically recommends having the address ready when speaking with a planner. Staff can often identify a case that is not indexed correctly, explain which portal contains the record, or tell you whether a map excludes the project type. Record the staff member’s name, the date of the response, and any case number they provide so you can locate the same information later.
Subscribe to updates and protect deadlines
If the case page offers email notifications, use the project’s notification or interested-party sign-up. Morgan Hill provides a notification control on project pages, and Kitsap County describes interested-party sign-up for project decisions. Save the case URL or number and check the official notice for the actual comment deadline, hearing location, and eligibility rules. Do not rely on a general neighborhood mailing list to preserve appeal or comment rights.
Put hearings and comment deadlines on your calendar as soon as they appear. Check the case page again after a hearing because a continued meeting, revised staff report, or final action may be posted later. Subscription tools vary by jurisdiction and may not cover every related permit, so continue checking the relevant planning and permit portals.

If a value is not stated in the official file, record it as unknown rather than estimating from the map marker. Different jurisdictions publish different subsets of these details. Keep the case number beside each fact so you do not accidentally combine an early proposal with a later decision from a related case.

Use regional maps only as discovery tools
Regional datasets can help you notice a possible project across city boundaries, but they are not substitutes for local records. The Southern California Association of Governments warns that mapped coordinates may be approximate and that completeness, currentness, and accuracy are not assured. Its guidance says: “Users should consult with each local jurisdiction directly to obtain the official residential development information.” Treat a regional pin as a lead, then verify the parcel and case with the city or county.
A practical search checklist
- Identify the city, county, and any special planning jurisdiction for the parcel.
- Search the official development map by your address and nearby addresses.
- Zoom out to adjoining blocks and record parcel and case numbers.
- Search planning, zoning, subdivision, and comprehensive-plan records.
- Search building, demolition, grading, and site-development permits separately.
- Review public notices, hearing calendars, agendas, staff reports, and final actions.
- Open the application, site plan, elevations, technical reports, and conditions.
- Check the newest status entry and document date.
- Contact staff when a map is blank, a record conflicts, or documents are missing.
- Subscribe to case notifications and calendar every applicable deadline.
What a blank search result really means
A blank result may mean the parcel has no recorded project, but it may also mean you searched the wrong jurisdiction, used a neighboring address, looked in a map that excludes the project category, searched before a case was indexed, or missed a separate permit system. A case may also have left a notice list after its notice period ended. Repeat the search by parcel and nearby address, check both planning and permit portals, and ask the local office to confirm the result.
There is no nationally comparable figure for how many residential projects are planned near a typical home. Planning procedures, map coverage, notice rules, and document availability are local. The safest conclusion comes from the parcel-specific official file and a current confirmation from the responsible planning or permitting office.
Frequently Asked Questions
What is the fastest way to find out what is being built near me?
Start with the city or county’s official planning and permit search. Enter your address, nearby addresses, and parcel number, then open the case file and check the latest status. If the map is blank, call the planning department with the site address.
Does a building permit prove that a housing project is approved?
It proves that a permit was issued for the listed scope, but it may not show the earlier land-use review or every related approval. Check planning, zoning, subdivision, and site-development records as well.
Why can a project be missing from a public-notice list?
Some application types do not require a hearing or mailed notice, and notice lists can be limited to the period before or during a notice window. Search the broader planning and permit systems.
How can I see the proposed unit count and building height?
Open the application, site plan, elevations, and staff report. Those documents are more informative than a map marker and may show unit count, stories, setbacks, footprints, parking, and access.
What should I do if the online records conflict?
Use the newest dated staff report, decision, or permit record as a starting point, then ask the assigned planner or permit counter to confirm which document controls. Provide the parcel and case numbers.
The Bottom Line
Search the responsible city or county first, use both planning and permit systems, and verify every map result in the underlying case file. A parcel number, current status, latest plans, notices, and a direct confirmation from local staff will tell you far more reliably than a regional map, listing site, or absence of a mailed notice.
