To check a council housing project, use the council’s latest dated project update and formal meeting records, then compare the promised milestone with what has actually happened. Search by the scheme’s name, estate and street; distinguish a start on site from completion and homes ready to let; look for evidence about procurement, contractors, planning, utilities, remediation and building-safety approvals; and ask the council for revised dates when the public record is unclear. A warning sign is not proof that a scheme has been cancelled.
Start with the project’s own public record
Generic construction time estimates cannot tell you whether a particular council scheme is late. The reliable question is whether the council has changed a dated milestone, missed one, or identified a dependency that has not yet been resolved.

Capture the evidence as you find it
For each document, record its publication date, the milestone it describes, the date being promised, and whether the date is an original target, a revised forecast, an approved programme date or an actual event. Save the document’s title and URL so you can show the council exactly which statement you are asking about.
Build a milestone timeline
A project can be “on track” at one stage and still be months away from occupation. Put the project’s stages in separate rows rather than treating one headline date as the whole programme.
| Stage | What to verify | Evidence that the stage has happened |
|---|---|---|
| Design | Whether the design is complete and approved for the intended scope | A dated design approval or project report |
| Planning | Whether the necessary planning decision has been issued and whether conditions remain | Planning decision and discharge of conditions |
| Procurement | Whether a tender is open, evaluated or being re-run | Procurement report, contract award or notice of re-procurement |
| Contractor appointment | Whether a contractor has signed and is ready to mobilise | Approved contract award and mobilisation date |
| Start on site | The date physical construction began | Site-start announcement, progress report or meeting minutes |
| Construction progress | What the percentage or unit count measures | A report defining the measure and its date |
| Practical completion | Whether the building is complete enough for formal handover | Completion certificate or council confirmation |
| Handover | Whether the council has accepted the homes and systems | Handover record and outstanding-defects information |
| Homes available to occupy | Whether homes can actually be let, with safety checks and utilities in place | Lettings or allocation information, not merely a construction forecast |
Ask what every progress figure counts. Lewisham Housing Select Committee minutes show why this matters: programme monitoring can count homes from “start on site”, while residents may reasonably understand “delivered” to mean completed homes. The committee recommended making clear whether public figures count starts, completions or both. The minutes, dated 5 March 2026, are available at Lewisham Council Housing Select Committee.

How to recognise a changed or missed date
Compare like with like
When two documents appear to conflict, compare these five attributes before deciding that the council has contradicted itself:
- Stage: a planning target is not a construction target, and a construction target is not a lettings date.
- Date type: label each date as original, revised, forecast, approved or actual.
- Scope: check whether the number covers the whole programme, one phase, social-rent homes only, all tenures, new build, acquisitions or refurbishment.
- Dependency: identify whether the date assumes funding, a contractor, planning, utility connections, remediation or a regulator approval.
- Evidence date: a newer meeting minute normally supersedes an older programme report, but only for the milestone it discusses.
A project is demonstrably behind a public commitment when the commitment’s date has passed without the stated event, or when a later dated document expressly moves the milestone. A future estimate is not evidence that a milestone has been achieved.
Understand “delivered” and “complete”
Some councils report programme delivery by counting starts, not completed or occupied homes. A report may therefore show a high number of “delivered” units while residents are still waiting for practical completion, handover or allocation. Treat those as different counters in your timeline and ask the council to state which one it is using.

Warning signs that justify a closer check
The following signals indicate an interruption, dependency or changed plan. None, by itself, proves cancellation:
Recommended Free Tools
- a site is described as paused or work has visibly stopped;
- the contractor has entered administration, been terminated or is being replaced;
- the council is seeking a new tender or says it must re-procure the work;
- remedial work or defects on an existing structure have been added;
- utility connections are outstanding;
- the project scope has changed;
- a planning decision or condition is still unresolved;
- a required building-safety application is incomplete or has not been submitted;
- a report repeatedly carries a forecast date forward without recording an actual milestone.
Separate the interruption from the recovery plan
Hackney’s 2026 Britannia update illustrates the distinction. The scheme comprises 51 council homes for social rent. Construction paused after the contractor entered administration; the council subsequently terminated the contract, discussed a replacement with Wates and assessed how to restart. The pause is a confirmed interruption. It does not establish that the homes will never be built. Look for the council’s replacement-contractor decision, revised programme and next public update.
Do not turn a cost trend into a project diagnosis
The London Assembly Housing Committee’s January 2026 report cited Building Cost Information Service analysis predicting a 15 per cent rise in building costs over five years. That is background pressure on budgets, not evidence that a particular council project is delayed. You still need a project-specific report explaining the effect, if any.
Check procurement and approvals before assuming construction should have started
Planning, procurement, contractor appointment, building-safety approval and construction are separate steps. A council can have planning permission while still lacking a contractor, or have a preferred contractor while waiting for an approval that legally precedes work.
Procurement and contractor status
Search meeting papers for “tender”, “contract award”, “re-procure”, “contractor”, “administration” and “termination”. Confirm:

City of London Corporation programme information demonstrates the value of this stage-by-stage approach by listing planning, procurement, contractor appointment, Gateway 2 and construction as distinct steps. Its housing major works programme is valued at £211 million, including £152 million of City Corporation funding; those are programme-level figures, not the cost or schedule of an individual scheme.

For higher-risk buildings, check the Building Safety Regulator route
Gateway 2 is a pre-construction approval stage for relevant higher-risk building work. It is not required for every council housing project. First establish whether the scheme falls within the higher-risk-building rules and which approvals apply.
What to verify
- Ask whether the project is classified as higher-risk building work for the relevant stage.
- Check whether a Gateway 2 application has been submitted.
- Check whether the application is complete, rather than merely started or drafted.
- Confirm whether planning, contractor appointment and other permissions are also outstanding.
- Ask which event permits construction to begin and what date the council is currently forecasting.
Brighton & Hove City Council’s 1 October 2026 response about Theobald House estimated more than 40 weeks for assessment, but said that period begins only when a complete Gateway 2 application is submitted. Do not treat “more than 40 weeks” as a universal regulator deadline or as evidence that the clock has started on an incomplete or unsubmitted application.
The London Assembly Housing Committee’s January 2026 report quoted the G15 housing-association group: “The most significant risks to completing the [Affordable Homes] programme include unlocking financial capacity and navigating the Building Safety Gateway 2 process for high-rise schemes, which can introduce delays and uncertainty”. The statement describes a sector risk; it does not establish the status of an individual council scheme.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsRead committee minutes, not just agenda forecasts
An agenda paper usually sets out what officers intend to recommend or the programme they expect to follow. Minutes record what councillors asked, what officers answered, what was decided and what follow-up was requested. For a delay investigation, read the most recent minutes and then the corresponding agenda report.
Search terms that surface risk information
- the project name and address;
- “risk” and “mitigation”;
- “delay”, “paused” and “restart”;
- “re-procure”, “contractor”, “administration” and “termination”;
- “Gateway 2”, “building safety” and “completion”;
- “start on site”, “handover” and “available to let”.
Check whether a minute records a decision or merely notes a discussion. A councillor’s question can expose an issue, but the formal resolution and the next report date tell you what action was authorised.

Information to request
- The original target dates for start on site, practical completion, handover and homes becoming available to let.
- The current revised dates for each of those milestones.
- What caused every change: procurement, contractor, funding, planning, utilities, remediation, building safety or another reason.
- Whether construction is currently under way, paused or complete, and the date that status last changed.
- Which approval, procurement or contractor decision remains outstanding.
- Who will make that decision and the date when it is expected.
- When the next written public update will be issued.
- Whether “on track” refers to a start, a completion, a handover or homes ready to let.
Hackney’s Britannia project update gives residents an example of a formal route by directing them to submit a question to Cabinet. Use the council’s published question, committee or member-enquiry process where one exists, so the response is recorded and discoverable.
How to report the status without overstating it
Use precise labels in your notes or correspondence:
| What the record says | Safe description |
|---|---|
| Work has stopped and the contractor is in administration | “Construction is paused following contractor administration; the council is reporting a recovery or replacement process.” |
| A new tender is being prepared | “The project has not yet reached a replacement contract award.” |
| A forecast completion date moved | “The council revised the projected completion from the earlier date to the later date.” |
| An application is incomplete | “The regulator’s assessment period has not been shown to have started.” |
| Homes are counted from start on site | “The published delivery figure counts starts, not necessarily completed or occupied homes.” |
| No recent update is published | “The public record is insufficient to confirm the current status,” not “the project is cancelled.” |
Worked examples of why dates need context
John Smythe Court, Lewisham
Lewisham Housing Select Committee minutes dated 5 March 2026 recorded a 39-home scheme as around 90 per cent complete, with projected completion moved from May 2023 to April 2026. This is an example of a substantial revision for that project, not a national delay rate or a benchmark for other schemes. The same discussion explains why a “delivered” total must state whether it counts starts or completions.
Britannia, Hackney
The 2026 update describes 51 social-rent council homes, a construction pause after contractor administration, contract termination, discussions with Wates and an assessment of how to restart. To establish the next milestone, look for a replacement appointment and a dated restart programme rather than inferring abandonment from the pause.
Theobald House, Brighton & Hove
The council’s 1 October 2026 response gives an estimate of more than 40 weeks for Gateway 2 assessment in the project’s circumstances, beginning when a complete application is submitted. The relevant status questions are therefore whether the application is complete and submitted, and whether other approvals are ready—not simply whether 40 weeks have elapsed since an earlier announcement.
A practical status-check checklist
- Identify the council, project name, phase and address.
- Find the newest project update and newest committee minutes.
- Record original, revised, forecast and actual dates separately.
- Split starts, construction progress, completion, handover and occupation.
- Define every home count by tenure, phase and measurement method.
- Check contractor appointment, tendering, termination or insolvency.
- Check planning conditions, utilities, remediation and funding dependencies.
- For a relevant higher-risk building, verify Gateway 2 status and completeness.
- Ask for the next decision, responsible body and next written update.
- Describe only what the dated record establishes; label unknowns as unknowns.
What this method can—and cannot—tell you
The method works across English local authorities because it relies on primary council records and milestone definitions. Publication practices, committee systems, approval routes and timetables vary by authority, and the named project examples can change after their cited dates. It does not produce a general probability or typical duration for delay: no such national statistic is established here. For a live answer, identify the project and consult the council’s newest records, then obtain a written clarification where the evidence stops.
