For a Kolkata Municipal Corporation (KMC) application, open the KMC EoDB Dynamic Dashboard, go to Citizen Search, and select “SANCTION STATUS BY PLANCASE NO” when you have the plan-case number. You can also search with an assessee number or with the property’s ward, street and premise number. If your case is not found there, use KMC’s separate Building Plancase Search, which provides ward, street, premise and assessee fields.
Which KMC search should you use?
KMC has more than one building-plan record route. The correct choice depends on how the application was filed and which identifier you have.

| What you have | Where to start | What it is useful for |
|---|---|---|
| Plan-case number from the application or acknowledgment | KMC EoDB Dynamic Dashboard → Citizen Search → “SANCTION STATUS BY PLANCASE NO” | The most direct sanction-status lookup listed by KMC |
| Assessee number | KMC EoDB Dynamic Dashboard → Citizen Search, using the assessee-number search | Finding a case through the municipal assessment identifier |
| Ward, street and premise number | KMC EoDB Citizen Search or Building Plancase Search | Locating a case when the plan-case number is unavailable |
| A final sanctioned-plan document | KMC’s sanction-download function, separate from the status searches | Obtaining the issued sanction record rather than merely viewing progress |
KMC identifies the current online route for plan sanction as the Ease of Doing Business (EoDB) system using a Common Application Form (CAF). Circular No. 53 of 2024-2025, dated 16 November 2024, says the same online CAF is used for building-plan sanction and for Completion Certificate (CC) and Occupancy Certificate (OC) applications. Older applications and legacy records may still follow a different sequence, so do not assume that every case will appear or behave identically in the current EoDB interface.

- Assessee number: Use the number associated with the property’s municipal assessment record.
- Property location: Keep the ward number, street name and premise number together. KMC lists these fields for citizen searches and displays them in the Building Plancase Search.
- Application papers: Keep the acknowledgment, payment records, submitted drawings and messages nearby. You may need them to match a result or respond to a shortfall, inspection request, NOC issue or demand.
Use the same spelling and numbering convention shown in the municipal record. If a street name or premise number has changed, try the version on the application rather than a newer informal address.
How to check status by plan-case number
- Open the KMC EoDB Dynamic Dashboard. This is KMC’s online dashboard for the EoDB building-permit workflow.
- Find the Citizen Search section. The dashboard lists several public lookup options rather than placing all searches under one generic form.
- Select “SANCTION STATUS BY PLANCASE NO”. Choose this option when your acknowledgment or municipal correspondence contains a plan-case number.
- Enter the number exactly. Do not substitute an assessee number, application reference or payment reference in a plan-case field.
- Submit the search and inspect the returned record. Match the property details and applicant information before treating the result as your case.
- Read associated notices and action items. Look for references to inspection, NOCs, scrutiny, shortfalls, fees, demands or approval/rejection. A status entry may show that the file is waiting for an action rather than being finally sanctioned.
- Check for a separate sanction download. KMC lists sanction-download functions separately from the citizen status searches. A progress result is not, by itself, the issued sanctioned plan.
The dashboard establishes the search facility and fields, but KMC’s published material does not document every possible live result message. If the wording on your screen is unclear, use the linked notice or document attached to that case and compare its property details with your submitted papers.
How to search when you do not have the plan-case number
Use the assessee number
In Citizen Search, choose the option that searches by assessee number and enter the municipal assessment identifier. This is useful when the property is already recorded by KMC but the building-plan acknowledgment is missing. Confirm the returned ward, street and premise information before proceeding.
Use ward, street and premise details
KMC also lists a search using the property’s ward, street and premise number. Enter all three values as they appear in the application or municipal record. A location search can be less conclusive where a premise has multiple records, subdivisions or historical entries, so use the assessee number or plan-case number to confirm the correct file whenever possible.

Try the Building Plancase Search
KMC separately presents a Building Plancase Search with fields for ward number, street, premise number and assessee number. Use this route when the case is a legacy submission, when the EoDB search does not return a record, or when you need to locate a plancase through address information. The existence of a record in this lookup does not automatically prove that the plan has been sanctioned; inspect the record’s status and any available sanction document.
How to interpret the stages shown by KMC
KMC’s EoDB workflow describes a sequence that can include application, joint site inspection, NOC processing, scrutiny, departmental processing and an approval or rejection decision. A case can therefore remain active while one of these steps is pending.
Application and submission
The file begins with the online application and submission of the required information and drawings. Check that the property details in the result match the submitted proposal. A record that appears under the wrong premise or applicant should not be treated as your approval.

Joint site inspection
KMC may require a joint site inspection. An inspection-related message means the file still has a site-verification step, not that sanction has been issued. Keep the site accessible and follow the appointment or document instructions shown in the case communication.

NOCs
Some proposals require a No Objection Certificate from KMC or another department or authority. A pending NOC can hold up scrutiny or final processing. KMC Circular No. 53 of 2024-2025 discusses coordination of departmental NOCs within the EoDB/CAF system, but the requirement remains proposal-specific.
Scrutiny and shortfall
During scrutiny, KMC may identify missing information, drawing corrections or other objections. The dashboard includes building-permit shortfall uploads. Treat a shortfall as an action request: read the stated deficiency, submit the requested correction through the indicated route and retain the upload or acknowledgment record.
Fees and demand
KMC’s workflow states that approval follows submission of fees. A demand notice or payment item means the financial step may still be outstanding. Verify the amount and payment instruction in the case record, then keep the receipt with the application papers.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsApproval or rejection
The workflow ends in approval or rejection, with KMC describing standard reasons for rejection. Even after an approval-related status appears, look for the actual sanction communication or downloadable sanctioned plan. If the record shows rejection, use the stated reason to determine whether a corrected submission or a new application route is available.

Status is not the same as the sanctioned plan
KMC’s dashboard separates citizen status searches from sanction-download functions. This distinction matters when a lender, purchaser, architect or contractor asks for proof of approval. A status page can show that a file is under scrutiny, awaiting an NOC or otherwise progressing; it is not necessarily the formal sanction instrument.
When you need documentary proof, download the sanction record offered by KMC, check that it identifies the same property and plan, and save the file with the application acknowledgment and payment evidence. Do not rely on a browser screenshot when the recipient specifically requires the issued sanctioned plan.
What to do when no record appears
- Recheck the identifier. Compare every digit and any letters or prefixes with the acknowledgment. Search using the exact plan-case number before trying a different identifier.
- Try the alternate official route. Use assessee number or ward, street and premise details in Citizen Search, then try the separate Building Plancase Search.
- Confirm the application route. A legacy building-plan submission may not follow the same EoDB/CAF sequence as a newer application. Check whether the paperwork refers to an older KMC process.
- Match the address. If a location search returns several records, compare ward, premise, applicant and plan details rather than selecting the first result.
- Check messages and payment evidence. An incomplete submission, unpaid demand or unaddressed shortfall can explain why a file has not reached a sanction stage.
- Use KMC’s current Building Department contact route. KMC’s published pages and the case messages are the appropriate places to find the current escalation channel. The material available for this guide does not establish a single current case-escalation telephone number or a guaranteed response period.
Do not infer that a missing online result means automatic approval, rejection or cancellation. It may indicate a different application route, a record that requires an alternate lookup, or a portal issue that needs KMC confirmation.

KMC’s older workflow document describes a primary plan entry that generated a temporary plan-case number and emailed it to the applicant and the concerned engineer or Licensed Building Surveyor/Architect. After final online submission, it says an automated SMS was sent to the relevant Assistant Engineer (Building), LBS/Architect and owner. The document also describes email or SMS communication of objections and corrections, demand notices for fees, site-inspection notifications and sanction communication.

- Clog resistant tip writes on dusty, wet and oily surfaces and is optimized for rough surfaces such as OSB, cinderblock and concrete

Those details can help an owner understand older correspondence, but they should not be presented as guaranteed behavior for every current EoDB application. Interface labels, recipients and notifications can change as KMC moves applications through the online CAF system.
The same legacy document contains process-specific deadlines, including three-day periods for certain hard-copy and fee steps and communication of an inspection date within ten days of submission-fee payment. These are instructions in that older document, not a universal current approval timetable. Follow the deadline displayed in your live case and do not substitute the legacy figures for a current KMC instruction.
CCZM and height-clearance cases
KMC’s dashboard carries a notice that Kolkata’s Colour-Coded Zoning Map (CCZM) is not currently available on NOCAS during a revision process. For EoDB proposals that attract CCZM, the notice instructs applicants to approach the Airports Authority of India directly for the height-clearance NOC until the issue is resolved.
This is a case-dependent requirement. It does not mean that every building plan needs AAI clearance. If your proposal attracts CCZM, read the current notice on the dashboard before acting because the availability of the NOCAS route is specifically described as subject to change. Keep any direct AAI submission or NOC with the KMC file so the scrutiny team can match it to the proposal.
When can a plan be treated as deemed sanctioned?
KMC Municipal Commissioner’s Circular No. 12 of 2021-2022, dated 9 June 2021, describes a narrow deemed-sanction category under section 393A of the KMC Act. The circular says all of the stated conditions must be met:
- The plan conforms fully to the KMC Act and Building Rules.
- The proposed use is residential only.
- The plot area is no more than 210 square metres.
- The building height is no more than 10 metres.
- The plan is duly submitted electronically through the KMC portal.
- The requisite fees and charges are paid.
These limits are eligibility conditions in the 2021 circular, not a general rule that any electronically submitted plan is approved. A plan that exceeds either size limit, includes non-residential use, lacks full conformity or has unpaid charges should not be treated as deemed sanctioned on that basis. If you believe the category applies, retain evidence for every condition and obtain the appropriate KMC record or confirmation for the transaction that depends on it.
Choosing the right lookup route
| Decision point | Recommended action | Reason |
|---|---|---|
| You have a plan-case number from a current EoDB/CAF filing | Use the EoDB Dynamic Dashboard’s “SANCTION STATUS BY PLANCASE NO” search | It is KMC’s direct listed route for sanction status |
| You have an assessee number but no plan-case number | Use the assessee-number citizen search, then confirm the property details | The municipal assessment identifier can locate the record |
| You only know the property location | Search with ward, street and premise number in Citizen Search or Building Plancase Search | Both KMC routes expose these location fields |
| The application predates the EoDB/CAF route | Try the Building Plancase Search and review legacy emails, SMS and acknowledgments | Older applications may follow a different sequence |
| You need proof for a lender, buyer or contractor | Use the sanction-download function, not only the status screen | KMC lists the final sanction record separately |
A practical record-keeping checklist
- Save the plan-case number and assessee number in the same file.
- Record the ward, street and premise number exactly as submitted.
- Keep the acknowledgment, drawings, fee receipts and demand notices together.
- Save every shortfall response, NOC and inspection communication.
- Note the date on which you checked the dashboard; live portal content can change.
- Download the sanctioned plan when it becomes available and verify the property description.
- For a CCZM-affected proposal, retain the applicable height-clearance communication or AAI NOC.
KMC does not publish a usable current average approval duration in the material considered here. Treat the case-specific notices and displayed actions as the operative timetable rather than relying on an online “approval time” label without a populated figure.
