Before signing off on road construction, verify the work against the project’s contract, plans, specifications, approved quality plan, and agency procedures—not a universal checklist or a good-looking finished surface. Those documents define which tests, measurements, tolerances, sampling frequencies, qualifications, and approvals apply. Requirements vary with jurisdiction, road type, contract edition, materials, and acceptance plan; there is no single set of numerical limits that makes every road acceptable.
This guide focuses on a practical review process for U.S. road projects. Federal guidance and California examples are identified as such: Caltrans procedures are not national requirements. FHWA’s Federal Lands Field Materials Manual, updated March 15, 2024, says the contract governs when its general guidance conflicts with project requirements.

What sign-off should establish
Sign-off is an acceptance decision made by the authority identified in the project documents. It should rest on evidence that the work incorporated into the road conforms to the applicable requirements, and that exceptions have been resolved through the project’s approval process. It is not simply a visual judgment that the road appears complete.

Its quality-assurance material also reproduces the statutory direction in 23 U.S.C. 109(a) concerning highway plans and specifications that support safety, durability, and economical maintenance. These are broad purposes, not substitute acceptance criteria: the project’s own documents establish what must be checked and what constitutes compliance.

A defensible review connects each acceptance result to the specific work it represents. That means knowing which material or location was tested, whether the required method and frequency were followed, what the result showed, and how a failed or borderline result was handled. It also means checking dimensions independently where appropriate and retaining a traceable record of approvals and corrective actions.
Start with the project’s controlling documents
Before the site walk, assemble and read the documents that establish scope, methods, and acceptance authority. FHWA’s 2004 Construction Program Management and Inspection Guide directs reviewers to study the plans and specifications before visiting the project and to consult applicable agency manuals.
- Contract and specifications: Identify the governing requirements, acceptance criteria, specified test methods, tolerances, sampling frequencies, and required documentation.
- Plans: Mark the dimensions, locations, layer details, drainage features, safety elements, and other work that must be verified in the field.
- Approved contractor quality-control plan: Determine how contractor QC is organized, what inspections and tests it includes, and how results and corrective actions are recorded.
- Schedule of tests and inspection requirements: Use it to identify required characteristics, sampling locations or frequency, and the sequence in which checks must occur.
- Applicable agency construction and materials manuals: Use these for procedures that govern the project, subject to the contract and agency rules.
- Approved changes and project decisions: Include authorized revisions, clarifications, and accepted dispositions that alter or explain the original requirements.
Make a project-specific inspection matrix from those documents. For each work item, record the applicable requirement, how compliance will be checked, who performs the check, when it must occur, and what record proves completion. This is a way to organize the contract requirements, not a new acceptance standard. If a checklist and a project specification appear to conflict, resolve the conflict using the contract’s governing-document provisions and the responsible engineer or agency process before treating the work as acceptable.
Confirm who performs each quality function
A review is incomplete if the required work was done but the responsibility, qualifications, or verification process cannot be established. The project’s quality plan should make clear how contractor quality control, agency acceptance, independent assurance, dispute resolution, and laboratory and personnel qualifications function for that project. FHWA identifies these as elements of a quality-assurance program; their exact implementation depends on governing requirements.

- Identify the contractor staff responsible for QC inspections, sampling, testing, and reporting.
- Identify the agency or owner personnel authorized to perform acceptance checks and make or recommend acceptance decisions.
- Determine whether independent assurance or verification is required, who conducts it, and how results are documented.
- Confirm which laboratory and personnel are authorized or qualified where the contract requires qualification.
- Check whether measuring devices and laboratory equipment have current accuracy certifications when required by the contract.
- Find the person or role authorized to resolve discrepancies, approve corrective action, and disposition nonconforming work.
Do not assume that a contractor QC result alone is the acceptance result, or that an agency check automatically replaces contractor QC. The contract and approved quality plan define the roles. Where independent verification is specified, review both the results and the procedure for reconciling a disagreement; a favorable result does not make a required process optional.
Inspect at the stages when evidence is still available
Some construction characteristics become difficult or impossible to assess after later work covers them. A completed pavement surface cannot by itself establish that the foundation, base, material, or underlying layer met its requirements. Plan inspections around the project’s construction sequence and the specified hold points, sampling, and testing stages.
- Before a phase begins: Review its specification and checklist, confirm required personnel and equipment, and identify the locations and tests that must be observed or completed before the next layer is placed.
- During preparation: Observe the prepared surface or foundation and any required suitability or stability checks. Note the location and conditions relevant to the required evaluation.
- During material delivery and placement: Observe the processes and sampling required by the contract. Verify that test samples and reports can be traced to the material and work location.
- Before covering the work: Complete required measurements, inspections, and test reviews while the layer or feature remains accessible. Record any concern and the disposition before allowing the next operation where project procedures require it.
- During corrective work: Observe repairs or other corrective actions when required, then verify the specified follow-up inspection or retest. A repair or retest should not be treated as approved merely because it occurred.
- At final review: Compare completed work and its records with the acceptance requirements, close exceptions through the responsible authority, and assemble the acceptance record.
Use the applicable section checklist to prompt observations, not to replace the plans or specification. FHWA Federal Lands provides checklists covering roadway and ancillary work; the checklist relevant to a project depends on its scope and governing procedures.

Review test results, sampling, and measurement as a system
A test result is meaningful only in context. Check whether the required characteristic was tested using the specified method, whether the sample came from the required location or population of work, whether the required frequency was met, and whether the person and equipment met applicable qualifications. Review the full set of results, including failed and borderline results, rather than relying on a selected favorable result.

- Match each test to the contract requirement and the specific material or work item it represents.
- Check the date, location, sample identification, test method, result, and reporting trail against project records.
- Compare actual sampling frequency and locations with the contract schedule and approved quality plan.
- Confirm that QC and acceptance tests are both present where required, and that independent verification is recorded when applicable.
- Review all reported outcomes, including retests, and trace each exception to an approved disposition.
- Confirm that required laboratory, personnel, and equipment qualifications are documented.
- Check that independent field measurements use a method and equipment suited to the characteristic and required accuracy.
FHWA specifically advises inspectors to make independent measurements of widths and depths of bases, surfaces, and other construction to validate substantial compliance. These measurements provide a separate check against plan dimensions; they do not replace the contract’s tolerances or specified measurement methods. A measuring wheel may help with some distance checks, but it is only a field aid and is not a mandated or universally suitable method.
When independent assurance or verification and contractor or agency results differ, follow the project’s dispute-resolution process. Do not choose whichever result is more favorable or invent a compromise limit. The authorized process determines whether additional review, testing, or another disposition is required.

Inspect the prepared surface and assess its suitability for the fill or work planned above it. Where specified, proof rolling can be used as a foundation acceptance check. Check compaction against the project’s density and moisture criteria using its prescribed method, and evaluate stability as required. FHWA’s geotechnical guidance discusses foundation acceptance concepts that include proof rolling and compaction checks for density and moisture. It does not create one universal density or moisture target for all road projects.

Aggregate base and subbase
Check the gradation, moisture, and compaction tests required for the aggregate and verify layer dimensions and test frequency against the contract. Caltrans’ May 2023 Construction Quality Assurance Manual lists gradation and compaction among typical acceptance characteristics for aggregate base and subbase. Those are California examples; the applicable project specification controls elsewhere and may define different requirements.
Hot-mix asphalt
Review the project-required mix and pavement characteristics. Caltrans identifies asphalt content, gradation, compaction, air voids, and smoothness as typical QC and acceptance characteristics. Check only those properties and procedures applicable to the project, and use its contract edition and specification for limits. A generic target value cannot establish whether asphalt is acceptable across different contracts or jurisdictions.
For an out-of-specification acceptance result, follow the project’s stated response and approval process. Caltrans’ Chapter 4, Construction Details, Section 39, describes action when an acceptance result is outside specification for California work; that procedure should not be presented as a nationwide rule. Record the result, the affected location or material, the review, any corrective action, and the authorized disposition.
Concrete pavement
Check the characteristics specified for the project. Caltrans lists air content, thickness, modulus of rupture, and smoothness as typical acceptance characteristics for concrete pavement. The contract determines which apply, how they are tested, the sampling plan, and the acceptance limits.

Drainage, safety features, markings, and other items
Use the relevant specification and section checklist for each item rather than relying on a pavement-centered inspection. FHWA Federal Lands’ checklist index includes sections for drainage, guardrail, traffic control, pavement markings, and other roadway work. The item-specific plans and contract determine which characteristics require inspection, measurement, testing, or certification.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Resolve exceptions before deciding the work is acceptable
Nonconforming or uncertain work needs an explicit disposition through the project’s process. This includes a failed or borderline test, an unexplained deviation from the plans, missing required documentation, an incomplete test, a repair without follow-up evidence, or disagreement among test results. Do not infer compliance from a later favorable result unless the contract’s sampling and retest rules allow that result to establish acceptance.
- Identify the issue precisely: Record the requirement, affected material or location, observed condition or result, and relevant date.
- Determine the affected work: Use traceable reports and field records to establish what work may be implicated; do not assume a result applies beyond the scope established by the sampling plan.
- Notify the responsible authority: Refer the issue to the engineer, owner, or other role identified in the project procedures.
- Follow the authorized evaluation: Conduct any additional inspection or testing only as allowed by the contract and project process.
- Record the disposition: Document whether the work is accepted as-is, corrected, retested, removed, or otherwise handled, together with the applicable approval.
- Verify closure: Confirm that the required corrective action and any subsequent evidence are complete before closing the exception.
Keep the original result and its history in the record. A retest or repair does not erase the initial exception; it documents how the project resolved it.

The handover file should show what was built, what was checked, what the results were, and who approved any exception. The precise submittals are contract-specific, but FHWA’s inspection guidance emphasizes reviewing test reports, corrective-action records, and other project documentation.
- Test reports for required QC, acceptance, and independent verification or assurance activities.
- Inspection and field measurement records tied to identifiable work locations.
- Material certifications for delivered items where required.
- Records of laboratory, personnel, and equipment qualifications or accuracy certifications where required.
- Approved changes, deviations, nonconformance records, corrective actions, retests, and final dispositions.
- Required approvals and final acceptance documentation.
Check records for completeness and traceability: they should identify the material or location actually incorporated into the project, link results to the applicable requirement, include unfavorable as well as favorable outcomes, and show the disposition of exceptions. A complete file supports the acceptance decision; it does not authorize acceptance of work that fails the governing criteria.
Quick Recap
Common reasons a sign-off review is not ready
- Only the final surface was inspected: Earlier layers or processes were covered before required evidence was collected.
- The review used a generic checklist instead of the contract: A familiar test or threshold may not apply to this project, while a required project-specific check may be missing.
- Reports cannot be tied to the work: The file lacks the sample location, material identity, or other information needed to connect a result to incorporated construction.
- Only passing results were assembled: Missing failed or borderline results hide whether acceptance and retest procedures were followed.
- Responsibilities are unclear: QC, acceptance, independent verification, or dispute resolution was assumed rather than checked against the approved plan.
- A repair is treated as self-proving: The record does not show required approval, follow-up inspection, or retest.
- Dimensions were accepted by appearance: No suitable independent measurement or required documentation supports compliance with plan dimensions.
