How to Build Safely Near a 132 kV Transmission Line

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

There is no single, universal building setback for every 132 kV overhead line. In the UK, the Health and Safety Executive (HSE) tells anyone with an existing or proposed building question to discuss the project with the local electricity company. The line owner must confirm the applicable clearances, easements, access restrictions and work controls for the actual site before you fix the design or construction method.

Two figures in HSE guidance are often misunderstood. 10 m, measured horizontally at ground level from below the nearest wire, is a trigger for managing work risks; it is not permission to build outside 10 m and it is not a universal property boundary. 6.7 m is the minimum height above ground shown for a 132 kV overhead line in HSE’s diagram; it describes line height, not clearance from a building.

Why a 132 kV line requires project-specific planning

A 132 kV overhead line can injure or kill without a person touching the conductor. A crane jib, excavator arm, mobile elevating work platform (MEWP), scaffold pole, tipper body, long tool or stored material may approach the wire closely enough for electricity to arc through the air. The line can also move relative to the work because of its span, support arrangement and operating conditions. A finished building that appears to be clear of the conductors does not make the construction sequence safe.

HSE’s construction guidance states: “The law says that any work near electric overhead power lines must be carefully planned and carried out to avoid danger from accidental contact or close proximity to the lines.” That requirement applies to work areas, boundaries and access routes, not only to the footprint of the proposed building.

HSE’s GS6 guidance gives the governing principle: “The most effective way to prevent contact with overhead lines is by not carrying out work where there is a risk of contact with, or close approach to, the wires.” The first design question is therefore whether the building, site layout or construction method can be moved away from the line. Only after avoidance has been considered should you develop controls for residual work near it.

What the 10 m and 6.7 m figures actually mean

Figure What HSE says What it does not mean Source and qualification
10 m Manage the risks when work is intended within 10 m, measured horizontally at ground level from below the nearest wire. It is not a guaranteed safe distance for a building, a planning boundary, or permission to work at 10 m without further controls. HSE GS6, fourth edition, 2013; a work-risk planning trigger.
6.7 m The minimum height above ground shown in GS6’s diagram for a 132 kV overhead line. It is not the clearance from a roof, scaffold, crane, plant or other structure. HSE GS6, fourth edition, 2013; a line-height illustration.

The distance from a proposed building to the conductors can depend on the line’s geometry, the structure and its height, construction equipment, access arrangements, the owner’s operational requirements and any wayleave or easement. HSE’s FAQ does not replace the line owner’s site-specific determination. Do not scale a number from a drawing, assume the nearest pylon is the only hazard, or treat a general planning statement as an electrical clearance.

Confirm the jurisdiction and the line owner

The guidance described here is UK-specific. The HSE documents apply to work in Great Britain and are not worldwide law. For a project elsewhere, identify the applicable regulator, network operator and local development rules before using any UK distance or procedure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

UK terminology can also be confusing. The government’s EN-5 network overview describes systems from 132 kV down to 230 V as distribution systems. A project may still call a 132 kV overhead route a transmission line in ordinary language; the terminology does not establish a safe building distance.

Map every line that could affect the project

Inspect the proposed plot, its boundaries and every route by which people, vehicles, plant or materials will reach it. Include lines crossing an access road, running beside a boundary, or passing over a temporary storage or lifting area. Do not rely on a pylon being visible from the plot: conductors can be outside the immediate building footprint while still affecting access and plant movement.

Ask the local electricity supplier or network operator to identify the owner of each relevant line. Treat every identified line as live unless its owner confirms otherwise. Record the operator’s contact details and the date and scope of its advice in the project file.

Use this planning sequence before committing to the design

1. Give the owner complete site and project information

Contact the line owner before fixing the building position, foundation approach, temporary works or construction method. Provide a site plan that shows the line, supports, boundaries, proposed structure, working areas, storage, crane or MEWP positions, excavation zones and all access routes.

  • One-Handed Loading - Keep one hand free with a 1/4 in. hex chuck that accepts 1 in. bit tips

Describe the construction sequence, not just the completed building. Include deliveries, unloading, lifting plans, scaffold erection, roof work, excavation, concrete placement, temporary propping, plant travel and the removal of waste. Tell the owner the maximum height and reach of each item of plant and identify any work that could bring a load, tool or person close to the line.

2. Obtain project-specific clearances and controls

Ask the owner to state the clearances and precautions that apply to the proposed building and to each construction activity. Ask how the owner wants the line, supports and access arrangements represented on the site plan, and whether it requires a formal agreement, wayleave review, inspection or attendance.

Keep the owner’s written response with the risk assessment and method statement. If the design changes—such as a taller roof, a different crane, a new haul route or a revised boundary—send the change back for review rather than assuming the previous advice still applies.

3. Remove the hazard where practicable

HSE’s preferred hierarchy is to avoid the risk of contact or close approach. Consider, in order:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • moving the building, temporary works, access road or storage area away from the line;
  • changing the construction sequence so that high-reach operations occur elsewhere;
  • arranging a line diversion through the network operator; or
  • arranging for the line to be made dead and isolated for the relevant work, where the operator confirms that this is feasible.

Do not assume a diversion or outage is available, affordable or sufficient for every phase. The network operator must confirm the engineering, scheduling and operational conditions.

4. Plan the construction phase separately from the finished building

Check every phase in which equipment or materials can rise, slew, tip, swing, flex or be carried. HSE specifically highlights cranes, excavators, MEWPs, tipper vehicles, long tools and materials. A low building can still require a crane whose jib or lifted load reaches much higher than the finished roof.

For each task, identify the maximum envelope of the plant and load, the route to and from the task, and what happens if the operator loses control or the plant moves unexpectedly. Include temporary works and delivery vehicles; do not limit the assessment to permanent equipment shown on the architectural drawings.

5. Agree controls for any residual work near the line

If avoidance, diversion or isolation cannot remove the hazard, agree a site-specific safe system with the owner. Depending on the arrangement, HSE identifies controls such as barriers, goalposts, warning notices, exclusion areas, physical restraints on plant, safe clearances and direct supervision.

These controls supplement the owner-confirmed clearance; they do not create a generic safe building setback. Mark them on the site plan, install them before the relevant work starts, brief every person who may enter the area and inspect them after site changes, deliveries or severe disturbance.

Design the site and access route around the line

Keep people and plant out of the approach zone

Use a physical boundary to separate the line from the work area wherever the owner and risk assessment require it. Position barriers so that a vehicle, load or tool cannot simply be swung over or through them. A warning notice is useful only when it supports a physical and supervised arrangement; a sign by itself does not control a crane or a reversing tipper.

Control vehicle height and movement

Where vehicles must pass beneath or near the line, agree the route and controls with the owner. HSE lists goalposts and warning notices as possible measures. The arrangement should make the permitted passage obvious to drivers and should prevent a vehicle or raised body from entering the prohibited space. Use plant restraints or other physical limitations where the owner’s plan calls for them.

Make crossings deliberate

If a passageway is unavoidable, keep it as narrow as practicable and, where possible, cross the line route at right angles. Do not create a broad working corridor parallel to the conductors. Keep lifting, storage and assembly areas out of the crossing so that the route is not gradually widened by site activity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Control materials and temporary items

Store reinforcement, scaffold components, formwork, ladders, roof sheets and other long items where they cannot be carried or lifted into the line’s approach zone. Account for the height of stacked materials and for the path used to move them. Reassess the arrangement whenever the site changes.

Build the safety plan into project documents

The line risk should be visible in the documents that control the work, not left as an informal briefing. At minimum, the project file should contain:

HSE identifies Electrical safety on construction sites (HSG141) as supplementary construction electrical-safety guidance. HSE’s page identifies an April 2023 publication and provides a free copy as well as an orderable product. It does not determine a site-specific 132 kV building clearance, so use it alongside the line owner’s instructions rather than instead of them.

Compare the ways to eliminate or control the hazard

Approach When it may fit What must be coordinated Residual limitation
Avoidance The building, work area, access route or high-reach operation can be moved away from the line. Revised design, logistics and owner confirmation that the new arrangement removes the relevant approach risk. Other phases or routes may still approach the line; reassess the whole project.
Diversion The network operator can engineer a different line route and the programme and approvals allow it. Network design, outage or construction coordination, permissions, programme and cost with the owner. Availability is site-specific; the original route remains a hazard until the operator confirms the change.
Isolation The owner can arrange for the line to be made dead and isolated for the defined work. Formal operator arrangements, timing, boundaries, confirmation of the isolation and controls for any re-energisation. An outage may cover only a defined period or task; never treat a requested outage as effective until the owner confirms it.
Residual work controls The risk cannot be eliminated and carefully controlled work remains necessary. Owner-confirmed clearances, barriers, goalposts, notices, plant restraints, exclusion and supervision in a site-specific plan. Controls can fail if moved, bypassed or misunderstood; they do not establish a universal building setback.

How to decide whether a proposed building can proceed

Use the following decision sequence at design review:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Has every relevant line and owner been identified? If not, stop design approval and complete the survey and owner contact.
  2. Has the owner reviewed the proposed building and construction method? If not, do not infer clearance from the 10 m planning trigger or the 6.7 m line-height illustration.
  3. Can the building, access or method be moved? If yes, redesign to remove the approach risk and obtain confirmation of the revised arrangement.
  4. Can the owner divert or isolate the line? If potentially yes, obtain a documented feasibility and programme from the owner before relying on it.
  5. What remains after elimination measures? Define the exact exclusion, barriers, goalposts, restraints, notices and supervision for each task.
  6. Has the construction sequence been checked independently of the finished design? If cranes, MEWPs, excavators, tipper bodies, scaffold or long materials are not represented, the assessment is incomplete.
  7. Are changes controlled? A new contractor, delivery route, taller plant or altered roof can invalidate the previous assessment and requires review.

Common mistakes that create false confidence

Treating 10 m as a safe setback

The 10 m figure is a GS6 trigger for managing work risks, measured horizontally at ground level from below the nearest wire. It does not answer whether a particular building may be located at 9 m, 10 m or 11 m.

Using 6.7 m as roof clearance

The 6.7 m figure describes the minimum line height shown in HSE’s diagram. It is not a clearance from a roof, scaffold, lifted load or machine.

Measuring only from the pylon

The hazard is created by the conductors and the activity’s approach envelope, not simply by distance to the support. Include spans, access roads and work areas that sit between or beside supports.

Assessing only the finished structure

Construction equipment and temporary materials can be taller, longer and more mobile than the building. A compliant architectural layout does not make lifting, excavation or delivery safe.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Relying on signs without physical control

Warning notices help communicate a restriction, but they do not stop a raised tipper body, crane jib or long component. Use the combination of barriers, goalposts, restraints and supervision required by the owner’s plan.

Assuming an outage has happened

Only the line owner can confirm that a line has been made dead and isolated for the defined work. Until that confirmation is received, treat the line as live and maintain the agreed controls.

What to do if conditions change or an incident occurs

Stop the affected operation if a barrier is moved, a vehicle route changes, plant exceeds the assessed envelope, the line owner’s conditions are not being met, or anyone is unsure whether the agreed clearance remains available. Keep people away from the line and the equipment involved, prevent others from approaching, and contact the line owner and emergency services as appropriate. Do not resume until the owner and the responsible site manager have confirmed the revised safe system.

If a vehicle, crane or other plant contacts or approaches the line, treat it as energised unless the owner confirms otherwise. People on the ground should not touch the plant or attempt a rescue by approaching it. The site’s emergency arrangements should state who calls the network operator, who controls access and how the area is kept clear while the operator responds.

When UK guidance is not enough

HSE’s FAQ directs people with questions about safe distances to existing or proposed buildings to the local electricity company. The exact building clearance, easement or wayleave constraints, approvals and construction controls remain unresolved until the site location, line owner, line geometry and design are known.

For a non-UK project, replace the UK process with the local regulator’s rules and the actual network operator’s requirements. Do not export the 10 m or 6.7 m figures into another jurisdiction or treat UK planning terminology as an international standard.

Bottom line for a live project

Do not choose a 132 kV building setback from a generic chart. Identify the line owner, submit the building and construction plan, obtain written site-specific clearances and controls, and redesign or arrange diversion or isolation where practicable. If work must remain near the line, control every access route and construction task with the owner-approved plan, physical barriers and restrictions, and competent supervision. The 10 m and 6.7 m figures help explain HSE guidance; neither is a universal permission to build.
