Stormwater management on a large redevelopment site is a project-long system, not a single detention pond installed at the end. The team first maps existing drainage and constraints, then reduces and routes runoff in the site plan, controls sediment and pollutants during demolition and construction, and finally operates permanent practices that meet the governing jurisdiction’s post-construction requirements.
Roofs, roads, loading areas and parking replace absorbent ground with impervious cover. They change where water flows, increase the speed of runoff and can carry sediment, metals, nutrients, oil, concrete residue and other pollutants into inlets, pipes and receiving waters. Effective design addresses both the amount and timing of runoff and its quality, while recognizing that federal construction-permit rules and local permanent-design standards are separate regulatory layers.

What stormwater management must accomplish
A redevelopment plan has two related but distinct jobs:
- During construction: keep disturbed soil, debris, chemicals and dirty water from leaving the site or entering drainage systems.
- After construction: manage runoff from the completed buildings, pavements and landscaped areas with permanent site-design and treatment practices.
The permanent system may reduce runoff at its source, infiltrate or evapotranspire water where conditions allow, filter pollutants, detain peak flows, or combine those functions. Detention alone does not recreate natural hydrology and does not automatically solve water-quality problems. The applicable state, local, watershed and municipal separate storm sewer system (MS4) requirements determine which objectives must be demonstrated and how they are measured.

Step 1: Establish the existing-site baseline
Before selecting a best management practice (BMP), the civil, environmental and construction teams document how water behaves now and what the redevelopment can safely change. The investigation normally covers:
- Drainage and infrastructure: existing inlets, pipes, culverts, outfalls, easements, flood-prone areas and connections to public systems.
- Land cover and grades: roofs, pavement, compacted fill, vegetated areas, slopes, low points and overland emergency routes.
- Soils and infiltration: soil texture, fill variability, compaction, infiltration testing where required, groundwater elevation and seasonal conditions.
- Receiving waters: the creek, river, lake, wetland or coastal water receiving discharge, including any watershed restrictions or impaired-water requirements.
- Contamination and brownfield conditions: areas where infiltration could mobilize pollutants or where excavated material requires special handling.
- Space and conflicts: utility corridors, foundations, retaining walls, fire access, loading operations, tree protection, future phases and maintenance access.
These facts control feasibility. A practice that infiltrates clean runoff in one soil may be unsuitable where groundwater is shallow, fill is contaminated or the jurisdiction prohibits infiltration near a building. EPA’s general guidance emphasizes that stormwater controls should reflect local soil, precipitation and land-use conditions; calculation methods and investigation details are set by the project and its permitting authorities.
Step 2: Reduce runoff in the site plan
The least expensive gallon to manage is often the one the plan prevents from becoming runoff. During concept design, the team can reduce effective impervious area, preserve natural drainage functions and direct water toward treatment areas instead of sending every surface to a single pipe.

Site-design measures
- Preserve useful mature vegetation, natural depressions, soil areas and drainage corridors where grading and contamination conditions permit.
- Limit unnecessary pavement and break large paved areas into smaller drainage zones.
- Use landscaped areas, tree soil volumes or other distributed features to intercept rainfall.
- Direct roof leaders and paved-area runoff to approved bioretention, rain-garden or vegetated systems rather than bypassing them.
- Consider permeable pavement only where subgrade, groundwater, loading, winter conditions and maintenance capabilities support it.
Green infrastructure can include bioretention, rain gardens, vegetated systems and permeable pavements. It is not a universal prescription: heavily trafficked areas, contaminated soils, utilities and maintenance access can rule out a particular feature. The design must show overflow routes so an intense storm does not turn a treatment area into an uncontrolled hazard.
When does a construction project need stormwater permit coverage?
Under the federal construction-stormwater framework described by the U.S. Environmental Protection Agency (EPA), permit coverage is triggered when construction activity disturbs at least one acre, or when a smaller area is part of a common plan that will ultimately disturb at least one acre. “Disturbance” can include clearing, grading, excavation, stockpiling and related activities.
The federal Construction General Permit (CGP) applies only in places where EPA is the National Pollutant Discharge Elimination System (NPDES) permitting authority. Many states and some territories administer their own programs, which may use different forms, thresholds, fees, review steps or additional requirements. Confirm the regulator and the current permit before mobilization; do not assume that an EPA form is the governing document in every location.

EPA reported that the 2022 CGP expires on February 16, 2027. The agency also reported publication of a proposed 2027 CGP on August 3, 2026, with the public-comment deadline extended to September 17, 2026. A proposed permit is not an effective permit. The owner and contractor must verify which permit is in force on the project’s application and construction dates.

What is a stormwater pollution prevention plan?
A stormwater pollution prevention plan (SWPPP) is the project’s written operating plan for preventing polluted discharges during construction. It identifies the disturbed areas, drainage paths, potential pollutant sources, selected controls, inspection responsibilities, corrective actions and stabilization sequence. Permit coverage, where required, typically depends on having the SWPPP prepared and implementing it in the field.
Controls commonly required during construction
| Risk or activity | Typical control approach | Field expectation |
|---|---|---|
| Exposed soil and slopes | Erosion-control practices plus sediment barriers, basins or equivalent treatment | Install before disturbance where practicable; inspect after qualifying rain and at the frequency required by the permit. |
| Site entrances and tracking | Stabilized access, street-sweeping and controlled vehicle routes | Keep sediment from being carried onto public roads and repair failed access controls. |
| Stockpiles and spoil | Covering, perimeter controls and placement away from inlets and waterways | Secure covers and adjust controls as stockpile locations change. |
| Concrete and masonry | Dedicated, contained washout areas | Prevent wash water from reaching soil, inlets or surface water; remove accumulated material properly. |
| Fuel, oil, solvents and soaps | Covered storage, spill prevention and response materials | Keep containers secured, train workers and repair leaks immediately. |
| Dewatering | Appropriately treated and routed discharge | Do not pump turbid or contaminated water off-site without the approvals and treatment the permit requires. |
| Inactive areas | Temporary or final stabilization | Stabilize areas where work has ceased and will not resume for more than 14 days, subject to the applicable permit’s terms. |
Demolition requires the same discipline as new excavation. Dust, rubble, lead-containing debris, exposed subgrade, wash water and fuel handling can all create a discharge pathway. The SWPPP should be updated when phasing, access, grading limits or pollutant sources change; a plan that no longer matches the site is not an effective control system.

Step 3: Build the permanent post-construction system
Permanent controls can be distributed throughout the redevelopment or concentrated in structural facilities. A practical treatment train often follows this sequence: prevent or reduce runoff at the source, capture it near where it is generated, infiltrate or filter it where suitable, store or detain excess volume, and release it through a controlled outlet.
| BMP category | Primary function | Key feasibility questions | Typical long-term obligation |
|---|---|---|---|
| Bioretention and rain gardens | Capture, filtration, plant uptake and, where allowed, infiltration | Are soils, groundwater, contamination, utilities and drainage area suitable? | Maintain vegetation, remove sediment and preserve inlet, overflow and underdrain function. |
| Sand or organic filters | Filtration of runoff routed through a media bed | Is pretreatment and sufficient hydraulic head available? | Inspect media, remove accumulated sediment and replace or rehabilitate media as required. |
| Vegetated filter strips and swales | Slow, spread and filter shallow sheet flow | Can grades deliver sheet flow without short-circuiting? | Mow or manage vegetation, remove sediment and repair erosion or bare areas. |
| Permeable pavement | Reduce direct runoff and provide storage beneath the surface | Can the subgrade, loading, groundwater and maintenance program support it? | Keep surface pores open through inspection and appropriate vacuum or cleaning practices. |
| Dry detention ponds | Temporarily store water and moderate peak discharge | Is land available, and can safe emergency overflow and access be provided? | Maintain outlet structures, embankments, vegetation, access and sediment capacity. |
| Stormwater wetlands or wet ponds | Provide storage and treatment through permanent or seasonal water features | Are water-supply, safety, mosquito, groundwater and ecological conditions acceptable? | Maintain water-level controls, vegetation, banks, forebays and sediment removal access. |
| Inlet controls | Capture trash, sediment or specific pollutants at drainage inlets | Will the device avoid bypass during design flows and fit utility operations? | Inspect and clean frequently enough to prevent clogging and flooding. |
The categories above come from EPA’s BMP menu; they are not a universal ranking. Compare alternatives against the same decision criteria: volume reduction versus peak-flow detention, pollutant treatment, footprint and subsurface feasibility, conflicts with utilities and phasing, constructability, maintenance burden, ownership and capital plus lifecycle cost. The required performance target and method of measurement are jurisdiction-specific.
Why redevelopment needs a different design approach
Redevelopment commonly starts with compacted soils, existing pipes, small or intensively used parcels and structures that cannot be moved. Excavation may encounter undocumented utilities or contaminated fill, while a new facility may need to remain operational through several construction phases. These constraints can make a large centralized facility impractical.

They also create an opportunity. An older site may have no treatment, undersized or deteriorated drainage, direct connections to a receiving water, or impervious areas that were never managed to current standards. Distributed improvements—such as disconnecting roof drains, adding a treatment cell at a parking edge, replacing selected pavement or retrofitting inlets—can improve water quality and drainage even when a full greenfield design is impossible. Whether an incremental approach satisfies the permit must be confirmed with the reviewing authority.
Construction controls are not the permanent drainage system
Silt fence, inlet protection, stabilized entrances and temporary sediment basins protect the site while soil is exposed. They are removed, reconfigured or replaced as grading and paving progress. A completed bioretention cell, wet pond, filter or detention facility is designed for the finished drainage area and a different operating life. Leaving temporary controls in place is not a substitute for commissioning the permanent system; conversely, installing a permanent pond does not eliminate the need for erosion and sediment controls during its own construction.
Phasing and handoff
- Sequence clearing, grading, utilities, building work and paving so the smallest practical area is exposed at one time.
- Install and verify temporary controls before upstream disturbance.
- Protect completed permanent facilities from sediment loading while adjacent areas remain under construction.
- Stabilize contributing areas, remove accumulated construction sediment and confirm that inlets, underdrains, outlets and overflow paths function.
- Transfer inspection records, as-built information, access arrangements and maintenance duties to the long-term owner or operator.
Operation, maintenance and accountability after completion
Stormwater infrastructure works only while its flow paths remain open and its storage, filtration and outlet functions are preserved. The responsible owner or operator needs a written schedule, safe access, inspection points, records and a budget for routine and corrective work. EPA’s post-construction guidance describes adequate long-term operation and maintenance of BMPs as an MS4 program element.
- Inspect after major storms and at the intervals required by the permit, approval or maintenance agreement.
- Remove sediment, trash and organic buildup before they block inlets, media or outlets.
- Maintain vegetation without creating bare soil or blocking emergency overflow routes.
- Check embankments, underdrains, overflow structures, pavement surfaces and pretreatment areas for erosion, settlement and clogging.
- Keep access rights clear when facilities lie in easements, shared parking areas or privately managed parcels.
- Document who performs work, who pays for it and which agency or instrument enforces the obligation.
Maintenance schedules, responsible parties and enforceable instruments must be verified locally. A sale, lease or change in property management should not silently transfer or abandon those duties.
Can stormwater compliance be handled off-site?
Some programs allow off-site stormwater management: the project meets a post-construction performance requirement through controls beyond the development or redevelopment boundary. This option can help where the parcel lacks room, infiltration is unsafe or a regional facility provides better treatment. It is not a universal entitlement. The governing program may restrict eligible projects, require a watershed connection, specify land or fee arrangements, demand proof of equivalent performance, or prohibit the approach entirely. Obtain written confirmation of eligibility and responsibility before relying on off-site compliance.
Quick Recap
A decision checklist for the project team
- Identify the NPDES permitting authority and determine whether the disturbance reaches the one-acre threshold or is part of a common plan that will.
- Map existing drainage, receiving waters, utilities, easements, grades, soils, groundwater and contamination constraints.
- Confirm the local post-construction standard separately from the construction permit.
- Reduce unnecessary impervious area and preserve feasible natural functions before adding structural controls.
- Select a treatment train that matches soil, hydrology, space, phasing, safety and maintenance capacity.
- Prepare, implement and update the SWPPP; install, inspect and maintain controls while soil is disturbed.
- Protect permanent BMPs from construction sediment and commission them only after contributing areas are stabilized.
- Record as-built conditions, access, inspection frequency, responsible parties and corrective procedures.
- Verify any off-site or regional option with the governing program before design depends on it.
- Recheck permit status and proposed-versus-effective requirements whenever the schedule crosses a permit renewal date.
